Judicial candidates trade barbs BY Wayne Gates The Brown County Press Brown County judicial candidate Julie Steddom is accusing her opponent, Danny Bubp, of violating ethics rules. Bubp is denying any wrongdoing, and said that Steddom is in violation of the Ohio Code of Judicial Conduct, which governs judicial candidates, by raising the allegations. Both are running for Brown County Probate/Juvenile Judge. Steddom brought court documents from Adams County Probate Court to The Brown County Press on Sept. 3, including a letter written to Adams County Common Pleas Judge Brett

Spencer dated April 8. Spencer accepted the let-

ter as a legal complaint against Bubp on July 28.

It was signed by Janetta Jackson, and claims that Bubp “acted inappropriately or unethically” in the handling of her father’s estate in 2010. “These are public records in Adams County that allege that Danny basically cheated a client out of $20,000 in a property sale from an estate. It’s serious allegation that I believe that Brown County voters need to know about”, Steddom said. “From the documents that I’ve looked at, the property was appraised at $100,000. Danny was the attorney for the estate. He sold the property for $72,000 on one day. On the next day, he bought it back from the buyer for $92,000. In the process, he paid himself $2500 from the

proceeds of the first $72,000. To me, looking on the surface, it looks like a clear conflict of interest to represent an estate and then to buy property from an estate from a third party...it smells bad.” Bubp responded to the allegations via an e-mailed statement. “While I’m out going door to door talking to Brown County residents about important changes in our Probate and Juvenile court, my opponent Julie Steddom has been distributing unproven and reckless information about one of the thousands of legal cases I’ve been involved in. It’s no surprise, after 30 years of legal practice with no ethics complaints against me, that just a few weeks before early vot-

ing begins, my opponent would launch this underhanded political attack. This is the kind of political smear that Brown County voters are sick and tired of and it’s the worst kind of politics”, Bubp wrote. He continued, “The real ethics scandal here is that Ms. Steddom, by launching this political smear, has violated the judicial ethics rules. Those rules prohibit judicial candidates from commenting on a case on any judge’s docket, unless it’s about yourself. She should be held accountable for this unethical behavior. Court will hear appeal of coroner job ruling BY Wayne Gates The Brown County Press The Ohio 12th District Court of Appeals has decided to hear an appeal of Judge John Kessler’s decision that Brown County Coroner Dr. Judith Varnau may remain in office. Court Administrator Ben Manning said that the deci-

sion was made by the court on Sept. 2. Attorney Tracy Hawkins filed a request with the court to hear the appeal in early August. State law requires that courts must “grant leave” for a losing side to appeal in a case involving the removal of an elected official. Hawkins said she is

pleased with the decision of the court and looks forward to making her argument. “We are very pleased that the Appellate Court accepted this case, especially since we did not have an automatic right to appeal”, Hawkins said. A dispute between the Brown County Rural Water Association and Annette Mineer Applegate is moving to federal court in Cincinnati. Applegate attorney Kevin Hoskins filed a Notice of Removal of the case with the Brown County Common Pleas Court on Aug. 28.

“When a state court case relies on a federal statute, the defendants are entitled to remove it to federal court”, said BCRWA attorney Stan Purdy. Purdy said that Applegate has agreed to temporarily halt the construction effort to bring water to the approximately 300 homes in her Aberdeen mobile home park. “She agreed to voluntarily

stop construction until we can get a hearing on the temporary restraining order”, Purdy said. Hoskins confirmed that Applegate has halted the construction, but said that the approval process that Applegate has begun with the Ohio Environmental Protection Agency will continue. Applegate said that the CONTINUED ON PAGE 9

It was an emotional event August 28 as Mary and Dave Dodson, the parents of Brittany Stykes, held a candlelight vigil commemorating the one year anniversary of the shooting death of their daughter. The vigil was held at the site where 22 year old Brittany was found shot to death between Ripley and Georgetown on Highway 68. Mary Dodson welcomed everyone (nearly 200 people) to the vigil and thanked them for helping her and her family remember Brittany with prayers and good

thoughts. She thanked everyone for being a part of their time of remembrance and prayed for her granddaughter, Aubree’s future. She shared stories about what a kind, gentle soul her daughter was and what a tragedy her death has been to everyone who ever knew her. “Aubree told me one day that she was mad at her mommy,” Dodson said, “I said, ‘ Aubree, why are you mad at mommy?’ She answered me and said because mommy went away and didn’t take Aubree.” “How do I respond to something like that?”, she

asked. “How do I help her understand that someone killed her mother and even shot her in the head? I don’t understand CONTINUED ON PAGE 16
