Foreword From the Commanding General U.S. Army Training and Doctrine Command …the Army must continually adapt to changing conditions and evolving threats to our security. An essential part of that adaptation is the development of new ideas to address future challenges. Army Operating Concept, 2010 After nine years of war, our Army is at risk if we do not recommit ourselves to the value of learning in the development of our Soldiers and leaders. Therefore, we are undertaking a series of changes within the Army to reframe our fundamentals. Our culture must see the imperative in learning to enable a more adaptive outlook on the conduct of war and its implications. The senior leaders of our Army are committed to re-instilling into our fabric the great value that learning provides. In an environment of increased competition, the dimension where we have to prevail is the competitive learning environment. If we prevail, we will be able to make the kinds of adaptations and innovations that we need to stay ahead of our adversaries. We are a combat tested AllVolunteer Army that must capitalize on the strength of our nation – a new generation of Soldiers that wants to be challenged in the educational environment as well as in the deployed operating environment. This new generation of warrior comes from a technology dense environment. They give willingly of their time and talents to causes they believe are greater than themselves. They want to be challenged in the ways past generations have, and most importantly they want to lead our Army and our nation by becoming adaptive leaders. TRADOC Pam 525-8-2 describes the need to transform the Army’s Learning Model. It continues our campaign of learning by acknowledging the changing environment and the need to ensure we meet the learning needs of individual Soldiers and leaders at echelons throughout the Army, not just in the academic environment. The Army Learning Concept for 2015 (ALC 2015) is nested within the overall framework and themes of the Army Capstone Concept, The Army Operating Concept, Army Training Concept, and Army Leader Development Strategy. It applies to a generation of incoming recruits who have grown up in a digital world as well as seasoned Army professionals who have experienced repeated deployments and bring a wealth of experience to the learning system.
