A1. CLG Comments

A Mt Eden CLG meeting was held on 8 October 2019 to discuss the Mt Eden Enabling Works and for the CLG to provide comments / feedback on the CEMP and sub-plans, including this TV DWP.

Comments received from the CLG on this TV DWP are as follows:

Enquired whether the pohutukawa trees would be lost during the works along Fenton Street as several of the residents currently maintain the plants surrounding the trees. They enquired as to whether the trees would be replanted.

11 Fenton Street (different resident) Enquired as to whether there was the potential for a community garden to be provided within the land surrounding the new station. Indicated that there was a lack of green space and that the residents in the flats missed the opportunity to garden.

A2. Independent Peer Review Comments

Information provided Attendee was informed that the pohutukawa trees would be removed during the Enabling Works. They were informed that the trees would not be replanted in the same location as the Enabling Works would remove the space for the trees. Attendee was informed that the pohutukawa trees would be removed during the Enabling Works.

Attendee was informed that the urban design for land surrounding the station has not been produced and therefore it was unknown as to whether there would be space for a community garden.

An Independent Peer Review of the draft TV DWP was undertaken by Jon Redfern of Arbolab.

Jon confirmed by email dated 1 November 2019 that he had no recommendations or changes to the report at this stage.

I can confirm the trees do not have any protection as a notable tree in Schedule 10 of the Unitary Plan and are protected by way of their location on public land.

In this instance, it is acknowledged that replanting in this location is not going to be a viable option and that it is appropriate to consider planting is a more suitable location.

At this stage it is probably too late in the year to relocate the trees with any chance of success, and would advise that removal

It is known that it will not be possible to replant the trees in the same location, therefore, replacement trees will be planted in an appropriate location elsewhere within the CRL designation.

in the vicinity of the trees during the late summer months of Q1 2020. This means that transplanting the trees may not be a practicable option, as they may not survive these works occurring during that season. is more cost effective, with the funds being put into planting new healthy trees is a more appropriately and suitably designed location to allow for long term growth.

11 4 The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works. The reports refer to the development of the Urban Design DWP which has yet to be worked on in any great detail for the final public realm areas once the civil works are completed. It is appropriate in my view to require the work on designing the public realm to include the need to find suitable locations to plant seven new suitably sized new trees for mitigating the proposed tree removals. N/A N/A N/A Currently the project is adopting the agreed principle of planting new trees in planter pits that have a minimum soil volume of 15 cubic metres wherever possible, which is appropriate in terms of providing the right conditions for new trees to grow and develop into healthy specimen trees in areas of hard paving and alongside roads. 10-12 4.2 N/A I would recommend the inclusion of an advisory note -identifying the need specifically to consider the streets that surround this area have in some cases larger trees, Wynyard Street as an example has trees either side of the street beyond the edge of the designation, however the street may see traffic controls put in place which could impact on the trees. 10-12 4.2 N/A It is very important from a project coordination perspective that trees along the roadsides surrounding the main site are taken in account when moving large machinery, oversized loads, along with diversion of traffic along one side of the street close to larger overhanging trees. These situations do risk tree limb strikes so the project arborist and site manager need to be included to ensure trees are fenced off and highlighted to machinery and transport operators, along with the traffic control staff.

11 4 The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works. “I am concerned with the risks around this work identifying tree removals without a clearly defined plan to show where the replacement trees are going to be planted as mitigation. The applications I have assessed to date all make reference to the development of the Urban Design DWP which will include the locations of all new tree planting. I am of the understanding that this overarching plan has not yet been developed in any detail and the risk of new utility placement (and relocation) not then allowing for mitigation planting at street level. All replacement planting is to meet the current standards of a minimum of 15 cubic metres per tree planter pit. To enable the construction of these it is important that utility services are not placed to conflict within this area and so prevent a viable planting space being formed.” 11 4 The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works. “There is currently a risk in my view that the utility realignment and relocation work, if not carefully planned and coordinated will prevent the placement of new tree planter pits in the public space. The designation condition requires a 1 for 1 replacement and the relocation of services in the area will need to take account of the requirement to provide enough space to enable large grade specimen trees to be replanted to mitigate for tree removals. “ 11 4 The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works. This concern applies to this current application with the removal of eight trees for the enabling work for the next major stage of the project, and no formal plan as yet on where the replacement trees are going to be planted. 11 4 Replanting of removed trees at a ratio of at least 1:1. The TVDWP is in general accordance with the works outlined in the designation. Condition 55 will need to be adhered to as outlined with the 1:1 replacement of a suitable sized new tree. 10 4.2 N/A There is a need to ensure that the tree protection measures for trees outside of the area of work are adhered to by the contractors undertaken utility relocation work. In addition, I would request an opportunity for council arborist to walk over the area of works with the contractors where trees are identified as being affected
