1.

Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL involves the construction of two new underground stations at Aotea and Karangahape, and a redeveloped station at Mt Eden (refer to Figure 1-1). The design and construction of the CRL infrastructure between Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Social Impact and Business Disruption Delivery Work Plan (SIBD DWP) has been prepared in relation to the Mt Eden Enabling Works (“the Project”). The scope of these enabling works are predominately confined to the Mt Eden Construction Support Area (CSA) and its immediately surrounding environment, and this has been taken into account when preparing this SIBD DWP. Later stages of the works in the Mt Eden area will have their own SIBD DWP tailored to the location and scale of impacts relevant to those works.

1.1. Overview of CRL works in Mt Eden The CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and CSA is generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south.

Construction of an underground grade separation structure near Mt Eden Station; A new Mt Eden Station building incorporating passenger linkages; Modifications to the existing Mt Eden Station platforms;

Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment; Grade separation structures for the existing and new rail lines to pass-over and connect with each other; Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.

Given the nature and scale of CRL works in Mt Eden, construction will be undertaken in a staged manner. Refer to Appendix A for staging information. Mt Eden Station will close in June 2020 which occurs during the stages of the enabling works, but is not directly related to the enabling works.

This SIBD DWP only relates to the first stage of these works, the Mt Eden Enabling Works, as described in Section 3 below.

Mt Eden Station and its locality is identified in Figure 1-2.

Following completion of the Mt Eden Enabling Works, works in this area will involve: •

Main construction works – these works will include: Tunnel Boring Machine (TBM) operations, structure construction and waterproofing/tanking for cut and cover tunnels, utilities installation, retaining wall for Ruru Street extension, construction of the rail line tieins including junctions and grade separation structures, realignment of the existing Western Line including platform reconstruction, grade separation of Normanby Road, pedestrian / cyclist bridges at Fenton and Porters, construction of the new station buildings. The Main Works will be undertaken from Mid 2020 through to 2024.

Public realm reinstatement – these works will involve establishing the final finishings and features that will comprise the completed Mt Eden Station and surrounds and will likely to be undertaken from 2021 to first quarter-2024.

1.2. Cumulative SIBD Effects While the construction works in the Mt Eden area are occurring in a staged manner, the scale and location of the combined construction activities do have potential to generate a cumulative social impact and business disruption effect that may be perceived as being greater than the individual works package.

In recognition of the potential cumulative nature of these impacts, the overall scope of the CRL project has been acknowledged and will continue to be addressed in the DWPs prepared for the subsequent stages of construction activity in Mt Eden.

1.3. Purpose of the SIBD DWP This SIBD DWP has been prepared to mitigate and manage potential adverse effects on businesses, residents and community services/facilities during the Project. In accordance with CRL designation condition 61.1, the objective of the SIBD DWP is: •

“to avoid, remedy or mitigate the adverse effects arising from disruption to businesses, residents and community services/facilities so far as reasonably practicable.”

It identifies mitigation measures that will be undertaken with regards to the following potential adverse social impact and business disruption effects: • • • •

Disruption to access for residents, community services and businesses; Disruption effects that result or are likely to result in the loss of customers to businesses as a result of the construction activities; Loss and / or relocation of community facilities and the catchments associated with these facilities; and Loss of amenity for residents, community services and businesses as a result of construction activities.

The SIBD DWP has been prepared in consultation with the community, business owners, affected parties and affected in proximity parties.

This SIBD DWP has been prepared by the Link Alliance and forms part of the Construction Environmental Management Plan (CEMP) for the Mt Eden Enabling Works.

SIBD Methodology and CRL Designation Conditions 2.1. SIBD DWP Authors

This SIBD DWP has been prepared by John Daly with assistance from Duncan Whyte and Kim Hardy (technical reviewer).

John holds a MA (Hons) in Sociology and a MSc in Urban and Regional Planning. He is a Chartered Member of the Royal Town Planning Institute and a member of the New Zealand Association for Impact Assessment. John has 12 years of professional experience including the preparation of Town Centre Impact Assessments, Environmental Impact Assessment Screening and Statements of Community Involvement for commercial, industrial and hotel development in London, UK; community consultation and engagement for residential development and to inform planning guidance in Scotland and London, UK. Duncan holds a Bachelor of Arts (Hons) in History and Geography and a Master of Regional and Resource Planning. Duncan is a Full Member of the New Zealand Planning Institute. Duncan has 24 years of professional experience including consultation and engagement and Environmental Impact Assessment for infrastructure projects in New Zealand and Australia.

Kim holds a MSocSci (Hons) in Human Geography and Resources and Environmental Planning. She has been a practising planner for 28 years and is experienced in public and stakeholder engagement, assessing social and cultural impacts of land development and infrastructure projects. Kim completed her Masters Thesis on ‘Effective Public Participation and the Resource Management Act 1991’. She has 10 years’ experience as an Independent Hearings Commissioner and Chairperson and is an experienced statutory planning decision maker. She holds full IAP2 Australasia Certification in Engagement. Kim has been a Full Member of the New Zealand Planning Institute for 24 years and is a member of the New Zealand Association for Impact Assessment.

2.2. IAIA Guidance for Assessing and Managing Social impacts of Projects (2015) To ensure effective and robust practices the ‘International Association for Impact Assessment Social Impact Assessment: Guidance for Assessing and Managing the Social Impacts of Projects’ has informed the preparation of this SIBD DWP. This states: ‘Social Impact Assessment (SIA) is now conceived as being the process of identifying and managing the social issues of project development and includes the effective engagement of affected communities in participatory processes of identification, assessment and management of social impacts. Although SIA is still used as an impact prediction mechanism and decision making tool in regulatory processes to consider the social impacts in advance of a permitting or licencing decision, equally more important is the role of SIA in contributing to the ongoing management of social issues throughout the whole project development cycle, from conception to post closure.’ 1

International Association for Public Participation To ensure effective communication and consultation practices the ‘International Association for Public Participation’ core values and engagement spectrum 2 have also been taken into account for the purposes of engagement with the affected community.

2.5. SIBD DWP Review and updates This SIBD DWP is a live document that will be reviewed at least annually, or as a result of a material change to the project, or to address unforeseen adverse social impact and business disruption effects arising from construction, unresolved complaints or as an outcome from SIBD Monitoring.

The annual review will take into consideration the following: • • • • • • • •

3.

Project Description 3.1. Mt Eden Overview

In order to launch the TBM and commence construction of the CRL tie-ins to the NAL, a range of ‘enabling’ works are proposed, which are the subject of this SIBD DWP. In summary the Mt Eden Enabling Works involve: • • •

Continuation of the demolition and clearance of the Mt Eden CSA (these works are authorised under the Mt Eden Demolitions Outline Plan) Set up of a temporary site office, which is anticipated to be a 2-3 storey modular building (likely made up of containers) located in the western extent of the CSA. Piling and excavation associated with the preparation of the portal. This will involve the demolition of the redundant stormwater shaft located in the portal area; the installation of bored piles and associated works (ground anchors and shotcrete) to support the excavation face; and removal of spoil.

Bulk excavation to form what will become the rail trenches/cut and cover tunnels, which will also provide a ramp for the TBM to be manoeuvred into position. The excavation will encounter basalt, which is to be blasted in order to expedite the works and minimise the amount of rock-breaking required. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles.

Local mined tunnelling to facilitate the TBM launch.

Construction of the additional Mt Eden Road bridge (north of the existing bridge), including temporary diversion of shallow utilities in this location.

Construction of the Ruru Street bridge, including diversion of the Huia 2 watermain in this location.

Temporary and permanent utility diversions (such as water, wastewater, stormwater, Vector overhead cables and ducting, gas and communications) along Fenton Street, Porters Avenue, Haultain Street and Wynyard Street to provide adequate clearance between the Huia 2 watermain and NAL, associated retaining walls, and the proposed Fenton Street pedestrian bridge.

3.2. Construction Methodology The Project will be divided into stages as described in the CEMP. Refer to Figure 3-1 for an outline of the proposed works and their location.

A Social Impact Assessment (SIA) was submitted in support of the Notices of Requirement (NoR) for the CRL designations and is referenced in designation condition 1. The purpose of the NoR SIA was to provide an assessment of the likely social consequences (benefits and dis-benefits) that may arise because of the CRL project.

The four key areas of potential adverse social impacts arising from construction of the CRL were identified in the NoR SIA as including: 1. Loss or disturbance of community facilities and social services as a result of the proposed works could disrupt people’s way of life and community cohesion.

2. Severance between communities, facilities, residents and businesses, particularly during construction, could impact on people’s way of life and community cohesion.

3. Physical impacts of construction works could impact on people’s health and wellbeing (e.g. as a result of nuisance or disturbance from construction noise, vibration or other discharges, or from the uncertainty/frustration arising from changes in accessibility for people living and working in the areas affected by the construction activity).

4. Impacts on individual tenants and landowners, resulting from issues associated with property purchase, relocation and/or displacement.

Additionally, the Traffic Impact Assessment (TIA) referred to in the SIA identified that the adverse temporary effects all relate to the management of the existing road transport network during construction. The key adverse temporary effects include disruptions or inconvenience to: • • • • • •

Emergency service vehicles; Bus operators and users (private and public); Private vehicles; Couriers and delivery vehicles; Freight vehicles; and Cyclists and pedestrians.

For the mitigation of potential adverse effects, a number of mitigation methods have been identified. For several specifically identified social impacts, the development of a Social Impact Management Plan was recommended, in conjunction with on-going consultation with key stakeholders and communities of interest. In line with these recommendations and the requirements of the designation condition this SIBD DWP has been prepared and has been informed by engagement with the affected community. Wider communication will be led by the Link Alliance’s Communications and Engagement team and will align with the CCP. A separate Transport, Access and Parking DWP has been prepared to address transport effects.

Social Impact and Business Disruption Delivery Work Plan Section 6 provides an overview of the delivery work plans (DWPs) and management plans (MPs) that have been prepared in support of the Mt Eden Enabling Works Outline Plan and cross references the relevant sections which set out mitigation measures.

The NoR SIA also identified a number of positive effects associated with CRL once the line and stations are operational. These include: • • •

Increased train capacity improving accessibility and connectivity for people, Increased commuter access stimulating economic development and enhancing commuter well-being.

Being a catalyst for inner city redevelopment, resulting in land use intensification and regeneration of central city areas. With positive effects including improved quality of environment, economic opportunities and opportunities for increased community development in the city centre area.

It is however acknowledged that these effects may not be apparent or tangible to the affected community during the construction process of the enabling works for Mt Eden Station.

4.2. The Impacted Community Profile 4.2.1. Description of the Social Environment SIA Social Environment A desktop scoping and profiling exercise was undertaken as part of the NoR SIA. The findings are summarised below, and a further profiling exercise was undertaken for this Mt Eden Enabling Works SIBD DWP as discussed in Section 4.3 below.

A summary of the NoR SIA Land Use Survey results characterised the Mt Eden area as: • •

The most commonly occurring land use identified in this area was Retail (including shops and cafes), followed by Commercial Office.

‘Other’ activities (such as educational facilities and car parks) as well as the Chinese Community Centre also featured in this area.

The NoR SIA also identified Social Infrastructure within the Mt Eden Area as follows: Health Services • •

Following the more recent site visits and research the social infrastructure within the affected community area was refined and those activities denoted ‘*’ were omitted from SIBD DWP engagement as they are not within close geographical proximity of the works, or have subsequently relocated.

4.3. SIBD Social Environment The NoR SIA description of the social environment is generally consistent with the current characteristics of the community affected by the Mt Eden Enabling Works. However, for the purposes of preparing this SIBD DWP, a fresh assessment was undertaken based on desktop research, site visits and face to face meetings, to ensure that the potentially impacted community profile is accurate and specific to the Project.

From the additional site visits and research, the following observations were noted: • There are a number of food catering businesses (e.g. Dawsons Catering, Celebration Box, Woop), and motor vehicle workshops • Some local manufacturing/light industrial activities • Commercial offices includes MediaWorks and television production studios and other television/media companies (e.g. HGTV, Choice TV) • Commercial offices charities such as Greenpeace, Conservation Volunteers, Volunteering Auckland, Cure Kids, Mission without Borders, and StarJam The Mt Eden area also accommodates social infrastructure not identified in the NoR SIA. This includes: • •

Christian Spiritualist Church, 25 New North Road Auckland Indian Association (The Mahatma Gandhi Centre), 145 New North Road

The Auckland Indian Association are not located within the affected community area shown on Figure 5-1. It will however be provided with information as part of the communication strategy.

Overview The Mt Eden area has a mixed character of residential properties, including medium rise apartment blocks and suburban style bungalows. Commercial uses are presented throughout the area from retail parades to commercial buildings containing offices, gyms and larger retail units. Larger employers in the area include MediaWorks.

The affected community area is bisected by the train lines with the station being the geographical centre of the affected community area, however most business activities are along Mt Eden Road and New North Road.

4.4. Demographic Profile Desktop research was also undertaken of the Waitematā and Albert-Eden-Roskill Local Board Area Demographics Report Cards 2016 (as the Mt Eden Enabling Works area straddles the two local board areas) and Statistics New Zealand 2013 Census data to further inform our understanding of the community profile.

It is a significant centre of employment which is mostly concentrated in the City Centre; The area accounts for 24 per cent of all employment and 15 per cent of all businesses; The area is under-represented in older and younger age groups and over-represented in age groups between 20 and 34 years, resulting in a median age of 30.4 years compared to a regional median of 35.1 years; More than a third (43%) of local residents were born overseas, and of that group, 63 per cent had been in New Zealand for less than ten years. The largest group born overseas was from the People’s Republic of China and the United Kingdom, with smaller groups from India and Korea commerce and is home to a large tertiary and private education sector.

Albert-Eden-Roskill Local Board Area Demographics Report Card 2016 The key facts contained in the Albert-Eden-Roskill Report include: • •

In 2013, there were 31,815 households in the Albert-Eden Local Board area, 7 per cent of the regional count.

In 2013, over a third (39%) of all residents aged 15 years and over had gained a bachelor’s degree or higher, compared to 25 per cent regionally. Only 10 per cent had no qualification.

Half (51%) of residents aged 15 years and over were employed full-time and a further 14 per cent employed part-time. Of those employed, 80 per cent were paid employees.

As at February 2015, the Albert-Eden Local Board area accounted for 6 per cent of all employment and 7 per cent of all businesses in Auckland.

The local population is slightly over represented in the working age population (15 to 64 years) when compared with the regional population, and has slightly smaller proportions of younger and older people.

More than a third (36%) of residents were born overseas, and of this group, 45 per cent had been in New Zealand for less than ten years. The largest overseas born group was born in the People’s Republic of China, followed by India and England.

New Zealand 2013 Census data It is recognised that the Waitematā and Albert-Eden-Roskill Reports relate to a significantly larger area than the Mt Eden Enabling Works. The 2013 Census data was reviewed to provide a more localised understanding of the Project area and the affected community. This showed that the area has a population of 1,170 people and 489 households with an average age of 29 (refer to Figure 4-1 and Table 4-1).

4.5. Community Context 4.5.1. Local Community Planning The key local planning document is the ‘Newton and Eden Terrace Plan 2016-2046’ which has been developed jointly by the Albert-Eden Local Board and the Waitematā Local Board.

The purpose of the Newton and Eden Terrace Plan is to provide a clear planning framework to guide how the area could grow and change over the next 30 years.

The document identifies five key moves that are integral to change in the area: 1. Establish Newton as a prominent centre for business, residents and visitors with its own unique identity 2. Create a great place for people within Newton and Eden Terrace through the provision of good quality interconnected public spaces and community facilities.

3. Enhance pedestrian and cyclist amenity and provide for public transport movement through and within Newton and Eden Terrace.

4. Integrate new development whilst protecting the historical and cultural character of Newton and Eden Terrace.

5. Promote the City Rail Link and public transport improvements as the catalysts for new investment and growth in the area.

Key move no. 5 demonstrates that the enabling works for CRL are anticipated for the Mt Eden area as an improvement to the rail transport infrastructure and forms a key part of the 30-year strategy.

CRL is recognised to have a positive impact on the future development and growth of the area.

There will also be an opportunity to address Key move no. 3 with the future public realm enhancements around the redeveloped Mt Eden Station.

4.5.2. Uptown Business Association The Uptown Business Association has some 700 businesses as members. Its stated mission is: “The mission of the Association is to preserve and enhance Uptown as a vibrant, innovative and attractive urban place. We support the success of existing and future businesses”. 5 The Uptown Business Association is a partner with Auckland Council in its city-wide Business Improvement District (BID) Programme. The Uptown Business Association: • • • •

Promotes the precinct identity and activity through marketing activity.

Encourages business collaboration and cross-promotion with networking activity.

Advocates the interests of Uptown businesses to local bodies over major development works in the area.

Delivers enhanced security services to protect businesses and monitor/report damage to public property.

Consultation and Engagement 5.1. Introduction

Consultation and engagement was undertaken to inform the SIBD DWP, particularly the Mitigation Implementation Plan (Section 8). This engagement was structured and informed by understanding of the CRL Designation, the proposed works, the affected community and Mt Eden area.

5.2. Establishing the Affected Community The methodology adopted for determining the ‘affected’ and ‘affected in proximity parties’ was: 1. A desktop assessment of the site with proximity to the location of the physical works and with potential property access impacts associated with the works (these were identified as the Directly Affected Areas; 2. A desktop assessment of the activities within proximity of the works where limitations on the road network may impact accessibility to their site (these were identified as the proximity affected areas.

3. Refinement of the parties affected by the works occurred during the door knocking exercise.

The SIBD DWP engagement team made judgements on site as to the parties that would potentially be impacted and refined the parties consulted to those identified in Figure 5-1.

Engagement has focused on the affected community as shown in the yellow (affected parties) and blue (affected in proximity parties) areas in Figure 5-1 below.

For affected parties not successfully contacted during the engagement period for preparation of this SIBD DWP, calling cards were left to provide an opportunity for affected parties to obtain a briefing and further information about the project.

The SIBD SMEs also undertook a site visit to the affected community, which provided an opportunity to gain an understanding of the potential impacts of the works on the resident, business or community organisations.

Further engagement with these parties for the purpose of keeping them informed of the timing, scope and progress of the enabling works progress will be led by the Mt Eden Communications and Engagement Team. Engagement will be attended by SMEs, including the SIBD DWP team. Feedback will inform the ongoing work on the Mitigation Implementation Plan and Development Response Plan (DRP) set out in Section 8.

The engagement meetings where CRLL or Link Alliance had no existing relationship were led by Duncan Whyte and/or a member of the wider SIBD DWP team. In some instances, a qualified noise expert was also in attendance.

Where specific areas of concern were identified such as noise and traffic, the SIBD DWP team undertook to facilitate a follow up visit with the relevant expert to address the specific issues of concern.

A summary of feedback from the meetings is contained within Appendix B.

5.4. Face to Face Engagement with Affected Parties The purpose of the face to face engagement (information hub sessions, door knocking and arranged meetings) was to: 1. Establish positive working relations between the Project community and the Link Alliance as the consortium delivering the enabling works and future Mt Eden Station works; 2. Inform potentially affected parties of the enabling works and the proximity to their premises. This discussion and information sought to ensure affected parties understood the work prior to seeking feedback; 3. Obtain feedback from affected parties on the matters identified in CRL designation condition 61.3, i.e. the type and scale of disruption, specific access and servicing requirements, and client and visitor behaviour and requirements; and 4. Develop avoidance, remediation and/or mitigation measures to address the issues and concerns identified, as far as reasonably practicable.

To ensure a level of consistency and that the matters set out in the designation conditions were addressed during the engagement interviews, a series of questions were asked relating to the operation of the business / residential accommodation and specifically about social impacts / business disruption resulting from the enabling works.

5.4.1. Engagement Material The SIBD DWP engagement team received a detailed brief and set of plans on the Mt Eden Enabling Works prior to commencing engagement. The SIBD DWP engagement team took these plans on site to brief the affected community.

Copies of the Mt Eden Station information factsheet and / or the calling cards (both attached in Appendix D) were left with each affected party, which included details of the information hub, and were provided to owners/occupiers not present at the time of door knocking.

The Affected Community’s Feedback

Feedback, via a door knocking exercise, was received from owners or occupiers (affected parties) of 125 properties within the affected community. This feedback exercise was spread across the geographical area of the works and was obtained predominantly from business owners or managers and residential property manager and available residents.

Further feedback was obtained from residents, members of the public and local businesses via the Information Hub, CLG and Community Events.

In addition to meeting affected parties, an understanding of the impacts has been gained from a review of the other SIBD DWPs prepared for CRL activities and discussion with the SMEs, including transport and acoustic specialists, and the feedback received as part of the SIBD DWP prepared for the CRL Mt Eden demolition works (Auckland Council Outline Plan ref. OPW60335715).

Figure 6-1 below provides an overview of the key concerns and the location of the parties consulted.

The majority of affected parties are concerned about combinations of issues. Appendix B identifies the affected parties and summaries the individual feedback received.

The level of engagement is considered appropriate and enabled the SIBD DWP team to identify social impact and business disruption concerns and issues. The concerns and issues raised by affected parties are discussed further below.

6.1. Uptown Business Association The SIBD DWP team met with the Uptown Business Association on 29 August 2019 to draw on the expertise and insight that the business association has of the Mt Eden area, the wider area, and the community.

Feedback on potential concerns provided by the Uptown Business Association members to date were: • disruption to parking and traffic flows • the best support would be advanced communication and regular updates; and • Hoardings are unlikely to be needed for wayfinding, but images and updates of what is being developed would be preferred

6.2. Residential, Community Organisations / Facilities and Noise Sensitive Properties Residential properties along the area of works include: • •

Apartment blocks located on Porters Avenue, Ngahura Street, Flower Street, Ruru Street and Fenton Street Houses and apartments on Wynyard Road and Akiraho Street

Residential properties within the affected community were engaged with via a door knocking exercise targeted at the property manager or residents (selected) available at the time of door knocking or meetings directly with property managers.

Residents generally welcomed the early engagement and sought on-going and regular communication so that they can understand and plan ahead for noise and other disruption.

Issues of concern for residents included: • • •

Noise and vibration impacts Truck movements Effects on pedestrian and vehicle access (including emergency vehicles)

Further noise-sensitive properties in the area include: • • •

Bear Park Early Childhood Centre MediaWorks Auckland District Health Board (due to open a mental health treatment centre at 5 Porters Avenue from November 2019)

A meeting was held with Bear Park Childhood Centre on Monday, 14 October 2019. There are staff and parents that use the train at Mt Eden Station currently. The Centre raised concerns relating to noise and vibration affecting children’s sleeping times, concerns with safety relating to asbestos removal during demolition, and requesting ongoing information and communication.

Social Impact and Business Disruption Delivery Work Plan A meeting was held with representatives of MediaWorks on Wednesday, 18 September 2019.

Representatives from MediaWorks emphasised that the best means of mitigating their concerns for noise and vibration effects was regular and accurate information about the timing of works looking ahead at two weeks at a time.

A meeting was held with Auckland District Health Board (ADHB) representatives on Friday, 20 September 2019. The ADHB advised that the building would be occupied from November 2019 by 60 staff, with client visits Monday to Friday during business hours, but that it was also the centre for a mobile acute service after hours. The ADHB’s greatest concerns were with the potential for construction noise effects and a disruption to utility services as a consequence of utility service relocation in Fenton Street, Wynyard Road and Porters Avenue.

6.3. Community Organisations / Facilities A number of charities or non-profit organisations (e.g. StarJam, Greenpeace, Volunteering Auckland, Conservation Volunteers, Mission without Borders) were contacted through the door knocking exercise and provided feedback that is included in the summary provided in Appendix B. Their feedback was not distinctly different in character from that provided by businesses and residents, with the exception of Mission without Borders who noted their dependence on aged volunteers that rely heavily on access by train or other public transport, and there was some concern that a temporary closure of Mt Eden Station might impact on the number of volunteers.

There are no specific community facilities for sport, recreation, or other public uses within the Project area.

6.4. Commercial and Business Community Direct face to face meetings were held with commercial activities within the affected properties as summarised in Appendix B. Feedback was generally being appreciative of direct contact providing information about the project and timeframes, followed by concerns relating to: • • • • • • • •

On-street parking Access Noise Dust Demolition Servicing and deliveries Utility services disruptions Changes to local road network (especially the closure of the Porters Avenue/Wynyard Road level crossing)

A face to face meeting was also held with the Uptown Business Association as described in Section 6.1 above.

6.5. Open Information Sessions The Link Alliance held information sessions at 16 Nikau Street as part of its wider engagement strategy. The SIBD DWP team provided details of the information sessions as part of its door knocking exercise. The information sessions were also promoted to local stakeholders by email and on CRL’s website and social media channels. Free-standing signage was displayed to attract passersPage 32

Social Impact and Business Disruption Delivery Work Plan by. Information about the CRL project, and the Mt Eden Enabling Works specifically, was featured on large display boards and in an information brochure that visitors could take away.

The information sessions were held between 5:00pm and 7:00 pm on a Wednesday evening over the SIBD DWP engagement period, except that the first session was held between 8:00am and 10:00am on Wednesday, 11 September 2019. These times were chosen to make the sessions accessible to both residents and businesses. The Link Alliance has continued to run weekly drop-in sessions for the community.

Feedback has been largely positive, with people being interested in the programme of works for Mt Eden and how it will be delivered and the benefits for the area once the CRL is operational. Efforts were made to answer questions for the entire project rather than simply the Mt Eden enabling works.

6.6. Community and Business Liaison Group The Mt Eden CLG is attended by cross-section of the community, including residents, property owners, businesses and interest groups in each area.

Mitigation Implementation Plan 8.1. Introduction

This section of the SIBD DWP sets out the mitigation actions to be implemented in relation to the Mt Eden Enabling Works. These have been developed in part from the feedback from the affected community and with input from other SMEs, particularly those outlined in Table 7-1. Additionally, mitigation of the specific concerns raised by individual affected parties is set out in Appendix B. In developing the Mitigation Implementation Plan for the enabling works, it has been recognised that most of the impacts are within the construction area itself for the Mt Eden enabling works.

The Mitigation Implementation Plan will be monitored as detailed in Section 10 and Appendix H.

8.2. Roles and Responsibilities The key Link Alliance personnel responsible for the delivery of the actions and recommendations in this SIBD DWP are identified in Table 8-1 below. Refer to the CEMP for further detail on roles and responsibilities.

To ensure the commitments made through the proposed mitigation measures, key staff will be informed of their obligations and responsibilities.

In addition, all site personnel including subcontractors are responsible for implementing the requirements of this SIBD DWP. Table 8-1: Roles

The affected community can stay informed about the Planning process through the CRLL website.

The Planning section of the website includes explanations of key planning terms, the designation and resource consent decision notices and consent documentation for each station area.

The Mt Eden Communications and Engagement Team promotes the website as a key source of information for the public to keep up to date with the CRL project’s progress.

8.4. Continuous Up to Date Engagement The need for early, continuous and up to date engagement was raised by a number of parties. This will be undertaken by the Communications and Engagement team including: a) Courtesy visits and /or email updates to businesses and residents to check in with parties regarding the Project. The purpose being to obtain feedback on any issues of concern and identify pathways for their resolution in liaison with the appropriate team identified in Section 8.2 above. b) Project progress meetings undertaken with businesses, to confirm project programme and when scheduled works will take place. c) Providing advance notice to businesses and residents on the scope of works on a regular basis. This is necessary to ensure businesses can plan ahead and advise customers in advance of their arrival. d) Engagement with the affected community, via: • Works notification letters • Local drop-in sessions • Monthly email newsletters • On-site signage for key traffic shifts • Digital communications including website updates and social media updates • Advertising and campaigns for major traffic shifts • Regular CLG meetings • Regular meetings with key stakeholders • Face-to-face meetings with affected parties As part of this engagement the SIBD DWP team in conjunction with the Mt Eden Station Communications and Engagement Manager will seek feedback on any emergent social impact and business disruption effects once construction work has commenced.

8.5. Development Response Plans (DRP) A range of DRP measures are set out in Appendix F and the responsibilities of the Development Response Manager are set out in Appendix G. The DRP measures will be implemented alongside the construction works, where appropriate and practical, to mitigate SIBD impacts on affected parties.

The DRP measures have and will continue to be developed in consultation with the affected community.

Social Impact and Business Disruption Delivery Work Plan The Construction Manager will brief all contractors prior to their arrival on site and ensure they are fully aware of the project obligations to stakeholders within the area of the construction works (refer to the CEMP for further details regarding inductions and training). This will include a requirement to treat adjoining businesses as ‘project neighbours’ and ensure that, as far as practicable, the contractor’s day to day actions around the periphery of the site and their interface with the public areas is as considerate as possible. This includes, for example, staging work to minimise disturbance, that works are co-ordinated on an area basis and that re-work and consequential additional disruption is not required.

The Contractor Briefings will be updated to respond to feedback from the continuous engagement with the affected community.

8.7. Noise and Vibration Disruption Construction noise and vibration will be managed, monitored and mitigated through the Construction Noise and Vibration DWP (CNV DWP) prepared for the Mt Eden Enabling Works.

Mitigation measures are set out in Section 7 of the CNV DWP. The Site Specific Construction Noise and Vibration Management Plans (SSCNVMPs) provided at Appendix C of the CNV DWP will be implemented as required. Refer to the CNV DWP for parties requiring a SSCNVMP to be prepared.

Engagement with affected parties will also be undertaken to ensure they have advance notice of construction works commencing and an understanding of noise levels. This engagement will be facilitated by the Mt Eden Communication and Engagement Teamin conjunction with the Acoustic SMEs.

8.8. Traffic Access and Parking Disruption Disruption to transport, access and parking will be managed, monitored and mitigated through the Transport, Access and Parking DWP (TAP DWP). This DWP includes a detailed assessment of the effects and the mitigation measures as summarised below.

In addition to the mitigation measures that are set out in the TAP DWP ongoing and proactive communication will be maintained to inform the affected community of alterations and to allow them to plan ahead for works. Communication will also be key to avoiding or reducing uncertainty about the nature of the traffic management changes.

8.8.1. Vehicular Access and On Street Parking A key transport mitigation method will be the development of a number of temporary Traffic Management Plans (TMPs) which will be implemented for the works with evolving traffic management requirements and lane configurations as required.

During all stages of the works, all existing traffic movements between public streets will continue to be available. Various parking spaces along parts of Ruru Street, Shaddock Street and Flower Street within the CSA will be closed during the enabling works. Flower Street will be realigned to maintain traffic flows to the eastern end of Shaddock Street. In addition, the hoardings will remove on-street parking along the southern part of Nikau Street. However, two traffic lanes will be provided along Nikau Street between Flower Street and Korari Street.

Social Impact and Business Disruption Delivery Work Plan The affected community and the Uptown Business Association will be given advance notice of the traffic management measures prior to their implementation.

8.8.2. Pedestrian and Cyclist All existing pedestrian routes will remain open except where existing roads are closed and occupied by the CSA. Access to all local properties and businesses will be maintained at all times.

Traffic management will be required while works are undertaken in the roads, requiring temporary changes to pedestrian routes and realignment of Flower Street. TMPs will ensure that all pedestrian routes meet accessibility requirements of Auckland Transport’s Code of Practice, with appropriate ramps and gradients for all users.

There is no dedicated cycle infrastructure in the area that will be affected by the enabling works.

8.8.3. Public Transport No significant changes are proposed to existing bus stops or changes affecting the existing bus routes themselves, except that there will be some relocations of bus stops along Mt Eden Road.

The existing Mt Eden Station will be closed to commuters from June 2020 while works are completed in the rail corridor and the redeveloped Mt Eden Station is constructed. Consultation with AT is underway regarding the operation of the public transport network.

8.8.4. Transport Disruption Communication Plan Link Alliance will implement a Disruption Management Communications Plan for the Mt Eden Station closure (not directly associated with Early Works, but it is recognised that the closure will be concurrent to the works). The Plan will clearly identify and effectively communicate how disruption will impact on all stakeholders, such as public transport users and motorists, businesses, residents and visitors to the area.

Link Alliance will work with Auckland Transport to develop and implement proactive communications for all transport users notifying them of the disruption and planned mitigations, including details of ATs accessible travel 7 and travel plan 8 resources.

Wider communication and engagement will be led by the Mt Eden Community Manager with input from SMEs as appropriate. This includes regular meetings with employers to ensure that they are aware of the works and the impact on the traffic network and can pass this information on to staff, visitors and employees.

8.8.5. Construction Traffic Access for construction traffic and truck loading will occur via the proposed vehicle access points and within the work sites indicated on the temporary traffic management plans. The main access into and out of the site will be via Ngahura Street. Conflicts between pedestrians, private vehicles and construction activity at each access point will be managed by a Traffic Controller (during active site

Social Impact and Business Disruption Delivery Work Plan hours). The truck movements and deliveries will be timed to minimise congestion impacts and disruption to the transport network.

8.9. Utility Disruption Minimising impacts on Network Utility Operators’ services will be achieved through collaboration with the local community, regarding the installation of the respective new networks and switch over from old to new.

Supply outages have the potential to have a significant effect on people and their ability to conduct business. Therefore, advanced communication of planned network service suspension or outages needs to be advised to the affected community, so that backup arrangements can be put in place e.g. water storage.

Network Utility Operator procedures for utility disruption will be followed in the event that an unplanned utility disruption occurs as a result of the Project.

8.10.

Contamination

Contamination works, including asbestos removal, will be undertaken in accordance with the Contamination DWP for contamination encountered in soils and in accordance with the CEMP for asbestos in buildings.

The Mt Eden Communications and Engagement team, with input from SMEs, will be available to answer any questions or concerns from the affected community on asbestos removal. Information and updates will also be provided as part of the communication strategy for the enabling works to the affected community.

8.11.

Air Quality

An Air Quality DWP (AQ DWP) has been prepared for the Mt Eden Enabling Works. This identifies that due to the proximity of pedestrians, sensitive receptors, and businesses to the works, all locations within 100 m of the works are considered sensitive 9 to the effects of dust that may result from the works.

In order to minimise and avoid impacts on the surrounding community, dust and odour mitigation measures are recommended in conjunction with ongoing monitoring and engagement with the community. The measures are set out in detail in the AQ DWP.

8.12.

Amenity

Ongoing compliance and the implementation of the CEMP and DWPs, alongside the engagement measures outlined in Section 8.4 will ensure that the amenity impacts of the enabling works are managed, and that the affected community understand the nature, scale and timing of works.

8.13.

Business Visibility Disruption

Owing to the location and nature of the enabling works, the potential for business visibility disruption is limited to specific properties on Shaddock Street. The Link Alliance will consult with The MfE has defined the sensitivity of different land uses in its Good Practice Guide for Assessing and Managing Odour in New Zealand. These definitions apply equally to the effects of dust, with both high density residential and commercial/retail areas considered to have high sensitivity.

Social Impact and Business Disruption Delivery Work Plan these properties prior to works commencing works in terms of practicable DRP measures that can be implemented to limit impacts on visibility. The same approach will be adopted if additional businesses will be impacted in terms of visibility with DRP measures implemented as practicable.

8.14.

Health and Wellbeing

It is recognised that the social impacts and business disruption resulting from the enabling works could affect the health and wellbeing of the affected community with concerns also raised by some parties during the door knocking.

The Link Alliance will support businesses by providing pro-active communication on construction timing and scope of work to minimise risk of anxiety and stress around uncertainty. This will be a key action for monitoring and review to understand what may need to be updated during the enabling works and inform the preparation of subsequent SIBD DWPs and DRPs. Link Alliance will provide information on how to contact practical help agencies - including external helplines, local mental health services, counselling and support agencies. This information will be made available in pamphlet form using multiple channels such as info@cityraillink.govt.nz, the CRL project website, and local project information centres.

ADHB’s mental health clinic at 5 Porters Avenue is a stakeholder with specific needs that have been recognised following a face-to-face meeting. In line with the CCP Link Alliance will provide regular updates and seek regular feedback during the enabling works. The feedback will be monitor and review impacts as part of the SIBD monitoring plan.

Link Alliance will continue to work with the affected community, and through the CLG it will offer workshops for affected parties to address topics such as coping with stress, resilience, staying positive through difficult times, looking after self, and strategies for managing challenging situations.

These workshops would be facilitated by appropriately qualified professionals such as counsellors, psychologists, and business advisors.

8.15.

Community Safety

The Link Alliance will utilise Crime Prevention through Environmental Design (CEPTED) measures throughout the construction period in relation to the layout of construction works.

Matters such as lighting, the placement of construction hoardings, access control at site entrances, installation of CCTV and maintaining public footpaths that are free of obstructions and trip hazards will primarily be the responsibility of the construction teams. These matters are addressed in the 'Construction Environmental Management Plan' (CEMP) for Mt Eden but will be implemented in line with CPTED and with the objective of maintaining visibility and connectivity within the area.

CPTED audits will be completed following major changes to layout and recommendations implemented as far practicable.

8.16.

Business Disruption

The NoR SIA stated that the CRL project will generate both economic opportunities and impacts. The Assessment of Environmental Effects for the CRL NoR process, prepared in 2012 stated that “a key purpose and driver of the CRL is to make the city centre more accessible, resulting in an anticipated increase in economic performance, and create changes in land use, development opportunities, and intensification (particularly around stations)”.

Social Impact and Business Disruption Delivery Work Plan Whilst the CRL project will in the longer term generate positive outcomes both locally and regionally, the businesses consulted to date have identified a number of concerns with the impacts of the construction works on them. These impacts are set out in detail in Appendix B. The mitigation requested by the consulted parties is set out above. A summary of these have been set out in Table 8-2 below together with the recommended actions.

Issues and Public Enquiries 9.1. Introduction

Public enquiries are managed by the Link Alliance Communications and Engagement Team and will be handled in line with the CCP. SMEs, including the SIBD DWP team will be consulted for input to answer public queries as appropriate.

9.2. Queries and Complaints Process Anyone can make a general enquiry via the CRL email info@cityraillink.govt.nz and freephone 0800 CRL TALK (275 8255). Additionally, parties affected by the works will be able to make enquiries via the mteden@linkalliance.co.nz email which was provided during the consultation exercise undertaken for this SIBD DWP. A record will be kept of queries and complaints received to inform the review of this SIBD DWP. It will capture additional impacts identified. It will also ensure documentation of mitigation measures undertaken to address issues arising from the Project on affected parties and that alignment is achieved with other DWPs. This record will include: • • • • • •

A description of the complaint, including key issues of concern; The relevant DWP or plan that the complaint relates to; Mitigation measures or remedial actions undertaken in response to the complaint; Who is responsible for mitigation of the complaint; Timeframes for addressing the complaint, including when the complaint is resolved; and Any affected parties.

In addition, an update meeting will be held with the CLG at least every three months, through which social impact and business disruption concerns can be raised with the SIBD DWP team and other SMEs (refer to Section 5 of the CCP).

9.3. Disputes resolution Disputes may arise where a stakeholder affected by an issue considers their complaint has not been resolved. In the context of this SIBD DWP, disputes may arise relating to: • •

With respect to SIBD related complaints/disputes these will be handled in line with the complaints process set out in Section 7 of the CCP.

9.3.1. Public Works Act 1981 Financial compensation under the Public Works Act 1981 is outside the scope of this SIBD DWP, however any claims received by the Link Alliance will be forwarded to CRLL. Reporting and Monitoring 10.1.

SIBD Monitoring Plan

The Link Alliance will monitor SIBD impacts throughout the construction process through ongoing engagement with the affected community, via the CLG, business forum and direct engagement, and from a variety of primary and secondary sources as detailed in the SIBD Monitoring Plan (Appendix H).

Complaints and Public Enquiries Monitoring

10.1.1. Community and Business Liaison Group Reporting The CLG will meet regularly, at least every three months, over the course of the construction works and will be an opportunity for the CLG member to ask question or to raise social impact and business disruption concerns.

SIBD SMEs will monitor feedback received at CLG meetings to measure SIBD impacts and the effectiveness of the mitigation measures. Mitigation measures will be reviewed in light of CLG feedback.

10.1.2. Regular Engagement Regular engagement will be carried out in line with the CCP but will include the Business Forum and the weekly drop-in information session and ‘meet the project team’ events. These events will provide an opportunity for the affected community to comments on the construction works and the mitigation measures.

In addition, the Development Response Manager and Mt Eden Community Manager will liaise

with affected parties on a frequent basis in relation to the DRP and wider mitigation and will seek to resolve issues with the construction team.

An SIBD focused engagement exercise will be carried out to inform the annual report. This will collect feedback from the affected community on their experience and will for the experience and perception of SIBD impacts to be measured against the feedback received as part of the engagement for this SIBD DWP.

10.1.3. Data Sources A range of primary sources will be reviewed to monitor for changes in the profile of the affected community, the extent of impacts and the effectiveness of the mitigation measures. These measures include: • • • • Page 47

10.2.

Monthly Reporting to Auckland Council

The Link Alliance will provide monthly reporting to Auckland Council, demonstrating how the works continue to be undertaken in accordance with all the relevant management plans and CRL consent conditions. If issues raised are significant and require a revision to this SIBD DWP, including the mitigation implementation plan, the DWP will updated and submitted to Auckland Council for approval.

10.3.

Annual Report

The SIBD SMEs will prepare an annual report on the identification, monitoring, evaluation and management of the effects outlined in this DWP, along with a summary of any comments or complaints raised by the community, including how these have been addressed.

The annual report will be informed by the SIBD Monitoring Plan and this will be made available on the CRLL website.

Connecting CRL to the Western Line Before the CRL opens in 2024, a number of works also need to be undertaken along the rail corridor at Mt Eden to connect the new CRL lines with the existing Western Line track.

Link Alliance and City Rail Link Ltd are working on the design development of CRL’s Western Line connections, which include some significant changes to the rail network through the Mt Eden area.

Information on upcoming works

An overview of CRL’s Western Line works • Installation of turn-outs (or ‘scissor tracks’) at two locations within the rail corridor, adjacent to the end of Haultain Street and Mt Eden Prison. These enable trains to be safely switched to the track located further away from construction activity.

• Closing the Porters Ave vehicle crossing, creating cul-de-sac streets on either side and constructing a new pedestrian and cycle overbridge.

• Building a new pedestrian and cycle overbridge over the tracks between Fenton and Ngahura Streets to provide access to the new station building.

• Relocation of the Huia 2 watermain at Fenton Street.

As soon as we can confirm the construction methodologies and likely timings and impacts for these Western Line works, we’ll come back to the local community with more details.

• Closing Mt Eden Station for both safety and operational reasons while construction is underway and running trains on a single line through the rail corridor (while works happen on the opposite side).

• Building a temporary pedestrian and utilities bridge over the railway at Normanby Road to clear the way for permanent works.

The new architecturally-designed station will feature floor-toceiling basalt stone cladding to represent the Mt Eden volcanic cone, crater and pa terraces, with similar designs in paved areas.

The station reference design also includes a basalt stone feature wall reminiscent of lava flow, drawing water from a re-opened natural spring nearby.

When it opens in 2024, the CRL will enable Auckland’s rail network to double in capacity to carry up to 54,000 passengers an hour at peak times.

What’s happening in the Mt Eden Station area Before works can start on construction of CRL’s new Mt Eden Station building and underground rail tunnels, the Link Alliance needs to make a start on some early enabling works in the Mt Eden area.

Station-related works can be loosely grouped into four phases. These phases will overlap as different work starts and finishes around the station construction area.

Managing the impacts of our construction activity Just as we did during the planning phase for our demolition works, we are now preparing a suite of management plans for Auckland Council approval that set out how we will manage the effects of our construction works on people and the environment.

These management plans include specific measures to address environmental effects such as noise, vibration, traffic, air quality, contamination, silt and sediment, groundwater and settlement.

We are also preparing a Social Impact and Business Disruption management plan, and in doing so are seeking input from people living and working within the vicinity of the construction area. We need to understand how people could be affected so that the management plans we prepare are as effective and responsive as possible.

We incorporate this feedback into the management plans and submit them to Council for approval. Once approved, the construction teams will undertake the utilities work in a manner that ensures the measures outlined in the management plans are in place to minimise effects on the environment and impacts to nearby businesses and residents.

It will have significant impacts upon residents and businesses, as well as workers, visitors and patrons of businesses and residents in the project area, and these effects should be started to be scoped immediately, ahead of the preparation of the main construction works authorisations. People will already be concerned about this new information and measures to manage people’s fears or concerns and ability to plan into the future – whether commuting issues, reduced foot traffic, etc – needs to be referenced and discussed in this SIBD DWP as a matter of priority.

Preparation of the site during enabling works will extend beyond June 2020 when the Mt Eden Station is to close.

If a member of the public wanted to know these details they would have to access the CEMP and related DWPs for information, which is not a userfriendly option. Although I have not had time to review the CRLL website, I suggest a FAQ page specific to SIBD at Mt Eden would be a useful reference for the public or interested parties.

5) ‘Appendix A: Staging Drawings’ are a useful infographic describing the different stages of project methodology within the scope of this CEMP that is best utilised in Section 1 of the SIBD DWP. However, some improved clarity regarding this staging as part of this CEMP and DWPs is necessary, as well as to check that the timing of these stages or programmes correspond with the CEMP.

Appendix A provides a high level overview of the Mt Eden construction details. Full details are contained in the CEMP as stated at Section 3.2 of the SIBD DWP.

6) It would also be helpful for this SIBD DWP to clarify its relationship to the Outline Plan, CEMP, CCP, SIBD and suite of DWPs process of preparation and implementation that was authorised for the Mt Eden Demolition Works, especially as the demolition works will be continuing as part of this enabling works stage.

As a peer reviewer, I would like to know where my previous comments and recommendations, as well as those of affected parties and stakeholders, such as the CLG, have or have not been incorporated and have informed the preparation of this draft SIBD DWP for the Enabling Works and later stages.

The SIBD DWP has not been altered to explain its relationship to the Outline Plan, CEMP, CCP, and suite of DWPs since this would be a departure from the earlier SIBD DWPs and their existing structure.

7) On p.27 footnote 6 states “it is noted that some of these parties (with no established relationship) have experienced the impacts of earlier CRL works and these comments were captured as part of the door knocking exercise”. This is welcome, however, these impacts should preferably have been listed separately, alongside comments and or complaints received during the previous stages of work and then explained how or why (if at all) they have informed this assessment of social and business disruption effects. If an issue arises such as along the lines of Albert Street small businesses, the CRLL and Link Alliance will have no public record of cumulative effects or attribution in light of what stage or type of work has had an impact on affected parties.

Whilst this SIBD DWP’s community profiling (Sections 4.2 – 4.5) is an improvement on the previous SIBD DWP for demolition works, I refer to my previous peer review comments. There are also stakeholders and affected parties who are not resident or business owners, such as office staff, workers, visitors, commuters, patrons, suppliers, shoppers and clients of the few cafes, restaurants and bars who will be impacted by the project. These parties should be acknowledged and the mitigation strategies in place be reviewed to ensure they are informed and can access the businesses and residents in the project area.

SIBD DWP Roles and Responsibilities 9) The SIBD DWP does not yet identify who is responsible for developing, delivering and monitoring the DRP. As I have mentioned above this is a crucial mitigation and management measure. The person responsible would best be a local or someone with knowledge, connections and relationships in the Mt Eden area (as we have learnt from what is working in K Rd). It is also essential that this person works closely with the SIBD DWP team and CCP team so that DRP measures and ways of monitoring these activities are tailored to the effects outlined in the SIBD DWP. Until that role is filled, it would also be beneficial if the SIBD DWP lists the interim contact details for a contact in the project team who will be available to talk to interested stakeholders about developing the DRP.

10) In the Aotea Station Utility Relocation Works Stages 4 and 5 (p.35) the SIBD technical lead is listed as being responsible for SIBD monitoring. I suggest that this role is extended to Mt Eden (and K Road) as a matter of consistency, good practice and equity of obligations/responsibilities of the SIBD process to work with affected communities. However, as I noted in my peer review of the Aotea SIBD DWP, the monitoring roles and responsibilities need to be clarified and presented in this SIBD DWP. It is an imperative that SIBD team members who have engaged and now have a relationship with affected parties should remain part of the implementation team. This is to ensure consistency and that any complaints or issues regarding potential positive and/or negative impacts that are subsequently raised during implementation and monitoring are reviewed and assessed, as well as enhanced and/or mitigated where necessary. The SIBD DWP should be amended to clarify the ongoing role, if any, of the SIBD DWP author or other experts engaged in the development of the annual report.

11) Table 8.2 does not list the responsibilities or contact details of the Link Alliance personnel. Whilst not a condition of the designation, the SIBD DWP should explain the roles and responsibilities of personnel who will be the main points of contact for the community.

Section 8.2 has been updated and details of the key SIBD related roles are contained in Appendix G or the CEMP.

Identification and management of impacts (Sections 6-8) 12) I find these sections slightly confusing in terms of layout and content. Impacts or issues raised, as well as consideration of mitigation or action are spread and sometimes repeated throughout these sections.

For ease of understanding, I suggest that the logic of the sections could be improved to simplify the data and analysis and summarise the key issues; who and location they were raised by; mitigation proposed; response provided in which technical document.

Section 6 provides an overview of the feedback from the Affected Community Section 7 provided a reference to other DWPs which will mitigated SIBD impacts Section 8 is the Mitigation Implementation Plan

Role of the CLG 13) I am of the opinion that the preparation of the DRP requires immediate attention and should be developed in conjunction with the SIBD DWP team, communications and engagement team, CLG and interested parties such as the Uptown Business Association. Again, the DRP as a mitigation strategy needs to be specific to the context of the project site, the Mt Eden community and the local needs and interests of the businesses, as well as the residents, local workforce and visitors who utilise these businesses and amenities.

Refer to Appendix F for details of the DRP and Appendix G for the responsibilities of the Development Response Manager.

14) Section 8.5 of the SIBD DWP states “Consumer spending and footfall data will be used to inform the development and ongoing implementation of the DRP�. Whilst welcome, this requires clarity on how and when this data gathering will occur, who is responsible (see comment above regarding roles and responsibilities) and what process or methodology will be used. This comment is also not reflected in Appendix F. Please remedy as part of the immediate work needed to develop, implement and monitor the DRP measures, with particular attention to how this is done in collaboration with the SIBD team.

The references to this data collection is included in a new Appendix H rather than Appendix F.

Monitoring and Reporting 15) It is acknowledged that the CCP provides a comprehensive complaints and reporting process, as well as processes of ongoing engagement which will likely pick up on any unaddressed or emergent impacts and issues arising from the demolition and enabling works. Role of the CLG 16) There is a need to explain and clarify the comment made in Appendix E that “CLG members did not request to review the SIBD DWP. Whether this is because the group are satisfied that SIBD DWP and other technical assessments have adequately addressed the issues raised and referenced in Section 6.6 of the SIBD DWP or whether the group is functioning properly in its role or not.

The CLG were provided with a copy of the SIBD summary information prior to the CLG meeting on 8 October 2019 and not requests were made to review full document. The CLG was given a briefing and an opportunity to directly engage with SMEs.

17) It would be beneficial if the members of the CLG, their stakeholder interests (invited and those who attend) are included in the SIBD DWP and CCP. From a peer review perspective this group is established by the Designation Conditions to perform and important role in the preparation and implementation and monitoring of this and other plans.

Section 6.6 provides an overview of the CLG, including the range of members. No additional details are required for SIBD purposes.

It is still unclear whether the CLG is appropriately resourced and tasked to undertake its various responsibilities (set out in Condition 7), in particular to be an active conduit - to be the eyes and ears of the community - for communications between other parties in their area and the Project Team. There is no evidence to clarify who is represented on the CLG, how many reps attend the CLG meetings, and whether these members have a broad outreach to people in the local Newton and Mt Eden area. These contacts should be listed in the SIBD DWP and CCP in ways that protect people’s privacy but should be held on the CLM database.

18) Section 7.1.1 of the CCP states that one of the purposes of the Mt Eden CLG is to “Monitor the effects of construction works on the community by providing a regular forum through which feedback can be provided to the Link Alliance”. It is my opinion that CLG do not undertake monitoring, rather they review and inform the monitoring process and findings led by the Link Alliance. This statement of CLG responsibility is not reflected in the SIBD DWP and both documents should provide a consistent message.

The CLG is an opportunity for the affected community to raise comments and concerns.

These will be monitored as detailed in the SIBD Monitoring Plan.

19) It is my opinion that a review of the role and functions of the CLG (including that in K Rd and Aotea station areas) should be undertaken as a matter of ongoing improvement to ensure its relevance and performance as a deliberative forum now and through the implementation and monitoring stage.

The wind direction had changed and the issue was addressed immediately by using a water cannon and washing all cars parked nearby that had dust on them. The mitigation measures are effective in addressing changes in conditions and the awareness had been raised of the need to monitor and adapt to changing conditions.

Those issues are already specifically addressed in the other DWPs. Recognition of the role of

Appendix F: Development Response Measures The Link Alliance will implement the following measures in conjunction with the affected community and as far as they are practicable. The DRP is a live document and opportunities for additional mitigation will be sought from the affected community from future engagement and in response to SIBD monitoring.

Business Support package A free of charge business support package which includes: • 12 months with a Business Mentor from Business Mentors NZ, • a 12-month membership with the Auckland Business Chamber, and • free social media training.

Trader Directory An online directory promoting businesses to the 1600+ CRL workers expected at peak construction, encouraging them to shop local and to use local services and facilities. Also accessible by Auckland’s wider community. The Trader Directory will be printed and available at all construction sites, handed out to cruise ship passengers and will be promoted using established social media channels. It is free to list local businesses and Link Alliance has received strong interest in the Trader Directory already.

Meet the Neighbours Series CRL Ltd has started a ‘meet the neighbours’ series which profiles local businesses providing insights into business owners and the challenges and opportunities that exist neighbouring the CRL project.

The series is included in the project newsletter ‘CRL Connection’ which is disseminated to more than 4000 people. The profiles are also promoted on CRL’s social media channels and disseminated to the local community through Link Alliance’s regular email newsletters.

Street cleaning and maintenance Link Alliance will work closely with council contractor cleaning services to prioritise construction areas with regular cleaning, that is often more regular and thorough than the businesses have normally.

Business advertising Link Alliance will work with businesses to include their advertising where possible on hoarding structures.

Additional Wayfinding Signage Link Alliance will display wayfinding signage at key points to help pedestrians navigate their way through diversions.

Activations and events Link Alliance will work with the Uptown Business Association to leverage key events and festivals and promotional opportunities.
