Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape and a redeveloped Mt Eden Station (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Urban Design Delivery Work Plan (Urban Design DWP) addresses the Porters Avenue overbridge works and reinstatement of the public realm in Porters Avenue, Wynyard Road and Haultain Street, which forms part of the Mt Eden Main Works (“main works�). A subsequent Urban Design DWP will be prepared at a later date addressing the Mt Eden Station and wider public realm reinstatement works that will occur in the local Mt Eden area.

1.1 Overview of CRL works in Mt Eden CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in of the CRL railway to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and Construction Support Areas (CSAs) are generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south.

The works in this area include: Operational activity required to support the tunnel boring machine (TBM) drive, including control room and plant, storage and spoil handling;

Porters Avenue Pedestrian and Cycle Overbridge - Urban Design DWP Construction of a new Mt Eden Station building, incorporating passenger linkages between the new CRL platform and the modified existing NAL platform; Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment; Grade separation structures for the existing and new rail lines to pass-over and connect with each other, including the Newton Junction Grade Separation Structure, the Eastern Facing Connection and the Western Facing Connection; Construction of a portal vent house building structure; Installation of retaining walls and utilities; Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.

Given the nature and scale of construction works in Mt Eden, works will be undertaken in a staged manner, involving: Enabling and early works (demolition, network utility relocation and site establishment work) – early works have commenced and will continue to end of 2020; Main construction works (construction of the underground CRL cut and cover tunnels, grade separation structures and trenches, station building and platforms, and tie-ins to the NAL) to be undertaken from mid-2020 through to mid-2023; and Public realm reinstatement – likely to be undertaken from 2021 to early 2024.

As noted above, this Urban Design DWP address only those works relating to the Porters Avenue overbridge and the associated public realm reinstatement.

1.2 Statutory Provisions This Urban Design DWP is required under the CRL designation conditions, specifically Condition 47.

The DWP is a ‘sub-plan’, forming part of the Construction Environmental Management Plan (CEMP) and integrated into the document framework of the overarching Mt Eden Main Works Outline Plan as shown by Figure 1-2.

1.3 Purpose and Objectives CRL designation condition 47 addressees Urban Design matters, including the objective and principles of the Urban Design DWP. Designation condition 47.1 states: “The objective of the Urban Design DWP is to enable the integration of the CRL’s permanent works into the surrounding landscape and urban design context”

Designation condition 47.2 states that: “An Urban Design DWP shall be developed to ensure that the areas within the designation footprint used during the construction of the City Rail Link are to be restored and the permanent works associated with the CRL are developed in accordance with urban design principles.”

An Urban Design Framework (UDF) (Jasmax, 2012) was completed for the CRL project and submitted during the Notice of Requirement process. The UDF determined the urban design principles for the public realm within the designation conditions, and these principles guide the final design of the public realm reinstatement, including: • • •

CRL designation conditions 47 and 49 specify the matters required to be included within the Urban Design DWP addressing these principles.

The design for the Porters Avenue overbridge and associated public realm reinstatement has evolved over a number of years, building from the reference design that supported the Notice of Requirement. Numerous parties have been consulted through this process. The proposed reinstatement design outlined within this Urban Design DWP has been prepared in consultation with: Auckland Council – Auckland Urban Design Panel Community and Business Liaison Group (CLG) and individual stakeholders Mana Whenua The reinstatement and overbridge design was presented to the local community (affected parties and affected in proximity parties), including the Mt Eden CLG, as required by designation condition 47.6 (c), on 27th May 2020. One-on-one consultation has also been undertaken with some affected parties in the local area.

Mana whenua have been actively involved in the design of the overbridge as it has developed, through the CRL mana whenua forum and separate focused cultural design hui held between September and December 2019. Individual workshops have also been ongoing in 2020 with the mana whenua appointed artist to guide integration of the cultural narrative.

This Urban Design DWP has also been through an independent peer review (IPR) process (as required under designation condition 11) prior to submission to Auckland Council.

Provide a record of feedback received and detail how the Urban Design DWP has responded to any feedback received from the Auckland Urban Design Panel (or equivalent entity at that time) and, where they have not, the reasons why Mitigation Planting Requirements 48.1 48.2 48.3

The Urban Design DWP shall include any replacement planting proposed to mitigate the adverse effects of tree and vegetation removal from within the designation footprint. It is acknowledged that the mitigation of effects of tree and vegetation removal will be considered in response to the urban design principles of Condition 47.

No tree removals have occurred within the Haultain Street, Wynyard Road or Porters Avenue area. Two replacement specimen trees are however proposed to assist in mitigating the nett tree removals across the wider CRL designation. The specimen trees will additionally aid in mitigating the bulk and scale of the overbridge landings, while providing a ‘softening’ with some vegetated greenery to what is currently a very utilitarian commercial area. Refer section 4.14 in Appendix A for type and location of specimen tree planting.

Specific Area Requirements: North Auckland Line area 53.1 (a) The Urban Design DWP shall include Restoration Plans showing how the worksite area will be maintained during the construction period.

Sections 2.8 and 2.9 of the CEMP discuss how the worksite area will be maintained during the construction period.

2.

Porters Avenue Public Realm Works Description 2.1 Urban Design Delivery Work Plan Staging

To reflect the staged construction approach for the CRL in the Mt Eden area, a series of Urban Design DWPs are being prepared. This Urban Design DWP has been prepared in relation to the public realm reinstatement works associated with Porters Avenue, Wynyard Road, Haultain Street and the Porters Avenue pedestrian and cycle overbridge (shown in Figure 2-1 below). The urban design and public realm reinstatement works for the Mt Eden Station and associated wider Mt Eden precinct area will be detailed in a future Urban Design DWP, to be submitted at a later date.

2.2 Porters Avenue Pedestrian and Cycle Bridge -Public Realm Reinstatement The Porters Avenue overbridge is a new purpose-built bridge over the NAL and CRL tracks specifically for pedestrians and cyclists. This connection for pedestrians and cyclists will replace the existing level crossing between Porters Avenue and Wynyard Road as shown in Figure 2-1. The design is summarised below and described in detail in the following design reports appended to this Urban Design DWP: • •

The overbridge will be located to the western edge of Porters Avenue and Wynyard Road. The overbridge will incorporate: • •

Accessible through-lifts at either end of the bridge, suitable for pedestrians, cyclists and mobility scooters, which allow users to exit the lift without having to turn around; and A stairwell designed for pedestrians and cyclists, which includes a cycle wheel ramp – a ‘runnel’ - built into the side, which enables advanced cyclists to push their bike on and off the bridge without waiting for the lift.

The overbridge will also carry the network utility connections that need to be diverted in order to construct the NAL and CRL tracks.

The Figures 2-2 to 2-6 illustrate the proposed bridge design.

3.

Response to Urban Design Principles 3.1 Introduction

An Urban Design Framework (UDF) for the CRL project (dated 7 August 2012) was prepared by Jasmax and submitted as part of the Notice of Requirement process to establish the CRL designations. The UDF set the guiding urban design principles for the project and these were in turn incorporated into the CRL designation conditions. This section of the Urban Design DWP describes how the proposed public realm reinstatement and overbridge design responds to these urban design principles and to the requirements set out in the designation conditions under Conditions 47 and 49.

3.2 Mana Whenua Principles Condition 49 of the CRL designation conditions requires the Urban Design DWP to identify and discuss how the proposed streetscape reinstatement design has incorporated mana whenua principles and other mana whenua aspirations. Seven specific mana whenua cultural design principles are identified in condition 49 and are addressed in Table 3-1 below: Table 3-1 Designation Condition 49 – Mana Whenua Principles

Such partnership relationships can then inform engagement with AT / Council at all levels including direct involvement with design consortia. Relationships are required at governance and senior management levels. Such relationships are a precursor to actualising the other 6 principles.

Public Realm Reinstatement Design Response •

While there are no specific relationships at governance and management level within the Link Alliance there are processes in place as part of the wider CRL project that enable rangatiratanga to be exercised.

•

Regular (monthly) meetings with mana whenua have been, and continue to be, held by way of the CRL Mana Whenua Forum.

Amongst other things, this is an open forum to discuss, develop, critique and approve public realm and architectural designs.

•

The CRL Mana Whenua Forum includes kaitiaki from self-elected iwi to engage with the Link Alliance about all CRL related activities. This enables the kaitiaki to go back to their constituents and rangatira and provides the opportunity to provide feedback and express their mana.

•

Details of the engagement undertaken with mana whenua, including specific cultural integration workshops, are included in Appendix D.3.

•

Through discussions with mana whenua, appropriate naming and genealogical conventions for much of the surrounding Maungawhau Station precinct have been followed, where possible. For the Porters Ave

pedestrian and cycle overbridge, this currently includes the clear use of karā (basalt) as the key underlying materiality, relating back to the narrative of Matāoho and the concept that all of the bridges will embody part of the story of the ‘states’ of Matāoho, as in the stages of volcanic activity.

•

In relation to place naming and meaning, CRLL is working with mana whenua on the naming of the Porters Avenue pedestrian and cycle overbridge.

•

The spelling of Matāoho was debated amongst the Kaitiaki on the Mana Whenua Forum toward the end of 2019. It has now been minuted and agreed the spelling moving forward would be Matāoho.

• 49.1 Tohu (a) Acknowledging the wider significant Iwi cultural (iii) land marks associated with the CRL route and their ability to inform the design of the station precincts, entrances and exits. In particular exploring opportunities to maximise view shafts to such tohu / landmarks as a way of both enhancing • cultural landscape connections and as way finding / location devices.

The Porters Avenue pedestrian and cycle overbridge, unmistakably, has a strong visual connection to Maungawhau. The maunga is considered to be tohu. Refer sections 2.4, 4.4 and 5.1 in Appendix A.

•

The bridge also affords views back to Te Waonui o Tiriwa (Waitākere ranges) when standing on the bridge deck and facing west.

• 49.1 Taiao (a) Exploring opportunities to bring natural landscape (iv) elements back into urban /modified areas e.g. specific native trees, water / puna wai (springs) – promoting bird, insect and aquatic life to create meaningful urban eco systems which connect with • former habitats, mahinga kai (food gathering areas) and living sites.

The scope within this Urban Design DWP is limited to upgrades of the footpaths, roading and the Porters Avenue pedestrian and cycle overbridge and the ability to enact Taiao principles is therefore limited.

The design of the public realm reinstatement acknowledges this tohu through the design and location of the bridge. The bridge height and orientation afford clear and unobstructed views of Maungawhau when walking from Porters Ave south toward Wynyard Road.

Where possible garden beds have been implemented to improve pervious surfaces and aid in softening the public realm. Only native specimen tree and vegetation species are to be utilised within the Mt Eden (Maungawhau) Precinct public realm generally, in line with historical ecologies, and a ‘right tree right place’ mentality. Mana whenua support the use of native trees and final decisions regarding tree species will be agreed with mana whenua. Refer section

49.1 Mauri tū (a) Ensuring emphasis on maintaining or enhancing (v) environmental health / life essence of the wider site – in particular focusing on the quality of wai / water (puna / springs), whenua / soil and air. In particular any puna or underground waterways encountered should be carefully treated with Mana whenua assistance to ensure their mauri is respected and enhanced where possible. It is also important to minimise the disturbance to Papatuanuku through carefully planned ground works.

•

The scope of this Urban Design DWP is confined to upgrades of the footpaths, roading and Porters Avenue pedestrian and cycle overbridge, which provides limited opportunity to enact mauri tū principles.

•

The quality of the materials used forms an important aspect of mauri tū. Re-use of materials and the use of locally sourced material (such as timber/stone) aids in maintaining the local essence and the mauri.

Existing heritage basalt (karā) kerb stones are to be re-used within the streetscape design.

Refer section 4.14 in Appendix A.

•

Basalt (karā) boulders from the CRL project will also be re-purposed as informal seating and sculptural elements with the guidance of the mana whenua appointed Artist.

Treatment of these pieces are yet to be determined. Refer page 6 in Appendix B.

• 49.1 Mahi toi (a) Harnessing the Creative dimension through (vi) drawing on names and local tohu to develop strategies to creatively re-inscribe iwi narratives into architecture, interior design, landscape, urban design and public art.

In earlier consultation with mana whenua, the Porters Ave pedestrian and cycle overbridge was associated to the pūrakau / narrative of the patupaiarehe Hui and Wairere that lived in Te Waonui o Tiriwa (the Waitakere Ranges) and Te Ngahere o Kohukohunui (the Hunua Ranges), respectively. Continued engagement with mana whenua identified a desire to more strongly locate the narrative within the local context of Maungawhau, as it has a rich history to draw from. The four bridges proposed within the wider Mt Eden (Maungawhau) Precinct public realm that radiate out from Maungawhau station over the rail line could be conceived of as thresholds or tomokanga moving towards / away from the station. Thus, marking the journey towards Matāoho. These bridges are conceived of as being a part of the ‘whānau’ of Maungawhau station and will all whakapapa back to the parent narrative of Matāoho and Matāoho‘s specific relationship to Maungawhau volcano and surrounding area. Refer pages 3-4 in Appendix B. Working with the mana whenua appointed artist, Tessa Harris, and a mana whenua design subcommittee comprising appointed kaitiaki from the CRL Mana Whenua Forum,

Porters Avenue Pedestrian and Cycle Overbridge - Urban Design DWP the design considers the narrative gifted by mana whenua and has collaboratively worked through appropriate mahi toi responses with the artist as outlined following: −

• 49.1 Ahi kaa (a) Need to explore opportunities to facilitate living (vii) presences for iwi / hapu to resume ahi-kaa and kaitiaki roles in and around the CRL route and new station precincts.

The architectural form of the bridge likens itself to a toki, as if to be a new ‘fashioned’ tool of the maunga, to be crafted as if from basalt (karā). Refer Section 4.4 in Appendix A and page 5 in Appendix B. The lift shafts act like pou, markers of the thresholds being passed through toward and away from the new Maungawhau station. Refer page 4 in Appendix B. The narrative is encapsulated within glass fritting around the lift, the bridge balustrade screen element, the materiality of the bridge deck and inclusion of sculptural basalt boulders. Refer page 6 in Appendix B.

Given this DWP only addresses the Porters Ave Pedestrian and Cycle Overbridge the principle of ahi kaa and facilitating living presence for iwi is not relevant here.

However, this principle will be considered as part of future development of the wider Mt Eden Precinct UD DWP.

•

Project wide, ongoing opportunities for māna whenua to exercise kaitiakitanga are being identified.

•

The Link Alliance has an ongoing presence attending the CRL Mana Whenua Forum in relation to the Ahi kaa outcomes for the whole of CRL. Particularly with relationship for opportunities to hire māori contractors, and sub-contractors. Designed to keep within the wider family of stories being told to perpetuate the narratives of mana whenua’s kaitiakitanga and ahikāroa.

3.3 Movement and Connections Condition 47.2 (b) of the CRL designation conditions requires the Urban Design DWP to identify and discuss how the proposed reinstatement design has incorporated the Movement and Connections Principles.

The pedestrian and cycle overbridge provides a direct and linear connection between Porters Ave and Wynyard Rd. This forms a legible pedestrian continuation of these streets. There is additionally a direct sightline to the Fenton Street pedestrian and cycle bridge which provides for connectivity between Fenton Street and Ngahura Street.

• 47.2 Way Finding (b) Coherent signage should be utilised to aid intuitive (iv) orientation and way finding.

Signage and wayfinding for pedestrians and cyclists using the bridge will be implemented in accordance with the Auckland Transport Wayfinding and Signage Design Guide. Refer Section 5 in Appendix A.

Porters Avenue Pedestrian and Cycle Overbridge - Urban Design DWP Condition 47.2 (c) of the CRL designation conditions requires the Urban Design DWP to identify and discuss how the proposed reinstatement design has incorporated Public Realm and Landscape Principles.

47.2 Reinstated Surfaces (c) The design and construction of reinstated (iv) streetscapes should be coherent with the wider area and/or recent public realm upgrades in the area.

The streetscape upgrades are in line with Auckland Transport Code of Practice standards and align with Auckland Council’s footpath renewal works occurring across the Mt Eden Precinct area. Kerbstones are to be basalt and, where feasible, will re-use existing aligning with the materiality already used across the Mt Eden Precinct area. Refer Landscape General Arrangement Plan section 4.14 in Appendix A for details.

47.2 Station Plazas (c) The design and construction of station plazas (v) should be coherent with the wider area and/or recent public realm upgrades in the area.

This principle is not applicable to this Urban Design DWP. The plazas associated with the redeveloped Mt Eden (Maungawhau) Station will be addressed in a future Urban Design DWP.

• 47.2 Public Art (c) Integration of art and design should foster local (vi) identity and character and reflect and/or interpret local characteristics including natural heritage and • Mana whenua cultural narratives, history, art and particular traits of the local community.

Public art is not applicable and is not proposed within this Urban Design DWP. A cultural narrative has been gifted by mana whenua and has been integral to the bridge design. A Mana Whenua nominated artist has worked directly with other designers on the bridge to create a fully integrated art/design response to the bridge. Refer Appendices B and C.

• 47.2 Landscape Planting (c) Plant species used in station environments and/or (vii) as part of landscape plantings should consider the opportunity to acknowledge the area’s pre-human ecology as and where appropriate. This may include species which connect strongly with Mana whenua cultural narratives.

Where possible garden beds have been incorporated to provide pervious surfaces and aid in softening the public realm. Only native specimen tree and vegetation species are to be utilised within the Mt Eden (Maungawhau) Precinct public realm generally, in line with historical ecologies, and a ‘right tree right place’ mentality. Mana whenua support the use of native trees and final decisions regarding tree species will be agreed with mana whenua. Refer Landscape General Arrangement Plan in Section 4.14 in Appendix A for details.

• 47.2 Entrances within the Road Reserve (c) Designs for station entrances within the road (viii) reserve should be designed to consider the impacts upon other modes of traffic, including the expected pedestrian patronage.

This principle is not applicable to the current Urban Design DWP. The Mt Eden (Maungawhau) Station entrances will be addressed in a future Urban Design DWP.

47.2 Where landscape planting is affected by (c) construction works on private properties, (x) replanting and/or mitigation of any such landscaping shall be undertaken in consultation with those landowners, and in recognition of wider mitigation works required for those properties (e.g. vehicle parking and access requirements).

It is envisaged that this condition relates to the vent and access structures associated with the station architecture. This principle is not applicable to this Urban Design DWP. Utility structures associated with the Mt Eden (Maungawhau) Station will be addressed in a future Urban Design DWP.

Mechanical plant space has been incorporated into the overbridge structure, including by locating it under the stairs, to ensure that it does not impact on the public realm.

•

This principle is not applicable to the current Urban Design DWP. There is no landscape planting affected by construction works on private properties.

4.

Consultation and Liaison 4.1 Introduction

The design of the Porters Ave pedestrian and cycle overbridge and the reinstatement of Porters Avenue, Wynyard Road and Haultain Street has been developed in consultation with the following parties: Auckland Council Mt Eden Community and Business Liaison Group (CLG) Mana whenua (CRL project partners) Independent Peer Reviewer Affected parties and affected in proximity parties A summary of engagement is provided for each party as follows. A full record of consultation is provided in Appendix D.

4.2 Auckland Council The Porters Ave pedestrian and cycle overbridge and public realm reinstatement were presented to the Auckland Urban Design Panel on 6th Oct 2016 as part of the concepts for each Station and precinct surrounds. At this time the panel commented that the residual spaces associated with the pedestrian bridge landings have not been fully resolved. In particular, the panel recommended improvement of the Ngahura Street end of Fenton Bridge including how it might relate to future development. No specific comments were raised in relation to the bridge itself.

A further Urban Design Panel presentation was held on 21st July 2020 to provide an update on the Porters Avenue pedestrian and cycle overbridge. The panel was in general agreement with the bridge design and proposed public realm reinstatement commenting “In general the Panel understands and is supportive of the design approach taken and the mana whenua narratives for the bridge. The Panel is in particular comfortable with the landscaping, wayfinding / signage, and treeplanting solutions proposed. The bridge structure and aesthetic of itself is also supported “.

The panel only provided minor recomendation that the perforated panels forming the balustrade to the stair structures appeared much more visually obstructive than the reference design and this was queried from both a bulk / scale and CPTED perspective. The design will investigate incorporating changes to address this recommendation and seek resolution of the above items to the satisfaction of the Reporting Urban Designer. A full record of feedback is provided in Appendix D.

4.3 Community Liaison Group The reinstatement and overbridge design was presented to the CLG on 27th May 2020 via a virtual meeting using Microsoft Teams. The key comments received from the CLG are related to:

The need for both the Porters Avenue and Fenton Street overbridges to be constructed;

Connection of the Mt Eden Station with other modes of transport;

•

Clarification on the design of the overbridge;

•

The materials chosen to reduce visual impact of wear and tear; and | Mt Eden Main Works

CCTV coverage.

Following the meeting, a copy of the presentation and a feedback form was published on the CRL project website. Participants of the meeting were sent this information along with an article explaining the bridge design. Details on how to provide feedback were published in the June CRL Mt Eden newsletter and on CRL social media pages. CLG comments, and subsequent responses from the Link Alliance, are attached in Appendix D.1.

4.4 Mana Whenua A CRL Mana Whenua Forum has been established for the purpose of undertaking kaitiakitanga responsibilities associated with the CRL project. The forum comprises those mana whenua groups who expressed an interest in being involved in the project and its related activities. Eight mana whenua self-identified their interest in CRL and are currently part of the forum. Kaitiaki attending the forum represent iwi groups as follows: • • • • • • • •

The Link Alliance continues to work collaboratively with the Kaitiaki through the forum. It is anticipated that fostering the relationships CRL has already established with mana whenua will build better understanding and assist to better cooperate and resolve any potential issues. This partnership will deliver benefits from closer involvement and a greater focus on long-term outcomes.

Presentations at the CRL Mana Whenua Forum on the Porters Avenue pedestrian and cycle overbridge and associated urban realm reinstatement started in August 2019 and have been ongoing. Workshops at a separate design hui with selected Kaitiaki from the forum also occurred between August 2019-December 2019. At these hui the Link Alliance sought to ascertain a deeper understanding of the cultural narratives gifted by mana whenua for use across the CRL project. A summary of this consultation is presented in Appendix D.3 For the Porters Ave overbridge and immediate environs mana whenua nominated artist Tessa Harris to work directly with the Link Alliance to explore how these narratives are expressed within the design of the overbridge. Refer Section 4.4 and 4.16 within Appendix A and Appendix B for an overview of the artist inputs.

4.5 Other Consultation Further consultative processes have been undertaken as follows: •

The reference design for the Porters Avenue and Fenton Street pedestrian and cycle overbridges was publicly canvassed as part of a Notice of Requirement (NoR) to alter the CRL Mt Eden designation in 2016-17. The NoR was publicly notified and 79 submissions were

received on a range of topics, including the overbridges. In 2017 the NoR was directly referred to the Environment Court. The decision of the Environment Court confirmed the NoR with conditions relating specifically to the overbridges in response to submissions.

Compliance with these conditions is addressed in Table 3-2 of this Urban Design DWP. Representatives from CRLL and the Link Alliance met with one of the owners of 5 Porters Avenue (Mr Martin van Zonneveld) on 28 February 2020 to discuss the proposed Porters Avenue overbridge design. At this meeting, the following was discussed: o How the proposed design of the overbridge addresses the specific requirements of the designation conditions, including the required offset from the boundary of 5 Porters Avenue, privacy screening, and incorporation of ramps and lifts to provide for cyclists; o The need for both the Porters Avenue and the Fenton Street overbridges to be constructed, and the need for lift access to be provided at both bridges; o How the current Porters Avenue overbridge design differs to the earlier reference design, and the reason for these changes, including:  The closing-in of the underside of the stairs to enclose plant and for safety reasons;  The sizing of the structure to incorporate utility services across the span of the overbridge; and  The incorporation of mana whenua design narratives. o The manner in which the proposed streetscape reinstatement accounts for vehicle safety, including a barrier to be constructed along the boundary of the railway corridor to prevent vehicles from entering the tracks. o Mr van Zonneveld expressed concerns regarding the extent to which the proposed design will block sunlight access to the building at 5 Porters Avenue. In this regard, it was discussed how the design seeks to balance transparency while incorporating screening to provide for privacy and temperature control for the plant within the glazed lift shafts; o A subsequent meeting was held with Mr van Zonneveld on 12 June 2020 to further discuss his concerns. A summary of the consultation undertaken with Mr van Zonneveld is provided in Appendices D.2 and D.4.

Attendance to the CLG meeting held on the 27 May was opened up to affected parties and affected in proximity parties, to provide them with the same opportunity to understand the proposed design and provide their feedback. Flyers with information about the virtual meeting were distributed to all properties within 1.7km of the Porters Avenue rail crossing.

Following the letter drop, the Mt Eden Communications and Engagement team sent out an email to the stakeholder database, inviting them to join the virtual meeting. The comments from these parties received at this CLG meeting are contained in Appendix D.1.

Meetings and email communication with affected parties and affected in proximity parties (including Nos. 2, 3, 4 and 6 Porters Avenue) following the CLG meeting to discuss operational issues relating to their properties. o Nos. 2 and 4 Porters Avenue: the owners expressed concerns regarding property access and road safety when the overbridge is constructed. They were also concerned that the proposed changes to the road layout of Porters Avenue would restrict the development potential of their properties. In response, vehicle tracking and traffic movement drawings were provided to the owners. The design of the road

layout, regarding location of the loading zone, footpath width and car parking has been reviewed with no changes resulting.

No. 3 Porters Avenue: Kennards Self Storage (“Kennards”) raised several concerns regarding the overbridge:  Obscuring of the property’s external signage. The Link Alliance considered that the extent of visual obstruction will be limited and have offered to produce a drawing to demonstrate this.  Maintaining access to the property’s emergency power plug (for backup generator connection in the event of an electricity outage). This issue has been resolved with an agreement to move the power plug closer to the property boundary to accommodate access for an emergency generator.  Lack of sunlight, including inadequate sunlight for vegetation. In response, a solar study was provided which confirms adequate sunlight for the proposed vegetation.  Security and lighting for the space between the overbridge and the eastern façade of the Kennards building (approximately 2m wide). Health and safety concerns as the area may encourage unsavoury characters. In response, information and lighting renders were provided to Kennards demonstrating that additional lights are placed on the bridge staircase to light the area between the stair and the Kennards building. A ground level camera will be placed on the bridge pier to view the area between Kennards’ building and the bridge staircase. Cameras are also placed on the staircases to ensure pedestrian safety and deter graffiti.

6 Porters Avenue: the land owner raised questions regarding the location of the loading zone in Porters Avenue, privacy viewpoints from the lift on the new overbridge to the western side of property and the need for a rundle ramp on the bridge stairwell.

Information was provided to the land owner showing the proposed location of the loading zone, and an assessment of views from the overbridge/lift into 6 Porters Avenue. It was explained that the perforated screens are designed to maintain sufficient privacy for neighbouring properties, while keeping bridge users visible for safety and security concerns. It was also explained that the rundle ramp was a result of the ruling from the Environment Court in 2017 to improve cycle accessibility.

1. Introduction 1.1

Project Description

The CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in to the existing NAL, including the construction of the redeveloped Mt Eden Station.

The Mt Eden Active Construction Zone (ACZ) and Construction Support Area (CSA) is generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south. (see fig 1.1.1)

2. Neighbourhood Context 2.1

Overview

The site for the proposed bridge is the Porters Ave - Wynyard Road level crossing.

Currently the vehicular traffic runs through Porters Ave - Wynyard Rd, over the rail line. This allows traffic to connect from New North Road, through Porters and Wynyard to View Road, and the surrounding suburban neighbourhood.

The main arterial routes around the site of Porters Ave, are that of New North Road and Dominion Road, with feeder roads mostly coming from Porters, Wynyard and Brentwood Ave. Porters Ave is not a highly used pedestrian route. Based on survey work done by Flow Transportation specialists on behalf of Auckland Transport (on December, 2015); traffic and pedestrian counts indicated that at the morning peak there are 285 cars, 9 cyclists and 83 pedestrians using the Porters Ave level crossing (movements / hour). At evening peak there are 270 cars, 8 cyclists and 65 pedestrians using the Porters Ave level crossing.

The immediate surroundings are mostly light commercial buildings. A large percentage of the industrial buildings are predominantly of late 20th century building stock character, bound to the south by villas and cottages from the early 1900s.

Along the rail corridor from 6 Porters Ave - 6 Ngahura Street are 3 storey medium density apartments called Eden North.

Porters Ave has a large commercial premises of Kennards Self Storage (3 Porters Ave), and some light commercial properties on the opposite side of the road (2 and 4 Porters Ave), next to Eden North Apartments (6 Porters Ave - 6 Ngahura St).

Context - Views from Maungawhau

The Porters Ave Footbridge site is visible from the summit of Maungawhau, when looking back towards Auckland City and the harbour bridge. Refer to Fig 2.4.2 and Fig 2.4.3. The obvious point of reference is the Kennards Self Storage building.

Fig 2.4.1 shows that from street level (this photo is taken on Wynyard road), Maungawhau is also clearly visible. The significance of these visual connections and how it informs the bridge narrative is described in the Mana Whenua narrative in Section 4.4.

Of note in Fig 2.4.1 is also the height restriction signage structure warning of an over-height hazard for approaching vehicles using the Porters Ave level crossing. This will be removed as part of the proposal.

3. Existing Conditions 3.1

The Unitary Plan

This site falls within the Eden Terrace neighbourhood and is bound by surrounding properties that are zoned Business - Mixed Use. On the following page, the Unitary Map plan shows the wider context surrounding the Porters Ave Footbridge site. All properties coloured blue are zoned ‘Business – Mixed Use Zone’. These zones are typically located around centres and along corridors served by public transport.

It acts as a transitional and/or buffer zone between shifts in scale and activities. In particular, it applies to areas where there is a need for a compatible mix of residential and employment activities.

Of the controls in place, the rules that may be of relevance to the proposal are: •

Buildings in the Business - Mixed Use Zone have height restrictions of 18m total (16m occupiable height + 2m for roof); this includes 3 Porters Ave, 5 Porters Ave and 1 Fenton Street.

•

The properties at 2,4 and 6 Porters Ave are subject to Height Variation Control measures under the unitary plan. Buildings in this zone are afforded variable height restrictions of 21m (19m occupiable height + 2m roof). These properties are the hatched blue areas shown in Fig 3.2.2 overleaf.

3.2

The Auckland Plan 2012

With reference to the 2012 Auckland Plan, and the ‘Four Good Design Principles’ identified in Chapter 10, we have considered the application of these principles in the context of the proposed site, at the various urban scales identified: •

The Auckland Plan the character of this area would be described as a combination of low - medium density, light commercial, along a significant public transport spine. In the future this spine, and the Maungawhau Station Precinct, will make for an important local neighbourhood public / civic amenity, encouraging pedestrian and cyclist use.

This project responds to the Good Design Principles in the following ways: 1. Identity - Develop the Maungawhau Station precinct through the design of an reinvigorated urban realm and architectural responses that uplifts the quality and character of the environment to encourage a sense of place. Create an elegant and rich architectural form, expressive of a city vision, and showcasing Mana Whenua narratives and mahi toi.

2. Diversity - Enable quality and accessible landscape and architecture that allows users of all abilities to use safely and with ease.

3. Integration - Creating street activation in the Maungawhau Station precinct, particularly in along Fenton Street*.

4. Efficiency - Create quality public realm environments, alongside the Maungawhau Station Precinct, to give more efficient and well utilised spaces to the local commercial, medium and low density neighbourhoods. Links the site back to outlook of Maungawhau and gives clear views along the NAL toward Fenton Street Bridge and Maungawhau Station.

The proposal supports these activities as well as providing necessary infrastructure to support pedestrian and cycling activities, as required by the local adjacent residential neighbourhood.

The proposal does not exceed these height limits, nor does it preclude developments occurring on adjacent sites in accordance with these rules, as demonstrated in Fig 4.9.1 and 4.9.2.

* With reference to works along Fenton Street, this will be the subject of a separate Urban Design package. This proposal interfaces with that development at the entrance to Fenton Street.

4. Design Response 4.1

Project Requirements

4.2

Requirements of the Site

– The footbridge is located on the western side of Porters Ave and Wynyard Road. This is to maximise separation from existing apartment buildings (Eden North Apartments on 6 Ngahura Street) and also provide a clear path of travel for pedestrians transitioning to Fenton Street to access the bridge towards the Station.

Currently the NAL has two tracks that service the current train stations and platforms. With the addition of CRL existing tracks will be slewed and two new tracks will be laid in a new trench. This is one of the key reasons the on grade vehicle and pedestrian crossing cannot be maintained.

– The Porters Ave pedestrian bridge incorporates the same provision of access as the Fenton Street bridge with an accessible lift and accessible stairway incorporating provision for stair cycle wheel ramp.

The fig 4.2.1 shows the existing condition of the vehicle intersection that connects vehicular, pedestrian and cycle traffic across the NAL. However, as sections show (fig 4.2.2) the trench will be significant.

– The footbridge is required to carry a significant amount of utilities across the NAL. This is due to the fact that the widened, and deepened NAL track cannot have utilities travelling under it, and the more manageable long term solution is to have the utilities accessible through the bridge.

All affected roading and footpaths will be improved, this includes Porters Avenue, entry into Fenton Street, all of Haultain Street, and the beginning of Wynyard Road. While the road at the ends of Porters Ave and Wynyard Road will be narrowed, parking is still available on Porters Avenue, and Wynyard Rd.

– This project will provide the opportunity to enhance the area’s current urban realm / streetscape.

– With reference to the City Rail Link Notice of Requirement, Urban Design Principles. Particular designation conditions as follows : – Designation Condition 47.2(a) is identified as the need to engage with Mana Whenua to locate and provide opportunities through the Te Aranga Māori Design Principles.

– Designation Condition 47.2(b) specifies key outcomes required to enable movement and connections within and around the proposal – Designation Condition 47.2(c) Public Realm and Landscape Our design response to these requirements are identified in this section.

A comprehensive assessment of compliance with the urban design principles in designation Condition 47.2 has been provided in Sections 3.3 and 3.4 of the Urban Design DWP.

4.3

Bridge Requirements Pantograph Zone

The bridge must protect the public from the risk of electrification from the OLE (Overhead Line Equipment) above the tracks be creating a suitable barrier.

The balustrade design is driven by the Rail Overhead Line Equipment (OLE) requirements (see fig 4.3.1). A solid surface is required on the sides of the bridge up to a minimum of 1000 mm above bridge deck level. The proposal shows a 1200mm high solid steel clad balustrade (see Fig 4.3.2). A mesh screen is attached onto this solid balustrade up to a minimum height of 1800 mm above bridge deck level. This material change allows for visibility; from street level looking up to the bridge and from the bridge looking down to the street, without the use of glass. While glass is robust, it is prone to vandalism. The mesh screen is higher at the western side facing 5 Porters Avenue to provide a degree of privacy screening, but with some natural light penetration and visibility through. A similar approach is taken to the balustrade facing the apartments at No.6 Porters Ave. Refer to designation Condition 47.2(b) (xii).

As mentioned in Section 4.1 the bridge will carry all the services utilities that were in the road and paved under the level crossing.

The design of the balustrade allows for a 200mm diameter Watercare pipe, and gas main to be carried over the bridge and be visually concealed. Preliminary discussions have indicated a 200mm clearance around the Watercare pipe is required. These pipes (water and gas) are to be contained in the designed balustrade.

There will be removable panels at required intervals to allow for easy access for emergency and maintenance purposes.

To provide adequate lighting to the bridge deck, it is proposed that lights be integrated into the steel balustrade and steel handrails.

The bridge height is dictated by the minimum depth of structure required for the span which is 1.5 meters and providing for vehicle and rail clearances underneath.

Road clearances required to permit the passage of rubbish trucks. Refer Traffic Impact Report.

As this is a part of the wider CRL family, the Porters Ave Footbridge design conceptually links to the design narratives that had been discussed through mana whenua engagement from 2013 - ongoing, and an incorporation of the pragmatics of the brief.

The earlier ‘big idea’ concept of the footbridge is to be ‘of Maungawhau’ insomuch as linking back to the whakapapa of Maungawhau, and the narrative of Matāoho, the deity of volcanic activity and earthquakes specifically in the Auckland region.

The bridge is a sculpted, and honed ‘tool’ likened to a basalt ‘toki’, or a new ‘tool’ of the maunga, similar to that of basalt toki that would have been used to carve out the extensive earth works on Maungawhau, and dig, plant and harvest kumara pits.

The shape of the ‘hull’ of the bridge, the significant form in the site, pinches in the centre to trim some of the bulk of the bridge, and this pinch shapes a faceted steel object that meets faceted piers and grounds on both sides of the bridge.

This ‘toki’ arawhata (bridge) is held up as a precious object by lift shaft and stair solutions that contrast in colour, weight, and feel. The lift shafts will provide significant opportunities to become ‘Aro Ngatahi’ or focal points/ thresholds that mark coming toward / travelling away from the Maungawhau Station precinct.

The surrounding landscape will use the cues of materiality and colour palette from this narrative to inform the way the urban realm leads pedestrians and cyclists, locals and visitors alike toward the new ‘front door’ to the CRL network at Maungawhau Station.

The new rail alignment at Mt Eden interrupts the existing pedestrian level crossing at Fenton Street and both the vehicle and pedestrian level crossing between Porters Avenue and Wynyard Road. Two bridges will replace these crossings in order for pedestrian connections to be maintained.

As the first stage in a series of stages that forms the CRL project, the proposed Porters Avenue bridge will interface with an interim construction phase for the Mt Eden Station platform.

Porters Avenue Footbridge supports the connection with New North Road and provides access between Wynyard Road and Porters Avenue while Fenton Footbridge directs pedestrian traffic to and from the station building providing access from Fenton Street to Ngahura Street.

The Fenton St Bridge project phase includes urban realm upgrades to Fenton Street and Ngahura Street.

5. Signage and Wayfinding Concept 5.1

Introduction

The Signage and Wayfinding concept for Porters Avenue Footbridge Bridge has been developed with AT in accordance with Designation condition 47.2(b)(iv). This includes modifications to existing signage where required.

This document is used to determine and locate service requirements such as power and comms to support the wayfinding infrastructure.

AT will be responsible for the completed graphics and signage in accordance with the current signage and wayfinding design manual and specification requirement. This will be a client supply and install item in the contract.

It is recommended that the CRL Porters Avenue Footbridge requirements for Signage and Wayfinding are issued to the AT Contractor to ensure compliance.

5.2

Wayfinding Approach

For details regarding wayfinding principals, suggestions and requirements refer to the following manuals and documents: – AT Transport Design Manual: Signage December 2018 The wider urban realm around the proposed bridge development is coded to fall within the ‘surrounding’ zone, whilst the bridge itself and its immediate surrounds are referred to as the ‘approach’ zone.

The objective for this Signage and Wayfinding concept is to integrate the AT signage system with the bridge design, and to provide the minimum signage required to convey maximum information and orientation.

5.3

Staging

This signage strategy addresses the interim stage of the CRL works when Mt Eden Station is closed.

It is anticipated that the interim wayfinding and signage strategies for interim construction phasing will be required, this will be supplied by the CRL Alliance contractor.

Upon completion a final signage and wayfinding overlay will be supplied by the CRL Alliance demonstrating the connections between this proposal and Fenton St and Maungawhau Station.

The following is divided into 2 parts Part 1 - Surrounding zone - an audit of the existing directional signage in the area Part 2 - Approach Zone : this represents new signage provided as part of these works.

The intent of this is to show that there’s an adequate overlay of directional and wayfinding signage for the proposed bridge in its location.

Provide design features identified for Option 2, including: generous pedestrian spaces for Fenton Street, good approaches from Porters Avenue/ Wynyard Road and Ngahura Street with direct access to the over-bridges and potentially replace 1 & 3 Fenton Street with a new apartment building.

Locate the over-bridges and elevator buildings to maximise surveillance and enhance use as part of a through route; use them to form prominent cues (including at night), and provide generous spaces around them as landings for orientation (and visibility into/out of Fenton Street)

– The proposed apartment development at 1-3 Fenton Street will be beneficial from a CPTED perspective. It would enhance the residential street character, increase passive surveillance, increased public ownership of spaces and improved visibility of Fenton Street from Wynyard Rd.

Foot way approaches are direct from Porters Avenue and Wynyard Road. CRL has earmarked 1-3 Fenton St as a development site post CRL. Refer to the C5 Contract Fenton St Bridge Designer for shared space concept on Fenton Street.

The lift facade are proposed to be laminated glazing with a fritted interlayer, including the facade facing the building at 5 Porters Avenue.

Note the lift car is not fully glazed for to The scale of the lifts and stairs is such that suitable recognisable cues are provided. Refer to the landscape plans for the proposed areas surrounding.

– Further attention is required to avoid entrapment issues at the end of Porters Ave and Ngahura Streets. (Refer to Design Response for Porters Avenue Footbridge in Recommendation 2 in this commentary)

Design the space as a thoroughfare rather than a place to linger; alternatively provide activity generators that support places to sit and rest and/or promote future activities that provide use and direct interaction between the adjacent properties and station/street.

Further to the above findings the following summary of recommendations were to be considered in subsequent stages with regards to the Porters Ave footbridge.

The approach has been to define the space as a thoroughfare, but some seating in the form of basalt boulders is proposed for informal waiting to mitigate the extents of bollards required to protect the bridge from vehicle impact. The design allows for good sight-lines to the bridge deck as well as at street level, through passive surveillance from nearby apartments. The lighting has been designed to ensure adequate lighting to the area around the bridge, as well as incorporation of CCTV cameras to all areas of the bridge.

A Crime Prevention Through Environmental Design assessment was conducted in May 2014 as part of the Definition Design phase for Mt Eden Station. Ref report Architecture and Planning Definition Design Report: Mt Eden – Fenton St Public Realm CPTED Assessment (CRLMTE-URB-RPT-004) Several options were reviewed, and a final recommendation made in the form of the layout of Fenton and Porters Avenue Footbridges as proposed in the current Reference Design. This report identified key findings as follows:

– The location of transport related elements (pedestrian bridges) are negligible between options from a CPTED perspective.

A final CPTED Summary was provided by the CPTED Reviewer and is included in the appendices for information.

Fencing designs to be considered in the next stage and coordinated by the C5 Fenton St Bridge designers Recommendation 7 Ensure the approach routes incorporate appropriate information on way-finding, facilities, and contact details for reporting incidents/ maintenance; consider providing CCTV and/or a telephone or panic button for emergency situation; include upgraded street lighting; carry out further CPTED assessment of Porters Avenue and Ngahura Street.

7. Community Liaison Feedback 7.1

Actions following Consultation

A Community Liaison Group presentation was undertaken under the direction of the Link Alliance on 27 May 2020. A copy of this presentation is included in the 'Porters Avenue Footbridge Urban Design Delivery Work Plan' of which this report forms a part.

Subsequent consultation with interested parties has occurred after this presentation, the owner of No 5 Porters Ave. Areas identified in consultation with the owner of No 5 Porters Ave are: – Balustrade perforation design and the potential for transparency in the opening sizes forming the perforation pattern – Glazed lift graphic design and the potential for transparency in the design of this graphic as applied to the lift – Solar shading impact on No 5 Porters Ave in particular, execution of solar shading diagrams for information.

Further review of the design was undertaken, the findings of which are included in the appendices of this report ref. CRL-NAL-ARC-000MEM-1001 Porters Ave Foot Bridge - Matters Relating to No 5 Porters Ave. In summary we came to the following conclusions: – The technical constraints and client requirements for the design of openings in the balustrade offered limited scope for significant changes.

– The transparency of the graphic design for the lift shaft also has technical constraints and had been maximised – Adjustments to the permeability of the balustrading and lift graphic would have limited influence of the amount of shade from the bridge cast on to No 5 Porters Ave.

There is an opportunity for the narrative to be embodied in the bridge architecture through the white ceramic frit pattern on the glazed façades of the lift.

Whakapapa of the Site

From west along the North Auckland Line towards Maungawhau station, two new bridges are to be built: Porters Ave and Fenton Ave; heading away from Maungawhau North (along the current rail line toward Britomart) Mount Eden Bridge is to be updated, and Normanby Road Bridge is new; there is also a new bridge at Ruru St, collocated to Maungawhau station, will also be built and is not over a rail line.

In earlier consultation with Mana Whenua, the Fenton Rd and Porters Ave bridges were associated to the pūrakau / narrative of the patupaiarehe Hui and Wairere that lived in Te Waonui o Tiriwa (the Waitakere Ranges) and Te Ngahere o Kohukohunui (the Hunua Ranges), respectively. Recent engagement with Mana Whenua has led to a desire to more strongly locate the narrative within the local context of Maungawhau, as it has a rich history to draw from.

Precedent Imagery and Form

Karā (basalt), is a fine-grained, dark charcoal-black stone. Karā occurs when hot lava flow meets the earth’s surface or a mid-ocean ridge and is cooled. The cooling can occur over a number of days, or weeks depending on the thickness of the lava flow. Thickness and cooling time also effects density of the karā.

Karā is a plentiful stone in Tāmaki Makaurau, and columnar karā is found around Aotearoa, and was used in the fashioning of many tools for Māori.

Tools such as toki (adze), or whao (chisels) had many uses. Within the context of Maungawhau large toki made of karā would have been used for the significant earth works done to shape Maungawhau, as well as dig, and maintain the rua (kumara) pits that fed the surrounding peoples.

Toki are tools that were used for everything from earth works and kai preparation, for waka and whare building, as adornments to be worn around the neck, and in metaphorically in whaikōrero to indicate the skill and knowledge of the speaker. The toki is a versatile tool Conceptually, the Porters Avenue Footbridge conceives of the bridge element as a toki. A new tool of the maunga. Solid, carved with careful honing and chamfering that angles on its underside and up around the balustrade.

The piers hold the precious object in the air, above the train tracks and people who will pass under it. And the translucent lift shafts act as pou / whakawae that illuminate the arawhata, as a threshold.

Development of Mahi Toi Across Porters Ave Footbridge

The development of the narrative the Porters Ave Footbridge has centralised the importance of the relationship of karā (basalt), the toki (sometimes made of basalt), the notion of the bridge span being sculpted like a new tool ‘of the maunga’ - as if to be a toki fashioned of karā from maungawhau.

2. Glass Frit design - wrapped around all sides of the glass on both lift shafts on Porters Ave and Wynyard Rds.

The next important features are that of the lift shafts that act like pou, and are the ‘binding’ elements that ‘hono’ or join the bridge to the earth/its site. The design features a cross binding design, and relates to Ranginui and Papatūānuku, and Maungawhau, through the specific motif patterns expressed in the triangle formations.

All other punch patterns, and forms are integrated designed to accentuate this narrative.

The four key mahi toi expressions can be found in this image, being: 1. Non-structural perforated balustrade 2. Glass fritting design on the lift shafts 3. Earthing and bonding shield 4. Karā boulders.

Mahi Toi - Glass Frit

The main element of the bridges, that was designed first, was the Glass fritting that will be featured on all sides of both glass lift shafts, on Porters Ave and Wynyard Road.

The concept of these sketches are that in using the narrative of the bridge representing a karā toki / whao, that it would be bound in parts. So she has conceptualised the lifts and stairs as being bound to the lift shaft using ‘cross binding’.

These are two of Tessa’s original sketches to test some of the following ideas out. They have since developed into the final design (on the following pages), and have influenced the punched pattern designs on both the earthing and bonding shield, and the balustrade.

Mahi Toi - Earthing and Bonding Shield

The metal earthing and bonding shield is a pragmatic requirement of the bridge as a result of it’s location above an OHLE (electrified train) line.

We are able to perforate the screen with a pattern, and have chosen to extend the ‘cross binding’ concept into the metal shroud. The central ‘shield’ is only temporary, and will come down after the trench is dug for the new train-lines. As such, only the two outer shields are permanent.

Each bridge has a functional role to fulfil.

•

Porters Ave Bridge Provides connectivity in a north-south direction between Wynyard Road and Porters Avenue and to the east or west along Dominion Road or New North Road. Critically this bridge also has a double function allowing numerous utilities to cross the rail trench.

•

Fenton Street to Ngahura Street bridge provides connectivity to the new station via an extension to Nikau Street. This bridge also provides an emergency escape from the station (NAL platform) without crossing tracks.

•

The wires are not yet fully designed so therefore information was not available for inclusion in the Render.

•

The wires will be similar to those present currently, but relocated above the new track locations.

Have you provided for East-West movements of pedestrians from heavy rail at Mt. Eden Station to buses/light rail running North-South down Dominion Road?

•

Connectivity to Dominion Road is provided through the existing street network. There is currently no certainty regarding light rail.

•

The Station will be designed to connect more directly with Ruru Street in a direction out to Mt Eden Road where a large number of buses go. There is also a connection via Ruru Street up to New North Road where there will be bus stops. There will also be an extension via Nikau Street into Ngahura Street which will provide a connection via Fenton/Porters.

Why does the bridge narrow to a pinch point midway across the tracks?

•

To reduce the bulk of the bridge down as much as possible. Technically the bridge is only required to be 2.5 metres wide, however the lifts at either end add to the width. An alternative design would be for

the bridge to be 6 metres wide for its full length, but this would make it too bulky and imposing. The proposed design solution is for the bridge to be pulled it in ‘at the waist’ to reduce the bulk and the appearing size.

What environmental impact thought been given to using materials that will reduce visual impact of wear and tear, e.g. soot etc on glass and balustrades?

•

Patterns help a lot. Part of the reason why there is a design on the lift shaft is to help hide the wear and tear. The pattern is embedded between the glass, and the outer layer of the glass has an anti-graffiti film on it as well. This will help hide the scratching of the glass. The balustrade on the stairs also is power coasted with anti-graffiti and will enable it to be cleaned easier. The pattern itself does a lot to hide dirt as it’s not a flat surface so doesn’t show the markings as easily. All the concrete surfaces are coasted so it does stain. We try to use robust materials as much as we can.

Auckland Transport have also instructed that they want long life, durable materials which has dictated what we will build the bridge out of.

Will the CCTV cameras cover the area around the pedestrian and vehicle access area of Porters Ave? The reason I ask is we have problems sometimes with tenants dumping furniture they don't want in this area.

CCTVs would be a good deterrent

•

There will be 100% CCTV coverage of the bridge. This includes, the stairs, lifts, spaces either side of the bridge and under the bridge.

The design looks higher and longer than the original (reference) design, far more imposing. Is this absolutely necessary?

•

The challenge has been to satisfy the technical requirements, such as weather and privacy screening, while trying to minimise the height and bulk of the structure. Technical requirements necessitate a 1.8 m high balustrade in the centre of the bridge. There is also a necessity to provide some weather screening at the entrance of the lifts, and for privacy screening for the buildings on either side of the bridge.

•

The design strikes a line from the stairs being the low point, to the lift on the other side being the high point.

•

The visually open design of the perforated balustrade helps to mitigate the ‘heavy look’ a solid panel would create. The visual renders make the bridge look heavier than it will actually appear.

•

The lift in plan is 4.1m x 3.9m. The lift shaft itself is 10 metres high on Wynyard Road, and at the other end it will be slightly different because the land is sloping so it will 12 metres on Porters Avenue.

•

The lift size has been minimised by keeping the machine rooms as small as possible.

•

Watercare and Vector require access to the services for maintenance. This is more easily achieved from on the bridge as provided within the design.

•

Given increased train frequency and the difficulty of accessing the rail corridor, it’s not practicable or safe for network utility operators to only have access to utilities under the bridge span from within the rail corridor.

•

This was considered, however it created issues of proximity of the lift to the kerb,

Could all of the services be installed under the bridge span, allowing to have the bridge safety walls to be open mesh pattern rather than solid? Gas and water services look very bulky. (raised by Mr Martin van Zonneveld)

Why is the bridge lift entrance placed near 5 Porters Ave, building, creating an isolated vulnerable entry area? As a woman, the lift should be placed on the

other side of the stairs, where it is more visible, offering safer passage

and the entrance would be vulnerable to traffic on that side of the road.

•

This design would also mean that there would be a long stair down the side of 5 Porters Avenue itself, which would create its own safety issues forming a narrow space with limited activation, limited overview and a blind corner at the footpath return down Haultain Street. The design provides a level of ‘openness’ and activation reinforcing legitimate usage.

•

An independent safety review of the design has been undertaken by Flow Transportation Specialists Ltd, which concluded the design represents an appropriate balance between road safety and compliance with design principles.

•

The raised table at the intersection helps reduce vehicle speeds to ensure the intersection can be navigated safely, particularly where the road kinks to the right. It also helps pedestrians crossing at road level, especially those coming towards the lifts from Fenton Street.

•

The length of the table is also intended to facilitate larger vehicle movements in terms of accommodating the wheel base length.

This allows the front or rear wheels of a large vehicle to get onto the table before dropping down and avoids vehicles ‘bottoming out’.

What real world testing has been done to ensure that full height semi-trailers with 40’ containers on board are able to easily and safely negotiate the turn into and out of Haultain Street from Wynyard Street?

•

While there hasn’t been ‘real world’ testing of the turn, a computer simulation called ‘Vehicle Tracking’, using a large 11.5 metre truck, has been modelled. While tight, the model demonstrates these vehicles can enter and exit the area.

So where are all the people who work in Haultain St supposed to park?

•

The nearest parking is to the south on Wynyard Road and on Brentwood Avenue.

Do you have projected numbers of persons, daily using this bridge?

•

Based on a pedestrian count from 2017, there were approximately 100 people in the morning and afternoon at the peak time who used the crossing.

•

It is anticipated that over time, once the new Mt Eden Station is finished and potential development around the station is

How much land will be taken from 5 Porters Ave on the Wynyard Road and Haultain Street side of the existing building?

•

On the Wynyard Road side there is no land take in respect of the property referred to as ‘5 Porters Avenue’. On the HaultainStreet side of the property there is some relatively minor land take to allow sufficient footpath and road width. This land take is in the order of 600-800 millimetres, however this will be confirmed when the detailed design of the bridge and road layout is finalised.

A full length semi-trailer is up to 22m long. How will that navigate the turn from Wynyard Road into Haultain Street?

•

The design does not provide for a semitrailer of this size to navigate the turn. Such a vehicle will have a larger turning circle than the design allows for and would currently be unable to access properties along Haultain Street without reverse manoeuvring along the street.

Why not remove the elevators, then the bridge will only need to be 2.5m wide? Disabled users would easily be able to use the Fenton/Ngahura Street bridge, 90 metres to the north, and also gain access to the train station. (raised by Mr Martin van Zonneveld)

•

Accessibility for all users across the overbridge is required by Auckland Transport and in accordance with the conditions of the CRL designation. The provision of disabled access across the overbridge avoids severance for those users coming to / from New North Road.

Why have the seats at the base of the stairs that were shown in the reference design been removed? I believe older people might have need of those.

•

The provision of seating in these areas was reviewed and found to be inappropriate in the context of these environments and the functional nature of where they were located. The CPTED assessment identified a desire to design the space as a thoroughfare rather than a place to linger due to a lack of activity generators within this area.

D.3 Mana Whenua Table D-3: Mana Whenua Comments and Response Comment

CRL Mana Whenua Forum – 12th September 2019 Kaitiaki noted that while the cultural narrative provided under the contract Minimum Requirements surrounding Tiriwa and Wairere has significance in the story of greater Auckland “tawhiti ke nga korero” they are quite a distance from the Maungawhau area and mana whenua felt there was an opportunity to explore narratives more pertinent to Maungawhau to inform design opportunities. Suggested narratives identified included: − “Te korero o Mataoho” – the story of Mataoho, was identified as a more significant narrative to Maungawhau that can be used as a design driver − “Te Pa” - the Pa (Maori village) that once was situated on Maungawhau and references to its history. − “Te Whau” – the rakau (tree) that is indigenous to Maungawhau and is unique in its material properties and the traditional uses which may be explored. − “Mataaho” – the deity that lived within “Te Ipu o Mataaho” – the bowl of Mataaho and is related to Ruaumoko (the god of seismic forces), informing a narrative that created the volcanic landscape of Tamaki Makaurau with Maungawhau at its centre. − “Mara” – the various gardens that were used to sustain the people of Te Pa o Maungawhau. − “Puna” – the stream that was used to also sustain the people of Te Pa o Maungawhau – referenced also in Maungawhau stations water wall design. − “Te ingoa” (the name) – Te ipu o Mataaho

•

It was agreed that Mana Whenua would go back and consult their respective iwi to confirm the specific key narratives to be brought forward for the bridge designs and the wider Maungawhau station precinct.

The representatives subsequently caucused these narratives at a Design Hui on 24 September 2020 and agreed common threads, providing a final outline to guide the Link Alliance.

CRL Mana Whenua Design Hui – 24th September 2019 Mana whenua noted opportunity to consider emphasising Maungawhau as they key cultural narrative, in particular Mataaoho / Mataoho.

•

A list of artists was put forward by the kaitiaki representatives to the hui, with the intention that an artist would work directly with the Link Alliance to incorporate the narrative into the bridges. It was agreed that Mana Whenua would go back and consult their respective iwi to confirm a ‘short list’ of preferred artists from each iwi group.

A list of artists was put forward by each iwi group following the hui held on 24th September.

From the ‘short list’ mana whenua subsequently identified their preferred artist, with relevant experience, for codesign opportunities on the Porters Avenue overbridge.

Guidance was provided on the use of local kupuhou (new works) to use moving forward: − Bridge – “Arawhata” in place of “Piriti” − Basalt stone - “Karā” in place of “Ōnewa” − “Mataaoho” agreed as the spelling going forward by mana whenua.

Mana whenua identified a need to consider the surrounds of the Maungawhau Station and utilise Mataaoho as the basis for the narrative to drive the design. (with the Station main wall of karā the central ‘piece’ and the other opportunities emanating from that)

It was noted that there are opportunities for the five new bridges (Porters Avenue, Fenton Street, Ruru Street, Mt Eden Road and Normanby Road) to all work with the various ‘states’ that Mataaoho providing a whakapapa back to Maungawhau. E

Each bridge design will respond to a given state within the various Mataaoho elemental states, with the involvement of an iwi approved artist. The Porters Avenue overbridge is to focus on the solidified form karā (basalt).

The horizontal part of the Porters Avenue overbridgewas spoken to as a faceted sculptural – arawhata, to be made of steel. Works required to explore various finishes, e.g. matt or polished, black and blackness in relation to karā [basalt]. Link to early stone tools used on the abundant fields surrounding Maungawhau.

This idea on the structural arawhata element was subsequently explored collaboratively by mana whenua and the architectural and engineering teams to further develop the design.

The lift shaft and stair surrounds will be prominent, supporting elements of the horizontal arawhata, forming the gateway to arriving and leaving the area/station precinct. Response from Link Alliance

The bridge is significantly different to the reference design as presented to the Environmental Court in 2017.

Utility services were not indicated previously, and Mr van Zonneveld had no recollection of these services being presented to the Court.

•

The design of the proposed Porters Avenue overbridge has already made provision for the conveyance of network utilities across the railway corridor. This was part of the initial court renders and was previously discussed at the meeting with Mr van Zonneveld on 28 February 2020.

The cost / benefit analysis for having two bridges is not efficient.

•

The need for two overbridges (Fenton Street and Porters Avenue) was confirmed by the 2017 Environment Court direct referral proceedings.

There have been changes to the design of the overbridge since it was presented to the Environment Court, including the offset of the bridge in relation to the 5 Porters Avenue property boundary, increased balustrade height, and removal of the runnel ramp from the design.

•

It was explained to Mr van Zonneveld that the footprint of the overbridge is now 4m from the 5 Porters Avenue property boundary. This exceeds the minimum 3.5m separation agreed during the Environment Court proceedings and subsequently specified in CRL designation Condition 47.2(b)(xi).

•

The runnel ramp has not been removed from the design.

Concern regarding the need to cross centre line of road.

•

A road safety audit (RSA) has been undertaken for this traffic movement.

Lack of sunlight to 5 Porters Avenue is a key concern.

•

The architectural designer, Jasmax, has subsequently undertaken further analysis on the shading effects of the overbridge on 5 Porters Avenue. The analysis found that shading to 5 Porters Avenue is limited to the morning periods during autumn/winter for the eastern façade due to the orientation of the site and buildings.

There has been a lack of consultation.

•

Two one-on-one meetings were held with Mr van Zonneveld on 28 February and 12 June 2020 to discuss the design of the Porters Avenue overbridge and his concerns. Some design changes were made

in response to his comments, such as consideration of privacy versus light admission, where the fretting and mana whenua design inclusion on the lift shaft was reviewed.

Mr van Zonneveld does not want the bridge to be constructed and has spoken to all 240 submitters from the 2017 Environment Court proceedings who, apart from three, concur with his feelings.

•

The Environment Court proceedings confirmed the need for the Porters Avenue overbridge.

Mr van Zonneveld would like to see the renders indicating the sunlight/shadow implications at different locations around the building.

•

As discussed above, Jasmax has undertaken a further solar shading analysis and the findings have been sent to Mr van Zonneveld.

Discussion on land requirement for Haultain Street.

•

The Link Alliance will discuss with Auckland Transport the possibility of a slightly narrower cross-section for Haultain Street in this location, so that less land acquisition is required along the Haultain Street frontage of 5 Porters Avenue. This will not significantly change the streetscape arrangement set out in this Urban Design DWP.

The lift shaft transparency is a big improvement on the original design.

•

Noted.

The design of the fret pattern (etched pattern on glass) on the stairs should be more transparent and less opaque.

•

Further assessment by the design team has identified that the current pattern on the stair balustrades achieves a suitable balance between (sometimes conflicting) issues such as safety, privacy and sunlight admission for adjoining properties, and the agreed cultural design narrative. The design of these balustrades is being developed further to create a more ‘open’ feeling to the roadside areas only to address comments raised by the Auckland Urban Design Panel.

Request for the costings of the bridge.

An ‘order of cost’ will be provided to Mr van Zonneveld, subject to confirmation following completion of the procurement process for the new bridge.

Request for solar shading studies.

D.6 Auckland Council – Urban Design Panel The Urban Design DWP was presented to the Urban Design Panel on 21st July 2020 to provide an update on the Porters Avenue pedestrian and cycle overbridge. The comments received and responses provided are recorded in Table D-5.

Height The height of the bridge has increased materially from the reference design. The Panel defers to a separate planning analysis to confirm what if any extent of additional height is permissible.

As outlined within section 3.1 of Appendix A. This site falls within the Eden Terrace neighbourhood and is bound by surrounding properties that are zoned Business - Mixed Use. Of the controls in place, the rules that may be of relevance to the proposal are: −

Buildings in the Business - Mixed Use Zone have height restrictions of 18m total (16m occupiable height + 2m for roof); this includes 3 Porters Ave, 5 Porters Ave and 1 Fenton Street.

The properties at 2,4 and 6 Porters Ave are subject to Height Variation Control measures under the unitary plan.

Buildings in this zone are afforded variable height restrictions of 21m (19m occupiable height + 2m roof). These properties are the hatched blue areas shown in Fig 3.2.2 overleaf.

The proposal does not exceed these height limits, nor does it precludd developments occurring on adjacent sites in accordance with these rules, as demonstrated in Fig 4.9.1 and 4.9.2 of Appendix A. There are no specific Designation Condition requirements for height.

Height The Panel understands that services need to be accommodated within the bridge and that there are required minimum clearances that must be achieved between those and the rail line / trains. However the Panel is concerned that as the bridge gets higher and the number of stairs to be traversed ‘up and over’ it increases, this becomes a disincentive to potential users. It also increases practical CPTED concerns relating to the disconnection between users of the street and the ability to see to the deck level (which was possible in the reference design and is an unfortunate loss).

The Panel recommends that the Applicant demonstrate the bridge deck is as low to the ground, and requires the

least possible number of steps for users, as is technically possible.

Lighting Especially in light of the likely loss of visual connection from the street to the bridge deck (due to its height above street level), the Panel agrees that lighting to deter crime and enhance perceptions of safety will be critical. Exact details of lighting were not available, but the Panel recommends that the brightest possible extent of lighting on the bridge, stairs and street plazas adjacent to the stairs be put in place. This would be subject only to managing nuisance effects on immediate neighbours, which should be an exercise in lighting placement and housing / shield design rather than accepting an inferior lighting outcome.

It may be necessary to install active video surveillance on the deck if reliable natural public surveillance cannot be achieved.

Visual permeability vs. privacy The Panel does not agree that an optimal design outcome has yet been achieved. Whilst there is a clear need for privacy in specific locations, the perforated screen adopted has diminished important opportunities for visibility of the bridge stairs, the expression of an invitation to users by way of being visually open and welcoming, and to highlight the architectural qualities of the bridge itself. The Panel is not convinced that the screen design will function in a manner that would allow meaningful inter-visibility between both sides. The Panel is concerned with what appears to be a largely blank wall up the eastern side of the Wynyard Road Page 39

The Panel is concerned that this is making the bridge less inviting than is required and giving it some negative aesthetic undercurrents akin to a guard tower and parapet / battlement structure.

That should be avoided. Given that by its nature the bridge has many asymmetrical aesthetic qualities, the Panel does not agree that the need for privacy on some parts of the bridge should then be determinative of a relatively uniform screening design along it. The Panel strongly recommends reconsideration of how to maximise visual permeability through the balustrade to the stairs and to the deck level (where it is not necessary to provide privacy to direct neighbouring buildings), on both sides of the bridge. As part of this, the Panel considers it would be possible to refine the Wynyard Road under-stair screening design so as to maximise views from the street to the visually interesting bridge structure itself. The Panel notes that it is not suggesting that the aesthetic narrative is necessarily incompatible with this; it may well be possible to devise an adaptation of the perforation pattern used to date but in a way that it allowed much more visual porosity – such as ‘inverting’ the pattern so that the current perforations became solid and the solid element became the perforations. The Panel notes however that it has no firm view on how the Applicant could go about addressing this. The Panel also suggests that it may be appropriate to increase screening in one or more sides of the Wynyard Road elevator relative to the closest neighbouring office building.
