Conclusion

This Annual Report confirms that the range of mitigation measures (as outlined in the SIBDDWPs prepared for the Aotea Construction Works) have been implemented to manage construction impacts upon the public and affected community. Link Alliance will continue to engage with the community and develop relationships with key stakeholders through the various engagement tools outlined in the SIBDDWPs. This ensures the public is updated on relevant construction works and can provide feedback, particularly where they are being disrupted by construction activities. Feedback received on the draft version of this Annual Report confirms that the community is still being impacted by construction activities. This feedback has helped inform recommendations for the Link Alliance to consider throughout the following construction period, to further mitigate impacts and to be better construction neighbours. These recommendations fall under the following broad categories: 

   

Clarity on the location of loading zones for businesses near construction areas, and regular site auditing to ensure contractor vehicles are clear of these areas. Contact with AT to ensure enforcement action is taken upon members of the public occupying these spaces. Improvements in wayfinding and promotional business signage. More accurate and up to date communications on upcoming works, so businesses and residents can plan ahead. Continued implementation of mitigation measures as outlined in the DWPs and Management Plans, and monitoring of the effects. Review of the CLG attendance list and convenience of meetings

The Aotea Construction Works have occurred (and will continue to occur) along Albert Street, between the intersection of Wyndham Street and Wellesley Street/Mayoral Drive, with various works required along adjacent streets. The area surrounding these works is a dense urban environment with a variety of commercial and residential uses throughout. The complaints register compiled by the Aotea Station Community Manager indicates that the disruptive impacts from noise and vibration, and impacts to businesses, were the main matters raised by the community. The Link Alliance will continue to implement the range of mitigation measures and are committed to being good neighbours to affected parties. Engagement will continue throughout the duration of the Project and the CLG will meet on a quarterly basis. The next annual report will for the 2020/2021 year. It is noted that it is not always possible to satisfy all of the community’s concerns relating to the construction activities associated with the Project, given the limits of what is reasonably practicable to mitigate the construction effects of a major infrastructure project. The Link Alliance will, however, ensure that scale, time and likely extent of impacts is communicated to affected parties alongside the implementation of the Delivery Work Plans and monitoring of these and the Designation conditions.
