Introduction The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape and a redeveloped Mt Eden station (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Industrial and Trade Activity Environmental Management Plan (ITA EMP) has been prepared in relation to construction of the new Karangahape Station.

Overview of CRL works at Karangahape Station

1.1

The Karangahape Station consists of two entrances, one at Beresford Square / Pitt Street and the other at Mercury Lane, linked together by platforms with two mined tunnels approximately 32m below Pitt Street. The Station will also comprise equipment rooms, ventilation systems and emergency egress at both Mercury Lane and Beresford Square / Pitt Street.

Given the nature and scale of the Karangahape Station construction, works will be undertaken in a staged manner, involving: • • •

Early works (demolition, network utility relocation and site establishment works) – to be undertaken from October 2019 through to early 2020; Main construction works (construction of the station and mined tunnels for the rail tracks) – to be undertaken from early 2020 through to late 2023; and Public realm reinstatement – likely to be undertaken from late 2022 to late 2024.

ITA EMP Staging

1.2

To reflect the staged construction approach for the Karangahape Station, ITA EMPs will be developed in stages.

This ITA EMP addressed the Karangahape Station Main Works at CSA 2 and CSA 3, which are detailed in the Project Construction Environmental Management Plan (CEMP), and summarised in Section 2 of this ITA EMP. Separate management plans are being prepared for CSAs 1, 2, 3 and 5.

Purpose of the ITA EMP

This ITA EMP has been prepared to manage adverse effects relating to industrial and trade activities required during the Karangahape Station Main Works, including shaft construction, bulk excavation, diaphragm wall (D-wall) construction, piling, site establishment works and the associated storage and handling of hazardous substances. Specifically, the purpose of the plan is to identify those activities to be undertaken that may result in contamination of land and/or stormwater, and to document the procedures to be implemented to appropriately manage these risks.

This ITA EMP outlines the following: • • •

• •

Identification of industrial and trade activities to be undertaken during the Main Works that may result in contamination of land and/or water; Identification of potential contaminants associated with these activities; The methods that will be used to prevent identified contaminants from contacting with stormwater runoff as far as practicable and methods to manage environmental risks from on-site activities; An appropriate monitoring and auditing programme to ensure site performance is undertaken in accordance with this ITA EMP; and Staff training.

This ITA EMP addresses the requirements of the relevant Aotea to North Auckland Line resource consent (A2N resource consent) conditions set out below and will be implemented throughout the construction period.

This ITA EMP has been prepared by the Link Alliance and forms part of the CEMP for the Main Works.

A number of related Karangahape Station Main Works management plans/related documents are referenced throughout this ITA EMP. These include: • • • •

1.5

Sustainability

The Link Alliance is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating. Further details can be found in the CEMP and Sustainability Rating Management Plan. Project sustainability requirements that relate directly to this ITA EMP are included in Appendix A. These requirements are imbedded within the plans to ensure that sustainability is a key focus and ‘the way we do things’.

In some cases the IS requirements and sustainability goals enhance the designation and consent requirements.

1.6

ITA EMP review, updates and reporting

This ITA EMP is a live document that will be reviewed at least annually, or as a result of any material changes associated with construction techniques or the natural environment, accepted best operational practice or regulations. Any material changes to this ITA EMP must be certified by Auckland Council prior to any on-site activity reliant upon the change commencing. Refer to the CEMP for further detail on the review and updating process.

ITA EMP Author

This ITA EMP has been prepared by Rob Van de Munckhof with support from other Tonkin + Taylor (T+T) environmental engineering staff. Rob holds a chemical engineering degree and has over 18 years’ experience in environmental management and has experience in Industrial and Trade Activity assessment and management. He has undertaken assessments of surface water discharges from a range of industrial sites and is experienced in undertaking risk assessments to identify priority contaminants. He is experienced in the development of environmental management plans and surface water monitoring plans.

2.

Karangahape Main Works

2.1

Overview of Works

The Karangahape Station Main Works are described in detail in the CEMP and summarised in Table 2-1 below (refer also the drawings provided at Appendix B of the CEMP).

It should be noted that construction of the Mercury Lane and Beresford Square Station superstructures and other building units, along with the internal station fit out and public realm reinstatement works will form part of separate Management Plans to be prepared in the future prior to the commencement of the respective works.

2.2

Bentonite Plant

The D-wall construction at Beresford Square and Mercury Lane will require the establishment of a bentonite plant at each respective Construction Support Area (CSA) – Beresford Square (CSA 2) and Mercury Lane (CSA 3), the indicative locations of which are shown on Figure 2.1 and 2.2. The operation of the plants is outlined in Section 2.2.1 below.

2.2.1

Bentonite Plant Operation

The bentonite plant will be used to mix and recycle bentonite slurry associated with the D-wall construction.

Each plant will cover an area of approximately 350 m2 and comprise the following elements: • • • • • •

Four to six 80 m3 silos, approximately 15 m in height, required for the storage of bentonite slurry and waste; Slurry Treatment Plant (STP) / De-sanding Unit - with a capacity of approximately 450 m3; Bentonite mixer; Bentonite storage bags; Generator; and Excavator.

The bentonite plant operation is outlined in Table 2.2 and shown on Figure 2.3.

• Storage of bentonite powder and slurry within silos

Bentonite Mixing and Recycling

• Mixing of bentonite with water and additives (sodium bicarbonate and bentocryl) to make a bentonite slurry, which will be temporarily stored within the silos before being used in the piling and D-wall construction operations. The bentonite mixer will be covered to control bentonite powder dust emissions.

• Transfer of the bentonite slurry to the storage silo, which will be connected to the circuit of the STP / de-sanding unit and down to the D-wall operations via pipes and hoses.

• Slurry will be pumped out from the trench and will travel back to the de-sanding unit / STP, where it will be treated to remove solids and the slurry recovered for re-use.

Spoil Disposal

• Dry material recovered from the de-sanding unit will be removed off-site.

• Liquid spent slurry following de-sanding will be discharged into a temporary spoil pit (approximately 24 m3) located on site. The spoil will be excavated and transported offsite via trucks (approximately 3-5 per day) to an approved disposal facility.

Management of Discharges

• The entire bentonite plant will be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry, as shown in Figure 2.4. The bund size will be 110% of the largest tank.

• Any surface water collected in the bunded area will be pumped to the on-site sediment control system for removal of sediment prior to discharge. There will be no gravity discharge of any water from the bunded area to the stormwater system.

• Any spilt material pumped to the sediment control system will be treated as per other sediment laden water on-site with discharge from the system only occurring once the minimum water quality standards are met per condition 174.

Figure 2.4 shows the indicative bunding arrangement for the bentonite plants, based on that established around for the bentonite plant used during the CRL C1 (Britomart) D-wall works.

2.3

D-wall Construction

The Beresford Square and Mercury Lane D-walls will be constructed using a Hydrofraise cutter located at each station as indicated in Figure 2.3.

Industrial and Trade Activities Environmental Management Plan Slurry will be pumped out from the excavated trench and will travel back to the de-sanding unit / STP, where it will be treated to remove solids and the slurry recovered for re-use in the D-wall works.

After excavation using the Hydrofraise cutter and the bentonite, reinforcement and concrete pouring will be undertaken. During this stage, the spoil will be progressively mucked away and reinforcement cages progressively inserted, with staged concrete pouring.

Excavated spoil from the Mercury Lane works will be stockpiled for removal in CSA 3. Spoil from the Beresford Square works will be stockpiled in CSA 2.

Industrial and Trade Activities

The main industrial and trade related activities to be undertaken as part of the Main Works are outlined in Table 3.1. This table also outlines the potential contaminants associated with the activities and the relevant procedural and physical controls that will be implemented during the works to minimise any adverse environmental effects.

For the purpose of determining the industrial and trade activity area for the Beresford Square and the Mercury Lane work areas, and the associated management measures to be implemented during the works (as set out in this management plan), the entire Mercury Lane works area is deemed to be included in CSA 3 industrial trade activity area, and the entire Beresford Square works area is included in CSA 2 industrial trade activity area. The maximum size of each CSA will be 9,000 m2 which is consistent with Condition 166 of the A2N resource consent.

4.

Site Drainage

All existing stormwater drains within the main shaft construction areas of each site area have been diverted around the excavation areas.

Stormwater drains located within CSA 2 at Beresford Square are identified on the drainage plan in Appendix B and can be categorised as follows: • •

Eight existing catchpits adjacent to the works area that will be fitted with catchpit protection during the extent of the works or until the removal of the catchpit; and Installation of seven catchpits within the CSA to capture runoff and transfer all runoff to the WTP.

Stormwater drains located within CSA 3 at Mercury Lane works area are identified on the drainage plan in Appendix B and can be categorised as follows: • • • •

Five catchpits to the north of the CSA adjacent to the main shaft platform and bentonite plant bund that will capture high risk runoff to be pumped to the WTP; Three catchpits to the west of the site where East Street meets Canada Street, which will discharge runoff to the wastewater system via a treatment device; Two catchpits at the south of the CSA which will discharge to the stormwater system via a treatment device for sediment; and One pump within the fuel tank bund to pump to the WTP.

The release of contaminants to the stormwater network is managed using the controls described in the Project ESCP and this ITA EMP. Discharge to sewer network may also be undertaken where water quality requirements for stormwater cannot be met, subject to permission from Watercare.

Drainage plans have been prepared for CSA 2 and CSA 3 to show the location of the sediment settling devices, WTP, any catchpits and diversion bunds.

A brief summary of the activities and key control methods described in the ESCP is provided in Table 4-1 below Table 4-1:

5.

Management Procedures and Mitigation Measures

This section outlines the key management procedures and mitigation measures for the key industrial and trade activities that will be undertaken as part of the Karangahape Station Main Works.

Environmentally Hazardous Substance Management

5.1

The principal environmentally hazardous substances that will stored and used on-site during the construction works will include: • • • • •

Fuel (e.g. petrol, diesel); Oils and greases; Dry grout; Concrete and asphalt (use only, will not be stored on site); and Water treatment chemicals (for sediment settling and pH adjustment e.g. flocculation agents and sulfuric acid).

Dangerous and hazardous substances will be stored on site in accordance with the Health and Safety at Work (Hazardous Substances) 2017 Regulations (HSW-HS), and subject to provisions relating to Location Compliance Certificates, as appropriate.

All chemicals shall be stored in a secure area on-site with secondary containment provided to contain any spills, with capacity for at least 110% of the largest container. The main storage area at each site will be the Hazardous Goods shipping container at each CSA, and the fuel tank at the Mercury Lane CSA. There will also be some limited local storage of chemicals at the WTP and mechanical workshop. For all local storage, chemicals must be stored on spill pallets to provide appropriate secondary containment.

Safety Data Sheets (SDS) for all of the chemicals used or stored in each works area shall be kept in the relevant site office with a sub-set on file at each storage location relevant to the specific materials being stored. A Hazardous Substances and SDS register shall be kept on-site and regularly maintained to ensure it is up to date with the chemicals and volumes of chemicals used and stored on-site.

Spill kits and associated spill response equipment, shall be available at each WTP chemical storage area, main chemical store, main office and at each vehicle entrance. In addition, two spill kits shall be available at all times at each Bentonite Plant.

Bentonite Plant

5.2

The main environmental risks associated with the bentonite plants are the discharge of chemicals from the operation of the plants and/or the discharge of sediment laden water to stormwater drains within the Karangahape Station Main Works area, which in turn discharge into the Waitematā Harbour.

To avoid or minimise any discharges from the bentonite plants to the surrounding environment, each plant shall be designed and operated as follows: • •

The entire bentonite plant shall be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry (refer to Figure 2.4); Sodium bicarbonate and bentocyrl will be added to the bentonite slurry as detailed in Table 2.2. area. No other environmentally hazardous substances will be required as part of the bentonite plant operation; In the event of a spill outside of the bunded plant area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 6 of this ITA EMP); and Prior to commissioning of the bentonite plants, a Bentonite Plant Spill Response Plan will be prepared by the Link Alliance. This Plan will outline the environmental controls and spill response procedures specific to the operation of the plant detailed in Section 2.2.1 of this ITA EMP.

The extent of the bunded areas of the bentonite plant that will be sealed off during the works will be shown in the Stormwater Drainage Plan that shall be included in the Bentonite Plant Spill Response Plan.

D-Wall Construction

5.3

The main environmental risk associated with D-wall construction is the discharge of sediment laden water and high pH to the stormwater networks.

To avoid or minimise any discharges from the construction of the main shaft platform in each work area, the works shall be managed as follows: • • •

The entire main shaft construction area shall drains to a sump which shall then be pumped to the on-site WTP; All stormwater catchpits within the D-Wall construction area will be removed and diverted to beyond the main shaft construction; and In the event of a spill outside of the bunded area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 6 of this ITA EMP).

Stormwater and Groundwater Treatment

Groundwater and stormwater which collects in the excavation area at each station entrance during construction works will be treated as detailed in the ESCP and the FTMP (refer to Appendix H of the CEMP). Flocculants (bot chemical or non-chemical) will be used to settle out sediment. PH dosing will also be undertaken in the WTP located in each CSA as required to ensure water discharged from the system will not result in adverse effects on the receiving environment. The WTP is located to the adjacent to the bentonite plant at CSA 2 and south of the station construction works at CSA 3.

The WTP operation is outlined in detail in Section 3 of the Flocculant Treatment Management Plan (FTMP) for the Project (Appendix C of the Project ESCP).

Discharge to sewer network may also be undertaken where water quality requirements for stormwater cannot be met. Any discharges to the sewer network will be in accordance with the terms of a Trade Waste Agreement to be established with WaterCare.

5.5

Waste Management

For the purpose of the Main Works, waste material refers to items removed from work areas, such as surplus or reject spoil, excavated asphalt / hardstand, pipes, rubbish detritus and any other unwanted materials. Appropriate disposal shall be arranged for any material that requires off-site disposal.

Industrial and Trade Activities Environmental Management Plan If hazardous material requires off-site disposal, it will be disposed of safely, through an appropriate contractor authorised to handle, transport, process or safely dispose of the waste concerned to an approved disposal facility.

Any waste bins on-site will either be stored undercover, or will be installed with covers to prevent rainwater ingress.

5.6

Vehicle Refuelling

No permanent storage of bulk fuels will occur at CSA 2 at Beresford Square. Refuelling of plant and equipment will be undertaken using either a mini-tanker for larger equipment, or portable containers (such as jerry cans) for smaller plant and equipment. Portable containers of fuel shall be stored in a dedicated hazardous goods store.

A fuel tank is located at the eastern side of CSA 3 at Mercury Lane for refuelling of equipment used on site. The tank will be double skinned for leak prevention and have mechanical interlocks and alarms to prevent overfilling, and is located within a bunded area with any captured water being pumped to the on site water treatment plant. Refuelling activities will be supervised at all times by staff trained in spill response.

Refuelling at either CSA shall be undertaken in accordance with key controls outlined in the environmental section of the Main Works risk register.

5.7

Wash-Down

No vehicle wash-down will be undertaken on-site, apart from localised washing of vehicles and tyres as required in order to prevent the tracking of sediment onto the surrounding road network. A wheel wash for this purpose shall be provided near the main haul exit at each site. The location and nature of the construction works, along with the construction methodology will minimise the potential for site vehicles to drive over areas of open excavation or unpaved areas and track dirt onto the surrounding road network.

In the event of material being spilled onto the ground around the excavation or from trucks transporting the spoil from the excavation, the material will be cleaned up prior to the vehicle leaving the site. This may involve some localised washing of vehicles and tyres. Any runoff from the wash down area will directed to the on-site WTP with associated sediment settling and monitoring prior to discharge.

Some washing of machinery within the excavation areas may be required. In this instance, washing of machinery shall be undertaken using a hose or water blaster on-site within the excavation areas only. All runoff within this area will be captured and pumped to the on-site WTP.

6.

Spill Response

The management of spills at either construction site will depend on the quantity, type of material and location of the spill.

As no significant volumes of environmentally hazardous substances apart from those at the bentonite are anticipated for the main works, the spill response procedures for the works have been divided into two separate procedures as follows: • •

General Emergency Spill Response Plan (ESRP) which covers all areas of the site; and Bentonite Plant spill response plan.

A general ESRP has been prepared for the main works (refer to Appendix C of this ITA EMP). The ESRP includes provision that in the event of all spills over 20 litres, or any spill of Environmentally Hazardous Substances, which has entered the stormwater system, a water-body or has contacted unsealed ground, the spill shall be reported immediately to the AC 24 Hour Pollution Hotline (09377-3107).

The spill response procedures for the bentonite plant will be detailed in the Bentonite Plant Spill Response Plan, to be prepared and included at Appendix D. A site plan has also been developed, which shows the location of all spill kits in the Main Works area (refer to Appendix C of this ITA EMP). As described in Section 5.1, spill kits shall be located at the WTP chemical storage area, the main chemical store, the main office and at each vehicle entrance. In addition, two spill kits shall be available at all times at each Bentonite Plant (one general purpose, one oil only). Signage relating to spill response procedures will be located at each vehicle entrance to the site.

Each spill kit shall include a register of contents and an inspection sheet and shall be inspected monthly by the Environmental and Sustainability Manager to ensure all contents are present and there is no rubbish in the kits. The inspection sheet shall be signed during each inspection.

7.

Discharge Monitoring and Reporting

7.1

Monitoring

Discharges from CSA 2 and CSA 3will be monitored as required by condition 173 - 176 of the A2N resource consent. The water quality discharge monitoring programme is set out in the FTMP (appended to the ESCP) which outlines the sampling locations, monitoring parameters, monitoring methods, trigger levels and monitoring reports.

7.2

Reporting

Reporting of the monitoring results shall be undertaken in accordance with conditions 176 and 177 of the A2N resource consent. The FTMP (appended to the ESCP) details the different water quality reports that will be supplied to the Auckland Council (Team Leader Central Monitoring) throughout the Karangahape Station Main Works. These include an initial monitoring report within eight weeks following the start of the monitoring, any non-conforming result report, and the annual monitoring report.

8.

Environmental Compliance Management and Review

8.1

Site Inspections

Regular inspections of the Main Works area will be undertaken throughout the construction duration as outlined in Section 6 of the CEMP. Site inspections will include inspections of industrial and trade related activities to ensure the integrity of activities and devices is maintained and to minimise the potential for the discharge of contaminants from the Main Works area that might have adverse effects on the receiving environment. Site inspections will be conducted (and documented) weekly and include the following elements: • • • • • • • •

Check bunding and containment systems around hazardous substances are intact; Check water treatment systems are operating correctly to manage contaminated water; Check all loading and unloading areas are clear of spillage and debris; Check the appropriate storage of materials on-site in order to prevent spillage and have appropriate HAZCHEM warning and information signage; Check site for evidence of spills that require clean up; Check construction vehicles for signs of leakage; Check spill kits are fully stocked, clearly labelled and appropriately located; and Check waste skips and containers for capacity, signs of leakage and ensure they are covered to prevent rain water ingress.

Environmental Audits

An internal environmental and sustainability audit will be undertaken 30 days from commencement of each key stage of the Main Works and at least a quarterly basis (or more frequently as specified in the Project Audit Schedule). The purpose of the audit is to check the implementation of, and compliance with, environmental management procedures and controls, including those outlined in this ITA EMP. The audit findings will be reported accordingly to enable any discrepancies to be identified and actioned.

External environmental and sustainability audits will be completed as per the Project Audit Schedule, and at least annually, to assess the effectiveness of the Environmental Management System.

Refer to Section 6.3 of the CEMP for further detail on these audits.

8.3

Non-Conformance, Corrective and Preventative Action

Corrective action will be implemented on the basis of the occurrence of substandard performance being observed or experienced, resulting in an environmental complaint, incident or emergency or where a significant environmental incident or emergency could have occurred. Refer to Section 6.4 of the CEMP for further detail on corrective and preventative action to be implemented during the Main Works.

Training

9.1

Employees and Subcontractors

All site staff (including subcontractors) will undergo general environmental awareness training, along with training in relation to the risks associated with industrial and trade activities outlined in this ITA EMP and to ensure that the appropriate control measures are properly implemented.

Suitable induction and ongoing environmental training will be established and maintained to ensure employees and subcontractors are aware of: • •

The importance of conformance with the requirements of the CEMP and this ITA EMP, along with and related Link Alliance environmental procedures; The key industrial trade activities that will be undertaken as part of the Main Works, the potential effects if industrial trade activities are not appropriately undertaken and managed and the environmental benefits of improved performance; and Spill response and emergency procedures.

Purpose and Objective of Plan

Environmentally Hazardous Substances (EHS) will be present in CSA 2 and CSA 3. These principally include: • • • • •

This Emergency Spill Response Plan (ESRP) relates to the management of spills of EHS’s and the prevention of adverse environmental effects.

The objective of this ESRP is to ensure that emergency spills are handled in an appropriate manner to ensure safety of all personnel and to prevent damage to the environment.

This ESRP covers the spill response procedures for the site including the CSA and works areas.

2.0

Spill Response

Spillages will be managed and cleaned up on site in accordance with this ESRP. Any contamination of stormwater or groundwater within the trench will be treated as per the Project ESCP prior to release or disposal.

Spillages will be managed and controlled within the site. Spill risk will be managed through structural and procedural controls. In the event that these controls fail, management will be by way of adherence to the procedures outlined in this ESRP.

Hazardous Substances and Spill Response Procedures

Safety Data Sheets for all hazardous substances associated with the Project construction works are held at the site office. These will be consulted to determine the appropriate course of action to take in an emergency situation, e.g. spillage.
