Soon, summer activities in Woodstock will be in full swing, we’ll be gathering for our traditional city band concerts, enjoying our Farmer’s Market, swimming at Woodstock Water Works, taking advantage of dining outside, enjoying movies in the park— and a host of other activities that make Woodstock such a vibrant and welcoming community.
With the new fiscal year upon us, I’m pleased to report that our Opera House renovations are nearing completion. This cherished landmark is an integral part of our city’s cultural fabric, and the improvements we’ve made will ensure it remains a focal point for both residents and visitors alike.
I’m also excited to announce the opening of our new intergenerational playground and outdoor fitness court in Emricson Park. By offering something for residents of all ages—children playing and older adults staying active—we’re creating an environment that fosters health, wellness, and community spirit for all.

The City of Woodstock relies upon input from residents who serve on boards and commissions on a volunteer basis. Residents interested in serving may contact the Mayor’s Office.

GARBAGE & RECYCLING SERVICES, YARD WASTE STICKERS AND MORE
MDC Environmental Services handles garbage, recycling and yard waste collection for the City of Woodstock. If you wish to have weekly garbage and recycling pickup, contact City Hall at 815-338-4300. Yard waste collection starts the first full week in April and ends the last full week in November. The new garbage program begins July 1, visit woodstockil.gov/204 for details.
UTILITY/WATER BILLS
Water and Sewer bills may be paid in-person at City Hall, online by visiting the secure payment portal, by signing up for the Direct Debit Program, or by mailing a check or money order to City Hall. Visit woodstockil.gov/208 for more information or call 815-338-4300.

ROUTE 47 CONSTRUCTION
Big changes are on the way. The Illinois Department of Transp will begin the long-awaited reconstruction and widening Summer (2025), with work expected to last two years.
What This Means for You:
Improved Traffic Flow & Safety - The project will ease congestion and enhance commuter safety along Route 47 from U.S. Route 14 to IL Route 120. We Understand This Will Be Disruptive - Roadwork of this scale comes with challenges, and we recognize the impact to businesses, residents, and commuters. One lane in each direction will remain open, and temporary access to all businesses will be maintained throughout construction.
Ongoing Utility Work - Crews are already preparing by relocating utilities ahead of construction.

Accessible Streets & Sidewalks
The City of Woodstock plans to improve sidewalk access for residents and visitors. This planning effort aims to meet the Americans With Disabilities Act Title II requirements for the public right-of-way. It focuses on sidewalks, crosswalks, pedestrian signals, and pathways within City limits.

• All swimmers must wear a lined swimming suit. Street clothing such as cut-off shorts, t-shirts, workout clothes etc. is not permitted.
• For all non-toilet trained participants, aquatic diapers are required. (No Splashers or Swimmers).
• Floatation devices of any kind are NOT allowed (water wings, lifejackets, puddle jumpers, rafts, noodles, swim suits with floation, etc.).

• To use the waterslides patrons must be 48” or taller or pass a swim test.

RECREATION & FITNESS CENTER
The Woodstock Recreation Center is home to the City of Woodstock’s Recreation Department, a fitness center and countless programs and activities for residents and visitors.
The FITNESS Center includes a number of amenities, including an indoor pool, whirlpool and sauna, as well as diverse Group Fitness Classes, held for all ages, every day. The facility is open to members and non-members, both City of Woodstock Residents and NRs. Individual, family, senior, student and corporate memberships are available. Punch cards and daily rates are also available.

The distinction is based on your place of RESIDENCE and whether or not it is within corporate city limits. If you are unsure whether you live within the corporate city limits, call us and we will let you know. The City of Woodstock reserves the right to ask for verification of residence. Woodstock Recreation Department is a department of the City of Woodstock and is not a park district (separate taxing body).

SPECIAL OLYMPICS - NISRA provides local Special Olympics training in 16 sports. Athletes develop skills and have the opportunity to compete at district, state, national and international levels. Volunteer coaches and officials are needed for some sports and training is provided.

FINANCIAL ASSISTANCE FOR RECREATION PROGRAMS
The Recreation Department has financial assistance available for individuals and families who reside within Woodstock Corporate City Limits with low incomes in the form of a discount on Recreation Department programs and Woodstock Water Works passes.
Financial assistance may be available for individuals and families who reside outside of the Woodstock city limits, as well as Rec Center memberships for individuals 14-21 years old.

Mike McCleary, Chair; Peter Riis, Karen Gutierrez, Shannon Jackson and Jason Cohen are volunteer commission members representing diverse interests within our community for the development and improvement of parks and recreation opportunities in Woodstock. The American Red Cross Learn to Swim Program is designed to enhance the participant’s ability to progress from one level to the next. Water safety skills will be taught at all levels. Horseback riding, especially for young children, opens developmental doorways that can lead to a happy and balanced life. This program is designed for 3-7 year olds and builds on the benefits of horseback riding to sharpen focus, instill confidence and improve muscle coordination, core strength, balance and flexibility. Your young child will learn how to communicate with the horse through body signals and cues. They will learn how to groom and saddle a horse as well. Games, songs and body movement in the saddle help develop not only the mechanics of horseback riding but also your child’s listening skills, sense of responsibility and creative expression. John White Stables offers a lesson program for all ages. The focus of our program is to provide our riders with confidence, self-esteem, a sense of achievement, and an understanding of horses and horsemanship in a safe environment. As their skills develop, riders will be encouraged to participate in local academy shows where they will ride on of our horses and compete against other beginning riders. Helmets are provided and must be worn, along with long pants and leather tie-on shoes or pull up boots (no tennis shoes). The child’s parent/guardian must sign a release form. STORMWATER MANAGEMENT
Stormwater systems were originally intended to route rainwater quickly off the streets during a heavy storm. Unfortunately, these systems can carry pollutants such as pesticides, bacteria and chemicals through city streets and straight to our waters. Stormwater pollution can include chemicals, fast food wrappers, cigarette butts, Styrofoam cups, plastic bags, sewage overflow, cooking oil, bacteria from pet waste, used motor oil, fertilizers, paint and construction debris.
There are many simple, basic steps residents of Woodstock can do each day to prevent stormwater pollution:
• Don’t dump waste into storm drains.
• Keep yard clippings, brush and leaves out of the street.
• Dispose of household chemicals properly. Follow the directions on the package or call the Public Works Department for proper disposal guidelines.
• Clean up oil spills and fix leaking automobiles.
• Use drip pans to catch engine oil and other pollutants while repairing cars.
• Recycle used motor oil.
• Sweep driveways clean instead of hosing them down.
• Water your lawn by hand, or adjust sprinklers to avoid over-watering. If any water flows off of your lawn, you’re using too much water.
• Wash your car at a commercial car wash, or at least wash your car on an unpaved surface so the excess water can be absorbed by the ground.
• Drain swimming pools and spas into a sanitary sewer outlet, never into a street. Please check with the Public Works Department first before doing so!
The City of Woodstock has developed a plan to address stormwater related impacts, establish minimum standards to safeguard residents, protect property and promote public welfare. To access the Stormwater Management Plan, visit woodstockil.gov/346 or scan the QR code:
This plan addresses, among other things, stormwater quantity and quality, storm water runoff control, storm water design and performance standards for various types of development as well as public education and public involvement in recognizing and reporting potential contaminants that impact storm- water runoff. Public comments are welcome.
NATIONAL PUBLIC WORKS WEEK May 18–24
Celebrated by communities nationwide, National Public Works Week is intended to energize and educate the public about the importance and value of the services Public Works provides daily to our residents. Contentment, security, and the general enhancing of quality of life are provided by the City’s 49 trained professionals whose planning, operating, building and managing duties include, but are not limited to:
HYDRANT FLUSHING
The City’s Public Works Department flushes fire hydrants as a preventive maintenance measure twice a year. Spring 2025 schedule:

During this time, residents are encouraged to perform their own preventive maintenance by checking their supply line to their washing machines. Hydrant flushing can result in discolored water; however, the water is safe to drink. You should not wash clothes when hydrants in your area are scheduled to be flushed.
SANITARY SEWER BACKUPS
A sanitary sewer backup into a home can occur without warning due to a number of reasons. As soon as a backup occurs, the property owner should contact the City to inspect its main.
If the blockage or problem is found in the City’s main, there is no fee to remove it. However, if it is found in the private sewer service, the property owner will be advised on steps necessary to alleviate the backup and/or repair the damage.
Residents experiencing a sanitary sewer backup Monday through Friday, between 7:00A-3:30P, should immediately contact Public Works at 815-338-6118. Outside of these hours, please use the Woodstock Police Department non-emergency number, 815-338-2131 and a Public Works employee will be dispatched.
RIGHT–OF–WAY (ROW) PERMITS REQUIRED
Before a resident or contractor begins work within the public right-of-way, a permit must be obtained from the City. Types of activities requiring a ROW Permit may include, but are not limited to: planting a tree, replacing or installing a new driveway approach, replacing public sidewalk, re-grading the treebank area or repairing a water or sewer service. Illinois state law requires contacting JULIE before any digging project begins, no matter how big or small the project may be. Visit illinois1call.com, or call JULIE’s toll free number 800-892-0123.
GARAGE SALE PERMITS
Garage sales are permitted in all residential zoning districts between the hours of 8:00A-8:00P. Residents are required to obtain a Garage Sale Permit in advance of any planned sales for a fee of $5. Based on City code there are limitations to the number of sales that may occur in a calendar year, the number of signs that may be posted, as well as the number of days a sale can run. Please call 815-338-4300 with any questions.
BLOCK PARTY REQUEST FORM
City approval is required to close a street for a block party, an application should be submitted with the approval of every resident impacted by the closing of a street. Additionally, the City can provide supplies such as barricades to close the street, picnic tables, and trashcans.
WOOD CHIPS AVAILABLE TO RESIDENTS
Residents may pick up wood chips, FREE of charge, behind the Public Works facility at 326 Washington Street. Please be sure to bring your own container(s) and shovel for loading.
• Pumping and treating an average of 2.4 million gallons of water per day.
• Treating an average of 3.6 million gallons of sanitary sewage per day.
• Maintaining 125 miles of water main, 107 miles of sanitary sewer, 83 miles of storm sewer, 20 lift stations, 2,200 catch basins & 2 water pressure stations.
• Providing fleet maintenance services for all City-owned vehicles/equipment. This currently includes 92 vehicles and 78 pieces of equipment.
• Snowplowing and maintaining up to 130 paved miles of streets.
• Maintaining 550+ acres of developed park lands and conservation areas.
• Providing engineering and administrative services to our residents
No matter what the season, motorists need to be mindful of the pedestrian’s right-of-way at crosswalks. The Illinois Vehicle Code 625 Section 5/11-1002 states, “When traffic control signals are not in place or not in operation the driver of a vehicle shall stop and yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk…”
The Woodstock Police Department urges motorists to be alert for pedestrians both on City sidewalks, and the pathways in City Parks, and yield to pedestrians as required by Illinois Law.

The Opera House is wrapping up a major renovation thanks to a generous grant from the Illinois Department of Commerce & Economic Opportunity (DCEO).
Exterior window restoration and auditorium upgrades including lighting, audio & visuals, and a new stage floor have been completed.
The Community Room, Lobby and Bar are expected to be completed late Spring, as well as the backstage areas for artists.

Sports Facilities: Basketball, volleyball, tennis and pickleball courts, soccer and football fields, baseball diamonds, and NEW fitness court.
Family-Friendly Amenities: Playgrounds, picnic tables, game tables, pavilions, drinking water, parking lots, and restrooms.
Grilling: Grilling is permitted, but please note that the City does not provide fixed grills. Visitors are welcome to bring their own grills and must ensure proper disposal of coals. Please do not dump hot coals in the grass or trash bins.

PAVILION RENTALS

All pavilion rentals will be from 11:00A - 9:00P. All requests for earlier reservation times will be reviewed on a case by case basis. Reservations and payment must be made in person at the Woodstock Recreation Center.
BALLFIELD RESERVATIONS
The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. We attempt to have all major events scheduled before March 1st.
Reservations are accepted at the Woodstock Rec Center, 820 Lake Avenue, during regular hours of operation. Visit woodstockrecreation.com or call 815-338-4363 for information about the fee schedule for pavilion and ballfield reserved use.
Reservations by the public will be accepted after May 15, 2025, when all league schedules are complete. In total, the City offers 16 softball/youth baseball fields, 4 baseball fields, 8 soccer fields (games only), 9 tennis courts, and 9 basketball courts.
OUTDOOR PICKLEBALL COURTS
Looking for a fun and active way to spend your day? Come check out the new outdoor pickleball courts at Olson Park and Emricson Park! Whether you’re a seasoned pro or a beginner, these courts offer the perfect place to enjoy friendly competition and get a great workout. Olson Park boasts 2 high-quality courts, while Emricson Park is home to 8 courts, giving you plenty of space to play. Just bring your own paddles and equipment (first come, first served) and get ready for a fast-paced, social experience. Grab your friends, family, or even come solo—pickleball is easy to learn and a blast to play!

EMRICSON PARK

It shall be unlawful for any person to be present in Emricson Park between the hours of 11:00P (or not more than 15 minutes following the completion of a City-approved recreational activity, whichever is later, and 5:00A.
BATES PARK

It shall be unlawful for any person to be present in Bates Park between the hours of 10:00P (or not more than 15 minutes following the completion of a City-approved recreational activity, whichever is later, and 5:00A.
SESQUICENTENNIAL PARK

PARK IN THE SQUARE

It shall be unlawful for any person to remain in Sesquicentennial Park or Park in the Square between the hours of 11:00P or not more than 15 minutes following the completion of a City-approved recreational activity, whichever is later, and 5:00A. Pedestrian traffic is allowed during prohibited hours provided that pedestrians traverse the Park without stopping or loitering.
ALL OTHER PARK SITES
It shall be unlawful for any person to be present in all other municipallyowned parks within the City between dusk and dawn, or not more than 15 minutes following the completion of a City-approved recreational activity, whichever is later, and 5:00A.
