Mayor’s Message Dan Reese

As summer ends, I know that I am not alone on welcoming days with temperatures below triple digits! School is now back in session and football season for Roosevelt High School starts on August 25th. Even though it is an away game, we will still light the new “candle” in Roosevelt colors when they win!

Budget – The preliminary budget was considered during Budget workshops on July 12th and 13th. The proposed budget was filed with the City Secretary on August 1st. We plan to hold Public Hearings on the Budget and Tax Rate on August 28th. The 2023/2024 Budget is expected to be adopted at the September 18, 2023 City Council meeting. As we have done in the past, the budget will be put on every agenda so it can be discussed at each City Council meeting. Here are some key features of the preliminary budget:

• Tax Rate remains the same - .39000.

• As always, your tax bill will be based on the evaluation of your home, so your bill is subject to increase.

• Converts two Warrant Officer positions from Court into two professional Firefighter positions. Note: We are having tremendous success with a contracted Warrant Officer position.

• City Budget is just over $10 million dollars.

» Projected Fund Balance will be $4.7 Million.

„ Restricted fund balance (by Charter - 25%) - $2.5 Million.

„ Unrestricted Fund Balance (21%) – $2.1 Million.

• This is a positive and conservative budget. The City Council has taken the recommendation of the City Manager to postpone making a decision on the Unrestricted Funds until after the beginning of 2024, when we have a better idea on the progress of the replacement of the Rackspace property.

Windcrest Elections – In November, Windcrest Citizens will be voting for the Mayor and Places 4 and 5 on our City Council. Here are some important dates:

• October 10, 2023, Tuesday – Last day to register to vote.

• October 23, 2023, Monday – First day of early voting by personal appearance.

• October 27, 2023, Friday – Last day to apply for a ballot by mail (received, not postmarked).

• November 3, 2023, Friday – Last day of early voting by personal appearance.

• November 7, 2023, Tuesday – Election Day.

The closest polling place for both early and election day voting will be at our own Takas Park Civic Center (9610 Jim Seal Drive).

Rackspace Replacement – As of this writing, Industrial Commercial Properties (ICP) has entered into an agreement to purchase the Rackspace property and are moving forward with their plans to convert the property.

My “Coffee with the Mayor” continues to be extremely helpful for me and those who participate. Have coffee on me every Saturday at 8:30am at Las Palapas on Walzem. You are welcome to come and go as you please!

POLICE DEPARTMENT NEWS

The City of Windcrest is always striving to provide our officers with the best training and equipment available. I’m happy to announce that the Department now has an Advanced Law Enforcement Rapid Response Training (ALERRT) instructor on staff. Command Sergeant Mound has completed the intense training course and will begin the training for each officer. The Department has also acquired upgrades and additions to equipment that is being deployed to each individual officer. The new emphasis on recruitment has increased our officer staffing levels. At the time of this writing, our officer staffing level is at 93% and we are currently processing applicants for the remaining two vacant positions.

UPCOMING EVENTS

Our next Pizza with Police event will be held on Thursday, September 14, 2023 at 6:30 PM at the Civic Center (9310 Jim Seal Drive). Lieutenant Daniel Hernandez will provide a presentation on Cyber Crimes and Social Media Scams. Please join us for pizza and this informative presentation.

National Night Out is scheduled for Tuesday, October 3, 2023, at the Civic Center from 6:00 PM–8:00 PM. National Night Out is an excellent opportunity to meet your neighbors and learn more about your community. We look forward to seeing you there.

Sergeant Tyler Lindsey wears Windcrest Police Department Badge 303. Sergeant Lindsey has been a member of the Windcrest Police Department since November of 2011. He is a 2011 graduate of the Alamo Area Law Enforcement Academy and holds a Master Peace Officer Certification. Sergeant Lindsey is a highly decorated member of the Department, recently receiving his second Life Saving Award for life-saving actions taken in response to a medical emergency. Sergeant Lindsey spends his off-duty time with his wife, Melissa, and their three children,who keep them on their toes!

Fire Department News

Low-hanging limbs can damage emergency vehicles.

Everyone loves trees, especially the towering ones that have been around long before our grandparents.

Unfortunately, large limbs from many of these gorgeous trees eventually become overgrown and hang perilously above residential streets. The thick canopy formed by the branches isn’t a problem for most vehicles, but for fire trucks it is a different matter.

We appreciate the immeasurable value of trees, especially large trees, but we can’t risk expensive damage to our fire apparatus. The repair bills can cost you, the taxpayers, tens of thousands of dollars and can put vital equipment out of service for months.

The City of Windcrest has adopted a Code of Ordinance to address the issues of low hanging trees over the roadway. The Code of Ordinance states that trees over the roadway should be trimmed to a height of 13 feet 6 inches. This can be found in the City of Windcrest City Code of Ordinances, Chapter 32-Traffic and Vehicles, Section 32-2-Obstruction of streets and roadways. The Fire Department wants to work with residents to address the issues by having the trees trimmed to a height of 13 feet 6 inches. We certainly do not want to cause harm or kill these old trees, but we also want to get to your house or your neighbor’s quickly in an emergency without damaging our trucks or your property.

DO YOU HAVE A HOME ESCAPE PLAN?

Plan Ahead! If a fire breaks out in your home, you may have only a few minutes to get out safely once the smoke alarm sounds. Everyone needs to know what to do and where to go if there is a fire.

SAFETY TIPS

• Make a home escape plan. Draw a map of your home showing all doors and windows. Discuss the plan with everyone in your home.

• Know at least two ways out of every room, if possible. Make sure all doors and windows leading outside open easily.

• Have an outside meeting place (like a tree, light pole, or mailbox) a safe distance from the home where everyone should meet.

• Practice your home fire drill at night and during the day with everyone in your home, twice a year.

• Practice using different ways out.

• Teach children how to escape on their own in case you can’t help them.

• Close doors behind you as you leave.

IF THE ALARM SOUNDS

• If the smoke alarm sounds, GET OUT AND STAY OUT. Never go back inside for people or pets.

• If you have to escape through smoke, GET LOW AND GO under the smoke on your way out.

• CALL the fire department from outside your home.

DO YOU HAVE A KNOX BOX?

A KNOX BOX is a product that allows firefighters and paramedics to enter locked buildings without causing damage to the building. The Home Box is a residential version of the commercial one. It holds a key to the residence allowing firefighters and paramedics rapid entry to begin emergency care.

WHAT IS A KNOX HOME BOX?

A Knox Home Box is a highly secure container used for storing keys for home access. In case of an emergency, the Windcrest Fire Department can access the box with a master key. Only the Windcrest Fire Department has the master key. The box features a Medco Lock and Key. The Medco locking system guards against unauthorized key duplication. Once the resident’s key is placed inside and locked, only the Windcrest Fire Department will have access to the key.

If you change your locks after a Knox Home Box has been installed, remember to contact the Windcrest Fire Department so your key can be replaced.

The City and I would like to thank everyone for working hard at keeping our city nice and tidy. Football season is upon us, and the city is looking great! Take back your backyard, improve your property value, and promote a healthier neighborhood. As the fall season approaches, please continue to be maintaining your property.by creating a maintenance plan to beautify your home for family gatherings. Take a few moments to examine your property to see what needs to be cut, trimmed, removed, or improved before it becomes a nuisance. Maintaining the alley area behind your fence is the property owner’s/renter’s responsibility. Please clean up all trash, cut the grass/weeds, trim or remove bushes, and trim low hanging branches blocking the alley.

As a reminder, all roofing and most contractor work requires a permit. It must be obtained and posted prior to starting the work. We appreciate your efforts in keeping our city healthy. Be safe and stay hydrated!

Animal Care & Control

Happy September from your Windcrest Animal Control and Care! Please keep an eye on your pets with the change of seasons. Make sure to keep them hydrated as they may not feel the need to drink as much water during cooler temperatures. Fall season is near, which means cooler weather is upon us, so plan accordingly to your pet’s tolerance. Please note that September is Animal Pain Awareness Month. Animals can experience immense pain just like humans, but unfortunately, they do not have the ability to verbally inform you about it. While some animals may experience acute pain from time to time, others may be dealing with chronic issues of which you are not even aware. So, if it has been a while since your pet’s last check-up, September is the perfect time to have your pet examined.

Windcrest’s beautiful ponds are a haven for wildlife. We will not allow dogs to swim in the ponds or chase and harm wildlife animals, such as ducks.

Reminder: Windcrest has a leash law. This is to protect your pet from wandering off or being injured by vehicles and other animals. Please keep an updated rabies tag on your pet and make sure to have an updated chip. It is especially important to have your pet registered and vaccinated. Parks and Recreation News

Your Parks and Recreation Commission is excited to announce construction of the dog park is completed. An opening celebration will be scheduled soon to mark the occasion for Windcrest residents and their canine companions. Stay abreast by referring to the Parks and Recreation web page, the City of Windcrest social media pages, and the city calendar for Parks and Recreation events.

As part of the festivities, Parks and Recreation welcomes your input into naming both our dog park and the park located within the Winnbrook Estates neighborhood. A brief, two question survey is available at the following link ‘insert link’ or by scanning the QR code at the bottom of this article. A brief explanation of each name is provided in the survey. Do not miss this opportunity to provide your input and contribute to the legacy of our city!

July and August were bustling months for Parks and Recreation. We kept busy with the Fourth of July Parade, Youth Summer Fun activities, Pickleball in the Park, and two youth tennis camps held in partnership with the San Antonio Tennis Association (SATA). A special thanks to our dedicated City Administration and Public Works departments for helping coordinate these events! We are excited for the slate of events scheduled for the remainder of the year. However, it pains me to say that the planned Octoberfest celebration is postponed until 2024. While we are disappointed, we look forward to sharing more details about that event at a future meeting.

As we move closer to Light Up, we encourage citizens to keeps tabs on the newsletter and the City’s official Light Up web page ‘insert link’ to stay informed on important dates and times for all of our holiday festivities.

What an honor it has been to serve alongside some amazing volunteers who have donated their time, efforts, and resources to creating an exceptional experience. Since the inception of this program in April 2023, we have experienced exponential growth each month. We have helped neighbors in need by performing several services, such as yardwork and flagpole installation. In addition, our volunteer program has collaborated with a youth development program by picking up trash at our local parks. We have also been working on numerous projects, such as designating block coordinators to help in times of emergencies and establishing Little Libraries. GARDEN CLUB

The first “night” meeting of the Windcrest Garden Club (WGC) will take place at the Civic Center on September 11th at 6:30pm We are hoping our full-time working members will be able to join us. There will be a potluck dinner, so be sure to bring your favorite dish, in addition to any school supplies you would like to donate to Windcrest Elementary School.

Some meetings this year will include specialists sharing their gardening knowledge, discussing urban landscapes, as well as a “make and take” project to aid gardeners. We will also ask City officials about changes happening in our town and Bexar County. In addition, we have one scheduled field trip that will take place in April.

Come join the Windcrest Garden Club for only $20.00. A check may be made out to WGC at 403 Zephyr, Windcrest, TX 78239. We meet the first Monday of every month from September through May, except national holidays or voting years. We are dedicated to learning about which plants thrive in our climate and volunteer to keep/make Windcrest a more beautiful city in which to live.

Windcrest Fall Bulk and Brush Pick Up

THE CITY OF WINDCREST CURBSIDE BRUSH AND BULK PICK UP WILL RUN SEPTEMBER 25 TO OCTOBER 13, 2023.

Need to know what are acceptable collections for this service? Refer to the guidelines listed below. Any questions regarding materials not listed below, please contact Republic Services directly at 210-304-2700.

Brush/Bulky Guidelines:

• Limit your brush pile to five (5) cubic yards. If over five (5) cubic yard, it will not be picked up.

• To determine the cubic yards, take the Length x Width x Height of the pile and divide by 27. (this will equal the cubic yards for example 5ft long by 5ft Wide by 5ft High = 125 divided by 27 equals 4.63 cubic yards.

• Brush must be placed within eight (8) feet of the curb.

• Do not place brush piles in front of parked cars, near fences, trees, mailboxes, beneath overhead wires, low-hanging tree limbs, or on top of gas/water meters.

This service is for WINDCREST RESIDENTS ONLY. Brush and bulk collection will be picked up in sectors throughout the city. For your reference, please refer to the guidelines below to identify the sector your collection will occur.

Our Fall bulk and brush collection will begin in SECTOR 1.

SECTOR 1:

All homes located west of Midcrown are located in Sector 1. Curb side service will begin on Monday, September 25, collecting through Friday, September 29. ALL brush and bulk items to be collected MUST be placed out on the curb NO EARLIER than Monday, September 18, and NO LATER than Sunday, September 24. Collection will only be picked up once in each sector. Republic Service WILL NOT return for additional pick-ups or missed pickups due to collection not being placed out by Sunday, September 24. NO EXCEPTIONS.

SECTOR 2:

All homes located east of Midcrown, south of Crestway, and west of Eaglecrest are located in Sector 2. Curb side service will begin on Monday, October 2, collecting through Friday, October 6 ALL brush and bulk items to be collected MUST be placed out on the curb NO EARLIER than Monday, September 25, and NO LATER than Sunday, October 1. Collection will only be picked up once in each sector. Republic Service WILL NOT return for additional collection or missed collections due to items not being placed out by Sunday, October 1. NO EXCEPTIONS.

SECTOR 3:

All homes located north of Crestway and east of Eaglecrest are located in Sector 3. Curb side service will begin on Monday, October 9, collecting through Friday, October 13. ALL brush and bulk items to be collected MUST be placed out on the curb NO EARLIER than Monday, October 2 and NO LATER than Sunday, October 8. Collection will only be picked up once in each sector. Republic Service WILL NOT return for additional collection or missed collections due to items not being placed out by Sunday, October 8. NO EXCEPTIONS.

Refer to the map above to confirm the sector your collection will be picked up. Each sector will be serviced ONLY ONCE . Your collection must be out on the curb by the prescribed date. If your items are not on the curb by your sector deadline, your house will be MISSED. THERE WILL NOT BE ANY RETURN VISITS FOR PICK UP. Any materials placed out after your street has been serviced, the homeowner will be responsible for disposing the materials at the Republic dumpsite and pay their dumping fees.

• Accepted Materials: Shrubs, Tree Branches, Woody Vines, Other herbaceous and woody plants, BBQ grills (without compressed gas tanks), Carpeting, Fencing, Furniture, Mattresses, Toilets, Water heaters, Appliances.

***Refrigerators, freezers, and a/c window units will be collected only if refrigerant has been removed and the appliance is tagged and certified, indicating removal of refrigerant***.

Students can create original characters, team up, and set out to

conquer exciting challenges set by their Dungeon Master. Join a new adventuring party led by a teen DM or team up with friends and run a homebrew campaign on your own. How Artificial Intelligence is Changing the World and Technology

Artificial Intelligence, also known as AI, leverages data and improves efficiency, accuracy, and decision-making across a range of industries. Due to this technology’s immense potential for businesses, there has been a recent explosion in AI-led initiatives such as chatbots, predictive analytics, as well as ChatGPT which allows you to have human-like conversations and much more. 1

By compiling and sharing large volumes of data quickly and accurately, AI can assist businesses with identifying patterns, creating data models, and providing potential risks with calculated precision.

How can WEDC use AI?

By using social media platforms such as Facebook, Instagram, and others, the WEDC can bring the City of Windcrest/EDC brand awareness to a targeted audience. AI makes recommendations, suggests people we might like to connect with, and boosts engagement with existing customers and prospects. It can also generate leads, analyze data, and provide us with insights for marketing our community.

Monthly analytic reports give detailed information about our audience, such as age, location, and demographics. For example, in May, 25% of our visitors were in Business Development, 25% were in Finance, and the rest were in various job functions. By using this data, the WEDC can:

• Predict who will act then target them based on their viewing preferences.

• Run targeted ads by learning which headlines, words, and images in posts lead to the most engagement.

The Windcrest Women’s Club kept engaged with our community, even before our first meeting of the 2023-2024 club year! Members participated in Roosevelt High School’s “Back to School Bash” on August 4th and provided a nice gift basket as a raffle item. (Thank you, Rhonda Roland, for your expert gift basket making skills)! Games, prizes, food, students, parents, staff – all great fun!

The response by Club members, new and old, has been wonderful. Chair positions are about 98 percent filled. Nonetheless, there are still plenty of fun areas to get involved in. If anyone is interested in joining a committee or project, please contact our Chair or 1st Vice President, Liz Dick, and they will “hook you up!”

Our meeting on October 25th will be an evening event at our own Windcrest Red Lobster! The theme is “Bring A Friend.” Friends, good food, nice location – it will be a fun evening that you do not want to miss! While reservations are not required, you are strongly encouraged to RSVP at windcrestwomensclub.org , so we can give Red Lobster a close head count Hope to see you there!

PUBLIC WORKS

From cleaning and restoring parks, easements, and alleys to adding new amenities to our local parks, our Public Works Team is dedicated to keeping Windcrest looking beautiful and pristine. They have restored benches and secured walking trails for all to enjoy. Their latest project is the installation of the Little Free Libraries.

Little Free Libraries expand access to literature through their 24/7 self-service ability. At the “Arts and Crafts” Summer Fun event, children got the opportunity to paint their handprints into two of the four Free Little Libraries that are being installed in parks throughout the city. Windcrest Animal Control Task Force

TxWeACT assists our Windcrest Animal Control officers with the adoption events held at the Windcrest PetSmart on the first and third Saturdays of each month. Please look at the dogs that are available for adoption. On occasion, when we have kittens that have been socialized, we also hold cat adoption events.

There is a mandatory 7-business-day hold that gives the owner a chance at locating their lost pet. After the 7-business-day hold, we will try our best to have them re-homed as soon as possible. An interesting fact: Every hour, 2,000 to 3,000 puppies and kittens are born in the United States – that is about 70,000 pets a day. So, please consider adopting one of the City’s pets and give them a new, loving home. Furthermore, there will be another low-cost vaccination clinic at the City Hall parking lot on Saturday, September 16th in the morning. Since we had such a great response to our call for community pictures, we are sharing some. Again, a big thank to all that submitted photos. Remember to microchip, spay, and neuter your pets!

LIONS CLUB NEWS

Thank you to everyone who came out for the Fourth of July festivities at City Hall. It was HOT, but everyone had a great time! Our annual Chili & Cornbread dinner is just around the corner! Keep an eye on next month’s newsletter for more information. We’re looking forward to seeing you at the Civic Center.

The Lions Club just installed our new officers for the 2023-2024 year.

Lion Kelly will continue to serve as our President while Lion Warren will serve as our Vice President. Lion Janet Roberts was recognized as the Lion of the Year for 2023. It is a welldeserved award! Congratulations, Lion Janet! Lion Jack Leonhardt has been a member of the Lions Club for 40 years. Lion President Kelly recently presented him with a Life Membership Award for his lifetime of dedicated service!

Former Club President Nanette Patton has been selected as 2nd Vice District Governor for our district. Congratulations, Lion Nanette! The district is fortunate to have you serve in a leadership role.

We have also started delivering school supplies to our local elementary schools to help get them off to a roaring good start for the new school year.
