Welcome to Fall! We are in the middle of football season. Fall in Windcrest means there are several happenings for everyone to enjoy. Mark your calendars for our yearly National Night Out on October 3rd, the Annual Firefighter’s Picnic on Saturday, October 14th, and of course, Halloween is on October 31st. Come out and join us for the Trunk or Treat festivities. Join us for these great community events and celebrate the season with us!

WINDCREST VOLUNTEER PROGRAM. Our Windcrest Volunteer Program is up and running. Volunteer Coordinator, Anita Luna-Caulk, is hosting regular meetings and has established an email group to recruit volunteers for projects. The group has an official logo and will be printing t-shirts that you will see when they are out serving our community. The City website has a way for you to identify yourself as someone who might be able to help.

From the home page of the City of Windcrest website, simply select “Community” and then “Get Involved.” You will be able to select what kind of volunteer activities you are willing to help with. If you know of a project that might be a good fit for the group, please contact Anita via email at: aluna-caulk@windcrest-tx.gov.

NEW INITIATIVES – We formed a couple of teams to start new initiatives to improve our great city.

• Pool Project – Mayor Pro Tem Cindy Strzelecki and Councilmember Marcus Yax are researching funding for a pool. Councilmember Yax announced at a Council Meeting in August that they have achieved some success and are continuing to seek other outside funding. More to follow.

• Community Gardens – Councilmembers Marcus Yax and Adam Astleford are working with the Parks and Recreations Commission and researching the possible addition of community gardens.

• Branding/Way Finding – Councilmembers Wes Manning and Greg Turner are going to team up with the Planning and Zoning Commission and Windcrest Economic Development Corporation (WEDC) to investigate ways to highlight our city and visually set it apart from the surrounding areas.

WINDCREST ELECTIONS – Windcrest Citizens will be voting on Places 4 and 5 on our City Council in November. Here are some important dates: • October 10, 2023, Tuesday – Last day to register to vote.

• October 23, 2023, Monday – First day of early voting by personal appearance.

• October 27, 2023, Friday – Last day to apply for a ballot by mail (received, not postmarked).

• November 3, 2023, Friday – Last day of early voting by personal appearance.

• November 7, 2023, Tuesday – Election Day. The closest polling place will be at our own Takas Park Civic Center at 9610 Jim Seal Drive.

THE EAGLES NEST – I recently spent some time with Principal Fernando Ruiz in the “Eagle’s Nest” at Ed White Middle School. We toured the school and Principal Ruiz showed me some great things happening there! I also had an opportunity to (Continued on page 3)

NEWS meet some of the great educators who are making a difference in the lives of the students there. You may not know this, but there is actually an “Eaglecrest Blvd” plaque in the school that was presented to them on April 10, 1972. It states that Eaglecrest Blvd in Windcrest was named in honor of Edward H. White Middle School “Eagles.”

“Coffee with the Mayor” continues to be very helpful for me and those who participate. We begin at 8:30AM at Las Palapas on Walzem. Come have coffee on me – you are welcome to come and go as you please!

By Jim Cole, Police Chief The record-breaking heat from this summer is now giving way to cooler temperatures and I expect many of us will be venturing out again to enjoy our beautiful city. Please remember to practice safety protocols when walking or bike riding by following the rules of the road and wearing bright colored clothing. Remember to lock up the home when leaving and keep your garage doors secured. It only takes a second for a thief to walk away with your property.

UPCOMING EVENTS: National Night Out is scheduled for Tuesday, October 3, 2023, at the Civic Center, between 6:00 PM and 8:00 PM. National Night Out is an excellent opportunity to build connections with your neighbors and learn more about your community. We look forward to meeting everyone!

Trunk or Treat occurs on Halloween evening, October 31, 2023, in the City Hall parking lot. Come join us for treats and an adventure through the Fire Department’s haunted house. I am hearing that some new, spooky decorations might appear! We look forward to seeing everyone there!

News I hope everyone had a safe and joyful summer! As we wave goodbye to triple digit temperatures and say hello to cooler weather, it is a good time to discuss heaters.

January and February are typically the coldest months for South Texas, but we do receive a sporadic cold day or two before then.

Maintaining a warm and cozy home during the winter months is a must for many people, including myself, and heaters play a big role in helping us achieve that. Please read the following safety tips to ensure you are staying safe while keeping warm: • Have your home’s HVAC units inspected annually by a licensed HVAC Company.

• If your home furnace burns on natural gas, make sure you have a working carbon monoxide detector.

• If you use space heaters in your home, make sure they are at least 4 feet away from anything that is flammable. Don’t plug your space heater into a power strip as this could overload the power strip and cause a fire. Make sure your space heater has a tip control on it – this shuts the unit off in case it is knocked over.

• When choosing a costume, stay away from long trailing fabric.

If your child is wearing a mask, make sure the eye holes are large enough to see through.

• Provide children with flashlights or glow sticks for lighting.

• Keep all decorations away from open flames and other heat sources, such as light bulbs and heaters. Dried flowers, cornstalks, and crepe paper catch fire easily.

• Use a battery-operated candle or glow stick in jack-o-lanterns.

If you use a real candle, use extreme caution. Be sure to place lit pumpkins well away from anything that is flammable and far enough from trick-or-treaters, doorsteps, walkways, and yards.

• Inform children to stay away from open flames and teach them how to stop, drop, and roll if their clothing catches fire.

Political season has also arrived! Please review Chapter 109-19 / Political Sign ordinance for direction on the size/placement allowed for political signs on your property or city right of ways. If you would like to place a sign on a private property, please obtain permission from the property owner before doing so. All political signs must be removed within 48 hours after the main election.

Jasper is currently being fostered by Veronica who has been involved with helping to get our animals fostered or adopted! Veronica tells us that this handsome oneyear-old lab mix, who’s full of energy, is looking for his forever home! He is neutered and has had a full wellness exam and all required vaccinations. Jasper has the softest, most expressive ears!

He’s a people pleaser and does his best to be a good boy! Jasper is friends with everyone kids, cats, and dogs - he wants to be besties! He is a sweet, loving, cuddle bug who would love nothing more than to curl up on your lap! His favorite pastimes include munching on chew toys and playing retrieval games, and will even jump in the shower if you let him! He loves knowing what his foster family is up to and is happiest having his humans close by to help him navigate the world. The City of Windcrest and Public Works Department will be hosting the Haz-Mat Collection on Saturday, October 7, 2023, from 8:00 AM to 12:00 PM or until full. Hazardous waste disposal containers will be available at the Maintenance Yard parking lot at 9319 Jim Seal Drive. Attendants will be located at the parking lot entrance and will be giving instructions on how to safely unload hazardous waste. Proof of residency in Windcrest (i.e. Driver’s License, Utility Bills, etc.) will be required before disposing of hazardous waste.

Mark your calendars for Halloween night as the Fire, Police, and Public Works Departments will be handing out treats for Trunk or Treat at the City Hall parking lot. And don’t forget to swing by the Fire Bay to see Halloween ghosts and goblins!

2023 LIGHT UP SEASON THEME & DATES

Early this summer we announced the theme for the Windcrest 2023 Light Up Season, “ ‘Twas the Night Before Christmas,” in honor of the 60th anniversary of the beautiful poem, “A Visit from St. Nicholas,” written by Clement Clarke Moore.

The narrative poem was first published anonymously in the Troy (New York) Sentinel on December 23, 1823. Since it has become a heartfelt tradition shared in many homes. The poem shares the story of St. Nicholas, the patron saint of Christmas, leading to the popularity of the figure of Santa Claus. We also learn about the eight magical reindeer who power St. Nicholas’ sleigh.

City management and leadership are looking forward to the artistic and light displays capturing the essence of the holiday season. If you find yourself in need of lights to participate, even with just one string of lights, contact City Hall at 210-655-0022.

We will be happy to share information with you on the “Light Up Sharing” program.

'Twas the night before Christmas, when all through the house Not a creature was stirring, not even a mouse; The stockings were hung by the chimney with care, In hopes that St. Nicholas soon would be there; The children were nestled all snug in their beds; While visions of sugar-plums danced in their heads; And mamma in her 'kerchief, and I in my cap, Had just settled our brains for a long winter's nap, When out on the lawn there arose such a clatter, I sprang from my bed to see what was the matter.

Away to the window I flew like a flash, Tore open the shutters and threw up the sash.

The moon on the breast of the new-fallen snow, Gave a lustre of midday to objects below, When what to my wondering eyes did appear, But a miniature sleigh and eight tiny rein-deer, With a little old driver so lively and quick, I knew in a moment he must be St. Nick.

2023 WINDCREST SHARE THE LIGHTS PROJECT CHRISTMAS LIGHT EXCHANGE

October will open its season with the Windcrest Women’s Club’s first evening meeting. We will meet at the Windcrest Red Lobster on Wednesday, October 25th at 6:30pm and ladies are encouraged to bring a guest. Our guest speaker for the evening will be Honorable Judge Oscar Kazen, Presiding Judge of Bexar County Probate Court 1. He possesses a wide range of experience in the judicial system and also served in the Marines as an infantryman.

It is that time of year again to Share the Lights!

For over 60 years, Windcrest residents have been decorating their homes with Christmas displays to the awe and wonder of residents and visitors, near and far. With so many themes and so many displays, residents have collected lights that they no longer use.

For the past four years, Windcrest has hosted a project where residents can donate working Christmas lights to other residents who are in need of lights to join in on our annual Windcrest Light Up Event. We started off small with ten residents donating lights and eight families benefiting. Last year, an increase in donations resulted in over twenty-five families gifted from this project!

You do not need to give lights to get lights. Any lights that are donated do need to be working. The lights are ‘as is’ and given out on a first come, first serve basis.

Do you have working Christmas lights in your garage or attic that you will not be using this year? Consider donating them to this year's Windcrest Share the Lights Project. Boxes will be at City Hall for your donations from Tuesday, October 10th through Wednesday, November 15th. If you have lights but need them to be picked up at your home, contact Cindy Strzelecki at 210-812-7500.

Donated lights will be available for pickup in the City Hall parking lot on November 18th and November 25th from 10:00 am – 1:00 pm.

Light Up kicks off on Saturday, December 2, 2023. The Women’s Club is actively working with the City toward making it a great event! The theme this year is “ ‘Twas the Night Before Christmas,” celebrating the 60th anniversary of the beautiful poem, “A Visit from St. Nicholas” by Clement Clark Moore. We are excited to see the wonderful season light displays this year. Remember, you are not obliged to compete; simply decorating your home with even just a few strings of lights will help dress up your block!

Our November meeting will be held on Wednesday, November 15th at the Civic Center at 10:00am. We will have a great program presentation by Ms. Dale Flashberg. She is an avid and longtime trainer of service dogs for the blind and even trains puppies! She will bring her new puppy to the meeting and showcase how she trains it to do the 20+ basic tasks needed before it is assigned a partner and individually trained for their specific needs. It will be a fun and informative presentation. Plus, who can resist a sweet puppy?

Share The Lights is a wonderful way to spread Christmas cheer by helping fellow neighbors light up their home for the Christmas season!

Windcrest Animal Control Task Force

Global Cat Day®, celebrated annually on October 16th, is a day when advocates worldwide join Alley Cat Allies to lead the charge to protect cats and kittens. The Global Cat Day theme for 2023 is “Cats Are Community.”

“Cats are our family, friends, and neighbors, and our unique relationship with them spans thousands of years, across all borders and every language,” said Coryn Julien, Director of Communications for Alley Cat Allies. “But even with so much history together, cats still need people to stand up for them against cruelty and other threats to their lives. On Global Cat Day, we call on everyone around the world to become cat advocates and defend cats as we should defend all members of our community.”

Julien explained that cats will truly be treated like community when they are no longer shot and killed under the false guise of protecting wildlife, as they have been in communities from California to Australia; when animal cruelty is penalized to the fullest extent of the law and acknowledged as the societal threat it is; when animal shelters and government officials understand that the public will no longer accept outdated, lethal policies for cats, and instead overwhelmingly support humane, evidence-based approaches like Trap-Neuter-Return (TNR); and when every community has effective, lifesaving programs that protect cats and improve access to care, including spay and neuter.

On Global Cat Day, people worldwide take action to help cats – such as providing spay and neuter services (including TNR), asking local officials to adopt policies to save cats, educating communities about cats, pledging to become a cat advocate, becoming a cat or kitten foster, donating cat food, donating to Alley Cat Allies, and so much more. Share the love for our feline friends and stand up and be their voice!

Sector 2 will be picked up the week of October 2. Sector 3 will be picked up the week of October 9. Have your items out on time. There will be NO return trips.

SECTOR 2: All homes located east of Midcrown, south of Crestway, and west of Eaglecrest are located in Sector 2. Curb side service will begin on Monday, October 2, collecting through Friday, October 6. ALL brush and bulk items to be collected MUST be placed out on the curb NO EARLIER than Monday, September 25, and NO LATER than Sunday, October 1. Collection will only be picked up once in each sector. Republic Service WILL NOT return for additional collection or missed collections due to items not being placed out by Sunday, October 1. NO EXCEPTIONS. SECTOR 3: All homes located north of Crestway and east of Eaglecrest are located in Sector 3. Curb side service will begin on Monday, October 9, collecting through Friday, October 13. ALL brush and bulk items to be collected MUST be placed out on the curb NO EARLIER than Monday, October 2 and NO LATER than Sunday, October 8.

Collection will only be picked up once in each sector. Republic Service WILL NOT return for additional collection or missed collections due to items not being placed out by Sunday, October 8. NO EXCEPTIONS. Refer to the map above to confirm the sector your collection will be picked up. Each sector will be serviced ONLY ONCE. Your collection must be out on the curb by the prescribed date. If your items are not on the curb by your sector deadline, your house will be MISSED.

Brush/Bulky Guidelines: • Limit your brush pile to five (5) cubic yards. If over five (5) cubic yard, it will not be picked up.

• To determine the cubic yards, take the Length x Width x Height of the pile and divide by 27. (this will equal the cubic yards for example 5ft long by 5ft Wide by 5ft High = 125 divided by 27 equals 4.63 cubic yards.

• Brush must be placed within eight (8) feet of the curb.

• Do not place brush piles in front of parked cars, near fences, trees, mailboxes, beneath overhead wires, low-hanging tree limbs, or on top of gas/water meters.

• Accepted Materials: Shrubs, Tree Branches, Woody Vines, Other herbaceous and woody plants, BBQ grills (without compressed gas tanks), Carpeting, Fencing, Furniture, Mattresses, Toilets, Water heaters, Appliances. ***Refrigerators, freezers, and a/c window units will be collected only if refrigerant has been removed and the appliance is tagged and certified, indicating removal of refrigerant***.

Materials Not Accepted Household Trash, Construction Debris, Glass (such as doors or Windows), Hazardous Materials (paints, household cleaners), Compressed Gas Tanks, Tires, Televisions, Computers, Waste Oil, Medical Waste, Appliances with refrigerant that has not been removed and certified.

Children’s Programming

Toddler Story Time: Every Sunday, 11:00 am–11:30 am Toddlers actively participate in stories, music, and movement to enhance their social, emotional and language development. Designed for children 18 to 36 months, but birth through 5-year-olds may also enjoy this program.

Sensory Play Time: Every Sunday, 11:30 am–12:00 pm Toddlers and preschoolers explore the world through play with a variety of sensory play experiences. Designed for children ages 2-5.

Children's Yoga: Mondays, 6:00 pm–6:45 pm Join us for this amazing children’s program. Parents must remain in the room with their child and are encouraged to participate. Yoga mats and snacks are provided. For children ages 2-12 and their caregivers.

Tween Yoga: Mondays, 7pm–7:30 pm Join us for this amazing yoga program designed for tweens, ages 9-12.

Let's Build: LEGO Bricks and More First three Sundays of the month (October 1, 8, 15) 3:30–4:30 Build! Play! Create! Join us to build with Lego bricks or other materials provided by the library. Designed for children ages 5 to 12 years-old.

Tween Movie Crafternoon Every fourth Sunday of the month (October 22) 3:30-5:00 pm Tweens! Join us for a movie and a fun and easy craft the fourth Sunday of the month. Snacks provided too! Ages 9-12 only.

Halloween Cookie Decorating for Kids Sunday, October 29 3:30-5:00 Stop by and decorate a Halloween cookie! All supplies will be provided. Best for ages 5-12.

Teen Programming

Teen Chess: Tuesdays (10/3, 10/17, 10/24) from 4:30 to 5:30pm in room L109 Learn beginner moves and sophisticated strategies from chess master Alex Weinberg. The half-hour lesson is followed by free play and a take-home dinner.

Teen Time!: Wednesdays (10/4, 10/18) from 4:30 to 5:30pm in the pit.

Hang out, try some arts and crafts, do puzzles, play board games, or challenge your friends on the Switch. Teen Time is all about what you want to do in the library!

Anime Hour: Wednesdays (10/11, 10/25) from 4:30 to 5:30pm in the conference room.

Led by teen anime enthusiasts, Anime Hour is the perfect place to relax after school, watch anime series, and talk about all things anime with your

friends and fellow fans. Occasionally, themed crafts are offered to go with the viewing.

Magic in the Pit: Thursdays (10/5, 10/12, 10/19, 10/26) from 4:30 to 5:30pm in the library pit.

Join teen host Aukai Nihipali as he teaches Magic: The Gathering to beginners or bring a standard 60-card or commander deck and challenge your friends.

Dungeons and Dragons: Thursdays (10/5, 10/12, 10/19, 10/26),4:30–5:30 Create an original character, join a campaign and let the adventure begin! All of our campaigns for this semester are currently full but feel free to contact teen librarian Lauren Hime about future opportunities at Lhime@neisd.net.

Adult Virtual Coloring Online Fridays Oct. 6, 13, 27, 2:00 pm–3:00 pm Color with us from the comfort of your own home! You may color any materials you have on hand, and a printable file will be included with the e-mailed Zoom link. Join us for weekly coloring therapy. Chat about the books you are reading, the shows you are watching, and whatever is on your mind, or just meditatively color. Coloring has been proven to reduce anxiety and the mental and physical impact of stress.

Eisenhauer and IH 35, which are new warehouse / office structures by the East Group. This is the same type of development the company has been so successful with along Eisenhauer. They are adding to the over 1 million square feet of commercial space they have built and which has attracted over 900 new jobs to Windcrest.

WHAT’S GOING ON IN WINDCREST? Windcrest continues to enjoy success in economic development and continues to attract new businesses. The process of bringing in a new owner at the Rackspace property and planning a new business center in the former headquarters building is progressing well.

This past month, two new businesses opened their doors including Chipotle at former Shoney’s site. Spin Express is now open and ready to serve Windcrest and beyond with a new full-service laundromat.

Zaxby’s at the corner of Eisenhauer Road and IH 35, next to Quik Trip, is going up very quickly. There is also good news from the Way Mechanical company that purchased 6 acres along Windsor Hill (next to the Asian Market). They have completed construction plans for the regional headquarters office building they will build on the site, and construction will start in 2024. This project will also allow for two business pad sites along Windsor Hill providing additional new commercial projects there.

GET TO KNOW YOUR WINDCREST POST OFFICE EMPLOYEES! Jennifer Siller, Communications Admin III One of the most fundamental amenities we have in the City of Windcrest is our contracted post office. The post office staff, Lauren-Atlas Bell and Julian Lopez. Together, will ensure your mail is stamped and processed correctly. The contracted Windcrest Post Office provides three different types of shipping levels. Since the post office amenity in City Hall is a contracted office, we are only able to accept the mail on behalf of the United States Post Office and offer certified mail, return receipt, and selling postage. This Post Office is unable to issue mailbox keys, money orders, passports, or process a change of address. If there are any issues with your package and mail, you will need to contact the main post office at 10140 Perrin Beitel Road. You may also contact them at (800) 275-8777.

Lauren is from Detroit, Michigan. She is currently studying Japanese at San Antonio College. She is very artistic and enjoys playing video games. Her favorite hobby is making handmade jewelry, custom tumblers, and other artisanal items. Lauren loves to travel and hopes to one day visit the amazing cities of Tokyo and Okinawa.

Julian is from El Paso, Texas. He is currently studying Fine Arts in Music at St Philip's College. His goal is to complete his associate's degree at St. Philip’s and later transfer to a university where he can continue his education. He enjoys reading and playing the electric guitar. He loves to watch sports with his family and assisting his father with car repairs.

The hours of operation for the Windcrest postal unit is Monday– Friday from 8 AM–4 PM. During the month of December, it will be open one weekend early in the month to process your holiday packages. Stop by and say hello, Laurn and Juilan enjoy meeting Windcrest residents. Many already bring them great treats which they enjoy.

Get your appetite ready, Windcrest! Our awesome Chili Cornbread Dinner is right around the corner.

Make sure you mark November 11th on your calendar! The dinner will take place at the Takas Park Civic Center from 5:00 PM to 7:00 PM. Sit and enjoy your meal or take it to go! Early bird tickets are $8 each or $10 at the door. Be sure to contact one of your neighborhood Lions Club members and get your tickets early! As always, children under 10 (eating in) are free. Vegetarian chili will also be available.

We can’t wait to see you there!

The Lions Club recently provided checks to all seven local schools to help with student needs and supplies.

Please let us know if you would like to chip in and help out the schools too!

Don’t forget that National Night Out is October 3rd at 6:00PM! We hope to see you all out there!

With fall in full swing, Christmas will be here before you know it.

This year’s decorating theme is “‘Twas the Night Before Christmas,” so start thinking about how you’ll decorate for Light Up. Last but not least, the Lions Club will be selling greenery again this year. It’s freshly cut, smells great, and looks beautiful, so keep an eye out for updates on when you can order yours.
