Get ready for a fun and an exciting start to summer.

May brings the opening of the Highlands Park Aquatic Center (HPAC) (page 31) along with many new and exciting fun-in-the-sun activities. Wibit Wednesdays (page 34) are back and open swim times for the HPAC summer season have been scheduled (page 70). The Field of Heroes returns for its 15th year of honoring our hometown heroes. Information on the event and how to purchase a flag in honor of your hero can be found on page 32.

Nationally observed Asian Pacific Heritage Month (page 8) takes place in May. Learn about its history and why May was chosen as the month to celebrate. Older Americans month is also celebrated in May. Westerville Parks and Recreation is offering an

Older Adult health fair (page 29) and has a great lineup of classes that cater directly to those over the age of 55 (pages 54-68).

Back in 2023 for a new date and location is Cops and Kids Day. This exciting family-friendly event is celebrating its 30th year with new and expanded activities. See page 5 for all the details.

Westerville Citizen’s Academy returns in July and registration is now open. Information and the class schedule is included on page 21 for this free opportunity to learn about all things City. Spots fill quickly so register early.

Star Wars Droid Checkpoint May the 4th Be With You

Get your Landspeeder (car, truck or van) ready for the fourth-annual Star Wars Droid Checkpoint, the drivethru event that mimics the famous “Droid Check-Point” scene from the original science-fiction movie. The “checkpoint” begins Thursday, May 4 (of course) from 5:30 - 7 p.m. at Highlands Park (245 S. Spring).

Started by Westerville Parks & Recreation as a limitedphysical-exposure family opportunity during COVID, the event has been so successful it was added as an annual tradition. Staff and volunteers dress as Empire Storm Troopers and other characters and “check” cars for illegal droids. Each vehicle is stopped and occupants are “required” to answer a series of questions.

As part of the fun, it is also an opportunity for the community to donate food and supplies to the Westerville Area Resource Ministry (WARM). To date, more than 3,125 lbs of food and over $300 in cash donations have been accepted for WARM.

Cops and Kids Day Turns 30: Kicking Off a Safe Summer

The Westerville Division of Police (WPD) is introducing updates for the 2023 Cops and Kids Day. In its third decade, WPD’s signature event is moving to Saturday, June 10, from 11 a.m.-2 p.m. at Hoff Woods Park (556 McCorkle Blvd.).

Started in 1993 by Officer Anita Baron, the event has grown from just a few agencies and a few hundred attendees to more than 50 law enforcement agencies and 3,000 visitors annually.

Cops and Kids Day is designed to build relationships between law enforcement and the community. Lieutenant Greg Franey, who leads WPD’s Community Services Bureau, says the event is one of the department’s annual highlights.

“This event allows our officers, and officers throughout Central Ohio, the ability to interact with children at an early age,” said Lt. Franey. “Our goal is to establish a positive first impression of law enforcement, leading to better relationships with police and youth.”

In the past, activities included competitions such as mountain bike racing, softball tournaments and the best cruiser or specialty vehicle competition, which still exists today. Recently added to the event are various food trucks which will also be in attendance.

Agencies throughout the state attend this event to showcase cruisers, helicopters, motorcycles, tactical vehicles and K-9 teams. Families are also able to participate in arts and crafts, inflatable gyms and other activities. Local hospitals and safety organizations will be on-hand to provide child health and safety materials, promotional items and other interactive exercises.

“This event reinforces the impact we are having on the community,” said Lt Franey. “I enjoy seeing kids and our officers interacting in such a fun environment. The relationships we build at this event ultimately lead to safer communities.”

“Light Ohio Blue” Returns in May

Residents are invited to support the Westerville Division of Police (WPD) and all law enforcement by displaying blue lights and ribbons from May 14-20.

A statewide initiative, “Light Ohio Blue” encourages residents and businesses to light their homes, offices and skylines in honor of law enforcement. One lighthearted component of this time is a friendly cruiser photo competition. Winners are calculated by popular online vote. Diversity, Equity and Inclusion: Advancing Westerville’s Priorities

JR Fourqurean Named DEI Director

JR Fourqurean has been named Diversity, Equity and Inclusion (DEI) Director for the City of Westerville. A 12-year employee with the City, he has served as Utility Billing Supervisor and, most recently, as Recreation Administrator in the Westerville Parks & Recreation Department.

Fourqurean holds a master’s in business administration (MBA) with a concentration in leadership and a masters of public administration. He managed “Westerville Helps,” a financial assistance program for utility services and facility access. At Parks & Recreation, Fourqurean influenced internal and external programs that promote diversity and inclusion.

“I know this community and understand the opportunities we have ahead to demonstrate how cities build cultures where every person feels represented, welcomed and served,” said Fourqurean. “Westerville has already made that promise and it’s a privilege to step into a more pronounced role to lead these efforts.”

Westerville City Manager Monica Irelan formed the DEI division of the City Manager’s Office in 2021. Westerville’s DEI office is one of the few at the local government level to exclusively focus on diversity, equity, inclusion and belonging within communities.

“Westerville started a journey more than 13 years ago with the development of our first-ever diversity awareness plan,” said Irelan. “That work is rare and special in municipal government and in Westerville it has been significantly amplified. This is another way we choose to lead with intention so that DEI is a consideration in every decision and discussion.”

In partnership with BCG Learning Solutions, the City is in the final stages of developing a long-term, strategic DEI framework called the Westerville Equity Lens Strategy (WELS). WELS is producing a set of measurable outcomes that outline and articulate the purpose and meaning of our work and how it contributes to a growing and equitable, sustainable and connected Westerville.

Through this framework, the City has defined five values that are needed to reach our goals:

The month of May marks Asian Pacific Heritage Month, which celebrates the histories of Americans hailing from the Asian continent and the Pacific islands of Melanesia, Micronesia and Polynesia. According to the 2020 Census, Asian Americans and Pacific Islanders are among the fastest growing populations in the United States. This month of recognition celebrates the vast cultural contributions and unique journey of Asian Americans in the United States. So, why was May selected as the month to honor the cultural contributions of Asian Americans? It’s based on two significant events in American history.

According to the 2020 Census, Asian Americans and Pacific Islanders are among the fastest growing populations in the United States. This month of recognition celebrates the vast cultural contributions and unique journey of Asian Americans in the United States So, why was May selected as the month to honor the cultural contributions of Asian Americans? It’s based on two significant events in American history.

On May 7, 1843, 14-year-old Nakahama Manjiro was the first Japanese national to set foot on American soil. Months earlier, Manjiro and a small crew set out on a routine fishing trip from their Japanese coastal village, but were cast adrift in a violent storm that washed them up on a desert island 300 miles away. Five months later, a whaling ship from New Bedford, Massachusetts, miraculously found the boys and delivered them safely in Honolulu. Manjiro accompanied the captain back to Massachusetts.

Alan Borer stumbled upon an ad for a Chinese- owned laundry in Uptown Westerville while browsing through an old issue of Otterbein’s Tan and Cardinal publication. The laundry was operated by a Chinese immigrant named Hop Lee from around 1917 to 1925 at 12 N. State St. It is believed that Hop Lee likely lived above his laundry business, like most Chinese laundrymen of the time. In a 1917 copy of the Public Opinion, Lee was quoted as saying he favored the hot weather because it meant more laundry business. Lee was born in 1861 and died in 1919 at 58, according to his death certificate. His remains were interred at Greenlawn Cemetery, but in 1936, he and 11 other Chinese men were exhumed and relocated to China.

Velma Yemoto lived with her family in California before World War II. But in 1942, Yemoto and her family were forced into a Japanese internment camp in Arkansas. Yemoto, however, was allowed to leave the internment camp to attend Otterbein University, where she graduated in 1946. Yemoto, a scientist by training, devoted her life to advocacy. She worked with atomic bomb survivors in Japan and volunteered as a caregiver for Asian AIDS patients in San Francisco, helping her church to organize a series of Asian gay and lesbian speakers who addressed the importance of acceptance in their fellowship.

Tara Dhungana, a Westerville resident who spent almost two decades living in a refugee camp in Nepal after his family was expelled from Bhutan as part of an ethnic cleansing campaign, is the focus of a recent exhibit at the Westerville History Museum. According to the exhibit “Welcome to the Table: Westerville’s Potluck,” when Dhungana arrived in Columbus in 2009, he immediately noticed the difference in staple ingredients such as lentils, rice and green leafy vegetables at Kroger and Meijer compared to those in Bhutan and Nepal.

“There was a bad feeling of missing the food,” he remembered. “Regardless of whatever food it is… it’s a big chunk of your life… it’s a disconnect.” Other members of Columbus’s Bhutanese-Nepali community, now approaching 30,000 and thought to be the largest Bhutanese population outside Bhutan, surely felt this gap too.

Dhungana recognized the power food has to bring people together and opened a grocery store, the Shangrila Corner Store, in 2011. Later, he and some friends established a restaurant called Himalayan Grille, specializing in Nepali, Tibetan and Indian cuisine. Dhungana’s contribution to the Central Ohio international food potluck is his way of helping others and enriching the community.

Older Americans Month: Aging Unbound

The Administration for Community Living leads the nation’s observance of Older Americans Month every May. This year’s theme is “Aging Unbound,” which encourages flexible thinking about aging and highlights the advantages of keeping older adults engaged and included.

The City of Westerville recognizes the importance of incorporating age-friendly components into existing and future development and resources. As part of its Age-Friendly Initiative, the City has provided planning, policies, services and support structures that enable Westerville residents to remain active and connected as they age. These systems enable older adults to be more connected with services to further enhance their quality of life and ability to age in place.

Westerville Parks and Recreation plays a significant role in providing recreational programs, resources and support services to Westerville’s older adults age 55 and over. The south wing of the Westerville Community Center is bustling with daily activities that include lively card games, fitness, arts and craft classes, day trips, and services like tax preparation and downsizing assistance. Nutritious lunches are offered on site on Wednesdays and Fridays.

Transportation is another vital service for older adults offered through the Community Center, allowing seniors to maintain their independence and community connections. With a program pass, transportation can be requested to and from the Community Center, medical appointments and grocery stores. Additionally, older adults can access on-demand COTA//Plus ride services for reduced fares. Rides can be booked through the free mobile app or by calling (614) 308-4400.

Fifteen dedicated staff members manage the daily operations of the community center’s older adult programs and services.

“We do our best to provide these important recreational services to the older adults of Westerville because, for a lot of the folks who come in, this is the only social time or physical activity they engage in on any given day,” said Katie Sass, Older Adults Manager for Parks and Recreation. “This could be the only nutritious meal they eat all week.”

For the staff at the Community Center, there is more to the job than just offering recreational programs and services for visitors and participants. It is about providing a space for older adults to call their own and engage with each other.

“Our visitors and passholders are so appreciative of the services that we provide for them and it’s great to see them utilize those services for their mental, physical and social well-being,” said Sass.

Healthy and Active Living

The Westerville Community Center partners with SilverSneakers®, the nation’s leading community fitness program for older adults, promoting active living through physical and social engagement. Eligible participants receive a monthly pass at no cost that grants access to the fitness area, walking track and indoor pool complex. A limited number of free fitness and water aerobics classes are offered for SilverSneakers® pass holders. See page 55-56 for details.

Westerville’s exceptional quality of life is a direct result of forward-thinking economic development strategies and programs. Economic growth throughout the region, such as Intel’s $20 billion investment in New Albany, requires Westerville to anticipate and respond to these local and regional successes for our own future success story. Controlling our own destiny through planned, thoughtful and responsible growth is a part of Westerville’s heritage. As a community, we have not relied on the actions of neighboring communities or private development projects to determine our future. Truly, any growth within the region presents opportunities for Westerville residents, workforce and businesses.

Westerville’s economic development efforts focus on creating an environment that fosters high-quality private investment and reinvestment; expands the local tax base; and presents high-quality job opportunities throughout the City. These goals are achieved through the successful execution of a strategic economic development plan.

The Westerville Economic Development strategic plan is based on thoughtful and intentional partnerships with key community stakeholders and some of the nation’s most successful businesses. For example, Western Alliance, one of the country’s top-performing banks with more than $60 billion in assets, will invest $2.2 million to create a tech hub and 150 specialized jobs in our community. Vertiv chose to align its corporate properties in Westerville for its global headquarters, a three-building campus in the Westar area. Most recently, the City authorized $8.4 million for the Westerville Industry and Commerce Corporation (WICC) to purchase two tracts of land east of Africa Road for future development and community amenities.

The Economic Development strategic plan, titled “Advance Westerville,” is in the process of being updated to ensure it meets the evolving needs of our community for years to come. Updates will be posted at business.westerville.org

Westerville Water Remains High Quality

The tragic train derailment in East Palestine, Ohio in February was an environmental disaster that worried residents across the state about water quality. Months later, the debate continues about the lingering effects on the environment. While national and state representatives of the Environmental Protection Agency (https://epa.ohio.gov/) manage the response, water quality is not an issue in the City of Westerville.

Here are the facts:

Water Source and Location

Westerville sources drinking water from Alum Creek, which is fed from Morrow and Delaware Counties. These water sources do not receive water from the Ohio River or waterways in the northeast area of the state. The event in East Palestine (150 miles east of Westerville) or the downstream movements of water will not impact our water supply.

Water Treatment Investment

The City’s water treatment plant is Ohio EPA-licensed to treat 7.5 million gallons daily and operates 24 hours a day, 365 days a year. Westerville’s skilled team monitors Alum Creek routinely.

The water plant treatment process has multiple barriers in place to address potential biological and chemical contaminants. All of Westerville’s drinking water flows through granular activated carbon filters that absorb chemicals, such as vinyl chloride (one of the main chemicals spilled in East Palestine).

Westerville uses a multi-step treatment process to produce high-quality drinking water, including coagulation using ferric chloride and settling to remove particles; softening using lime and caustic soda to remove calcium and magnesium which contribute to water hardness; disinfection using chlorine to kill harmful microorganisms; filtration using sand filters to remove fine particles and granular activated carbon to remove any potential organic contaminants; fluoridation for dental protection; corrosion control using phosphate; and taste & odor control with powdered activated carbon.

Advocacy in Westerville: Events Amplify Communities

The LGBTQIA+ rights movement traces its origins to June 28, 1969, at a small bar called the Stonewall Inn in New York City’s Greenwich Villages. This date marks a major turning point against discrimination toward lesbian, gay, bisexual and transgender (LGBTQ+) Americans.

During those early morning hours, a group of more than 200 people, including transgender and Black, Indigenous and People of Color from the community experienced one of many bar raids. Violence erupted during one of the raids because the establishment was serving alcohol without a liquor permit, resulting in six non-consecutive days of protests.

The Stonewall raids inspired the first Pride Festivals, which began 50 years ago across cities in the United States on the anniversary of the protests. Since then, Pride Festivals have been a way to connect allies and raise awareness on issues affecting the LGBTQIA+ community. In 1999, June was officially recognized as Pride Month by President Bill Clinton.

This June, the Westerville Queer Collective (WQC) will host its third annual Pride Festival in Uptown Westerville.

“This community event holds importance because of the rich history that Pride Festivals represent - this year, we hope that the Westerville Pride will honor that history and

offer our communities a place to come together and celebrate our diversity and identities,” said Denise Harrison, Board President for the Westerville Queer Collective.

WQC was formed as a non-profit organization to focus on raising awareness of LGBTQIA+ issues and bringing people together to advocate for equal rights and community building. They are volunteer-run with a Board of Directors that manage daily operations, plan and execute community programming and connect with members and other resource organizations.

Harrison says the Westerville Pride Festival will be expanded, with additional entertainment, a showcase of vendors and ally organizations, food and activities.

“We hope to bring much-needed visibility to our Westerville LGBTQIA+ community, connecting community members that might feel isolated, especially our members with intersecting identities,” said Harrison. “We also want to raise awareness on important issues like transgender rights and visibility.”

WeRise for Greater Westerville will celebrate its annual Juneteenth Celebration on Saturday, June 24, at Alum Creek Park North, 221 W Main St. from 12-4 p.m.

Juneteenth (a combination of the words “June” and “nineteenth”) commemorates June 19, 1865, the day enslaved people in Galveston, Texas learned of their freedom–nearly two and half years after the Emancipation Proclamation. At the time, the country was still deeply entrenched in the Civil War, and Southern secessionist states did not recognize Abraham Lincoln’s executive order.

Founded in 2021, WeRise for Greater Westerville seeks to spread racial awareness and community building. The entire community is invited to the late-June celebration which is in its second year.

James Prysock, Board President for WeRise, says that this year’s event will focus on creating a space for celebration and brave conversation while spotlighting the importance of this significant holiday.

“Not all holidays we celebrate have actually included us. Juneteenth is an event that does. That’s why it’s so special,” said Prysock.

WeRise will be highlighting and honoring Black-owned businesses and artists as well as Black-led community organizations. The event will also serve as a platform for Black expression. You can expect to see people of all ages present poetry, song, dance and art.

“This event recognizes the significance of Juneteenth and gives us a space to honor it. Historically, Westerville has made inclusive decisions that support black and brown communities and this celebration is a continuation of that,” said Prysock.

Prysock believes that we all have a responsibility to pass on information that helps improve relationships in the community. Growing up as a bi-racial person, Prysock often felt left out of a piece of his own history. He wants to change that for others by elevating information that isn’t always a part of typical learning environments.

“We can make lasting changes through legacy building,” said Prysock. “If we know better, we can do better and then we can teach better.”

JUNETEENTH CELEBRATION

The Westerville Division of Police (WPD) is reminding motorists to keep their eyes on the road, not on cellphones or other electronic devices. Senate Bill 288 (SB 288), a new state law strengthening prohibitions against distracted driving, took effect on April 4. During the law’s six-month interim period for enforcement, written warnings will be issued in lieu of citations.

Under previous laws, distracted driving was a primary offense only for juvenile drivers. The new law prohibits using, holding or physically supporting an electronic wireless communications device with one’s body while driving. The legislation also makes it a primary offense for all drivers, allowing law enforcement to pull over any distracted driver upon witnessing a violation.

“Distracted driving is extremely dangerous. While we wish all motorists would follow safe practices, this legislation allows officers to help ensure a distracted driving situation doesn’t become lifethreatening to pedestrians, other motorists or the driver themselves,” said Charles Chandler, Westerville Chief of Police.

According to the National Highway Traffic Safety Administration, more than 3,000 people in the United States die in crashes involving distracted drivers each year.

“Prevention and education are key. During the interim period, WPD officers engaged in traffic stops will be issuing written warnings and handing out postcards that provide more information on changes to the law,” said Chief Chandler.

Penalties, which are still to be determined, would take effect for citations issued after the interim period ends on Oct. 4, 2023.

Eyes Up, Distractions Down: New State Law Authorizes Traffic Stops for All Distracted Drivers

Like any law, the legislation allows for some exceptions, including for people using devices to contact emergency services, use in public safety vehicles and for motorists stopped outside of a lane of travel or stop signal.

“Adventure” Park City Seeking Community Input

Westerville Parks & Recreation is seeking input for the design and development phase of the new “adventure” park to be integrated into the environment and wooded ravines just east of Vesper Way on the City’s northwest side. Previously referred to as the “Edge” adventure park, this space will provide opportunities for active recreation, blending pursuits like hiking and climbing.

This project is one of six outlined in the residentapproved Parks, Recreation and Open Spaces (PROS) master plan, following developments in the trail network and the expansion of the Westerville Community Center. This park space will introduce “edgy, active recreation to the Westerville community in a wooded nature park setting,” with appealing trails and nature-friendly features included in the overall park design. The park will provide access to the Alum Creek waterway in support of both the PROS plan and the Rapid 5 initiative, a regional park strategy incorporating the five major waterways to knit all five Central Ohio waterways into a single cohesive system (see rapid5.org for details).

Based on its proximity to the Westar commercial area, the site will emphasize workplace wellness initiatives and help stimulate amenities for the local workforce.

At a March Westerville City Council work session, Parks & Recreation Director Randy Auler said the project will support Council’s environmental sustainability goal.

“We see the idea of being environmentally responsible by being good stewards of the property, restoring the tributary banks to prevent soil erosion, providing invasive plant removal, and establishing native plant communities under the AEP transmission lines and in the successional growth field,” said Auler. “This park will balance the need for active, fitness recreation with restoration of the natural site by removing invasives, stabilizing the stream banks, and establishing native plant communities to improve the habitat diversity.”

Gracie Ohio Rolls into Westerville

Can you tell us about the history of Gracie Ohio?

Gracie Ohio has a unique place in the history of jiu jitsu in America. Dr. Jeffrey Hudson and some students at a local Taekwondo school started training with the Gracie family in 1990. Dr. Hudson officially established the academy as a training association under the Gracie Academy in 1992. This made the academy the second Gracie Association in the United States and the first in the Midwest. Very early on [internationally renowned Brazilian jiu jitsu practitioner] Relson Gracie became Jeff’s main instructor and came to Columbus a lot in the early years.

Why did you decide to bring the academy to Westerville and, specifically, the Windsor Bay Shopping Center?

Being across the street from Westerville during the years we operated at the old location allowed us to explore the Westerville area, and we had grown fond of all it had to offer. While the old location was very convenient for our student base that comes from all over the greater Columbus area, we had grown to the point where we needed more space. With an extensive waitlist for two of our youth programs, we knew we needed to find a space that would allow us to serve as much of the public as possible. The available space in Windsor Bay not only fit our size and location needs for what we wanted for the future, and the surrounding area checked all the boxes. With Next Level Fitness in the same center, we knew our students (and parents of students) would appreciate having an amazing facility next door to utilize. Being right across from Hoover [Reservoir] makes for not only a beautiful location, but we look forward to having special events where we

can get out on the water and enjoy the trails and nearby parks as well.

Tell us about the culture of the academy. Gracie Ohio has an amazing culture. We teach self-defense to individuals of all ages and from all walks of life, and everyone’s “why” for choosing jiu jitsu is different. Because of the diversity of our community, we have something to offer for anyone out there. Our jiu jitsu family is a tight-knit group with a common love for the art and we all support one another’s goals and progress.

What renovations have you made to the space?

The space we moved into was basically an empty box at the time we first viewed it, but through the vision of our amazing architect and contractor, and the help of so many of our students, we have been able to turn the space into a world-class facility. Gracie Ohio now offers luxurious shower facilities and changing room spaces with complimentary towel service, a spacious lounge area, and seating for spectators/family members.

How was your experience working with the City? Working with the Westerville City Council and Chamber of Commerce has been phenomenal. Although we’ve always loved Westerville, now that we are officially located within the City limits, the outpouring of support has blown us away. Gracie Ohio is proud to be a part of the City and has felt very welcomed and supported.

New Staff Members Join the Westerville Team

Michael joined Westerville to oversee the Information Systems Department and the City’s innovation programs. He formerly served as Director of Information Technology in the City of Dublin and worked with Westerville-based Central Ohio Primary Care Physicians as a Business Solutions and Security specialist. Michael has an international background as head of technology services for the University of College London, Institute of Education in London, England and holds a master’s in business administration.

Sara Yinger joined new Clerk of Council Jessica Hilts to round out the Clerk team for City Council and Boards and Commissions. Sara worked in local government for more than five years at the Village of Minerva Park as the Mayor’s assistant and Clerk of Courts before transitioning to higher education at Otterbein University.

In March, the Westerville Division of Fire (WFD) added three new full-time firefighter paramedics to their team. Alex Demodovich was previously a part-time WFD employee but has now transitioned into a full-time position. Jordan Hicks and Jason Pierce started in March. Hicks, Demodovich and Pierce will rotate service to all Westerville fire stations.

Special Event Safety Tips

Westerville is an event-loving community, with popular community gatherings such as Mount Carmel St. Ann’s 4th Fridays, Saturday Farmers Markets, Music and Arts Festival and more drawing thousands of people during the warmer seasons. With most residents carrying smartphones, it’s common to take photos of loved ones before, during and after big events. The Westerville Division of Police (WPD) is encouraging this practice in the name of safety.

WPD officers know that parents and guardians can easily become separated from their children or vulnerable individuals in big crowds. Sharing a current photo of your loved one as they appeared in at the time of separation is helpful to officers working to reunite families.

Upon arrival at an event, it’s recommended to take a quick full-length photo of each child or vulnerable individual in your group. In the unlikely event of separation, officers will have an accurate photo of who they are looking for. Families should also designate and practice walking to an agreed-upon meeting location within the event space. Healthy & Safe Swimming Week is May 22- 26 Prevent Drowning this Summer

The Westerville Fire Division (WFD) is joining the U.S. Centers for Disease Control and Prevention (CDC) in encouraging residents to help protect loved ones from drowning.

Education is Key

Learning the basics of swimming and water safety is important for all ages. Westerville Parks & Recreation offers a full roster of aquatics classes (see pages 3839). Additionally, consider signing up for a CPR course at www.redcross.org or www.heart.org.

Be sure to designate a responsible adult to supervise children or vulnerable individuals around water at

all times. The adult should fully understand who is under their supervision and know to keep a close eye on them at all times. When not in use, pools, hot tubs, bathtubs, etc., should be blocked from children with a secure enclosure, locked and alarmed doors.

Life jackets can reduce the risk of drowning for swimmers of all ages and abilities. The CDC encourages parents and guardians not to rely on air-filled or foam water toys as they are not intended for safety.

State of the City: A Growth Strategy for Westerville

The 2023 State of the City, the City of Westerville’s premier annual event, focused on the desirability of Central Ohio for quality of life, cost of living and business investment. As City Manager Monica Irelan acknowledged, “the secret is out on Central Ohio.”

Irelan addressed a crowd of more than 200 attendees on Westerville’s strategy to balance those factors and find success with community amenities and high-quality delivery of public services.

“Westerville has always grown reasonably, responsibly,” said Irelan. “We stay focused on our strategies while resisting the temptation to react to trends, instead being increasingly steadfast and proactive.”

Irelan mentioned the exponential growth in the region based on investments in communities around us and high levels of interest in development in Westerville’s commercial corridors.

“Westerville is actually number 21 out of 28 of the fastest-growing cities in Central Ohio, so not the fastest and not among communities with the most space to grow. However, cities all around us are growing at their quickest pace ever,” she said. “For example, the City of Sunbury’s rate of growth is more than 50%; New Albany’s is more than 40% and our friends at the City of Hilliard have grown more than 30%. Westerville cannot accommodate that level of growth, but we have to be ready for opportunities and investment that come our way because of the wide interest in this region.”

Irelan points to the recent investment of land east of Westar Place on Africa Road as an example of strategies that will keep Westerville’s local economy strong, balance the tax burden through commercial investment and add community amenities that residents want.

“This is an investment by the City that assures under-developed land brings jobs and those amenities, but has standards to meet success metrics that are Westerville-specific,” said Irelan. “We have a proven track record of acquiring and positioning land to promote revenue-generating purposes that are consistent with our long-range community planning.”

Emphasizing strategies that consider economic development directly related to our standard of living, Irelan also stressed the importance of job creation and access to services like education and health care.

“In communities like Westerville, economic development drives advancements in technology and innovation, which promotes sustainable and inclusive growth,” she said.

Kathy Cocuzzi

Kathy Cocuzzi was elected to the Westerville City Council in 2005 and has held various positions, including Vice Mayor and Council representative to the Westerville Planning Commission. Before joining the Council, she served on the Westerville Parks and Recreation Advisory Board and the City of Westerville Charter Review Commission, as well as on the Board of Trustees for the Ohio Municipal Electric Association.

Cocuzzi and her family moved to Westerville in 1982, and she quickly began her career in public service. While her children attended Westerville schools, she led two levy campaigns for the Westerville City Schools and directed the Westerville Safety City program for seven years, which provides safety education to over 300 kindergarten-bound students annually.

In addition to these roles, Cocuzzi served as President of the Board of Trustees for the Westerville Public Library, Concord Counseling, the Westerville Parks Foundation, the Westerville Education Foundation, Westerville for Honor Flight and the Westerville Martin Luther King, Jr Breakfast Celebration committees.

To this day, Cocuzzi remains a record holder for officiating the most weddings as Mayor in the City of Westerville’s history.

Norma Thompson Westervelt

Norma Thompson Westervelt, a member of the namesake family on which Westerville was founded, continues to be a longstanding, dedicated community member. In 1985, she was elected to Westerville City Council, where she served an impressive 16 years in every elected or appointed role including Chairperson (twice), ViceChairperson, Mayor and Vice-Mayor.

During her tenure on the Council, the City of Westerville experienced significant growth and development, particularly in land use and economic development. Notably, Westervelt was involved in annexing 941 acres of land to the north of the City, including Polaris Parkway, and significant businesses such as DHL and the Renaissance Columbus Westerville-Polaris Hotel. This forwardthinking approach brought great amenities to Westerville without sacrificing its neighborhoods.

Debbie Bennati, a former educator with several decades of experience in the Westerville school system, is a shining example of leadership, creativity, cooperation and hard work.

For more than 16 years, Debbie has been a small business owner in Uptown Westerville operating the store, A Gal Named Cinda Lou. She is the president of the Westerville Uptown Merchants Association where she stays connected in the continued success of the Uptown District.

For over 16 years, Debbie has owned and operated the store A Gal Named Cinda Lou in Uptown Westerville while also serving as the President of the Westerville Uptown Merchants Association. In this role, she has been instrumental in ensuring the continued success of the Uptown District by keeping business owners informed and organized. She coordinates business owners to promote visiting and shopping in Uptown. She is key in organizing events such as the Uptown Ice Sculpture Tour and the inaugural Ohio Valley Hometown Reunion. Additionally, Debbie spearheaded the implementation of an emergency text communication system for all Uptown merchants and organizing events to honor the life of Ron Keller, owner of Captivating Canines.

As her nominator noted, “Debbie has supported me with valuable advice and many kind words. I am new to this community and her helpful hand has not only supported my small business, but many others.”

The Westerville Lions Club, Westerville’s oldest service organization, has served the community since 1928. Despite the challenge of an aging membership, the club has successfully recruited members of all ages, resulting in a 20% increase in membership in recent years.

One of the club’s national missions is to provide services to the vision impaired and the blind, in line with the national objective of preserving good vision. The Westerville Lions Club organizes the Rudolph Run 5K and Children’s Christmas Parade.

In the past two years, the club has initiated the Bags to Benches program, a recycling project that aims to divert plastic bags and film from the Franklin County Landfill and repurpose them into functional benches. Since May 2021, the communitywide volunteer effort has collected over 7,500 pounds of plastics and converted them into 15 benches placed in Uptown Westerville. This program has created awareness about the significant number of plastics in our daily lives and started crucial conversations on reducing plastic waste that can harm our health and the environment.

The Westerville Lions Club remains committed to creating and fostering a spirit of understanding among the community while promoting the principles of good citizenship.

CLIMBING WALL

You will select a pot, plant and decorative rock topper to make your own succulent planter. Enjoy lunch (on your own) at a local restaurant before going exploring the seven covered bridges of Union County.
