ANDREW’S ANNOUNCEMENTS
A MESSAGE FROM THE CITY MANAGER
I am very happy to announce a major milestone in our Police reform efforts. The City and our police officers’ union have concluded a meet and confer process regarding the Police Oversight and Accountability Commission (POAC), which means that the City can now move forward with implementing this oversight body, a key initiative to enhance public trust and engagement within the City. Details regarding the next meeting of the POAC will be noticed to the public in the coming weeks.
The holiday season was in full swing on Saturday with the eclectic Mad Hatter Parade and City Tree Lighting event, which drew a fantastic crowd. Thank you to everyone who joined.
We’re pleased to announce that tenants will be moving into the Broadway Project affordable housing facility beginning next week and we expect to achieve 90% occupancy by the end of the month. This marks a significant step in providing housing for those in need.
The City is actively working to establish a warming center for unhoused community members that would be open every night of winter, opposed to
the City’s historic approach, in which a center is only opened when specific weather criteria are met. Stay tuned for more information.
Regarding public safety, the City’s contracted private security company expanded its patrols beyond City-owned parking lots and buildings to additional areas throughout Vallejo a couple of weeks ago. These efforts will complement the work of our Police Department. Additionally, we are on track to have Solano County Sheriff’s deputies begin patrolling in Vallejo to provide further support in January.
Finally, we invite you to join us for the 2nd Annual Menorah Lighting Ceremony on Monday, December 15th at 7 PM, behind the JFK Library next to MLK Park. It promises to be a joyful, family-friendly event filled with light and community spirit.

Bay area native and graduate of San Francisco Art Institute, Vallejo resident Gilbert Johnson has done everything from the design and carpentry of sets to lighting (including underwater!) to storyboard artistry in his long career spanning over 25 films and television productions. Gilbert’s encore exhibit at The McCune is a rare opportunity to see firsthand some of his original most iconic posters and studio studies as well as to meet and talk with the famed artist himself.

Vallejo Police Reform Spotlight
In January 2023, Vallejo PD implemented a new use-of-force (UOF) protocol and process. The department’s expanded reporting software utilizes a standardized process and a supervisor template with specific categories for consistency while capturing additional data points regarding the incident. Vallejo PD policies were revised, and progressive levels of supervisory review were further extended to this new enhanced UOF review. When an officer is involved in a physical UOF incident or points a firearm at an individual, officers are required to report the incident to a supervisor and document this in a tracking software that is managed by our police reform compliance staff. A comprehensive review of the UOF incident is then completed by not only the officer’s supervisors (usually a sergeant), but also a manager (generally a lieutenant), and finally by a supervisor with the Compliance, Integrity, and Accountability Division (CIAD). This high level of review allows us to ensure our officers are operating within their lawful authority with professionalism and continue to improve if a deficiency is found. Our Professional Standard Division analyzes the use of force data monthly and completes a use of force monthly analysis report that we share with the community on an ongoing basis via our website: (https://www. vallejopd.net/public_information/crime_data/use_of_force_reports). Vallejo PD continues to strive to look for ways to improve and modernize our department and its practices.
Vallejo PD has been committed to our police reform efforts since starting in June of 2020. As part of the new Settlement Agreement, our evaluator team, Jensen Hughes (https://www.vallejomonitor. com/) and representatives from the California Department of Justice (CalDOJ) came to the City of Vallejo for a site in January 2025 and June 2025. VPD had the privilege to meet and collaborate in person and work together on strategies to move forward the reform progress in Year One. Meeting in person is always more beneficial to promote transparency and understanding, and the site visit was very productive for all involved.
While on-site the Evaluator observed and participated in our Use of Review meeting in which the VPD team reviews all use of force reports and vehicle pursuits to assess whether they align with our policies and expectations. This enhanced review is an important component of the department’s strategies for management of vehicle pursuits, which are making a difference in the community. CalTrans Traffic Alerts
State Route 37/SER-37 - Fairgrounds Drive Interchange - Vallejo Construction Shifts into Gear - December 2025 Watch for Traffic Lane Shifts/Overnight Ramp Closures
The interchange improvement project will enhance motorist safety and improve bicycle and pedestrian access with construction of a new divergent diamond interchange. This is the first-ever divergent diamond interchange (DDI) constructed in the Bay Area and only the second-ever constructed on a major highway in California.
Construction at SR 37 and Fairgrounds Drive started construction in April 2025. The site is near the Six Flags Discovery Kingdom Theme Park and the Solano County Fairgrounds. In May traffic in both directions was shifted to the west side of SR 37 and a temporary pedestrian walkway was constructed. Beginning mid-December, traffic will be shifted to the east side of SR 37, under the freeway.

Daytime Single Lane Closure on State Route-29, Interstate-80 and Interstae-780 Schedule: Lane Closure from 9 AM to 3 PM
Caltrans is continuing to work with installation of new electrical equipment to improve pedestrian safety at unsignalized crosswalks around Solano County. This includes new ADA curb ramps and restriping the cross walks around the intersection. Work will continue in the following Location:
• SR-29 – at Arkansas St. (PM 3.02)
• I-80 – Westbound On/Off-Ramp from/to Tennessee Rd. (PM 3.42)
• I-780 – Eastbound Off-Ramp to Glen Cove Rd (PM 6.02)
Installation of foundations for new electrical poles will require a lane closure. Starting Monday, December 1 to December 12 a single lane will be closed with one city street open in the direction of travel during the day from 9 am to 3 pm. All work is dependent on weather. Boat Launch Parking Lot Restoration Project Weekly Report 12/5/25
PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the final phase of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. • Safety signage will be in place to direct construction-related traffic.

Holiday Spirit Served with Love at Broadway Navigation Center
This season, the Friendship Community Church brought more than just good cheer—they delivered a heartfelt holiday luncheon to the guests at the Broadway Navigation Center, filling the room with warmth, kindness, and delicious food.
The event was a beautiful reminder of the power of community and compassion. Guests enjoyed a festive meal, shared stories, and experienced the joy of the season thanks to the generosity of the church and its volunteers.
A big thank-you to Friendship Community Church for making the holidays a little brighter for those in need.

This past week, Vallejo residents bundled up and braved the chilly weather to take part in several festive tree lighting ceremonies. Events hosted by GVRD, Mare Island, and the City of Vallejo brought holiday cheer to neighborhoods across town, each offering its own unique celebration of the season.
Despite the cold, the community showed up in full force, proving once again that the spirit of the holidays shines brightest when shared together. From twinkling lights to joyful music and warm gatherings, these events marked a heartwarming start to the holiday season.
