I hope that you enjoyed the early fall rain.

As the skies begin to clear for the weekend, many of us are looking forward to getting outside and soaking up some fresh air before the holiday season kicks into high gear. The showers have created a few delays to construction projects:

z State Route 29 Improvements: Originally set to begin Monday, work is now expected to kick off tonight.

z Mare Island Bridge Renovation: A complete closure of the bridge that had been scheduled for October 22-23 has been deferred to November 5–6.

In other news, the Vallejo Police Department

has released a new Transparency Progress Report, and you’ll find a link to it in this issue of the Weekly. We’re also sharing the Q3 SeeClickFix Report, so you can see how your feedback is helping shape our city.

At this week’s meeting, the City Council approved having a private security company conduct patrols of some key commercial and retail locations. This will deter crime and improve public safety in those areas.

The Vallejo Police Department (VPD) has released a publicly available Transparency Progress Report, covering the first year of reform implementation under the Settlement Agreement with the California Department of Justice (DOJ). This report seeks to provide the community with a snapshot of progress the department is making in its reform efforts and the commitment to future work in the coming years. The progress tracker will be updated regularly or when there are significant developments in substantial compliance being granted. The Transparency Progress Report can be accessed at Vallejopd.net.

City of Vallejo’s Settlement Agreement Evaluator recently release a Year-1 Status Report, The report covered the period from April 8, 2024, to June 30, 2025, and provides a comprehensive assessment of progress, accomplishments, and areas requiring additional focus as Year-1 reform works comes to conclusion. The Evaluator’s Status Report can be accessed at www. Vallejomonitor.com.

Chief Jason Ta reaffirmed the department’s commitment:

“The Vallejo Police Department continues to recognize the importance of this reform work. We are dedicated to meeting the requirements of the Settlement Agreement and enhancing accountability and trust within our community. The City staff has published the third quarter report for SeeClickFix. The report highlights:

• How community reports are processed and addressed

• Insights into the City’s ongoing efforts to improve quality of life issues for the City’s residents.

This initiative is designed to keep residents informed, showcase the work being done, and ensure accountability as we work together to build a better Vallejo.

Mare Island Bridge Upgrade Project – Traffic Update

The Mare Island bridge will undergo a temporary full closure for two days as part of this upgrade project. THESE ARE NEW DATES DUE TO THE RECENT RAIN

Wednesday, Nov 5th, and Thursday, Nov 6th, from 6 am to 5 pm. Pedestrians and bicyclists will not be allowed onto the bridge during this closure. Following the daytime closures, the bridge will resume one-way traffic Westbound. This closure is necessary to facilitate essential work in the water as part of the bridge’s long-term upgrade project.

Public Works staff will be actively monitoring traffic and making adjustments as needed to minimize disruptions.

The City of Vallejo appreciates the public’s patience and cooperation during this period of construction. While the short-term inconvenience may pose challenges, the long-term benefits will significantly improve transportation and safety for residents, workers, and visitors.

Traffic Alert!

Caltrans is scheduled to start construction on the Rehabilitation and Complete Street Project on State Route 29 (Sonoma Boulevard).

This work is scheduled to begin Thursday, Oct 16, from the Napa/Solano County line at Mini Drive and span the 6 miles to Cal Poly Maritime Academy. From Oct. 13 to Nov. 21, work is scheduled from 8 p.m. until 6 a.m. each night. During this time initial work will begin between Napa/Solano County line at Mini Drive to Missouri Street.

All work depends on the weather. The project is estimated to be completed in the Fall of 2026. This project will consist of the deconstruction of the current medians and curbs. The construction activities may be noisy and create dust at times, as work will be done by jackhammering and other construction equipment.

This project will require a lane closure with one lane open for motorists and traffic control in place. Daytime access is expected to be available for motorists. While construction is occurring, there will be a CHP presence in place. More updates will be provided and the project continues. Former Vallejo Manufactured Gas Plant

Project Overview 2025

Introduction

Beginning October 20, PG&E will resume the restoration of the boat launch parking lot. Work is anticipated to be completed in 2025. This is the final step in PG&E’s environmental remediation (cleanup) project of the City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This project addressed environmental impacts associated with a former manufactured gas plant (MGP) that operated on a portion of the larger 26-acre site. All work was overseen by the California Department of Toxic Substances Control (DTSC).

History

The Vallejo MGP operated from the late 1800s to 1930. The MGP provided a constant source of energy for area residents for cooking, lighting and heating which greatly modernized day-to-day living conditions. PG&E acquired the MGP in 1905 and operated the plant until 1930. The plant was shut down when natural gas became available. PG&E sold the property to the City of Vallejo in 1976. In 2012, PG&E entered into an agreement with the City to clean up MGP residues at the site.

Cleanup Work

Under the oversight of DTSC, PG&E performed the cleanup between July 2021 and January 2024. Work included removing approximately 170,000 cubic yards of contaminated soil, stabilizing deeper soils with a cement-like mixture that prevents contaminant migration, and backfilling the site with clean imported soil to restore original grade. PG&E also installed a new storm drain, upgraded fencing, and resurfaced Mono Street.

Boat Launch Parking Lot Restoration Work

PG&E is working with the City to complete restoration of the boat launch parking lot, the final step in PG&E’s project. Work began in fall 2024 and has included:

• Grading, paving and striping of the parking lot;

• Constructing concrete sidewalks, curbs and accessibility ramps; and

• Installing new utilities, lighting, landscaping and fencing

In fall/winter 2025, PG&E plans to install new restrooms, electric vehicle charging stations and lighting. We anticipate this work will be completed in December 2025, after which PG&E will return control of the site to the City of Vallejo, which plans some additional work of its own before re-opening the facility to the public.

Next Steps

With cleanup work completed, PG&E is working with DTSC to complete the site closure process. This includes ongoing groundwater monitoring and securing DTSC approval of cleanup completion reports.

Paved asphalt, new lighting fixtures and new landscaping have been installed as part of the parking lot restoration.

As part of this work, PG&E conducted significant outreach to the community and executed a successful local hire program. Outreach included fact sheets, meetings, site tours and educational events. The local hire program employed 11 Vallejo residents who worked over 17,000 hours on the cleanup project. Five of the local hires enjoyed the work so much that they moved on to another remediation project in Tennessee.
