As you may know, there was a homicide in North Vallejo last Friday, and there have been a number of other shootings in the area recently. The Police Department is taking steps to address this situation and the City Council is planning to hold a special meeting within the next two weeks to discuss what more the City can do.
In brighter news, on Monday, we celebrated the ribbon cutting at the Navigation Center, which will welcome its first individuals today. The Navigation Center is a shelter that will provide wraparound support services for the unhoused. Check out the pictures from the event in this Vallejo Weekly! If you know someone that would like to be connected with resources at the Navigation Center, they can call 2-1-1 anytime day or night to do a coordinated entry intake.
We’d like to thank Assemblywoman Lori Wilson for holding a successful Assembly District (AD) 11 Day at Vallejo City Hall last Friday. She and her team provided updates and answered questions about her legislative agenda and services available through the State. She also met one-on-one with community members and City officials to hear how she can help Vallejo. Caltrans also made a presentation that day, highlighting key projects that are in progress here in Vallejo. You’ll find more information in this Weekly about the Sonoma Boulevard (SR-29) pavement and complete streets project scheduled to begin in mid-to-late July.

A MESSAGE FROM THE CITY MANAGER
2025-26 budget. The Council froze the hiring of certain vacant positions and took other steps to balance the budget. Over the course of the coming year, the City will be looking at its organizational structure, staffing levels, and services to determine ways to right size and ensure that revenues and expenditures are structurally balanced going into the future.
Other reasons to celebrate - Vallejo Late Night Basketball kicked off last week with a fun, energetic group on Friday night. The City Council just approved the FY 2025-26 Budget and has allocated some funds to support the Vallejo Late Night Basketball program. I was also happy to take part in the Juneteenth celebration Saturday, which drew a huge crowd with parade and festivities at the Waterfront.
The City continues to work with Solano County to establish a contract through which Sheriff’s Office deputies would provide policing services in Vallejo in 2026. The Board of Supervisors did not take action on the contract at its meeting on Tuesday, and instead will consider approval of the contract at its meeting on July 22, 2025. The City is hopeful that the contract will be approved.

The City of Vallejo Cuts the Ribbon



On Monday, June 23rd City Officials, local dignitaries, healthcare organizations, nonprofit organizations and the community gathered at 1937 Broadway St. to celebrate the long-anticipated Vallejo Navigation Center Ribbon Cutting. This momentous occasion marked the opening of the Center and demonstrated the City’s commitment to addressing the needs of the unhoused in our community.
This project shows what is possible when local government, nonprofits, and healthcare organizations unite to address the needs of the community. Together, we are turning commitment into lasting change.
The Navigation Center sits on a formerly vacant piece of property and is now a complex of five buildings, including a community building with office space, a warming kitchen, community/dining room and intake office, a dormitory, two restroom buildings and a dog kennel. The location also consists of a large garden and outdoor community space with picnic tables and benches where participants can relax and build community.
Speaker after speaker shared their excitement for the Navigation Center finally being able to open its doors. The Navigation Center will be operated by Five Keys Schools and programs who will be providing much needed services to the unhoused individuals residing at the center.

ability to address the unhoused situation and provide the needed services to the most vulnerable in our community.
“At Sutter Health, we believe that true health for the most vulnerable people in our community begins with access—not only to healthcare, but to mental health support and to essential care services that extend beyond our hospital walls,” said Sutter Solano Medical Center CEO Kelley Jaeger-Jackson. “We’re proud to partner with organizations within our community that share our commitment to expanding access to comprehensive health resources through the Vallejo Navigation Center.”
“Housing is health, it’s that simple and that important,” said Juanita “Nita” Jularbal-Walton, Chief Nurse Executive from Kaiser Permanente’s Vallejo Medical Center, who shared that on average individuals experiencing homelessness have 25 less years of life expectancy than the average individual.
Seth Kaufman, echoed that “healthcare assistance must extend beyond hospital walls,” sharing that he works in the emergency rooms and sees these needs firsthand. The Navigation Center community room has 2 medical offices that can be used to provide medical care to participants at the center when appropriate.
After the speakers and the ceremonial cutting of the ribbon to signify the opening of the project the site was opened for tours. Many in attendance received tours around the property, got to meet and mingle with the staff from the operator Five Keys, and shared their excitement for the Navigation Center opening. Many in attendance reflected on the memory of the late Maria Guevara, founder of Vallejo Together, who was a leading force for supporting the unhoused and a visionary for the Navigation Center. Staff and others in the community took a moment to acknowledge Guy Ricca, who passed away in May 2023. Guy worked for the Vallejo Housing Authority for 30 years and dedicated his time to many community development and affordable housing projects, including the Navigation Center.
The first round of participants to move-in will begin on Thursday, June 26th. Individuals will be referred to the Navigation Center through the Coordinated Entry System (CES). CES in Solano County is overseen by Resource Connect Solano (RCS). For individuals interested in being referred to the Navigation Center can contact RCS directly at rcs@caminar.org or by calling 2-1-1 anytime day or night to do a coordinated entry intake.
The Navigation Center is made possible by funding from the City of Vallejo, County of Solano, CAP Solano JPA, the U.S. Department of Housing and Urban Development, California Department of Housing and Community Development, Kaiser Permanente, Sutter Health, and NorthBay Health.

The Homeacres Owner-Occupied Housing Rehabilitation Program aims to improve housing conditions, safety, code compliance, and revitalize the community. Solano County is offering financial assistance to help eligible homeowners repair and improve their homes.

PROJECT OVERVIEW:
Caltrans will perform roadway pavement rehabilitation on approximately six miles in both northbound and southbound travel directions of State Route 29 (SR-29)/Sonoma Boulevard in Vallejo to enhance the safety. Caltrans will also add new ADA accessible sidewalks, curb bulb outs, enhanced crosswalks, landscaping in various medians, marked bike lanes, and street lighting. The project will take place from Maritime Academy Dr in South Vallejo to Mini Drive in North Vallejo.
PROJECT SCHEDULE:
Construction is tentatively scheduled to start as early as mid-late July 2025 and be completed sometime in Spring 2026. All work is weather dependent.
WHAT TO EXPECT:
Caltrans does not plan to completely close the route during the work. One lane in each direction on SR-29/Sonoma Boulevard will always remain open.
However, during construction, the public should expect various lane reductions, daytime construction noise and dust, various alternating temporary sidewalk closures, various temporary alternating driveway closures. Caltrans will provide more detailed times and dates regarding construction activities as soon as information becomes available.
Caltrans appreciates the public’s patience and understanding as we work to improve and maintain our state’s highways, bridges and tunnels.

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access
As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.
RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.
Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.
The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:
Food and shelter
Counseling and mental health support
Drug and alcohol intervention
Employment assistance
Volunteer and community support opportunities

Suspended above the agency’s new electric charging infrastructure, the hand-painted mural transforms the space into a tribute to community, culture, and sustainability.
Crafted from custom art slats woven into fencing, the piece celebrates Solano County’s history and diversity—featuring nods to local icons like E-40 and Mac Dre, the Vallejo Ferry, Mare Island, and regional wildlife. Visible from nearby neighborhoods, it stands as both a symbol of local pride and a reflection of SolTrans’ commitment to clean transit and inclusive storytelling.
Executive Director Beth Kranda calls it “a representation of our commitment to clean transit, community partnerships, and the vibrant city we call home.”

Know a local centenarian? Supervisors want to honor them
The Solano County Board of Supervisors needs the community’s help in identifying centenarians living in our community for recognition at a Board of Supervisors meeting later this fall as part of the 19th annual centenarian commemoration celebration.
For the past 18 years, the Solano County Board of Supervisors has celebrated the lives of local centenarians by hosting a special recognition ceremony during a Board meeting. This annual commemoration not only honors some of the county’s oldest residents but also highlights their life stories and draws attention to the unique challenges facing the senior community.
The life stories of our centenarians are documented in a hard cover yearbook as well as a video that features interviews with those that can participate. We present the video to the public at a Board of Supervisors meeting each year and a copy of the book is given to each centenarian and/or their family as a lasting tribute to their life and contributions to the community. This program, while rewarding for the Board of Supervisors, is really an important part of preserving our County’s rich history. These stories become part of the permanent record, not just for future generations of the centenarians’ families to hold, but for all of us.
To date the Board has honored more than 275 centenarians in Solano County. Two centenarians reached super-centenarian status, including Marie West in 2011 and Reta Wills in 2021. Super-centenarians are those individuals who have reached 110 years or older, which only occurs at a rate of about 1 in 7 million people. According to the U.S. Census Bureau 2024 population estimates, approximately 101,000 Americans are aged 100 or older at any given time in the United States, with California having the most at nearly 9,000 residents. Centenarians, according to the Pew Research Center, are predominately women (78 percent), have a family history of long-lived parents, enjoy regular physical activity, have a balanced diet, and maintain close relationships with family and friends.
HOW TO CONTACT THE COUNTY ABOUT CENTENARIANS
If you know of a centenarian, or, someone who is currently 99 years old and will be turning 100 by year’s end. Please email Centenarian@SolanoCounty.gov and/or call (707) 784-3004 by or before August 1, 2025. Please relay the following information over the phone or in an email to the Supervisor, including (1) the person’s name, (2) their address, (3) their phone number, (4) and their best contact email address.


AD 11 Day

Assemblywoman Lori D. Wilson brought Sacramento to Solano last week—and Vallejo showed up. Representing the 11th Assembly District, which includes all of Solano County, Wilson visited our community to share her legislative priorities and, more importantly, to listen.
The event wasn’t just a speech—it was a conversation. Community members asked questions, voiced concerns, and engaged in meaningful dialogue. Beyond the public forum, Wilson spent the afternoon in back-toback one-on-one meetings with constituents, demonstrating her commitment to hearing directly from those she represents.
It was an energizing turnout and a powerful reminder that democracy works best when it’s face to face. We’re already looking forward to the next chance to keep the conversation going.
