A MESSAGE FROM THE CITY MANAGER

As we kick off the month of May, I’d like to recognize and express appreciation to the parents and caregivers who are doing a great job raising their children in Vallejo. City of Vallejo staff that are parents and caregivers celebrated national Take Your Child to Work Day last week. You’ll see an article and photos in this Vallejo Weekly.

We also celebrate Asian American and Pacific Islander Heritage Month and National Military Appreciation Month in May. You’ll find many community events to support and celebrate our cultural diversity, such as last weekend’s Dia Del Nino, this weekend’s Cinco De Mayo, and Pista Sa Nayon and Juneteenth in June.

This month, the City Council will provide direction on and advance many key efforts to assist the unhoused, such as the Navigation Center that will offer 125 shelter beds and

the Broadway Project that will provide 47 permanent supportive units. You can find more information in the Staff Briefs in this edition of the Weekly regarding the resources being offered to the unhoused during encampment cleanups, which resumed this week.

Our partnerships with Solano Transportation Authority and Caltrans remain strong as significant road and highway projects take place this summer. Continue to check the Vallejo Weekly for updates on construction schedules and improvements coming soon to your neighborhood.

Vallejo Opens Hardening Grant Funding

To Help Small Businesses

The Vallejo City Council allocated $125,000 from the General Fund to fund the third round of the Hardening Grant. Funds will reimburse local small businesses who have suffered negative impacts and who submit receipts for security improvement items. In previous rounds, the City granted $60,000 from the American Rescue Plan Act (ARPA) funds to assist 31 Vallejo small businesses who suffered negative impacts resulting from the COVID-19 pandemic. The City Council recognizes the need to expand the program to assist additional local small businesses in Vallejo.

Grants up to $3,000 for security improvements items such as (but not limited to): Security Cameras, Locks, New windows (including replacement of broken windows), or New doors (or costs to repair damaged doors). Only security improvement items are eligible for grant funding

Who is eligible?

• For-profit and non-profit brick and mortar businesses located in Vallejo

• Must have a valid active Vallejo business license at time of Application

• 20 or fewer employees

• Receipts of purchases must be made between January 1, 2023 to May 21, 2025

• Businesses who received grants in rounds 1 & 2 are NOT eligible Application Timeline

• Application open – April 21, 2025, to May 21, 2025 — Grant recipients announced – In June 2025 Grants will be awarded through a lottery system

Vallejo Construction Shifts into Gear - May 2025

Watch for Traffic Lane Shifts/Overnight Ramp Closures

The Solano Transportation Authority (STA), in close coordination with its transportation partner, the California Department of Transportation (Caltrans), has started construction work on the new State Route 37 (SR 37)/Fairgrounds Drive Interchange Project in Vallejo. The interchange improvement project will enhance motorist safety and improve bicycle and pedestrian access with construction of a new divergent diamond interchange. This is the first-ever divergent diamond interchange (DDI) constructed in the Bay Area and only the second-ever constructed on a major highway in California.

What to Expect During Initial Construction Work

Construction at SR 37 and Fairgrounds Drive recently started construction in April 2025. The site is near the Six Flags Discovery Kingdom Theme Park and the Solano County Fairgrounds. Major public impacts to SR 37 and Fairgrounds Drive are scheduled to start in May 2025. In the coming weeks, motorists will begin to see lane traffic shifts, overnight ramp closures, tree removal, signage installation, and various temporary lane closures.

The following construction-related activities are set to happen starting in May 2025.

• Motorists on Fairgrounds Drive at SR 37 should watch for temporary traffic lane shifts.

• Eastbound on and off ramps at SR 37/Fairgrounds Drive will be closed overnight with detours. Closures are scheduled from 10:00 PM until 5:00 AM.

• The westbound off-ramp from SR 37 to Fairgrounds Drive will be closed nightly from 11:00 PM – 5:00 AM.

• The SolTrans bus stop at the on-ramp to Westbound SR 37 will be temporarily relocated a few feet away. Motorists should drive with caution in construction zones and expect travel delays. City of Vallejo Staff Briefs encampment clean-ups

The City of Vallejo is set to resume encampment clean-ups, this week after direction to staff from City Council, at their April 1, 2025 special meeting to resume encampment clean-ups in partnership with resource and service providers, advocates, community based organizations (CBOs), faith-based organizations, and other groups working to address homelessness in the City.

The City has held meetings with these groups and established an encampment clean-up pilot program to provide outreach, intake into the coordinated entry system, and information about available resources to the encampments prior to the clean-up beginning.

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access

As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.

RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.

Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.

The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:

• Food and shelter

• Counseling and mental health support

• Drug and alcohol intervention

• Employment assistance

• Volunteer and community support opportunities

Boat Launch Parking Lot Restoration Project Weekly Report 4/25/25

PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the last step of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. Work Completed 4/21/25 to 4/25/25

• Continued placing utility lines and backfilling trenches for below ground sewer, water and electric service for landscaping areas, light poles, EV charging stations and the future restroom location.

• Continued landscaping activities, including placing irrigation lines, and planting trees, grasses and shrubs.

• Continued minor concrete and paving work in additional areas of the parking lot

Upcoming Work

Air Monitoring

• Air monitoring results to date have confirmed that air quality remained at levels protective of the health of the surrounding community

Work Hours

• 7:00 a.m. to 7:00 p.m., Monday through Friday.

• Crews will be conducting landscape activities on-site this Saturday, April 26, from 8:00 a.m. to 5:00 p.m

Anticipated Impacts

• To allow for restoration work to occur safely, Mono Street and the boat launch parking lot will be closed to public traffic until restoration activities are complete in summer 2025.

• Safety signage will be in place to direct construction-related traffic.

Site Security

• Access gates are closed to the public, and the site is under surveillance.
