The City is certainly moving full speed ahead with current projects, such as taking community input on shaping the FY 202526 Budget. Last weekend, we held our 2nd Budget Community Workshop where the City Council and Staff listened to the community’s input on fiscal priorities. Council provided direction on how to balance the budget and fund a contract with the Sheriff’s Office for policing support. The next step in the annual budget process will come in mid-May when Staff will present the proposed FY 2025-26 Budget at the City Council’s regular meeting. We hope this new budget process, which has included community engagement through public workshops and a survey, will bring better and more efficient City services to all of you! Vallejo Opens Hardening Grant Funding To Help Small Businesses
The Vallejo City Council allocated $125,000 from the General Fund to fund the third round of the Hardening Grant. Funds will reimburse local small businesses who have suffered negative impacts and who submit receipts for security improvement items. In previous rounds, the City granted $60,000 from the American Rescue Plan Act (ARPA) funds to assist 31 Vallejo small businesses who suffered negative impacts resulting from the COVID-19 pandemic. The City Council recognizes the need to expand the program to assist additional local small businesses in Vallejo.
Grants up to $3,000 for security improvements items such as (but not limited to):
• Security Cameras
• Locks
• New windows, including replacement of broken windows
• New doors or costs to repair damaged doors
Only security improvement items are eligible for grant funding Who is eligible?
• For-profit and non-profit brick and mortar businesses located in Vallejo
• Businesses with valid active Vallejo business license at time of Application
• Businesses with 20 or fewer employees
• Businesses with receipts of purchases made between January 1, 2023 to May 21, 2025
• Businesses who received grants in rounds 1 & 2 are NOT eligible

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access
As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.
RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.
Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.
The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:
• Food and shelter
• Counseling and mental health support
• Drug and alcohol intervention
• Employment assistance
• Volunteer and community support opportunities

CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS
The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees (click links to access applications):
• Measure P Oversight Committee (MPOC) – Districts 4 & 6 only (District 4 term to expire 10/10/25 and District 6 term to expire 10/10/26)
• Police Oversight & Accountability Commission (POAC) -District 1 and 6 members only (term to expire 2/27/28)
• Surveillance Advisory Board (SAB) – Districts 1, 3 & 6 and 1 At-Large Members only (terms to expire 1/2/29)
• Marina Advisory Committee – 2 berther vacancies (1 term to expire 6/30/26 and 1 term to expire 6/30/25)
All appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
Applications for these three appointments will remain open until 5 p.m., Friday, April 18. Applicant interviews are scheduled for Wednesday evening, April 23. Applicants must attend the interview to be considered for appointment on a board or commission.

City of Vallejo - Staff brief, finance Annual Comprehensive Financial Report
All cities in California are required to publish financial statements reporting their revenues and expenditures and assets and liabilities each year, and to have those financial statements audited by a licensed independent auditor. The City of Vallejo recently published its financial statements and audit results, referred to as the Annual Comprehensive Financial Report (ACFR). Below find information about the recently-published ACFR for fiscal year (FY) 2023-24 (July 1, 2023 – June 30, 2024).
The ACFR is prepared in accordance with the principles and standards for financial reporting set forth by the Governmental Accounting Standards Board (GASB). The report presents the City of Vallejo’s financial position as of June 30, 2024, the results of its operations and the cash flows of its proprietary funds in accordance with Generally Accepted Accounting Principles (GAAP).
The quality of the City’s financial reporting is evaluated in two ways: 1) A clean audit report from the independent auditors, indicating sound financial management: 2) The Certificate of Achievement for Excellence in Financial Reporting, awarded by the Government Finance Officers Association (GFOA) of the United States and Canada. This recognition represents the highest standard in governmental accounting and financial reporting.
LSL, LLP a fully licensed public accounting firm qualified to perform audits of the state and of local government, have audited the city’s basic financial statements. The auditors have issued an “unmodified” (clean) opinion on the financial statements and reported no material weaknesses or significant deficiencies on internal control.
Additionally, the City has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association (GFOA) for the FY 2022-23 ACFR – marking the 10th time the City has received this recognition since emerging from bankruptcy.
The following highlights key financial measurements for Fiscal Year 2023-24:
Government-wide Financial Statements (Statement of Net Position): This statement provides a long-term view of the City’s financial activities as a whole, using the full accrual basis of accounting, similar to that of a commercial enterprise. For Fiscal Year 2023-24, the City’s total net position for all activities was $441.2 million. Net position represents the excess of all assets and deferred outflows of resources over all liabilities and deferred inflows of resources. It is categorized as follows:
• Invested in capital assets: $424.5 million
• Restricted: $131.5 million
• Unrestricted (deficit): $(114.8) million
The unrestricted net position shows a deficit due to the City’s long-term liabilities, including pension obligations and compensated absences.
Fund-Level Financial Statements: These statements provide a more detailed look at the City’s operations than the government-wide Statement of Net Position.
Governmental Funds: The City’s governmental funds account for the majority of its programs. There are 78 governmental funds. At the close of FY 2023-24, the combined ending fund balance was $212.3 million, reflecting an increase of $29.7 million.
Of the total fund balance, 37% ($78.9 million) belongs to the General Fund.
Proprietary - Enterprise Funds include Water Fund and other non-major funds such as Golf, Marina, Parking and Fiber. The total unrestricted net position of enterprise funds was $32.6 million. Internal Service Funds include Fleet Maintenance/ Replacement, Payroll Benefits, Retiree Health (OPEB), General Liability and Workers Compensation funds. The total unrestricted net position of the internal services funds was $11.0 million.

Boat Launch Parking Lot Restoration Project Weekly Report 4/11/25

PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the last step of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. Work Completed 4/7/25 to 4/11/25
• Dug trenches, placed utility lines and backfilled trenches to establish below ground sewer, water and electric service for landscaping areas, light poles, electric vehicle (EV) charging stations, and the future restroom location.
• Continued landscaping activities, including placing soil and irrigation lines
• Continued installing light poles.
• Completed pipe replacement of the existing sewer line beneath Curtola Parkway.
Upcoming Work
• Continue digging trenches, placing utility lines and backfilling trenches to establish below ground sewer, water and electric service for landscaping areas, light poles, EV charging stations and the future restroom location
• Continue landscaping activities, including planting trees, grasses and shrubs
• Conduct concrete and paving work.
• Finish installing light poles.
Air Monitoring
• Air monitoring results to date have confirmed that air quality remained at levels protective of the health of the surrounding community.
Work Hours
• 7:00 a.m. to 7:00 p.m., Monday through Friday.
Anticipated Impacts
• To allow for restoration work to occur safely, Mono Street and the boat launch parking lot will be closed to public traffic until restoration activities are complete in summer 2025.
• Safety signage will be in place to direct construction-related traffic.
Site Security
• Access gates are closed to the public, and the site is under surveillance.
