Budget survey
Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a“fiscal year” that runs from July 1st through June 30th of the following year.
Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.
The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget,including a community survey and workshops.
Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY2025-2026 budget survey.

A través del presupuesto anual de la Ciudad, el Concejo Municipal identifica los ingresos que recibirá la Ciudad y asigna esos ingresos a los departamentos de la Ciudad para proporcionar servicios públicos. El presupuesto anual cubre un “año fiscal” que va desde el 1 de julio hasta el 30 de junio del año siguiente.

A MESSAGE FROM THE CITY MANAGER Hello Vallejo!
You might have heard that our waterfront has some special visitors! As the National Park Service conducts work on the Hyde Street Pier in San Francisco, several historic ships will be calling Mare Island home for the next several years. Two of these storied vessels have already arrived: the C.A. Thayer this past Friday, and the Eppleton Hall arrived on Tuesday. More ships are expected in the weeks ahead, depending on weather, tides, and schedules from the National Park Service. These ships bring a touch of history to our shores, and we’ll keep you informed about their arrivals.
You might also notice some fresh changes to this Weekly. Our new Public Information Officer, Robert Briseño, has been working on refining its style and content to make it more engaging and community focused. Your feedback on these updates is welcomed as we strive to create something even more meaningful for you, our dedicated readers.
The City Council and staff will be holding a second budget workshop this Saturday, April 12th, at 10 AM in the Vallejo Room at the JFK Library downtown. We had engaging discussions at the first workshop, and I hope we can carry that same enthusiasm forward. Everyone is welcome to participate, whether you join us in person or online. It’s a chance to shape the future of Vallejo together.
At this week’s City Council meeting, two significant items were addressed:
• Increased Police Presence: With Vallejo PD facing critical staffing shortages, the City Council voted to support $11 million in funding for an agreement through which Solano County Sheriff’s Office deputies would provide policing services in Vallejo for a limited period of time. This partnership would enhance safety and security for residents, visitors, and businesses while we work to address longterm staffing needs within our own department. The agreement between the City and the County still needs to be negotiated and approved by both agencies.
• Mare Island Bridge Maintenance Project: This essential artery, connecting the island to the rest of the city, is receiving over $25 million in funding through a combination of city contributions, grants, and Measure P funds. Not only will this ensure the bridge remains a reliable route for the community, but it will also support boat traffic on the Napa River. As the project progresses, we’ll provide updates to keep you informed about any potential impacts on travel. This investment secures the bridge’s future for years to come.

Solano celebrates National Public Health Week 2025
“National Public Health Week gives us the opportunity as a community to come together and celebrate the work being done every day to protect and improve the well-being of our communities,” said Bela T. Matyas, M.D., M.P.H., Solano County Health Officer.

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access
As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.
RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.
Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.
The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:
• Food and shelter
• Counseling and mental health support
• Drug and alcohol intervention
• Employment assistance
• Volunteer and community support opportunities

Lil Man loves toys, plays fetch, and enjoys walks! He likes people and is generally not reactive towards other dogs. He plays really well with our active little Jane! Lil Man even had a blast drinking water from the hose after a good romp in the play yard!

Though a little unsure at first, with kindness Violet will quickly warm up to you. She’s curious about the world around her, especially other dogs-watching them intently but never barking. It’s clear she wants to make friends! With time and patience, we can see Violet’s adventurous spirit emerging. She has all the makings of a loyal and loving companion-she just needs a safe place to bloom.

Solano County Transit (SolTrans) is asking riders and community members to help shape the future of local and SolanoExpress services by providing feedback on draft concepts for its System wide Comprehensive Operational Analysis (COA) System Redesign. This is a unique opportunity to influence a balanced, budgetneutral plan that aims to improve service frequency and duration while considering necessary trade-offs, like route consolidations, to enhance efficiency. Your voice matters—help design a transit network that meets the evolving needs of our community.

The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees (click links to access applications):
• Measure P Oversight Committee (MPOC) – Districts 4 & 6 only (District 4 term to expire 10/10/25 and District 6 term to expire 10/10/26)
• Police Oversight & Accountability Commission (POAC) -District 1 and 6 members only (term to expire 2/27/28)
• Surveillance Advisory Board (SAB) – Districts 1, 3 & 6 and 1 At-Large Members only (terms to expire 1/2/29)
• Marina Advisory Committee – 2 berther vacancies (1 term to expire 6/30/26 and 1 term to expire 6/30/25)
All appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
Applications for these three appointments will remain open until 5 p.m., Friday, April 18. Applicant interviews are scheduled for Wednesday evening, April 23.
Applicants must attend the interview to be considered for appointment on a board or commission.

Application for the Class of 2025
For graduating high school seniors from a Vallejo public school who plan to attend college to become a teacher.
Two $1000 Scholarships will be awarded.

Nancy Orpilla was a beloved teacher at Federal Terrace Elementary School who passed away in April 2023 after a valiant battle against Lung Cancer. She loved teaching children and working with her colleagues in the Vallejo City Unified School District. This scholarship was created by her husband, Mel Orpilla, to honor her memory to help the next generation of students seeking a career in the teaching field.

• Graduating Senior Class of 2025 from a Vallejo public school.
• Cumulative GPA of 2.5 or higher.
• Planning to enroll full-time in an accredited College/University.
• Majoring in a degree towards a CA Teaching Credential.

Fresh Air Vallejo Awarded Environmental Justice Data Grant to Empower Community Voice
Fresh Air Vallejo (FAV), a leading communitybased environmental justice organization, is proud to announce that it has been awarded a major grant to build local capacity to share meaningful information and local wisdom to promote environmental justice. This funding will enable FAV, its partners, and local community members to collect, analyze, visualize and share critical environmental and health information and to identify desired solutions and offsets to offset current and historical harms. The grant aims to boost engagement and amplify community voices in the creation of Vallejo’s Environmental Justice Element of the General Plan as required by SB1000. The work will encourage residents of Vallejo’s most environmentally impacted communities to use their knowledge and support them with accessible data as they design a healthier future for Vallejo. Since major planning efforts are upcoming —such as Vallejo’s General Plan updates, plans to address sea-level rise and climate change, and early discussions about the future of Highway 37—this grant arrives at a crucial time to strengthen community engagement and representation in decisionmaking.

Pacific Gas and Electric Company Former Vallejo MGP
Boat Launch Parking Lot Restoration Project Weekly Report 4/4/25

PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the last step of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. • Continued establishing below ground connections to provide sewer, water and electric service to landscaping areas, light poles, EV charging stations, and the future restroom location.
• Continued landscaping activities, including placing soil and irrigation lines.
• Continued preparing for restroom building foundation installation.
• Began installing light poles.
Upcoming Work
• Continue establishing below ground connections to provide sewer, water and electric service to landscape areas, light poles, EV charging stations and the future restroom location. This includes continuing activities associated with the replacement of the existing sewer line beneath Curtola Parkway
• Continue landscaping activities, including placing soil and irrigation lines

Air Monitoring
• Air monitoring results to date have confirmed that air quality remained at levels protective of the health of the surrounding community.
Work Hours
• 7:00 a.m. to 7:00 p.m., Monday through Friday.
Anticipated Impacts
• A portion of the northernmost westbound lane of Curtola Parkway will be temporarily closed on both sides of the intersection with Marin Street while crews work on the sewer line. The adjacent sidewalk will also be closed, and pedestrian traffic will be detoured to the sidewalk on the south side of Curtola Parkway. See map on the following page. These closures will occur as needed and possibly over multiple days next week
• Safety signage will be in place to direct construction-related traffic.
• To allow for restoration work to occur safely, Mono Street and the boat launch parking lot will be closed to public traffic until restoration activities are complete in summer 2025.

• Access gates are closed to the public, and the site is under surveillance.
