A MESSAGE FROM THE CITY MANAGER

City Manager Murray is out of the office this week so I am filling in for him as Acting City Manager and am happy to write this message for the Vallejo Weekly. The Spring showers have certainly kept us all on our toes this past week! During a brisk press conference last Friday, Congressman John Garamendi delivered some positive news to Vallejo with his support for revitalizing the shipping industry at Mare Island and bringing potentially thousands of new skilled jobs for Vallejo. The federal administration is pushing for the U.S. to compete internationally with commercial ships and Vallejo is prepared to assist in this endeavor.

On Tuesday, the City Council held a special meeting to address the unhoused and provide direction on some key areas. The Council directed staff to resume encampment cleanups within 2 weeks with coordination from the community benefits organizations including Resource Connect Solano, the Homeless Union, faith-based organizations, iHart and others. The Council also directed staff to bring back a list of potential safe camping locations and high-level estimates to implement them for Council consideration, along with an item to create an Ad Hoc committee of Council and the community to advise and collaborate on unhoused issues such

as the Unhoused Strategic Plan. Other direction from Council included for staff to be involved with the Homeless Roundtable led by Vallejo Together and to participate in the 2x2 committee and other partners to collaborate with children experiencing homelessness and sharing resources. We are looking forward to working on these exciting collaborative opportunities to address houselessness in Vallejo!

Be sure to check out our new City Hall letters at our front entrance too! The letters have been placed higher and are not made of copper to help prevent theft. It’s such a great way to welcome the community to City Hall. Things are looking up and we are grateful for the community’s engagement, commitment and collaboration.

Budget survey

Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a“fiscal year” that runs from July 1st through June 30th of the following year.

Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.

The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget,including a community survey and workshops.

Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY2025-2026 budget survey.

A través del presupuesto anual de la Ciudad, el Concejo Municipal identifica los ingresos que recibirá la Ciudad y asigna esos ingresos a los departamentos de la Ciudad para proporcionar servicios públicos. City of Vallejo Water staff will never enter your home

The Vallejo Water Department is not going door-to-door to test water or sell you anything

The Water Department has received calls recently saying that salespeople impersonating Water Department employees have attempted to enter customers’ homes by giving false information about the quality of drinking water and saying they need to test customers’ tap water. If salespeople come into your home to test your water, it is likely a scam to get you to purchase their products.

If this happens to you, do not allow them access into your home

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access

As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.

RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.

Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.

The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:

• Food and shelter

• Counseling and mental health support

• Drug and alcohol intervention

• Employment assistance

• Volunteer and community support opportunities

BOLT

Domestic Shorthair, Male, Adult Meet Bolt!

With his intense, beautiful green eyes, 6.5-year-old Bolt is a special kitty!

While he generally doesn’t cause issues among other cats, Bolt does need to be in a single-cat home. He can be territorial with toys and beds and becomes overstimulated. He may require multiple litter boxes. Bolt would do best in a calm environment with no children.

14-pound Bolt prefers not to be picked up but won’t protest. He loves to lounge on warm spots in the catio. He does enjoy butt rubs and pets! He’s not very vocal but communicates with soft meows.

Bolt has a unique feature: his Pikachu-like tail! While it may have been injured in his early life before HSNB, it does not cause him discomfort or issues.

Siberian Husky-American Staffordshire Terrier mix, Male, Young Shaggy is a 11-month-old, 57-pound Siberian HuskyAmerican Staffordshire Terrier mix!

A happy and friendly boy, he is sociable with dogs and people (adults). In foster, Shaggy shared a home with an older dog.

At a high energy level typical of a growing puppy, Shaggy is active, enjoys short walks and toys. To help Shaggy expend his energy and minimize chewing behavior, he would do best in a home with another high energy dog or active puppy.

Independent and curious, Shaggy is currently trainable with basic commands. He is learning to respond to “no” and being redirected to other activities.

Shaggy knows how to walk in a harness on a leash, and is also house trained.

Vallejo Fire Dept Hosts Multi-Agency exercise at Six Flags Discovery Kingdom on April 9th

In a continued effort to enhance emergency preparedness and interagency coordination, the Solano County Hazardous Materials (HazMat) Team will conduct a large-scale multi-agency emergency response drill on April 9th at Six Flags Discovery Kingdom in Vallejo. The exercise will simulate a terrorist attack involving the release of hazardous materials, resulting in multiple traumatic injuries to park employees and visitors.

The Vallejo Fire Department will serve as the hosting management agency for the drill, working in close collaboration with Medic Ambulance and Solano County Office of Emergency Services, along with multiple neighboring fire departments.

“This drill provides an invaluable opportunity for local and regional emergency response agencies to refine their skills in a realistic, high-stakes scenario,” said Brandon Whitney, Fire Captain with the Vallejo Fire Department. “Training together ensures that we are well-prepared to respond quickly and effectively to large-scale incidents that impact public safety.”

The exercise is designed to test response capabilities, enhance coordination between agencies, and improve operational efficiency in managing complex emergency situations. First responders will practice key elements such as hazardous materials identification and containment, mass casualty triage and treatment, incident command operations, and interagency communication. While this is a closed training event and not open to the public, community members may notice an increased presence of emergency personnel and vehicles in the area during the drill. The Vallejo Fire Department assures residents that this is a planned exercise and not an actual emergency.

THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS

The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees (click links to access applications):

• Measure P Oversight Committee (MPOC) – Districts 4 & 6 only (District 4 term to expire 10/10/25 and District 6 term to expire 10/10/26)

• Police Oversight & Accountability Commission (POAC) -District 1 and 6 members only (term to expire 2/27/28)

• Surveillance Advisory Board (SAB) – Districts 1, 3 & 6 and 1 At-Large Members only (terms to expire 1/2/29)

All appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

Applications for these three appointments will remain open until 5 p.m., Friday, April 18. Applicant interviews are scheduled for Wednesday evening, April 23.

Applicants must attend the interview to be considered for appointment on a board or commission.

For graduating high school seniors from a Vallejo public school who plan to attend college to become a teacher.

Two $1000 Scholarships will be awarded.

Nancy Orpilla was a beloved teacher at Federal Terrace Elementary School who passed away in April 2023 after a valiant battle against Lung Cancer. She loved teaching children and working with her colleagues in the Vallejo City Unified School District. This scholarship was created by her husband, Mel Orpilla, to honor her memory to help the next generation of students seeking a career in the teaching field.

• Graduating Senior Class of 2025 from a Vallejo public school.

• Cumulative GPA of 2.5 or higher.

• Planning to enroll full-time in an accredited College/University.

• Majoring in a degree towards a CA Teaching Credential.

Local Youth Visit our Nations Capitol with help from the city and school district

7 Member Vallejo Youth Delegation from Vallejo City Unified School District returns from a Transformative Trip to Washington, D.C. where they engaged in a series of impactful experiences designed to expand their civic engagement, leadership skills, and professional networks.

Among the delegation were two VCUSD Student Trustees, as well as student leaders, including Willie B. Adkins Scholars, a Senior Class President, and members of SER Latino. This diverse group represented not only their schools but also the City of Vallejo, which cosponsored the trip alongside VCUSD.

The group was able to explore D.C. Landmarks and Museums, attend the National League of Cities (NLC) Conference, visiting Howard University, and meet with Congressman John Garamendi.

“This trip was about more than just sightseeing,” said VCUSD representative Cherita Dilley in a press release. “It was about investing in our youth, empowering them to lead, and exposing them to opportunities that will shape their futures.”

Solano County Transit (SolTrans) is asking riders and community members to help shape the future of local and SolanoExpress services by providing feedback on draft concepts for its System wide Comprehensive Operational Analysis (COA) System Redesign. This is a unique opportunity to influence a balanced, budget-neutral plan that aims to improve service frequency and duration while considering necessary trade-offs, like route consolidations, to enhance efficiency. Your voice matters—help design a transit network that meets the evolving needs of our community.

Countywide Programs: Solano County Older Adults Medical Trip Concierge Service

■ This program provides subsidized Uber/Lyft services for Solano county residents to get to and from medical appointments (hospital, dentist, chiropractor, pharmacy, etc.).

■ Veterans of any age can access Travis AFB, Martinez VA clinic, Hume Center, and the Med Evals/QTR Assessment Center in Concord.

■ Any senior over 60 can use this program and receive a 60% subsidy, but qualifying low income seniors receive an 80% subsidy.

Volunteer Driver & Non-Profit Programs

Travel Training

■ In-person, group, and classroom training for seniors to learn to safely and confidently use public transit.

City Maintenance will be installing the following:

‘Speed Humps Ahead’ signs at both ends of Nebraska Street. 1.

Three sets of speed cushions along Nebraska Street. 2.

Three sets of ‘State Law Yield To Pedestrians Within Crosswalk’ signs on the centerline of each existing yellow ladder crosswalk. 3.

This serves as the initial step to calm traffic on Nebraska Street. Please pass the word to parents, staff, and the surrounding neighborhood.

During the installation of the traffic calming devices, temporary control will be in place and for the public traveling through to expect delays.

Boat Launch Parking Lot Restoration Project Weekly Report 3/28/25

PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the last step of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. Work Completed 3/24/25 to 3/28/25

• Continued establishing below ground connections to provide sewer, water and electric service to landscaping areas, light poles, EV charging stations, and the future restroom location, which included starting to replace the existing sewer line beneath Curtola Parkway.

• Continued landscaping activities, including placing soil and irrigation lines.

• Continued preparing for restroom building foundation installation.

Upcoming Work

• Continue establishing below ground connections to provide sewer, water and electric service to landscape areas, light poles, EV charging stations and the future restroom location

Air Monitoring

• 8:00 a.m. to 5:00 p.m on Saturday, March 29, 2025.

Anticipated Impacts

• A portion of the northernmost westbound lane of Curtola Parkway will be temporarily closed on both sides of the intersection with Marin Street while crews work on the sewer line. The adjacent sidewalk will also be closed, and pedestrian traffic will be detoured to the sidewalk on the south side of Curtola See map on the following page. These closures will occur as needed and possibly over multiple days next week The lane and sidewalk will not be closed on Saturday, March 29.

• Safety signage and flaggers will be in place to direct construction-related traffic.

• To allow for restoration work to occur safely, Mono Street and the boat launch parking lot will be closed to public traffic until restoration activities are complete in summer 2025.

Site Security

• Access gates are closed to the public, and the site is under surveillance.
