A MESSAGE FROM THE CITY MANAGER
Spring is here and many families will have time off in the coming weeks for Spring Break! Please make it a safe one and enjoy the time with friends and family. This Saturday, you’ll find our City of Vallejo table at the Farmers’ Market. We will have a City table there every last Saturday of the month through October. Please see the flyer in this edition of the Vallejo Weekly and be sure to stop by and engage with City staff about any of your concerns or feedback on the many projects and activities going on in Vallejo. We want to hear from you!
I’d like to thank the community members, City Council, and City staff that participated in our Community Budget Workshop last Saturday. The Council and community were provided with an update regarding the anticipated budget situation for the upcoming fiscal year, which is an $8 million General Fund shortfall. This shortfall is due to a few factors, including that General Fund revenue, such as sales tax, property tax, and other taxes, are forecasted to grow only slightly between this year and next. Over the next few months, the City Council will hear proposals from City staff and gather input from the community on how to close the shortfall to adopt a balanced budget. There will be a follow-up Community Budget Workshop on Saturday April 12th at which City staff will present several budget balancing options for the Council’s consideration.
At Tuesday’s meeting, the City Council issued a proclamation recognizing Transgender Day of Visibility.
The Council also approved $10 million of funding from Measure P, which had been recommended by the Measure P Oversight Committee, for street improvement work that will take place in summer 2025. This will be the largest Measure P-funded street project to date and will create noticeable improvements in street conditions.
Finally, the Council received a report on the City’s fiscal year (FY) 2023-2024 annual financial statements and audit. The independent audit found that the City’s financial statements are in full compliance with accounting standards. The financial statements were presented fairly in all material respects, reflecting accurate and transparent financial reporting. Additionally, the audit identified no material weaknesses, highlighting the City’s strong internal controls and reliable financial management processes. There will be a staff brief in a future Vallejo Weekly with more information on the City’s FY 2023-2024 financial statements and audit (“Annual Comprehensive Financial Report (ACFR)”).
The City Council will hold another special meeting this coming Tuesday to further discuss the unhoused situation. Please stay engaged on these very important topics and let’s collaborate to make further progress in Vallejo!

Budget survey
Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a“fiscal year” that runs from July 1st through June 30th of the following year.
Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.
The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget,including a community survey and workshops.
Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY2025-2026 budget survey.

City of Vallejo Water staff will never enter your home
The Vallejo Water Department is not going door-to-door to test water or sell you anything
The Water Department has received calls recently saying that salespeople impersonating Water Department employees have attempted to enter customers’ homes by giving false information about the quality of drinking water and saying they need to test customers’ tap water. If salespeople come into your home to test your water, it is likely a scam to get you to purchase their products.

If this happens to you, do not allow them access into your home

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access
As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.
RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.
Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.
The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:
• Food and shelter
• Counseling and mental health support
• Drug and alcohol intervention
• Employment assistance
• Volunteer and community support opportunities

WORK TO BEGIN MARCH 24 & END APRIL 4
City Maintenance will be installing the following:
‘Speed Humps Ahead’ signs at both ends of Nebraska Street. 1.
Three sets of speed cushions along Nebraska Street. 2.
Three sets of ‘State Law Yield To Pedestrians Within Crosswalk’ signs on the centerline of each existing yellow ladder crosswalk. 3.
This serves as the initial step to calm traffic on Nebraska Street. Please pass the word to parents, staff, and the surrounding neighborhood.
During the installation of the traffic calming devices, temporary control will be in place and for the public traveling through to expect delays.

For City Boards and Commissions, except for the Beautification Commission, Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period for all but MPOC, POAC and SAB will remain open until 2 p.m., Friday, March 28. Applicant interviews for all other vacancies have been confirmed. The City Clerk will contact you if your application is received on or before the March 28 deadline.
MPOC, POAC, and SAB applications will remain open until 5 p.m., Friday, April 18. Applicant interviews for MPOC, POAC, and SAB are scheduled for Wednesday evening, April 23.
Applicants must attend the interview to be considered for appointment on a board or commission.

For graduating high school seniors from a Vallejo public school who plan to attend college to become a teacher. Two $1000 Scholarships will be awarded.

Nancy Orpilla was a beloved teacher at Federal Terrace Elementary School who passed away in April 2023 after a valiant battle against Lung Cancer. She loved teaching children and working with her colleagues in the Vallejo City Unified School District. This scholarship was created by her husband, Mel Orpilla, to honor her memory to help the next generation of students seeking a career in the teaching field.
ELIGIBILITY
• Graduating Senior Class of 2025 from a Vallejo public school.
• Cumulative GPA of 2.5 or higher.
• Planning to enroll full-time in an accredited College/University.
• Majoring in a degree towards a CA Teaching Credential.

Citizens Academy City Attorney’s Office presentation
March 19, 2025
About 50 Citizens Academy participants engaged with City Attorney Veronica Nebb and her staff earlier this month to learn about the inner workings of the City Attorney’s Office and local laws and jurisdiction. During the question and answer period, participants asked questions on legal issues such as property rights, homelessness and prostitution in the City. The City thanks the participants for joining the Citizens Academy to help improve Vallejo and share their knowledge with the Community. The 2025 Citizens Academy continues through July this year. If you’d like to join next year’s Citizens Academy, please sign up when applications come out early next year.

Solano County Transit (SolTrans) is inviting riders and community members to help shape the future of local and SolanoExpress services by providing feedback on draft network concepts for its Systemwide Comprehensive Operational Analysis (COA) System Redesign. This is a unique opportunity to influence a balanced, budget-neutral plan that aims to improve service frequency and duration while considering necessary trade-offs, like route consolidations, to enhance efficiency. Your voice matters—help design a transit network that meets the evolving needs of our community. The draft network concepts were developed through extensive technical analysis and initial engagement with government partners, stakeholders, and the public. Given current funding constraints, increasing service hours and frequency require tradeoffs. While some routes are proposed for discontinuation, these changes are thoughtful tradeoffs aimed at improving overall service reliability, frequency, and duration—ensuring resources are used efficiently and better aligned with the community’s needs. Feedback can be provided through:

Public feedback is crucial in shaping these concepts, and all input collected during this period will help refine the final service proposals. Pacific Gas and Electric Company Former Vallejo MGP
Boat Launch Parking Lot Restoration Project Weekly Report 3/21/25

PG&E provides this update on restoration work occurring in the boat launch parking lot that is part of a larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). This is the last step of the restoration work associated with PG&E’s former Vallejo Manufactured Gas Plant (MGP) environmental cleanup project. In December 2023, PG&E completed cleanup work under the oversight of the California Department of Toxic Substances Control (DTSC) to address impacts from a gas plant that operated at the site from 1872 to 1930. • From Tuesday, March 25 through Thursday, March 27, a portion of the northernmost westbound lane of Curtola Parkway will be temporarily closed on both sides of the intersection with Marin Street, while crews work on the sewer line. The adjacent sidewalk will also be closed during this time and pedestrian traffic will be detoured to the sidewalk on the south side of Curtola See map on the following page.
• Safety signage and flaggers will be in place to direct construction-related traffic.
• To allow for restoration work to occur safely, Mono Street and the boat launch parking lot will be closed to public traffic until restoration activities are complete in summer 2025.

• Access gates are closed to the public, and the site is under surveillance.

Budget Community Workshop March 22, 2025


On Saturday, March 22, about a dozen community members turned out to the Vallejo Room to collaborate with the City Council and Staff on the FY 2025-26 Budget. Staff explained all aspects of the budget and described how the City expects an $8-M shortfall. Participants broke out into groups and discussed priorities, challenges and ways to close the gap. Staff will incorporate the Community feedback, Budget survey results and Council direction and share an update at the next Budget Community Workshop on April 12th.
