Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences.

axãáM Case Management Services Four Key Reasons for Hospitalization of Older Adults in Dane County Reprinted with permission by UW-Madison Institute on Aging, Fall/Winter 2010 Newsletter

A community delegation created by United Way of Dane County has identified four key reasons why older adults end up in the hospital. The good news is that all four causes are potentially preventable. United Way brought together 38 local community leaders to form the Delegation on Safe and Health Aging in April of 2010. Its goal is to help focus the agency’s efforts to improve independence among older adults, a key part of the agency’s Agenda for Change. The delegation recently released it s Impact Report that outlines four primary reasons for hospital stays among Dane County Seniors: Falls: Wisconsin is the 2nd highest rated state for number of older adults who die from falls. Within Wisconsin, Dane County ranks third highest for hospitalization of seniors due to falls. Within Dane County, falls are the number one cause of hospitalization due to injuries.

Adverse Drug Events (ADEs): ADEs refer to unintended side effects from taking medications. Those taking a larger number of meds are a greater risk for ADEs. In Dane County, seniors take an average of 6.4 prescription meds and ADEs cause 11% of total hospitalizations. This percentage has been steadily increasing since 2003, when it was only 5%.

Incontinence: This refers to loss of bladder control. The delegation was unable to capture local data, but national figures show that 29% of seniors aged 60-70 experience leakage when coughing, sneezing, or laughing and that incontinence is the 2nd leading cause of institutionalization.

Reversible Dementia: Dementia is a debilitating loss of mental functioning. It may be reversible or improved when exacerbated by drug side effects. No local data was available, but literature estimates up to 20% of dementia sufferers could experience partial reversal and up to 10% could have marked improvement in mental functioning.

By 2030, the 65+ age group is expected to increase 136% in Dane County. However, the above problems are not inevitable for this age group. In early 2011, the delegation will report on its recommendations to address and improve these issues in Dane County.

by Steve Sheets, AARP Driver Safety Program instructor While attending a district meeting recently for the AARP Driver Safety Program instructors, we were the recipients of a recently released study by the National Safety Council on “distracted driving;” I hereby share this information with you.

The research looked at three “types of driver distractions”, which include: a. Visual distractions (eyes off the road), usually for short durations of 1-2 seconds (billboards, dashboard glances, scenery). Low crash risk, zero to 1.5 times greater than no distraction. b. Mechanical distractions (hand off of the wheel), most do not significantly affect driving (eating, drinking, tuning the radio). Low crash risk, zero to 1.3 times increased crash risk.

Interestingly, and no surprise to me, 50 peerreview research studies report a substantial negative effect of cell phone use on driving. The crash risk has been defined as at least four times greater than no distraction!

Why is using a cell phone while driving a high risk activity? Answer: Brain overload and selective attention. This is often exhibited through inattention blindness, tunnel vision and evidenced by speed, a smaller safety gap with other vehicles and response time.

• When people perform two cognitive tasks simultaneously (like driving and talking on a phone), a “resource constraint” exists in the brain, reducing the available resources for each individual task.

• The cognitive function associated with driving decreases by 37% with sentence listening.

• Brain imaging scientists liken this to plugging in an iron and a hairdryer at the same time to the same outlet, causing a “brownout”.

Selective Attention/ Switching When our brains are overloaded by two cognitive tasks, people switch attention (without recognizing it) and make one task “primary” and the other “secondary”.

• Cognitive attention to driving can become secondary to a phone conversation.

When driving is a secondary task for the brain, driving becomes impaired. The impairment takes several forms, including inattention blindness and tunnel vision.

Driving Deficiencies While Using Cell Phones 1. Slower response times are evidenced with any phone-related task.

2. Drivers do not appreciably compensate by giving greater following distance or reducing speed.

The combinations of Visual, Mechanical & Cognitive distractions generally create the highest risks of up to 23 times greater crash risk!

• Reading incre. crash risk 3.4x • Reaching for a moving object 8.8x • Turning around in seat 8.8x.

• Texting up to 23x.

Do Hands-Free Devices Reduce The Risk? More than 30 studies reported substantial negative effects of cell phone use on driving for hands-free and hand-held phones!

WHY DO HANDS-FREE PHONES NOT REDUCE THE RISK? BECAUSE THEY DO NOT REDUCE COGNITIVE DISTRACTION! Five Things To Remember: ϭ͘ All distractions are not the same: they have different levels of risk and crash involvement. Ϯ͘ Cognitive distraction is real. It’s not where your hands are, it’s where your head is. ϯ͘ Texting is very high risk and teens are the highest-risk group. ϰ͘ Hands-free laws likely will not be effective in reducing risks or crashes.

Native Americans recognized early on the healthy benefits of the cherry. Easing sore throats and coughs was a property that the fruit was primarily used for in those days by a variety of tribes. Cherokees treated laryngitis with the bark of sour cherry trees; the Ojibwa tribe treated stomach discomfort with crushed roots of the tree; the Potawatomi relieved internal pain with a cherry bark infusion and the MicMac tribes drank a juice derived from the black cherry as a tonic.

Today more knowledge about the nutritional value of cherries is available, thanks to research. Tart or sour cherries hold a high quantity of antioxidants, known to be helpful in fighting cancer and heart disease. The most common type, Montmorency, is considered to be a pain reliever for gout, arthritis and pain in general. The fruit is rich in vitamins and minerals, such as potassium, Vitamin A and Vitamin C, Omega 3 and Omega 6.

Fatty acids are two components needed in the human body, providing an anti-inflammatory effect, and cherries possess both of these essential fats. Consuming cherries is a benefit for anyone. Women will improve the collagen quality of their skin when eating the fruit or drinking its juice, since the pigment contained in the plant works together with Vitamin C to strengthen collagen. Because collagen is contained within connective tissues, athletes who put strain on their joints can also see the benefits of cherries in their diet.

NUTRITION PROGRAMS

All meals are provided by Dane County Consolidated Food Services; and packaged, delivered and served by Senior Center volunteers.

Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton School District every weekday.

Recipe of the Month-Cherry Pastry

Ingredients: For Ring • 1 (10oz.) jar maraschino cherries-drained • 1 (8oz.) package cream cheese– softened • 1/2 C sugar • 1/2 teaspoon almond extract • 3/4 C pecans/chopped • 2 (8oz.) tubes refrigerated crescent rolls For Glaze 1 C confectioner’s sugar 4 teaspoons milk 1/4 teaspoon almond extract 10 pecan halves

Preheat oven to 375 degrees F Ring: Set aside five cherries for garnish. Chop remaining cherries and place in a mixing bowl. Add cream cheese, sugar, almond extract and pecans. Beat until blended.

Unroll crescent roll dough. Place dough together, forming one large rectangle; seal seams. Fold dough in half lengthwise; roll into an 18 by 12 inch rectangle. Spread filling to within 1 in. of edges. Roll up tightly, jelly roll style, starting with a long side; pinch seam to seal. Place seam side down on a greased baking sheet; curve the roll and pinch ends together forming a ring.

With scissors, cut from outside edge 2/3 of the way toward center of the ring at 1 in. intervals. Separate strips slightly; twist to allow filling to show slightly, overlapping previous piece.

Bake for 20 to 30 minutes or until golden brown. Cover loosely with foil if the top browns too quickly. Using 2 large spatulas, carefully remove to a wire rack.

Glaze: Combine all ingredients and drizzle over warm ring. Garnish with pecans and reserved cherries Yield: 12 servings

Cost of Meals 2011: Individuals 60 years or older pay by donation. The suggested donation is $3.00/meal. Individuals under the age of 60 must pay the total cost of the meal.

Meal Site: $6.10 Delivered Meal: $6.35.

Orders/Cancellations: Participants must make reservations or cancellations by 1:00 PM the day before a requested meal. Any cancellations made on the day of a previously scheduled meal are still subject to payment to the caterer.

Meeting Highlights for January 4, 2011 Several participants have commented about the condition of the facility, mentioning that it seems to be looking a “little worn”. It is difficult to keep up with interior up keep, as it needs to be done with donated funds, since none of those items are able to be in our regular operating budget.

There are several items that are being fund raised for right now, including new sign for outside and new tables for lower level.

Cindy is conducting year end staff evaluations now. Commented on how thankful she is for having the dedicated thoughtful staff that we do and how hard they work for the Senior Center.

Had a lengthily discussion regarding the Strategic plan and the priorities that were established at the December 14th meeting. An updated version of the plan was sent to all the Commission on Aging members. Those items now become the agenda items for the Commission on Aging Committees to begin work on. Cindy with try to schedule those meetings in the next week or so.

Community members are still needed on the Volunteer and Public Relations committees.

Please talk to Cindy if you are interested Had discussion of the City’s plan for Outcome based Budgeting for 2012. Process as begun and will entail each service or program in the city to have cost equated to it (how much does it cost to provide each one) then priorities will be set and money available will go to fund those priorities. Those priorities will be set by the city and the community members. The GFOA (Government Finance Officers Association) will be assisting the city in this process. Each department will have a lot of input and work to be done. Cindy commented how helpful the Accreditation and Strategic plan processes will be with this project. More information will be coming regarding this as it progresses.

She has entertained groups throughout America ranging from young children to senior citizens. She has appeared before historical societies, schools, libraries, living history museums, senior centers, and churches.

As the Second World War ended, America experienced the loss of its’ stalwart leader, President Franklin Roosevelt. After thirteen years as First Lady, Eleanor Roosevelt hoped to retire and perhaps write her memoirs. By 1948 the world had changed dramatically and so had Eleanor.

Jessica as First Lady Eleanor shares with the audience her tragedies and triumphs.

Born into the opulent wealth of America’s “Golden Age” she would grow from the shy, homely orphan into a confident, driven woman. Annealed by personal tragedy, she would emerge as a champion of civil rights, author, and stateswoman. She is best summed up by President Harry S. Truman, who dubbed her “The First Lady of the World.”
