St. John’s Days Celebrations: June 19, 20, 21

Bannerman Park Grand Re-Opening and Celebrations: June 21

Help us celebrate the incorporation of North America’s oldest city. St. John’s is a place that’s steeped in tradition, history and culture. We are celebrating the City’s birthday with historical characters, music, local artisans, guided walks and other fun filled events throughout downtown. We have something for people of all ages from the culture vulture to the outdoor enthusiast.

As the highlight of St. John’s Days this year, come celebrate Bannerman’s 150 years with an event to mark the grand re-opening of this historic and beloved park. On Sunday, June 21, 2015 from 1 to 3 p.m. we’ll celebrate with musical performances and entertainment for audiences of all ages. Expect a visit from ‘Governor Bannerman’ and the RNCs mounted unit. Children’s activities include a decorated tricycle, scooter and bicycle parade on The Loop, face painting, balloons, and refreshments. Come and bring your family and friends to the new Bannerman Park! (see the article on pages 36-37 on the new poolhouse and park amenities)

Highlights include family fun days, outdoor performances and free rides on the Metrobus Trolley Line. As details are confirmed, event information will be posted on our calendar of events at www.stjohns.ca.

Canada Day Celebrations: July 1 Join the City of St. John’s and our event partners for free family-friendly events from sunrise to sunset on Wednesday, July 1 as we celebrate being Canadian! There’s something for everyone:

Ahoy! Admiral Johns invites all residents and visitors to come on out and celebrate the City of Legends all summer long!

• The day begins with the Sunrise Ceremony at 6 a.m. at Signal Hill National Historic Site. Not interested in walking to the top? Not to worry! Metrobus will be providing a free shuttle service from the Signal Hill Visitor Centre. • Family entertainment begins at noon on Confederation Hill with a kid’s carnival including bouncy castles, games and face painting. The afternoon also includes a cultural celebration and a concert on the Memorial Stage. Don’t forget to check out our giant Canada Day Cake made from over 3500 cupcakes. • In the evening Quidi Vidi Lake is the place to be. Beginning at 8:30 p.m. take in the outdoor concert at the bandstand followed by fireworks at 10 p.m. Should weather conditions not be ideal, the fireworks will be rescheduled for July 2 at 10 p.m.

Senior’s Program, Party in the Park: July 9 Summer Concert Series: July 3 – September 18 Music at Harbourside has become a staple of the St. John’s summer. Every Friday at 12:30 p.m. some of the province’s best performers are joined by rising talents to present a concert in the sun. Each concert opens with a youth performer, coordinated through a partnership with the Newfoundland and Labrador Folk Arts Society. These opening acts and headliners showcase the incredible and diverse musical talent the city has to offer. Different musical styles will also be featured throughout the summer including jazz, blues, folk, pop and more. Gather up friends, co-workers or family, pack a lunch and soak in the sun and sounds. This year we’re expanding our concerts to more venues. Look for City-hosted concerts at the Quidi Vidi Village Plantation and City parks this spring and summer!

Seniors, spend a relaxing afternoon at our annual Party in the Park with local music, prizes, and refreshments. Held on the lawn in front of the Bowring Park Bungalow. Rainy day location is. St. Theresa’s Parish Hall, 120 Mundy Pond Road. Thursday, July 9 from 12:30 to 3:30 p.m.

Besides their annual exciting and engaging Hold Fast Festival (from August 13-16 this year) Eastern Edge presents a series of exhibitions each year in their main gallery, as well as providing space for exhibiting local artists’ work and community projects in the Rogue Gallery. • While you’re visiting Eastern Edge, why not pop upstairs and visit the gallery at St. Michael’s Printshop. They’ve been providing studio and gallery space for local printmakers for over forty years, and they’re no worse for wear. • Don’t miss our Music at Harbourside series, every Friday at lunchtime in Harbourside Park. Research tells us that cities with effective public engagement processes develop plans, strategies, programs and policies that better meet the needs of their residents and key stakeholders. In turn, this results in increased citizen satisfaction. The City of St. John’s recognizes this and has developed an engagement policy to support its work.

What is public engagement anyway?

Public engagement is a process that brings people together to address issues of common importance, and to solve shared problems. This can be done in person and online. The new City policy notes the guiding principles for public engagement which include: commitment, accountability, clear and timely communication and inclusiveness. The policy also outlines the roles and responsibilities of everyone involved in the process from Councillors and staff, to stakeholders.

What’s next: how can I become involved?

The City will be launching a new online engagement portal. This portal will allow for real-time engagement on projects and initiatives that matter to the community. The City has incorporated public participation into its engagement for projects such as the Winter Maintenance Review, Victoria Park revitalization, and Kenmount Terrace Community Park development. Effective process means that stakeholders are identified and consulted at an appropriate level, the purpose of the engagement is clear, and the community is kept informed of what’s happening through ‘What We Heard’ documents and reports.

The Robin Hood Bay Waste Management Facility offers residents a simple do-it yourself solution

The Residential Drop Off (RDO) at the Robin Hood Bay Waste Management Facility (RHB) is a modern site for residents to properly dispose of recycling materials, household hazardous waste and regular waste.

Open Tuesday to Saturday, from 8 a.m. to 4 p.m.; closed Sundays, Mondays & statutory holidays. NOTE: the Household Hazardous Waste Depot is open on Wednesdays & Saturdays only. NLL Metal Recycling Open Monday to Saturday, from 8 a.m. to 4 p.m.

It is for residents only. Waste coming from businesses and institutions, contractors, landlords of rental properties and waste haulers will not be accepted at the RDO. Residential Drop Off bins. There are up to 15 in use at one time.

How to get to the RDO Robin Hood Bay is at 340 East White Hills Road. Go through the entrance and take the first right into the Residential Drop Off. Choose the shortest line to wait in. On Saturdays, our busiest day, a staff person will be at the front of the parking lanes directing vehicles into the RDO drop off area.

the waste types before you come to RHB. If your items are heavy, bring enough people to assist you. There are four foot safety rails in front of the bins that you must lift your waste over. For liability reasons our staff are unable to assist with off loading.

At RHB your waste is no longer treated as just garbage. More and more waste is collected at the RDO to be recycled. That is why you must pre-sort.

While you are waiting in the RDO line up you may notice empty parking stalls and wonder why no one is offloading their waste. Waste is offloaded into bins. When these bins fill up they have to be emptied. To empty a bin it has to be picked up, weighed (we track all waste amounts by weighing the bins), and brought to where the material needs to go. It may need to be taken to the landfill, or to the metal recycling site, or to the recycling facility and then the empty bin is put back in place. This takes about 20 minutes. Just because you see empty stalls doesn’t mean a vehicle could go there – the bin might be full and waiting to be emptied, or there might not be a bin free for your type of waste. We appreciate your patience!

Cover and Secure Your Load Wherever you are travelling from you must secure your load before leaving your property. No matter the amount or size of waste you are carrying you must ensure it is secured in your vehicle or trailer so that nothing can be blown out or fall out. Yes, even large items such as sofas or mattresses need to be secured. You might think it’s too heavy to fall out of your vehicle but it’s not. Cushions off a chesterfield can blow or fall out of an unsecured load. Perhaps you’ve seen a sofa in a ditch on the highway and wondered who would put it there – chances are it wasn’t intentionally put there but rather fell off a trailer! Securing your load is important so your waste does not litter our community. We also want to keep our roadways safe. Have you ever suddenly come upon something on the highway and had a difficult time avoiding it? Ensuring your load is secure is also written in the Highway Traffic Act. Highway Enforcement regularly visits Robin Hood Bay to inspect vehicles and write tickets for unsecured loads.

Illegal Dumping Surveillance and Charges Continue WASTE / RECYCLING

L

ast spring, the City announced a joint program with the RNC to address the problem of illegal dumping. The City identified about 40 locations – sometimes with multiple sites in one location – where illegal dumping has been known to occur. To catch perpetrators in the act, cameras have been installed at these sites. The system captures thousands of surveillance pictures a month. The pictures are shocking, and the behaviour is hard to comprehend. With video evidence staff can identify cases of illegal dumping and build a file to make a legal complaint to the RNC.

To date eight cases have been successfully tried in provincial court with others pending. Penalties for conviction can range up to $5,000. Downtown Street Cleaning 2015 Street cleaning removes dirt and debris from streets and prevents damage to pavement. It occurs downtown from Tuesday, April 21 to Friday, September 25, 2015. Street cleaning takes place in the early morning between midnight and 7 a.m. Vehicles must be removed from streets scheduled for cleaning. Vehicles not removed between midnight and 7 a.m. on scheduled street cleaning days will be ticketed. Streets may not be cleaned on the scheduled dates due to road construction, parked cars, extreme weather or mechanical breakdowns.

We have some of the best water in the world Conservation is key to keeping this resource

Joan Morrissey sang “Thank God We’re Surrounded by Water” but despite our many ponds and rivers, we must recognize that there is a finite supply of drinking water. Environment Canada reports that each Canadian uses about 329 litres of water each day. To put it in relatable terms, this is equivalent to every person in Canada going through almost 165 two-litre pop bottles of water every single day. The water we drink in St. John’s has been recognized as some of the best water in the world. To reach that standard, it undergoes a rigorous treatment process before it can be made available in our taps. Every bit of water must be treated, and that takes money and time. For example, it takes approximately four hours to make raw water potable at the Bay Bulls Big Pond Treatment Plant, and the large reservoir of water at Winsor Lake would be gone in just over six hours of normal use if the plant stopped production. Like all utilities, it is important to be efficient with our water supply. Reduced supply can lead to more than just inconvenience - it could compromise essential services, such as fire protection and emergency hospital care. If everyone saves a drop, it will make a big difference! Watering the Lawn Since 2002, a Water Conservation Order has permanently been in place to promote wise water use by residents throughout the year. The Water Conservation Order applies to all outside uses of water in the City of St. John’s. Water consumption in the St. John’s region increases during the summer, primarily due to the outdoor use of water (e.g. lawn watering, car washing, etc.).

Water usage rules When can I water my lawn and garden with a sprinkler? • If your house number is even, you can water between 6 and 8 a.m., and 8 and 10 p.m., Tuesdays and Saturdays. • If your house number is odd, you can water between 6 and 8 a.m., and 8 and 10 p.m., Thursdays and Sundays. When can I hand water my garden? You can hand water your garden with a watering can or hose with a shut off nozzle at any time. When can I water my new lawn? You can water your new lawn between 6 and 8 a.m. and 8 and 10 p.m. every day for a period of 60 days following installation. Please call Access St. John’s at 311 or 754-CITY (2489) to register your new lawn with the City. Access St. John’s is available to take your call 24 hours a day, 365 days a year. When can I wash my car or clean my windows and siding? You can wash your car or clean your windows and siding any time as long as you use a hose with a shut off nozzle. What are the penalties if I fail to comply with the Water Conservation Order? Under the City of St. John’s Act, failure to comply with this order may result in prosecution and imposition of a fine of up to $5,000. The City also has the authority to turn off the water supply to anyone who does not comply with this order.

A guide to what should and shouldn’t go down your drain

T

here’s one thing all City residents have in common: we all flush.... and we’re not talking about a game of poker! But have you ever considered whether or not the things you are flushing belong down the drain or in the garbage bin? Cory Hoddinott, the Operations Supervisor at the Riverhead Wastewater Treatment Facility, says flushing certain items is a huge problem for both residents and the treatment facility. “The treatment of wastewater is a highly mechanical process. The biggest problem that occurs is clogged pipes and the breakdown of rotating machinery that is used to remove solids from the water.”

Flushable wipes and other things such as dental floss, feminine hygiene products, q-tips, leftover grease and food, are all items that should be disposed in the trash and not down the toilet. “Once these solids are flushed they stick together in the sewer system and create huge rag balls that stop equipment from working properly,” says Cory. It’s natural for people to think items labelled ‘flushable’ can indeed be flushed in the toilet. However, the term flushable means the items will

www.stjohns.ca pass through but they do not break down like toilet paper. “Toilet paper is designed to disintegrate quickly but wipes and other solids do not break down,” says Cory. “It takes a lot of time and money to repair failed equipment.” Flushing solid items can also have an impact on your household pipes. These items get caught in household pipes and can result in sewer backups into your home or your neighbours. This is problematic for everyone involved including City staff who have to repair the problem.

Think before you flush

Clean, green and safe for all

Busy May for staff preparing parks, playgrounds and sports fields for summer What has 2,226 hectares, more than 53,000 trees and 94 dedicated staff working to make them safe and beautiful? …Our City parks and open spaces, of course! But it’s no riddle to figure out how our play spaces, trails and parks are maintained: the easy answer is skill, commitment and a lot of hard work. “May is a busy month for our Parks team,” says Brian Head, Manager of Parks and Open Spaces for the City of St. John’s. “Our crews begin summer preparations around May 1 – or earlier if the weather cooperates. In about four weeks, we will have inspected every one of our play spaces and prepared our sports facilities for the spring and summer seasons.” Safety is an important factor in field and playground readiness. The City has certified Playground Inspectors who check for protrusions, sharp edges, rust and entrapment hazards – anything that may be a danger to the families who use the playgrounds. On the sports fields Parks staff fix bleachers, repair parking lots, inspect and repair drainage systems, clip grass and paint lines – a significant effort with 9 baseball fields, 18 soccer fields and 17 softball fields,18 tennis courts, and 15 basketball courts. “Of course, the work on sports fields doesn’t stop,” explains Brian. “Our ballparks are lined and dragged (the sand is leveled and smoothed) every day and sometimes more than once a day, depending on use. We have two full-time crews just painting and powdering lines.” The City of St. John’s has 135 parks, ranging from large, municipal and regional parks like Bowring and Bannerman Parks to small, neighbourhood play spaces. Each one is maintained by City of St. John’s staff. Parks staff ‘blitz’ fields in May, bringing in a large crew at the beginning of the season to work collaboratively to prepare a park

for summer use. After that, Parks staff are divided up to maintain the network for the summer months. “Our larger parks have assigned crews, and we have a crew that travels to the various smaller parks,” explains David Crowe, Parks Operations Supervisor. “We also have a horticultural crew that takes care of the plants at all City buildings, and an urban forest team that is responsible for the trees in open spaces all over the city.” Kelly Galton is the Municipal Arborist. “My job is to ensure the ‘St. John’s Tree Regulations’ are upheld by working with our crews, developers and service providers like NL Power to make sure trees are maintained where services are provided,” she explains. A new mom to a one-year old boy, maintaining a healthy and vibrant urban forest is important to Kelly: “Trees provide us with shelter from the sun and the wind, they help keep our air fresh by providing oxygen and of course they make our city a beautiful and natural place to live. I’m proud to be in this role, to protect our natural environment for my son and for our residents and families.” Working in the Parks and Open Spaces division is a busy, physically-active job with little downtime all year (Parks staff open trails and clear snow in winter, too!), but for the dedicated employees who manage our parks system, they wouldn’t have it any other way.

“Our men and women take great pride in their work, and it shows” says Deputy City Manager Paul Mackey. “Staff often call a park ‘their park’ and go above and beyond to make sure that it is wellmaintained, beautiful and safe.” CG

Healthy trees start with training

How can you help keep our parks safe and beautiful?

Did you know that you need to train your young trees? Municipal Arborist Kelly Gaulton says that many of the problems people experience with older trees are preventable. “I often encounter trees that must be removed because they have become a safety concern. Many of these trees would have lived much longer and been enjoyed for years to come if they had received the proper pruning within the first five years after planting.”

• Don’t be a litterbug. Enjoy our parks and open spaces but make sure that you leave them clean. Use the trash cans provided or carry your trash out with you. • If you bring a pet to the park, please keep them on a leash and be sure to “scoop the poop.” Remember that some sport facilities are pet-free zones, for the safety of players and pets alike. The City has several off-leash dog parks; a list is available on our website.

Training young trees is a method of pruning, typically between the third and fifth years after planting. As Kelly explains, in the urban environment trees are often planted in very stressful situations, living side-by-side with vehicles, with a lack of wind protection and poor soil conditions - all things which they do not encounter in more natural environments. “Due to these factors the trees in our urban forest often require a little extra care,” she says. “I always highly recommend hiring a certified arborist to prune and train your trees.”

The Parks and Open Spaces Master Plan is available on the City’s website: Go to ‘Living in St. John’s’ and open the ‘Recreation and Parks’ tab. Parks staff and management are using the report to address park operations and maintenance levels, and decisions on new park developments are being made with this report in mind. As new development regulations are created for the Municipal Plan, recommendations on where and how to develop parks are being considered.

Summer brings new updates for RECconnect We’ve got a new look online

It’s been just a few years since we introduced online registration and many people love the convenience of it. In fact approximately 90% of our program participants sign up for classes, sessions and camps through online registration. We’ve recently upgraded our software and now RECconnect has a new look and feel. The user interface is more intuitive and easier to navigate, while program listings and descriptions are more prominently displayed – all with a modern look.

Already have a RECconnect account?

If you’ve registered online with us previously you will receive via email, new credentials to log in, including temporary passwords providing we have your current email address. We suggest you try out the new RECconnect before the May 9 registration date. Make sure your login process goes smoothly, and check out the new features. It’s still RECconnect but with a new look.

If you usually register for several programs at once, or register for popular programs such as summer camps or swimming, you will love our new wish list feature. Starting on May 1, but prior to registration day, log in to RECconnect and browse the available programs. Once you see a course you intend to register for click the green Wish List button to the right of the course title.

Now this program is in your wish list! If you intend to register for more programs, click the Add Activity button at the bottom and you return to the programs listing page. You can continue browsing and adding courses to your wish list – there’s no limit to the number of courses you add to it. To the right of your wish list programs you’ll see the date of the next available enrolment period. Registration for this summer’s programs begins Saturday, May 9 at 8 a.m. You cannot register for your chosen programs until the date and time listed. The next time you log in to RECconnect you just need to click on My Wish List in the top right corner and all the courses you’ve previously chosen are there. If you’ve changed your mind and don’t want to register for a specific course, just click Remove directly below that course title.

How to Register

When registration opens, once you log in simply go to your wish list, and click the orange My Cart button near the top right. It tells you your shopping cart is empty so all you have to do is click the Add in the bottom bar and now your shopping cart holds all the courses you’d previously selected. Simply select the family member you wish to register in each course and add to your cart. When you have selected the family members for each course from the wish list and added them to your cart, click the Proceed to the Checkout button. It will then confirm the courses you’ve chosen if there is space and notes if you are on the waitlist for any of the selected courses. You will then be prompted to pay for the courses you’ve successfully registered for using a credit card. We hope you like our new look!

The new pool house and Rotary splash pad are set to open at Bannerman Park this summer! Aside from these ‘wet’ features, kids will also love the all-new playground with the ‘spider-web’ climber and lots of other fun pieces of equipment.

The entrance to the pool house is in the same location as before, off Bannerman Road. However, the check-in desk to receive your wristband is set further back from the door in a spacious atrium so there’s more room to line up inside.

See page 41 for pool schedule. • Once you’ve received your wristband you’ll head to the large change room that includes ten private changing stalls. For those with young children there’s a family change room with a baby change table. The female and male washrooms are separate from the change room. • Lockers are inside the change room to secure your valuables while you are in the pool. Once out of the pool there’s a grooming station with a mirror and plug-ins for hair dryers. • Before entering the pool deck you pass a wall of shower heads – great placement as everyone must shower before swimming to reduce dirt and other contaminants from getting in the pool.

No cost! Public swims at Bannerman Park pool are free!

The pool itself is the same as before - the same shape and size but it’s been repainted and the pool deck has been resurfaced. There’s also new piping underground to carry water to the pool and splash pad. The next fine summer day come down to Bannerman Park and try out the Rotary splash pad or check out the new pool house!

A Jewel in the Heart of Downtown St. John’s In 1864, Governor Sir Alexander Bannerman gave the land for Bannerman Park to the people of St. John’s as a gift. This gift marked the first time in the history of the colony of Newfoundland that a piece of land was dedicated to the ordinary citizens as a public open space for everyone to enjoy, making it our oldest and most historic park. As a 150th anniversary gift for the enjoyment of all citizens and visitors, Bannerman Park has been revitalized through the Bannerman Park Foundation. Work began in 2012 with the

The new pool house will have enhanced washrooms and change rooms, including family change rooms. The pool will remain the same size and shape but will have a new deck and terrace area for non-swimming parents & supervisors.

any children take part in programs offered through our Recreation division and we often hear from children, and their parents, they love them. The Scott family is no exception. “Our 6 year old daughter Kelsie is enrolled in the Wedgewood Park After School program and has been taking swimming lessons with the City on and off since she was three,” says Cathy Scott. “Our youngest daughter Leah and I have been doing the parent and tot swims and she’s excited to start the Red Cross preschool swim program.” “After trying swimming lessons at other places, we’ve been the happiest with the City program,” adds Brian Scott. “In every set of lessons Kelsie has showed a lot of improvement in her skill and endurance. Her instructors have been energetic, engaging, well trained and experienced.” The City’s programs are competitively priced, but that’s not what the kids enjoy – nor what parents come to appreciate. “I was thrilled when we secured a spot in the Wedgewood After School program for Kelsie’s Grade One year as I heard they swim at least once a week, plus the location is close to our home,” says Cathy. “At the time, I had no idea about all the opportunities she would have.” Brian agrees: “In the fall they went to Rotary Sunshine Camp once a week and Kelsie

In the winter she loved cross country skiing and snow shoeing at Pippy Park.” Cathy says it didn’t take long for her daughter to settle in at Wedgewood Park, thanks to the supportive staff. “They communicated with us daily to ensure she was adjusting well to the program and with her new friends; she’s been happy to go there ever since.” When asked what she likes best Kelsie beams about one of the staff, and a stuffed turtle they call Floris. “I really like my counsellor, Krista. She was really nice to me when I was sad one day and let me hold Floris and that made me feel better. Today one of my friends was sad and she got to hold Floris.”

Enjoy the summer – without getting burned Outdoor Fireplaces Outdoor fireplaces can provide a pleasurable ambience for social gatherings providing smoke isn’t a bother to your neighbours. Only burn seasoned wood and when wind speeds are 25 kilometers per hour or less. In St. John’s open air fireplaces must be: • Installed according to the manufacturer’s instructions • Located at least three meters from any building, structure or other combustible material • Capable of completely containing the fire • Equipped with a spark arrestor or a screen to prevent sparks and embers from escaping • Placed on a firm, level surface with a non-combustible base beneath it that extends at least a half meter completely outside the perimeter of the fireplace. • Always supervised by an adult with access to a fire extinguisher, bucket of water or another water source while operating.

Safe Grilling When the time comes to haul out the barbecue give some thought to this advice from the St. John’s Regional Fire Department - it could keep you safer this summer. • Barbecues are for outdoor use only • Use a safe distance from your deck railings, house or any building. Do not use under any overhangs • Ensure the lid is open before lighting • Keep children and pets away. Institute a 1 meter (3 feet) safe zone around your grill • Keep it clean! Periodically remove grease or fat build up in trays below the grill so it doesn’t ignite • Always supervise when in use and never leave it unattended

Don’t burn newspaper, cardboard or other recyclables in your backyard fireplace – put it in a blue bag instead!

For Gas Grills… • Be sure the hose connection is tight and check hoses periodically for leaks. Apply soapy water to the hoses to easily and safely reveal any leaks. • Once your food is cooked first turn off the propane tank cylinder valve, then the on/off control knob. This prevents propane becoming trapped in the hose. • Never store propane cylinders indoors.

For Charcoal Grills • Allow the coals to cool completely before disposing them in a metal container with a metal lid, away from your home or anything that can burn.

New grill? • If you’ve purchased a new barbecue make sure it’s been properly assembled and installed. • Read the owner’s manual and store the manual in a handy place for easy reference.
