Welcome to your new City Guide A wealth of information delivered to your door four times a year

I

t is my pleasure to share with you the first edition of our new City Guide, a new reference publication the City of St. John’s will mail to your home four times a year. It is our hope that the City Guide will make it easier for you to navigate the many resources and services available to you from our City. Along the way we hope to share with you some of our homegrown stories. In the past, the City sent out a variety of publications throughout the year, each on a specific topic. You would get a waste collection booklet in the fall, a snow clearing booklet in the winter, three Active Living Guides (dropped off in flyer bags) and numerous pamphlets on a variety of topics. Our goal is to make our information distribution more effective and more efficient. Thanks to the many local businesses and individuals who have supported this publication through paid advertising, we are able produce this resource at very low cost. It is our hope that this will be a well-used and oftenreferenced publication for you and your family, with vital information about our programs and services.

In this edition you will find your annual waste collection calendars. Be sure to clip out your calendar for easy, weekly reference. Our pool schedules and classes, as well as all our recreation programs for the winter session, are included here. You will also find information about snow clearing and winter parking restrictions – an important topic now on the heels of our first Winter Maintenance Review and as we brace for the upcoming winter season. We have also included news and stories to help you understand our system a little better (see, Understanding Your Tax Bill or Starting a Neighbourhood Watch) and to have fun and enjoy all that our great City has to offer. I encourage you to Get Winter Active and take part in the many activities our Community Services team has scheduled this winter! The members of Council and our staff welcome your feedback on this first edition of the City Guide as we prepare to produce the spring edition (distributed in late February). Municipal tax payments and You’ll receive your next tax bill by mid-January 2015. For more detail on the assessment of your property and related taxes go to www.stjohns.ca look under ‘Living in St. John’s’, choose ‘City Services’ then ‘Assessment and Taxation’. For tax payment options further choose ‘Payment Options’. Effective January 1, 2015 tax payments must be received at City Hall by the penalty date indicated on your bill. (see #10)

When payments are due: Tax payments received after the penalty date will be charged interest. The last day to pay municipal taxes without penalty for the January to June 2015 portion is Friday, February 27, 2015. For the July to December 2015 portion the penalty date is Friday, Aug. 28, 2015

Forms of payment: Credit card payments are NOT accepted for municipal tax payments. If mailing, couriering or dropping in the mail box outside City Hall – do not use cash, but cheques or money order only.

Why should you recycle?

S

ince curbside recycling began in 2010, St. John’s residents have recycled more than 14,000 tonnes of material. Instead of ending up in the landfill, those items were remade into everything from carpet to cardboard.

Did you know?

The City saves approximately $48 for every tonne of recycling diverted from the landfill. Money made from the sale of recyclables is put back into the operation of the recycling facility at Robin Hood Bay.

Collection Schedules Adjusted for Holidays

Many neighbourhoods regularly recycle at the curb in St. John’s

New for 2015

Throughout the year there are nine holidays that will impact your garbage and recycling schedule. These days are marked in RED on the calendars that follow. On each of these days, waste will not be collected. For the week following only, your collection day will move by one day. Here are some examples: You live in Area 4B, so your regular collection day is Thursday. However, January 1 (New Year’s Day) is a Thursday, so your collection day will be Friday instead - just for that week only. On the next week, you will go back to your regular Thursday collection day. Now look at May. The Victoria Day Holiday on May 18 is a Monday. For this week only, your garbage day will moves by one day from Monday to Tuesday, Tuesday to Wednesday and so on to accommodate the holiday. If you live in 5A or 5B, your garbage is collected on Fridays. During a week with one of these nine holidays, your garbage and recycling will be collected on Saturday. Why make this change? We are making this change to give our garbage and recycling staff the day off without making them work a double-shift the next day. This is safer and more equitable for our staff and a simpler adjustment for residents to make than being on a rotating garbage schedule.

Please Note: Only natural, undecorated trees are acceptable – no artificial trees, decorations, tinsel, or other man-made objects. Do not bundle or tie the tree.

All trees collected are turned into mulch chips and are used in horticultural projects in City green spaces.

Rules and Tips for Curbside Garbage and Recycling Collection: From April 1 to Nov. 30 garbage must be completely covered in a bin or with a net or blanket.

A maximum of 10 garbage bags and 10 recycling bags will be collected each pickup day.

Do not put bags on snow banks as it can be out of the collectors reach.

Bags must weigh less than 50 pounds.

Garbage must be in a regular sized garbage bags, not in supermarket-sized, kitchen catcher bags or in larger industrial bags. Recycling must be put in seethrough blue bags.

Do not use chemicals (e.g. bleach) on bags as animal repellent.

Place bags at the curb on your scheduled day only; no earlier than 6 a.m., no later than 8 a.m.

Containers of liquid will not be collected. Bundled materials (branches, carpets, etc) must be less than 2 feet in length and measure less than 2 feet by 2 feet by 1 foot. Cardboard can be in a bag or in bundles.

Hypodermic needles and other sharp objects must be placed in a puncture proof container. Broken glass must be clearly marked and packaged so sharp edges are not sticking out.

Curbside Recycling

Recycle at your curb in three simple steps…

1. Sort It • Sort recyclables into containers and papers. • Rinse food containers so there is no food left inside. It is especially important to rinse milk cartons. • Remove the lids, caps, and straws from your containers, and remove wrap, plastic, or styrofoam from boxes and paper.

2. Bag It • Stash paper and containers into separate see-through blue bags. This is important – we can only take recyclables that do not have papers and containers in the same bag. • Use see-through blue plastic bags only. • Place recyclables loosely in the blue bag. • The see-through blue bags that you put your recycling in will be recycled.

3. Curb It

Put a Freeze on Winter Fires Winter safety and fire prevention tips from the St. John’s Regional Fire Department

Winter safety

• Keep dryer and air exchange vents clear of snow and ice. • Thaw frozen pipes with a hair dryer or a hot water or ultraviolet thawing device; do not use a blowtorch or other open flame. • Use flashlights during a power outage; if using candles put them in a non-combustible holder on a flat surface three feet from anything combustible.

Christmas safety

• Real trees should be freshly cut and watered daily; artificial trees should be flame resistant. • Use appropriate lights and power cords for indoors and out; replace lights with worn or broken cords or bulbs.

Fireplaces, woodstoves & furnaces

• Install carbon monoxide alarms and have a certified technician inspect your chimney, fireplace and furnace each year. • Burn dry, well-seasoned wood – NEVER burn trash. If using synthetic logs, always follow the package directions. • Place ashes outdoors in a covered metal container at least three feet from anything combustible. St. John’s Celebrates… Winter! With snow falling each year from November to April there’s no doubt St. John’s is a winter city. Being a winter city has created challenges for us, many of them brought to light during last year’s long and difficult winter. We’ve been reviewing our winter maintenance practices and you can read about some of our new measures to clear and remove snow, including our pilot sidewalk snow clearing plan, on pages 56-60 of this guide.

We’ve planned a number of fun activities and events to celebrate the wonderful things that we can do during the cold and snowy season in the city. Aside from the events listed below we have other facilities and services that you can enjoy throughout the winter. See page 24 to learn more about The Loop, our outdoor ice skating surface in Bannerman Park. Be sure to check page 25 for details about the Winter Activity Centre in Pippy Park where you can rent skis & snowshoes and hit the trails – or hit the trails free of charge if you own your own equipment! We also have adapted equipment, signed out free-of-charge, so those with mobility issues can enjoy the great outdoors during the cold months. CG

Sweetheart Skate and Snow Play

Come together to ring in the holiday season with bright lights, beautiful song and free hot chocolate! Be sure to bundle up to enjoy this annual holiday event – and bring a non-perishable food item to donate to the Food Bank.

We are celebrating Valentine’s Day at our newest winter attraction, The Loop! After you have a skate join in building a snowman, a snow fort or make snow angels or paint pictures in the snow. We’ll have shovels, buckets and coloured water in spray bottles to help with your frozen creations.

New Year’s Eve Fireworks When the clock strikes midnight on Dec. 31, the people of St. John’s are the first in North America to ring in the New Year. The New Year’s Eve Celebration at Quidi Vidi Lake starts at 11:15 p.m. and continues until the end of the fireworks. Join us for free entertainment and party favours.

Winter Scavenger Hunt Visit historic Bowring Park for a winter scavenger hunt - a great way to spend time with your family and learn some interesting facts about the City’s largest park! Dress warmly and follow the clues that lead you to a treat at the end! Date: Sunday, Jan. 25, 2015 Time: 2 to 4 p.m. Location: Meet at the Bungalow

Skate The Loop this Winter T he Loop, an outdoor ice skating rink, has brought new life to Bannerman Park during the winter months. Families with children, young adults, seniors, community and service groups, and others, all skate together for free.

The Loop season

The Loop opens for the season when temperatures are consistently low enough to make and maintain the ice surface. Call the Loopline at 733-LOOP (5667) to learn if it is open. When weather or ice conditions are unsafe and not suitable for skating, The Loop will close and we will update the Loopline – so be sure to call before you head out! When temperatures consistently rise and ice can no longer be safely maintained The Loop will close for the season. This will be announced on the City’s website, social media, through local media and the Loopline.

The Loop hours

Once opened for the season The Loop is open, daily from 10:30 a.m. to 11 p.m. Ice resurfacing occurs each day from 8 to 10:30 a.m. On Fridays, Saturdays and Sundays the ice is also resurfaced beginning at 3:15 p.m. There is no skating permitted while resurfacing is taking place. All City parks close at 11 p.m. and Bannerman is no exception. The lights around The Loop will shut off at 11 p.m. each night.

Parking

Public parking is available on both sides of Bannerman Road, the east side of Rennie’s Mill Road, and the south side of Military Road, all of which border Bannerman Park. CG

Making ice at The Loop To be suitable for skating the ice on The Loop must be one inch thick. Ice is built in layers, putting on 1/16th of an inch of ice at a time. When building or rebuilding the ice skaters are urged to stay off the ice. When people skate on The Loop before the ice building is complete, pieces of ice can break off and expose the underlying concrete surface. When this happens we have to start the ice building process from the beginning. For the safety and enjoyment of all skaters, please do not skate on The Loop when signs are posted indicating that it is closed.

Loop Safety For the enjoyment and safety of all: • If you’re on the ice surface you must have skates on • CSA-approved ice skating helmets are recommended • No more than 2 people join hands while skating (no chain skating) • Skate forward at a leisurely pace; no racing or speed skating, backwards or figure skating permitted • Do not stop on the ice surface; if you must stop move off the ice first • Dangerous behavior (horseplay, throwing snow) is not permitted • Equipment is not permitted on the ice including hockey sticks, pucks, strollers, sleds, and chairs

• Food & drink is not permitted on the ice; smoking and alcohol is not permitted anywhere near The Loop • Do not use phones or hand held electronic devices while skating • Do not carry children, including babies in wraps, while on the ice

Equipment such as a small Zamboni (1) and spray bars (2) are used to make and maintain ice at the Loop.

Two City lifeguards recount their childhood love of the water and their rewarding careers that followed

A

lana Williams, a 20-year-old Memorial University education student, has been working as a lifeguard and aquatics instructor with the City for three years.

Alana began swimming at just six months of age, but she didn’t always love it. “I cried at every swimming lesson until I was two,” laughs Alana, “but my parents felt that knowing how to swim was important and with the

encouragement of my instructors they never gave up and kept bringing me to lessons. Once I stopped crying at the pool I loved swimming, and finished all my Red Cross Swimming levels by the time I was ten.” Once all the Red Cross swimming levels are completed, the next steps towards becoming a lifeguard and aquatics instructor are Bronze Medallion, Bronze Cross, National Lifeguard and the Red Cross Water Safety Instructor course. Mike Beck had a later start to his formal swim education but has been a lifeguard and instructor for 11 years. “My dad taught me how to swim in my aunt’s backyard pool in Brampton, Ontario when I was young,” says Mike,

who moved to Newfoundland for his last year of high school. “My first formal lesson was taking the Bronze Medallion when I was 13, which a lifeguard at the beach told me about after I beat him in a race he challenged me to! I started the course the day after that race,” Mike chuckles. “I loved swimming so much and didn’t know what I was going to do until I was old enough to start lifeguard courses,” says Alana. If it was available when Alana was at this stage the Swim Patrol course for ages 8 to 12, offered this winter at both the Wedgewood and Mews pools, would have been a good option for her. “My parents arranged for me to volunteer

As soon as I finished I just knew that’s what I wanted to do - I wanted to be a lifeguard and a teacher.” Mike completed the National Lifesaving Society Lifeguard courses for both pool and waterfront and Water Safety Instructor courses with the Canadian Red Cross. When he moved to Marystown he had a job waiting for him. “Because I had all my lifeguard and instructor courses I easily got a job at the pool in Marystown, and when I moved to St. John’s after high school I instantly got a job here as well,” says Mike. Through the Red Cross swimming and lifeguard program Alana has learned valuable life-long skills including first aid, how to be a leader and how to communicate with children and their parents. She has gained confidence and independence, and she’s also

made many friends along the way: “I love my job and enjoy coming to work – it keeps me active, I’ve learned how to work in changing environments and with different groups of people, and it’s a well-paying job, too!” “The City of St. John’s has allowed me to grow as a lifeguard and an instructor,” says Mike. “I’m a physical education student at Memorial and I feel my job with the City has prepared me for my road ahead as a teacher – I have excellent communication and public relations skills and my self-confidence is pretty good, too.” Mike encourages teens to take up the lifeguarding challenge. “Becoming a lifeguard has been the best decision I’ve made in my life and I highly recommend teens start the Lifeguard and Instructor programs as soon as possible. If your experience is like mine you’ll love it so much you’ll never feel like you’re working.” CG

# Paul Reynolds Community Centre due to open in 2016 In June, the City of St. John’s turned sod on a new community centre to replace the aging facility at Wedgewood Park. This $32 million project includes a 25-meter lane pool, a leisure pool with waterslides, a fullsized 6,700 square foot gymnasium, dedicated space for children, youth and seniors, an outdoor playground and a fitness area. Using energy efficient technology, including a geothermal heat source combined with a top-of-the-line heat recovery system, the new centre will be the

most modern of the City’s facilities to date. A backup generator is also being incorporated into the facility, which

would allow the Centre to function as an emergency shelter or warming centre in the event of a power failure.

Happy, Healthy Pets in Winter

T

he colder, darker days of winter do pose some challenges for us and our pets, but you don’t have to use the weather as an excuse - get dressed and go outside! Just keep in mind these important tips to keep your pets safe in the snow. First, despite the fur coat, animals get cold too. Look for signs of a chill like shivering, holding up cold feet, or vocalizing, and never leave your pet outside unattended for more than a couple of minutes. A couple of reminders when walking your dog in the winter, primarily – be seen! Reflective ‘clothing’ is just as important for dog as you; add some reflective tape or a flashing light to your dogs leash, collar, or coat. Also, street salt can be a real issue, causing irritation of the feet and sickness if eaten. If your dog will tolerate them, boots are the best way to keep the salt away. If not, be sure to

wipe your dog’s feet when you get home to remove the salt without allowing them to lick it away. Finally, antifreeze is a highly toxic liquid whose sweet taste makes it very attractive to animals. It is important to keep antifreeze stored in closed containers and out of reach of pets, if spills do occur clean them up immediately. When outside, do not allow your pet to drink from any standing puddles or chomp discoloured snow. Just too cold to get outside? Fight the winter blues with some indoor fun that focus on a mental workout rather than a physical one. Teach your dog some new tricks or get them involved in games like hide and seek with treats! Snow City Winter Maintenance Program for 2014-2015 Takes Aim at Snow Accumulation and Sidewalks Every year St. John’s is hit with an average of 335 cm of snow and ice. 2013-2014 was particularly severe with 413 cm of snow at the airport and 440 cm in other locations. However, last year wasn’t our record year: that was 2000-2001, when we had 648 cm of snow! Although snowfall accumulations over 500 cm only occur every 20 years or so, they can and do happen.

SNOW CLEARING

In comparison with other cities in Canada, St. John’s certainly does have severe weather. Furthermore, anyone who has every pushed a shovel in St. John’s knows that our snow is also relatively high in water content, making it heavier and harder to push or haul.

Combine that with hills and narrow road right-of-ways, especially in the older areas of our town, and you’ve got some unique challenges when it comes to winter maintenance. Our Public Works team work hard to keep our streets open and our city operational, no matter the weather, but as the City changes and grows it’s important for us to keep up with the times. New challenges, better information, improving techniques and a returning focus on making our City pedestrianfriendly are behind a review the City did in 2014 to improve our winter maintenance program. Our goal is to provide the best, most cost-effective service we can to our residents.

We listened carefully to the concerns raised by residents and we commissioned experts to help us evaluate our services. The snow clearing strategy for this winter takes all of this information into account. Obviously, we can’t do everything at once. However, the City has adopted a strategy and invested resources in improving practices that we hope will take us in the right direction. Throughout the winter, we will be checking in with you from time-totime to see how these measures are working. The next few pages outline our plan to tackle the winter conditions, and some things you can do to make St. John’s safe for all motorists and pedestrians.

Keeping Streets Clear

Meet the Fleet

The City has a comprehensive snow clearing plan in place for the winter season. This plan is followed by the equipment operators who spread salt and sand and plow City roads to keep them safe and accessible for you.

The City of St. John’s has over 125 pieces of heavy equipment in its fleet to complete the annual snowclearing mission

If required, our fleet of 20 snow blowers is used for street widening and snow removal. This winter, the City will also be contracting private companies to support our snow removal operations.

Street Priority Streets are salted and plowed in a priority order that is primarily based on traffic volumes. This ensures emergency vehicle access is maintained to the greatest number of residents at all times. Priority 1: Major and minor arterials Streets that handle the most traffic and very steep through streets Priority 2: Collector streets Metrobus route streets that are not priority 1, steep streets that are dead ends, and streets adjacent to schools Priority 3: Minor streets and cul-de-sacs

SNOW CLEARING

We use an ‘anti-icing’ solution to pre-treat many of our major roads before a snowfall. Antiicing involves spraying brine (salt dissolved in water) using a tanker truck several hours before the forecasted icing or snowfall occurs. The brine makes it easier to plow as it reduces the chance of snow sticking to the pavement or ice building up.

When an icing condition does occur, either due to a temperature drop or snowfall, our salt trucks with plows are first on the streets. These plows follow one of 28 assigned routes and, using a computerized control system, spread salt (about 25,000 tonnes per winter) and do minor plowing. For heavier snowfalls, our 41 front-end loaders and graders are brought into action.

Keeping Sidewalks Clear Did you know that the City of St. John’s has 700 km of sidewalks? Sidewalks are everywhere – from along major roads and arterials to residential neighbourhoods. These pedestrian pathways are essential routes around the City, especially in the downtown core, around schools and along major roadways. In the recent past, the City has prioritized streets over sidewalks. While main streets will always have to be a priority (after all, ambulances and fire trucks can’t drive on the sidewalk!) we can make sidewalks more of a priority than they have been in recent years.

SNOW CLEARING

The jurisdictional review conducted for us in 2014 demonstrated that other Canadian cities with similar climates do aim to clear their sidewalks faster than we do (our old plan was to start sidewalks 18-24 hours after the snow stopped). For this winter season we will pilot a program that aims to have high-priority sidewalks cleared sooner.

To do this, we will need to also do more push back or blow back of snow where we can, and snow removal where push back is not an option. We will: • Salt sidewalks before snowfalls when they won’t be plowed for some time. • Start sidewalk plowing as soon as snow accumulations begin.

Sidewalks Downtown • The St. John’s Snow Removal Regulations require properties next to designated ‘Downtown’ streets to keep sidewalks clear of ice and snow. • For storms greater than 10 cm, some sidewalks in the downtown core are cleared as part of a cost shared agreement with the Downtown Development Commission. • Downtown steps and laneways are kept clear by City staff.

Sidewalks Outside Downtown

• Begin snow removal operations sooner, and conduct snow removal when required to keep sidewalks open.

• Outside downtown, the City clears and salts 134 km of sidewalk on at least one side of the majority of arterial and collector streets within 1.6 kilometres of schools.

To do this, the City will be hiring a new Sidewalk Crew to supplement our existing sidewalk team. Working together with the team on the roads, our goal is to keep our main sidewalks open and safe, to the best of our ability, all winter long.

• Sidewalks have been divided into four separate routes. Sidewalk routes have been prioritized so they start in the center core of the City and move outward. The university area and the upper downtown are the focal points for the routes. • A few residential streets that provide connections between arterial & collector streets have also been included. Winter Parking Restrictions Streets with ‘No Parking-Snow Route’ signage From December 1 to March 31 parking is prohibited 24 hours a day on streets designated as Snow Routes. These streets can be located anywhere in the City, not just downtown. These restrictions are necessary so that ice control and snow clearing equipment can safely service the streets. Enforcement is continuous for 24 hours a day from Dec. 1 to March 31 regardless of snow or street conditions. The fine for a No Parking-Snow Route violation is $45.

Overnight Parking Restrictions

The on-street parking ban is set to begin at midnight, Wednesday, Jan. 7.

NEW THIS YEAR: We will implement the ban before then if there is a significant snowfall. If this occurs we will promote it on local and social media.

On-street parking is permitted throughout the winter (unless prohibited by signage) except on specific streets which are scheduled for snow removal operations. The list of streets scheduled for snow removal is updated daily and is available after 3 p.m. at:

“Where does the On-Street Parking Ban apply?”

The On-Street Parking Ban applies to all streets outside the designated downtown area.

“Why do I get tickets for parking on my street when snow clearing or removal operations are not taking place?” Tickets are issued while the On-Street Parking Ban is in effect. The reason for the ban is to keep vehicles off the streets so that in the event of an unexpected snowstorm or drifting condition, snow plowing operations will not be hampered.

“I live in the designated downtown area. Why do I get towed when the snow isn’t removed from my street?”

Vehicles are towed when a snow removal operation is scheduled for your street - this information is available daily after 3 p.m. on the Downtown Snow Removal Line 576-SNOW (7669), on our website or by our e-updates. Sometimes streets which have been scheduled are not completed due to weather conditions, mechanical breakdowns or other factors beyond our control.

What can I do to help with snow clearing on my street?

Park your vehicle(s) off the street throughout the winter season. The biggest challenge for our heavy equipment operators is vehicles parked on the street. It is difficult to operate a piece of heavy equipment when faced with slippery road conditions and reduced visibility. A lot of time is lost when we are manoeuvring around parked vehicles, causing us to return to streets which could not be fully plowed right away.

Don’t shovel, plow, or blow snow on to City streets or sidewalks. This creates a hazard for motorists and pedestrians. When you put snow in the street or on sidewalks our plows have to go back over the street and sidewalk again, which is an unnecessary expense and the snow often ends up in your neighbour’s driveway. If an accident is attributed to snow you put on the street or sidewalk, you could be held liable for damages or injuries. Enforcement of the Snow Removal Regulations is on-going and persons who deposit snow on the street or sidewalk are subject to a fine of $100.

Where permitted, park within 12 inches and parallel to curb (unless signage or street markings direct otherwise). If you are in a cul-de-sac, vehicles are not permitted to park perpendicular to the curb. Violations are subject to a fine of $50.

Mark retaining walls, fences, light posts and other yard improvements. Use a tall marker which is clearly visible to the plow operator. This will reduce the possibility of damage to your property.
