What’s my ward? When it’s not an election year, we sometimes lose track of our wards. Add to that the fact that your garbage area and ward are not necessarily the same number and it’s easy to see where the confusion comes in. “Knowing your ward number is important for a couple of reasons,” explains Mayor Dennis O’Keefe. “For one thing, it will help you know who your Ward Councillor is - although all the Councillors and the Deputy Mayor and I are happy to talk with residents on any issue! “It also helps to know your ward for things like the food drive we had before Christmas, or to understand where developments are happening when they are discussed in Council.” Finding out your ward is easy; simply go the City’s website, www.stjohns.ca, and look under the ‘City Hall’ tab for ‘About City Hall’ and ‘Finding Your Ward.’ The Ward Lookup asks for your street and house number and provides you with all the details on your ward.
Why aren’t ward numbers and waste/recycling areas the same? Wards are determined based on population and adjoining neighbourhoods; garbage areas are created based on trying to balance the amount of waste different neighborhoods of the city put out to the curb each day while trying to have all trucks work on routes in close proximity to each other. “The only exception is the downtown,” explains Steve Colford, Manager of Waste and Recycling. “Collecting in the downtown is spread out over five days or areas. The narrow and steep streets, parked cars and population density requires a truck with two individuals instead of the normal one man to collect garbage.” To find your garbage area, look on our website under ‘City Services’ for ‘Garbage and Recycling.’ We have a convenient look up that works just like the ward lookup Mayor O’Keefe getting the first blue on this page. bags at the curb on Oct. 18, 2010.

Capital Works and Developments The Quidi Vidi and Battery sanitary sewer outfall diversion projects, estimated to cost $2.7 million, will divert flows for treatment at the Riverhead Wastewater Treatment Facility. The Convention Centre expansion, ongoing since 2013, is expected to be completed in 2016. At a capital cost of $64 million ($14.4 federal funds; $14.4 provincial funds; and $35.2 municipal funds) expansion of the current facility will increase capacity and allow for the hosting of much larger conventions, which adds significantly to the local economy. Upgrades to Bannerman Park are nearing completion and a Grand Reopening is planned for the summer; preliminary work has begun on a revitalization of Victoria Park, first opened in 1890.

The City will be adding an additional water reservoir adjacent to the exiting water reservoir at Jensen Camp Road ($6 million). The many faces of Volunteers City volunteers come from all walks of life
A
re you looking for an opportunity to contribute to your community that is personally fulfilling as well? Have you considered volunteering with the City of St. John’s? Youth have so much to offer when it comes to volunteerism. Jacob Dinn is a Memorial University student who is an active volunteer member on the Mayors Advisory Committee for Youth (MACY). Through this opportunity, Jacob represents youth and ensures their voice is heard. Bradley Murphy is a 25-year-old caring and dedicated volunteer with the Wedgewood Park After School Program. In 2014 Bradley volunteered 570 hours by keeping children active and bringing smiles to their faces. Volunteerism also provides opportunities for career exploration and development. Jacob Dinn

As an 18-year-old pre-social work student at Memorial University, Lesley Greening fulfilled a placement with the R.E.A.L. Program which provided her with skills to complement her education. “Through my experience with the R.E.A.L. Program I have learned about creating sport and recreation opportunities for all children and youth to participate regardless of financial barriers,” says Lesley. Volunteering with the City is rewarding for all ages. Ruby Hann has been a volunteer with the City’s Seniors Outreach Program for the past five years. Ruby enjoys making friends and helping people. She sees older adults getting out and staying active; and the rewards are deeply meaningful. “I know of someone who went through a difficult time in her life,” she says, “but she still tries to make the best of every day and is always the first one on the dance floor at our events. It is very heartwarming to see her out and enjoying herself and it reminds me of why I love volunteering.” Linda Furey also volunteers with the Seniors Outreach Program. Linda loves to see the smiles on the faces of the participants and her volunteerism keeps herself and other seniors social and active. CG

Volunteer with the City The City of St. John’s operates many programs and organizes events that would not be possible without the time and effort of our many dedicated volunteers. There are numerous exciting opportunities to volunteer with the City, ranging from daily or weekly experiences to special events throughout the year.
Children’s Programs
Volunteers with specific skill sets to enhance recreation and leisure activities for children ages preschool to 12 years assist our programs in areas such as dancing, music, baking, sports and many more.
Senior’s Outreach Program
Individuals who enjoy working with older adults can volunteer with the Seniors Outreach Program which delivers recreation programs and events to enrich and enhance the lives of our participants.
Inclusion Services
Caring volunteers assist with providing accessible recreation and leisure services to our residents. Volunteers have valuable and rewarding experiences and create important experiences for those using the program.

Individuals who have limited time available to volunteer but would still like to engage with their community may be interested in assisting with special events. Downtown Street Cleaning 2015 Street cleaning removes dirt and debris from streets and prevents damage to pavement. It occurs downtown from Tuesday, April 21 to Friday, September 25, 2015. Street cleaning takes place in the early morning between midnight and 7 a.m. Vehicles must be removed from streets scheduled for cleaning. Vehicles not removed between midnight and 7 a.m. on scheduled street cleaning days will be ticketed. Streets may not be cleaned on the scheduled dates due to parked cars, extreme weather or mechanical breakdowns.

Some sidewalk special attention Paul Peddigrew leads the City’s new sidewalk snow clearing team.
A
fter 30 years with the City, there’s not much Paul Peddigrew doesn’t know about roads, routes and heavy equipment. No surprise then, when Public Works was looking for the right person to lead the new Sidewalk Team, Paul’s name came to the top of the list. “We were careful in selecting the right person to lead this sidewalk pilot project,” says Don Brennan, Director of Roads and Traffic, Public Works. “Paul has been around for many years, he knows the routes and the equipment very well, and he is the right guy for the job.”
Paul is the Team Lead for the sidewalk pilot program, an initiative for this winter coming out of the Winter Maintenance Review. The review process included public consultation, national benchmarking and an operational evaluation of our snow clearing and removal processes. A critical piece of any new project is a strong team and a solid leader. Paul’s team includes a dedicated crew of eight in addition to 18 existing sidewalk operators and six forepersons working around the clock on three shifts.
“I am committed to making this pilot project work,” says Paul, “and I hope that residents and businesses can see the difference.” With improved access to equipment, staff and training and autonomy over decision-making, Paul has access to the tools and manpower required to make the sidewalk pilot project a success. The differences you can see on the sidewalks today are not just due to additional staff, but are also the result of a change in policy giving sidewalks a higher priority.

Kenny Dymond and Warrick Snow have been working for the City for 25 and 12 years respectively. They applied for their current positions on the sidewalk pilot project mostly due to the attractive hours: Monday to Friday, 8 a.m. to 4 p.m., instead of doing shift work throughout the winter months.
Although many heavy equipment operators prefer the larger machines, such as sander truck plows and loaders, the members of the pilot project applied for these positions understanding that this would require operating the smaller sidewalk units as opposed to the larger trucks.
There are new challenges with any project. “It’s a pilot project so there are some kinks and bugs to work out,” says Kenny. “But we are working through all that with the help of our Foreman.”
“There are challenges using the smaller sidewalk equipment. It’s a bouncy, jerky ride, but I enjoy the job, and keeping the equipment maintained is a priority,” said Warrick. CG
Operators work around the clock on three shifts.
There are some intricate challenges facing sidewalk snow clearing operators. For example, staff must carefully navigate the plow or blower, often with a salter in tow, within the boundaries of a five foot sidewalk, moving around telephone poles and sign posts while also avoiding pedestrians, private property, and vehicles that are parked on the sidewalk. When operators are faced with vehicles parked on the sidewalk route they must locate a depression in the curb in order to safely come off the sidewalk before continuing onwards. This can slow down the process significantly. Residents and businesses can make a positive difference in the following ways: •

Garbage & Recycling Collection Schedules WASTE / RECYCLING
We collect garbage from the curb of residential homes once a week, and recycling every second week. Your collection day will change during holiday weeks if your regular pick-up day occurs on or after the holiday. The week after the holiday your collection day returns to normal. Check your calendar to make sure you know when to put your garbage & recycling at the curb. The 2015 garbage & recycling collection schedules were printed in the Winter City Guide mailed to homes in November 2014. If you need a 2015 collection schedule your options are: Go to www.stjohns.ca, under ‘Quick Links’ choose ‘Garbage & Recycling’ then click ‘What’s My Area’. Put in your house number and street name and you’ll learn which calendar to open. You can also call Access St. John’s at 311 or 754-CITY (2489).
Garbage Covering Bylaw From April 1 to November 30 each year, garbage at the curb must be completely covered to prevent seagulls, crows and dogs from accessing and tearing apart the bags and spreading garbage in your neighbourhood. Blue bags of recycling do not need to be covered but you can cover them especially on windy days to prevent the light bags from blowing around. Garbage must be placed at the curb between 6 and 8 a.m. on the day of your collection. Placing garbage at the curb the day or night before your collection increases the chance of the bags being torn open. Garbage covers must be brought in from the curb at the end of your collection day.

Tarps are not acceptable as they can blow away and litter your neighbhourhood or interfere with traffic.

Fixed boxes attract rodents, interfere with snow clearing, and are not allowed at the curb in St. John’s.

Rodent-proof your property If you have rats it doesn’t mean your property is dirty, it means there is shelter and an open food source for them. Rats are attracted to small spaces because they feel protected. If a space is small enough for rodents to access, but not for their predators such as cats and dogs, rats will make it a home. Rats can make homes in anything that provides shelter including sheds and garages, wood or rock piles, under enclosed patios and stairwells and in unwanted items such as old water tanks, appliances, building materials and tires.

Do not store garbage outside; place it at the curb no earlier than 6 a.m. on your pickup day. Remove bird feeders or attach catch basins so bird feed does not fall on the ground. Clean area beneath feeders regularly to prevent a buildup of discarded seed. Do not store pet food, bird feed and lawn seed outside. It should be stored in a sealed container. Compost properly – do not add fish or meat to backyard compost bins.
Remove potential shelters • • • •
Tall grass, weeds and vegetation next to buildings and fences should be removed. Lumber, rocks, garbage, building material and other materials should be removed. Do not enclose the base of patios and raised stairwells, not even with lattice. Items that must be stored outside should be at least 46cm (18 inches) off the ground and 30cm (12 inches) from walls and fences.
Secure your property • • • •
Make it impossible for rats to get into any structure. Use screens in drains and tightly seal where utilities enter buildings Install a metal kicking plate or heavy weather stripping beneath doors, including garage doors. If building a patio or shed on a grade, bury sheet metal 30cm (12 inches) below the grade and skirting.
Rat eradication is best done by a professional pest control operator. Look up ‘Pest Control Services’ in the Yellow Pages or online.

The City of St. John’s is often asked if collecting recycling at the curb and shipping it off the island to be made into new products is a benefit to the environment. Everything humans do has some impact on the environment, and reducing the negative impact from manufacturing and waste production is one of the goals of our curbside recycling program. There is less impact on the environment from recycling than making new products from virgin, or raw materials.

Compost Bins and Training Sessions When done properly, backyard composting reduces the amount of garbage going to the curb by at least 30 per cent. Using compost is a better way to fertilize your garden and lawn and promotes the growth of healthy plants and grass. Learn how to compost from the experts at the MUN Botanical Garden sessions offered April to June. Pre-registration is required; cost is $30 + HST. Compost bins will be provided after the session. For youth ages 15 to 21 with mild to moderate developmental disabilities to participate in recreation and leisure activities in a friendly, relaxed atmosphere with caring leaders. Now here we are in this beautiful shelter – we even have our own Vet which I never imagined would happen – and animals are cared for, spayed and neutered, and found excellent homes. “We get an emotional attachment to the animals we have here, too,” she says, “and it can be hard to see them here, without homes, for months.” But Mike and Cindy agree: reuniting pets with their owners is pretty awesome. License Your Pet: It’s the Law! One way to improve on the likelihood of that reunion is to tag or microchip your pet. Although it is the law that pets must be licensed with the City, the Humane Services team are surprised by how many animals are not registered.

indy Cullimore and Mike Joyce know the secret to happiness on the job: “We concentrate on the positives,” says Mike. “And we laugh - a lot!” adds Cindy with a grin at her colleague for more than 16 years. The pair are the City’s Animal Control Provincial Inspectors, with the authority to investigate neglect and abuse calls and charge individuals under the Animal Health and Protection Act. They are part of a team they say are like family - a real “cool bunch of people” who all love animals and enjoy the work they do. It’s a misunderstood
job sometimes, but one that the pair wouldn’t trade for anything. “I can’t imagine myself working anywhere else,” says Cindy. “We do a lot of good here, and good karma comes back from it.” From a bright, sunny room surrounded by happy and healthy cats, Mike and Cindy reflect on how far Humane Services has come since the early days of their careers. “A few years before I started,” says Cindy, “this was still considered to be a pound, with animals being put down regularly, and animals in steel cages
When an animal is found wearing a collar and tag, they can be reunited with their owners in minutes. Also, every animal that comes into the shelter is scanned for a microchip, embedded just beneath the skin’s surface by a veterinarian with all the same identifying information. Rewarding Work Animal Control Officer Appreciation Week is April 12 to 18, 2015, and special events are planned. Watch the City’s website for details. According to the staff at Humane Services on Higgins Line, being an Animal Control Officer is one of the most rewarding careers anyone can have. “Most days I go home from thinking, I rescued an animal today, or I reunited an animal with its owner today, or I adopted out an animal today,” explains Mike. “There’s good and bad, but the good definitely outweighs the bad!” CG
