The effect of COVID-19 on the criminal justice system, both locally and nationally, is still to be fully understood; however, incidents of violent crime have increased in Rock Hill. This will continue to be monitored as COVID restrictions change.

System Average Interruption Duration Index (SAIDI) measures the system-wide average power May 2021 outage duration per SAIDI customer. 49.1 Minutes The SAIDI target is less than 160.18 minutes. Crews are mobilized to lessen the duration of issues and equipment automation is deployed to minimize the impact of events.

‘REC in a Box’ Participants • •

Recreation, Education and Community (REC) in a Box began in FY2019. COVID-19 has May 2021 greatly impacted 125 Participants all Parks, Recreation & Tourism (PRT) programs including REC in a Box. REC in a Box restarted programs after the initial COVID-19 shutdown in June 2020.


Engaging Rock Hill Piedmont Community Vaccine Clinic On Tuesday, May 11, the Community Vaccine Clinic administered the 50,000th vaccine. The next week , on May 18, the South Carolina Department of Health and Environmental Control (SC DHEC) named the clinic as a “Community Hero” in recognition of the 50,000 vaccine milestone. “The Rock Hill-Piedmont Medical Vaccination Clinic is an incredible example of how community-driven partnerships are absolutely necessary to supporting such a massive effort as a statewide vaccination plan during an unprecedented pandemic,” said Dr. Edward Simmer, DHEC Director. COVID-19 & Tax Revenue May 2021 revenues continue to reflect good recovery from the impact of the coronavirus response in South Carolina. While there is a slight decrease in overall utility consumption revenue, our collections rates remain strong. Rock Hill Finance continues to carefully monitor revenue numbers and adjust expenditures as necessary to stay within budget. Utility collections are at 102% for the fiscal year indicating strong economic recovery. The number of customers requiring payment arrangements decreased in May to 216 compared to 290 in April 2021. During the mild weather months collections staff work to get customers back on track before the hotter months of Summer when utility costs tend to be higher. The year-to-date Hospitality tax fund collections continue to increase and have reached 104.1% of the prior year. Restaurant tax year to date is at 107.8% and lodging tax is recovering more slowly, but improving, at 88.6% to reach the combined H-Tax fund of 104.1%. Pre-COVID we would have anticipated an 8% growth in the Hospitality Tax Fund due to the opening of the Sports and Event Center. H-Tax expenses are being adjusted accordingly, primarily through reduced seasonal staff expenses, to stay within budget overall.

City of Rock Hill Recruiting As Rock Hill grows, so does the City’s need for new employees. Employees are the City’s most valuable asset and with Human Resources at the forefront, the City strives to attract those that are also committed to providing friendly and caring services to Rock Hill residents. As the job market becomes more competitive, the City works to offer internships and apprenticeships to help people develop their skills and obtain licenses and/or certifications.
