The effect of COVID-19 on the criminal jus-  ce system, both locally and na onally, is s ll to be fully understood; however, incidents of violent crime have increased in Rock Hill. This will con nue to be monitored as COVID-19 related behaviors change.

U li es—Electric Reliability 

System Average Interrup on Dura on Index (SAIDI) measures the system-wide average power outage dura on per June 2021 customer.  The SAIDI target is less SAIDI than 160.18 minutes.

‘REC in a Box’ Par cipants 

Recrea on, Educa on and Community (REC) in a Box began in FY2019.  COVID-19 has June 2021 greatly impacted 488 Par cipants all Parks, Recreaon & Tourism (PRT) programs including REC in a Box.  REC in a Box restarted programs a er the ini al COVID-19 shutdown in June 2020.

Rock Hill’s First Poetry Fes val Rock Hill Poet Laure e, Angelo Geter, spearheaded the One Work Poetry Fes val June 4—6, 2021. During the three day fesval there were workshops, open mic events, performances, reading, live music, compe ons, and public art. According to the event website, “The goal of the fes val is to expose the Rock Hill community to the power of poetry and celebrate the countless ways that it impacts our lives. The fes val will engage par cipants of all ages in a variety of ac vi es that highlight the various mediums that poetry can exist.”

Alexandra Aradas was awarded the tle of Rock Hill Youth Poet Laure e at the fesitval. Expect to see this event again next year.

COVID-19 & Tax Revenue June 2021 revenues con nue to reflect good recovery from the impact of the coronavirus response in South Carolina.

While there is a slight decrease in overall u lity consump on revenue, our collecons rates remain strong. Rock Hill Finance con nues to carefully monitor revenue numbers and adjust expenditures as necessary to stay within budget. U lity collec ons for the fiscal year were 101% of the amount billed due to collecons of prior year balances.

The number of customers requiring payment arrangements decreased in June to 256, down from over 500 at one point during the fiscal year. During the mild weather months collec ons staff work to get customers back on track before the ho er months of Summer when u lity costs tend to be higher.

The year-to-date Hospitality tax fund collec ons con nue to increase and reached 106% of the prior year collecons, and 102% of pre-COVID-19 collecons. Absent impacts from COVID-19 we would have an cipated about $700,000 to $800,000 more in H-tax and A-tax revenues than we collected. Collec ons are good though and have been posi vely impacted from the opening of the Sports and Event Center. H-Tax expenses have been adjusted accordingly, primarily through reduced seasonal staff expenses, to stay within budget overall.

The City will con nue to monitor the changing circumstances of the public health response and its impact on the City finances.

Private Investment strategic goals are as follows: * Support private development in the Albright/Saluda Corridor. * Iden fy and study the next key corridor  Target is $1 million in new private investment in the Saluda corridor annually.
