Violent and Property Crimes July 2018 to July 2020 

Rock Hill saw some ini al changes in the types of crimes encountered by law enforcement with COVID-19 community response ac ons, most notably a decrease in property crime.



U li es—Electric Reliability 

System Average InterrupJuly 2020 on Dura on Index (SAIDI) SAIDI measures the system-wide average power outage 142.33 Minutes dura on per customer.  The SAIDI target is less than 160.18 minutes.  Crews are mobilized to lessen the dura on of issues and equipment automa on is deployed to minimize the impact of events. 2

‘REC in a Box’ Par cipants 

Recrea on, Educa on and Community (REC) in a Box began in FY2019. July 2020  COVID-19 has 180 Par cipants greatly impacted all Parks, Recrea on & Tourism (PRT) programs including REC in a Box.  REC in a Box restarted programs a er the ini al COVID-19 shutdown in June 2020.


Engaging COVID-19 & Tax Revenue Keeping Residents Informed The Rock Hill City Council voted to require face masks in establishments within the City of Rock Hill beginning July 10. Residents contacted the City with ques ons about the ordinance, which resulted in a higher number of website visits since a significant City-wide u lity issue in October 2019.

Outreach

July 2020 con nues the revenue impact from the coronavirus response in South Carolina. Rock Hill Finance con nues to carefully monitor revenue numbers as the situa on changes. Revenues have con nued to improve. Resuming disconnec ons of u li es for non -payment resulted in strong collecons in late June and July. Addi onally, various receivables have come in to help minimize the FY20 budget shor all in June. Budget shor alls are mostly a ributable to the public health response in the state. July 2020 Business License revenue was four mes the amount of Business Licenses collected in July 2019, an indica on that businesses are beginning to re-open and recover. U li es revenue also improved in July 2020 with a 98.5% collec on rate. U lity disconnec ons as a result of non-payment resumed the week of June 6, which has impacted collec ons in a posi ve way. Revenue from Sports Tourism con nues to be significantly impacted by the State order limi ng the size of events gatherings, but as restaurants re-open, hospitality tax revenues are con nuing to improve. July 2020 Hospitality tax collec ons were 83% of revenue collected in July 2019. Going into August, the City will connue to monitor the quickly changing circumstances of the public health response and its impact on the City finances. 3


Growing Private Investment 

Strategic goals are as follows: * Support private development in the Albright/Saluda Corridor. * Iden fy and study the next key corridor  Target is $1 million in new private investment in the Saluda corridor annually.

Plan Review Time Rock Hill Unite Rock Hill launched the Rock Hill Unite assistance program in June. The program is designed to assist individuals and businesses experiencing financial hardship due to COVID-19. The program, administered by Housing & Neighborhood Services (HNS), includes low interest small business loans and u lity assistance for small businesses and residents. The UNITE program provided assistance to 128 residen al accountholders, averaging roughly $225 each. In addi on to UNITE, HNS administers a federal grant which provided over $45,000 in u li es assistance during July. More details are available at h p://www.cityofrockhill.com/ unite.
