December 2020 Monthly Performance Report The City of Rock Hill has developed a service strategy with three main initiatives. Serving embodies our commitment to the community. This report provides monthly performance data on the City’s ongoing key metrics. Violent and Property Crimes December 2018 to December 2020 •

Rock Hill saw some initial changes in the types of crimes encountered by law enforcement with COVID-19 community response actions, most notably a decrease in property crime.

RHPD continues work on the creation of a Citizen Review Board to include residents in review of Police incidents.

System Average Interruption Duration Index (SAIDI) measures the system-wide average power December 2020 outage duration per SAIDI customer. 137.11 Minutes The SAIDI target is less than 160.18 minutes. Crews are mobilized to lessen the duration of issues and equipment automation is deployed to minimize the impact of events.

‘REC in a Box’ Participants • •

Recreation, Education and Community (REC) in a Box began in FY2019. COVID-19 has December 2020 greatly impacted 55 Participants all Parks, Recreation & Tourism (PRT) programs including REC in a Box. REC in a Box restarted programs after the initial COVID-19 shutdown in June 2020.


Engaging

ChristmasVille COVID-19 require Rock Hill to pivot, but ChristmasVille continued virtually. Safety patrols (among others) participated in the virtual Rock Hill Christmas Parade.

Outreach

COVID-19 & Tax Revenue December 2020 revenues reflect strong recovery from the impact of the coronavirus response in South Carolina. Rock Hill Finance continues to carefully monitor revenue numbers as the situation changes. Utility collections continue to improve and in December were 100% of the amount billed, indicating that past due balances are being collected. Another positive trend is a reduction of the number of customers on payment arrangements to 335 in December, from 374 in November. This is less than 1% of our customers that are on a payment arrangement. During the mild weather months of November and December, collections staff worked to get customers back on tract before the colder months in January and February when utility costs tend to be higher. Revenue from Sports Tourism continue to be impacted by COVID, but continuing to show signs of recovery. Overall Hospitality tax collections are about 93% of budget, a 3% improvement over 90% in November. H-Tax expenses are being adjusted accordingly to stay within budget overall. The City will continue to monitor the changing circumstances of the public health response and its impact on the City finances.

Plan Review Time

Adopt A Senior City departments "adopted" senior citizens who are served by York County Council on Aging to fulfill their Christmas lists. Rock Hill Utilities employees fulfilled part of the list and collected enough money to assist a senior with housing needs. 4
