othing is of greater importance to me than the safety and well-being of every individual in our beloved city. We have made incredible progress to strengthen our Fire Department and secure a safer future.

Strengthening Perth Amboy’s Fire Response Perth Amboy has obtained the federal (Staffing for Adequate Fire and Emergency Response) SAFER grant, of 3.6 million, allowing us to enhance our firefighting team. This vital support not only boosts our career firefighter ranks but also ensures a robust 20 firefighters per shift, guaranteeing swift and efficient responses to any emergency.

Prioritizing the Best Safety Equipment Understanding the importance of both courage and equipment, we’ve taken steps to upgrade our fire department’s resources. A new fireboat will be operational by early 2024, and plans are in place to order two new engines and a ladder truck in February of that year. This investment ensures our firefighters are well-protected with top-tier safety gear as they bravely protect us.

Historic Captain Promotions – Celebrating Arielle Bonilla

Leadership matters. I’m delighted to announce several captain promotions, notably the welldeserved recognition of Arielle Bonilla, our first female captain.

Arielle’s dedication and prowess epitomize the values of our Fire Department, and she stands as an inspiration to all.

Committing to a Second Firehouse As our city grows, so too must our infrastructure.

Recognizing the need to bolster our emergency response capabilities, I am deeply committed to establishing a second firehouse in Perth Amboy. This move will enhance our department’s ability to serve every corner of our city with the urgency and care it deserves.

It’s not just about having a fire department; it’s about having the best possible fire department. Each of these measures is a testament to our dedication to your safety.

POLICE OFFICERS SEGURIDAD PÚBLICA DEDICATED AND CIVILIAN PERSONNEL

PERTH AMBOY POLICE DEPARTMENT: PROGRESS, COMMUNITY, AND DEDICATION 1.

Staffing: Expanding and Specializing The Perth Amboy Police Department is currently staffed with 137 full-time Uniformed Officers, complemented by part-time officers, volunteers, and a comprehensive civilian support team, which includes 911 dispatchers and special response units. Collectively, we are a committed team of 285 individuals. Currently, 14 Police Recruits are training at the academy, aiming to increase our officer count to 145 by 2024. Since 2021, 37 new officers have joined our ranks, enhancing our capacity. Our primary objective remains consistent: ensuring the safety and security of all Perth Amboy residents.

2. Retention and Return: A Testament to Commitment Many of our officers choose to stay with us long-term. Additionally, those who leave for different reasons often decide to return, which speaks to the strong culture and commitment our department has to Perth Amboy.

Community Watch Program: Innovations & Partnerships The Perth Amboy Police Department continually updates its methods to enhance community safety.

Through our Community Watch Program, we now offer a feature that allows residents and businesses to share their security footage with our department, assisting in investigations.

In partnership with Flock Safety, we’ve incorporated tools like License Plate Recognition, gunshot detection, and real-time video. These technologies aid in our commitment to addressing crime effectively and ensuring prompt responses.

To better monitor the area, we’ve added drones that give us an overhead view, strengthening our ability to detect and cover more ground. The safety and security of the Perth Amboy community always come first.

4. Training: Ever-evolving, Always Adapting Professional development is critical. Our officers undergo rigorous and up-to-date training to handle various situations. From crisis management to community relations, we aim to serve with professionalism and compassion.

5. Budget: Investing in the Future To ensure we remain at the forefront of policing advancements, a significant portion of our budget is dedicated to enhancing our department’s technological capabilities. From cutting-edge safety equipment to sophisticated surveillance tools, our goal is to be comprehensively prepared to address contemporary challenges.

6. Intelligence Division: A Step Ahead We’re proud to announce the creation of our Intelligence Division. By harnessing data, analytics, and modern investigative techniques, this division aims to predict, prevent, and solve crimes with a methodological and strategic approach.

Office of Economic and Community Development (OECD): A Catalyst for Growth In 2023, the City of Perth Amboy was awarded $16,666,058 in grants through the Office of Economic and Community Development. These grants supported a wide range of initiatives, including police security cameras, litter containers, microloans, trolley services, lead inspections, stormwater management, youth hiring, park development, smoke detectors, pedestrian improvements, summer food programs, fitness equipment, mental health expansion, and various other projects. Generations of Hope: “She is Within Me” Mural 272 Smith Street About the Mural: Painted by Julisa Mujica, “She is Within Me” captures the essence of feminine strength, resilience, and grace. Drawing inspiration from Perth Amboy’s rich heritage and the myriad roles women have played in shaping its history, the mural serves as a reminder of the power and spirit of every woman in our community and a promise to empowerment for years to come.

Sponsored by Perth Amboy’s Preservation Program and Business Improvement District, the mural graces a prominent 16’ x 70’ spot in the shopping district, owned by Alameda Center for Rehabilitation &w Healthcare.

Celebrating Education Through Art: “Future is Bright” Mural 217 Hall Avenue About the Mural: Born and raised in Perth Amboy, Solanyi Pena is a Dominican artist currently serving as the Perth Amboy Arts Council chairperson and teaching art at the Perth Amboy Gallery Center for the Arts.

“The Future is Bright” mural reflects the diverse children of Perth Amboy, celebrating their potential. The artwork uses a rainbow gradient, symbolizing unity, and butterflies signifying the beauty of life’s journey. My vision was for the town’s children to see themselves in this mural, resonating with their stories and dreams.

The Mural Team included Angel Reyes, Leslie Luna, Julisa Mugica, and Maritou Biteye.

The “Future is Bright” mural, funded by City Clean Communities, emphasizes Perth Amboy’s dedication to art, community, and landscape enhancement. A tribute to our children, it signifies a brighter, united future.

On June 28, 2023, the Perth Amboy Fire Dept. hosted a swearing-in ceremony at 375 New Brunswick Ave, welcoming seven new captains and three firefighters.

A significant milestone was the celebration of Arielle Bonilla, who became the department’s first female and Latina captain.

Congressman Frank Pallone, Jr. and Senator Cory Booker announced that Perth Amboy was awarded $3.6 million from FEMA’s SAFER grant. This funding allowed the hiring of 12 more firefighters, aligning the city with NFPA guidelines for having 17 firefighters on duty.

On June 3, 2022, NJDOT granted Perth Amboy $650K from its 2022 SRTS program. This funding was used for the “Rose M. Lopez Elementary School Pedestrian Improvements”, focusing on enhancing crosswalks and signals.

Perth Amboy received $3 million in state funds to boost pedestrian safety on Convery Boulevard. These funds were allocated for a crossing near the completed high school, NJSDA’s most significant project. Moreover, an additional $1 million grant was acquired from NJDOT’s 2023 Local Freight Impact Fund, enhancing safety near the school and other busy areas.

On June 13, 2023, the Murphy Administration dedicated $7M for stormwater projects aimed at flood mitigation and quality enhancement. Commissioner LaTourette announced this during the Administration’s Infrastructure Investment Tour. Many projects, especially in overburdened communities, employed green technologies. Perth Amboy received $438,512 from this fund for its green infrastructure initiatives.

Perth Amboy implemented bond ordinances to enhance water quality by reducing contaminants. They focused on updating old infrastructure and considered principal forgiveness. A significant $8.5 million was set aside for the design and construction engineering of improvements at the Runyon Water Treatment Plant.

This also supported the application for NJIB funding and the repair of Clarifier #4.

Morris Habitat and the Perth Amboy Redevelopment Team (PARTNER) announced the groundbreaking of two single-family homes in the city. Built on Pine Street, one home faced Inslee Street while the other overlooked Garretson Avenue.

Perth Amboy Redevelopment Agency (PARA) partnered with Viridian Partners to refurbish the 44-acre “Gateway” site. The Denver-based developer will invest $110 million to clean areas between Route 35 Victory Bridge, Smith Street, and Riverside Drive. Once done, it’ll create 400+ jobs and yield $1 million in taxes. Over nine acres near Smith Street will be prepped for the city to determine its development.

Integrating mental health into emergency responses, the City of Perth Amboy received a $550,000 grant from the US Bureau of Justice Assistance to support the Connect and Protect Law Enforcement Behavioral Health Co-responder Program.

Perth Amboy displayed light pole banners in business districts to honor local active duty members and veterans of the US Armed Forces. The Neighborhood Preservation Program, Urban Enterprise Zone, and Business Improvement District fully funded the Hometown Hero Banner Program.

For the first time, Perth Amboy paved alleys and renamed Patterson Alley to Mora Lane in honor of “America’s First Hispanic Master,” Francis Luis Mora, and Brighton Alley to Aereon Lane, commemorating the Aereon Airship’s 1863 flights over the city—predating the Wright Brothers’ achievements.

Perth Amboy Police reintroduced “Community Policing” in the Perth Amboy Public Schools, incorporated the D.A.R.E. program, and enhanced officer training for school emergencies.

Mayor Helmin J. Caba and Perth Amboy City Council introduced a Home Improvement Program offering forgivable loans up to $25,000 for eligible households. Funds can be used for roof, foundation, plumbing, weatherization, heating, and electrical repairs.

On November 3, Middlesex County Commissioner Director Ronald G. Rios, and Commissioner, NJTPA Vice Chair Charles Kenny, and Mayor Helmin J. Caba discussed improvements at Goodwin & Smith St. intersection in Perth Amboy.

The $513,403 project will enhance pedestrian and vehicular safety. A new traffic light will support the Vision Zero initiative to prevent traffic deaths and severe injuries in Middlesex County.

Middlesex County demolished the old County public works garage, paved it, and fenced the site in preparation of the new FAYETTE STREET POCKET PARK in Perth Amboy.

After environmental tests and final design approval, development will continue to emphasize the park’s value for Perth Amboy residents and nearby seniors.

Perth Amboy City Council greenlit the 2023 Capital Plan titled “Charting Perth Amboy’s Future.” Capital projects encompass land tasks, major equipment buys, and infrastructure enhancements lasting 5+ years.

Empoderando Nuestro Futuro NURTURING TOMORROW’S LEADERS IN PERTH AMBOY: A LOOK AT YOUTH PROGRAMS

I

n the City of Perth Amboy, we take pride in nurturing the potential of our young people. The city has rolled out several programs that focus on different areas of development for our teens and pre-teens, engaging more than 240 young individuals. Programs include the Success Bound Youth Leadership Academy, a partnership with Middlesex College.

It’s a unique program blends learning with real-world experience, helping students master essential skills like time management and goal setting. It also guides them through the college application and offers a taste of leadership and civic responsibility, boasting an impressive track record: every student involved has gone on to university. And, through generous sponsorships from organizations like FedEx and the Trujillo Foundation, students can also take extra college courses during the school year at no additional cost.

Another program is the Perth Amboy Municipal Alliance, part of a broader New Jersey initiative, which is aimed at preventing substance abuse. Funded by fines collected from drug-related offenses, it creates targeted programs that help keep our community safe and healthy. The Perth Amboy Municipal Alliance Committee, comprised of dedicated

volunteers, meets monthly to plan these prevention efforts.

Together, they’re making a real difference in the fight against substance abuse.

High school students in Perth Amboy have a unique chance to engage in public service through the Mayor’s Youth Advisory Council. This group empowers students to work with local leaders, influence decision-making, and get a firsthand look at how a city is run. It’s a powerful way for our youth to learn about leadership and have their voices heard.

At the heart of our youth programs is the Brighton Avenue Community Center, affectionately called the Teen Center. Here, young people between 13 and 18 have access to a safe space filled with resources and opportunities. From skills training to fun activities, the center offers a range of programs that align with the academic year and support our teens’ growth.

Each of these initiatives demonstrates Perth Amboy’s commitment to its younger generation. By investing in these diverse programs, the city ensures its youth have the knowledge and skills they need to succeed and lead in the future.

n response to the challenges posed by the global COVID-19 pandemic and the American Rescue Plan Act of 2021 (ARPA), which was signed into law by President Biden on March 11, 2021, as part of a series of Coronavirus Disease 2019 (COVID-19) related relief and economic stimulus legislation, the City of Perth Amboy has taken decisive action to support its residents and community organizations.

Supporting Our Community: Non-Profit and Faith-Based Assistance Grantees

Recognizing the importance of community organizations and their vital role during these challenging times, the City Council approved a resolution in 2023 to designate funds from the ARPA to support non-profit and faithbased assistance grantees.
