he City of Paramount will partner with AppleCare Medical Management to conduct a free flu shot clinic for Paramount residents only, six years and older, on Saturday, November 7, from 9 a.m. to noon at Paramount Park, 14400 Paramount Blvd.

This will be drive-thru only event, with shots administered to you in your car on a first-come, first-served basis with no reservations. Apple Care will provide all necessary medical staff to administer the free flu vaccinations. In keeping with COVID-19 guidelines, you must be wearing a mask. LA County sponsored drive-thru flu clinic

October 24 at NCMBC

County of Los Angeles Public Health sponsored a highly successful, free drive-thru flu vaccination clinic on October 24 at New Commandment Missionary Baptist Church (15548 Paramount Blvd., Paramount), the event host

More than 75 people got their flu shots, including both drivethru and walk-up participants. Everybody wore protective face masks at all times, and all those who were vaccinated received special gift bags.

The Beacon Spotlight Awards are presented by the Institute of Local Governments (ILG) to California cities that are “implementing effective climate action practices that are improving the quality of life in their communities” and are “models of leadership at the local level.”

For the third consecutive year, the City of Paramount has been given a Beacon Spotlight Award for Sustainability Best Practices. After winning at the silver and gold levels, Paramount has now reached platinum, the highest level. In addition, this year Paramount received a Gold Spotlight Award for an 18% community greenhouse gas reduction.

Paramount started taking prominent, organized action on local environmental issues over three decades ago, first by resurfacing our streets with asphalt made from recycled tires. Our efforts have grown steadily over time. A partial list includes: reclaimed water at most parks and traffic medians; low- or zero-emission, hybrid or alternative fuel vehicles for the city fleet; catch-basin screens to prevent debris from entering rivers and the ocean; grant-funded electric vehicle charging stations for free public use; and rezoned industrial areas for “green” uses like breweries, fitness centers and other businesses.

We couldn’t have made these strides without our residents, businesses, regional partners and local utilities. Together we are creating a greener, more sustainable community for the future. On behalf of my fellow Paramount City Council members,

Small business & residential rent grants available

Paramount programs offering COVID-19-related relief for small businesses and residential renters, funded by the federal government’s Coronavirus Aid, Relief and Economic Security (CARES) Act, are again open for applications.

The Emergency Small Business Assistance Relief Grant Program is for eligible Paramount microenterprises or small businesses that have been adversely impacted by the COVID-19 pandemic. Grants are available for up to $10,000 and do not need to be paid back.

The Emergency Rental Assistance Grant Program is for Paramount renters who have lost income because of COVID-19. One-time grants of up to $1,000 per month for two consecutive months can help with rent or utility payments. These would be paid directly to the landlord or utility company and do not need to be paid back. To qualify, you must meet certain income limits.

You can pick up an application at Paramount City Hall, 16400 Colorado Ave., have one mailed to you by calling 562-220-2036 or download one from paramountcity.com/ community/cdbg, where you can also find more information in English and Spanish. Completed applications must be submitted to Paramount City Hall. The application period will go on indefinitely until funds are depleted. The program is funded by the federal CARES Act.

Holiday trash pickup and street sweeping

There will be no street sweeping on Veterans Day, November 11, and no make-up day. Trash pickup will remain on its regular schedule.

Thanksgiving will alter the garbage collection schedule slightly this year. There will be no pick-up on Thanksgiving, Thursday, November 26. If that is your normal collection day, your trash will be picked up on Friday, November 27, along with Friday’s normal service. If your Friday trash does not get picked up, it will be collected on Saturday. If you have any questions, please call CalMet Services at 562-634-5420

There will be no street sweeping service on Thursday, November 26, or Friday, November 27, and no make-up day. Also, on those two days, Paramount City Hall and the City Yard will be closed, while the Paramount Sheriff’s Station will be open from 8 a.m. to 5 p.m.

Seniors, get your Thanksgiving meals delivered

While the traditional Seniors Thanksgiving Luncheon will not be happening due to the pandemic, the City of Paramount is still offering a free special meal for our older residents to enjoy at home this year.

All Paramount residents 60 and older who make a reservation will have their food delivered on either November 23, 24 or 25, along with a themed holiday face mask.

22nd Annual Tree Lighting Ceremony virtually

The Annual Holiday Tree Lighting Ceremony, which normally kicks off the year-end holiday season at the Paramount Pond, will be a virtual experience this year on YouTube.

On Wednesday, December 2, tune in at YouTube.com/ CityofParamount at 7:30 p.m. to hear some holiday greetings from the Paramount City Council, and then watch from the comfort of your home as our large sequoia tree lights up the sky. The event will also be archived for your viewing throughout the holiday period.

Anabella decorated her own very cute mask, inspired by Disney’s Olaf the Snowman character from Frozen, one of her favorite movies.

College Board: great resource for students & families

The College Board is a mission-driven, not-for-profit organization that connects students to college success and opportunity. Founded in 1900, the College Board was created to expand access to higher education for all types of students.

Today this membership association is made up of over 6,000 of the world’s leading educational institutions and is dedicated to promoting excellence and equity in education.

Each year, the College Board helps more than seven million students prepare for a successful transition to college through programs and services in college readiness and college success—including the SAT and the Advanced Placement Program. The organization also serves the education community through research and advocacy on behalf of students, educators and schools.

Its website—www.collegeboard.org—is a treasure trove of information and resources. You can, for instance, look for college scholarships, other financial aid and internships from more than 2,200 programs totaling nearly $6 billion on the College Board’s website. Scholarship information is based on the College Board’s Annual Survey of Financial Aid Programs

The website also has a portal to fill out the FAFSA (see below), which every college student needs to do to qualify for financial aid.

What is the FAFSA?

The Free Application for Federal Student Aid (FAFSA) is the ticket to federal money for college and many other types of scholarships. The FAFSA is the form that families fill out to apply for federal grants, loans and work-study funds for college students. It is administered by the U.S. Department of Education, which provides more than $150 billion in student aid each year.

Your eligibility for federal grants (which don’t have to be repaid) and federal loans (which do have to be repaid) will generally be based on your financial need, as determined by the information you supply on your FAFSA.

Most colleges, state scholarship agencies and foundations use the FAFSA in deciding who gets their scholarship money, as well as how much each student will receive. Also, filing a FAFSA automatically qualifies you for low-cost federal student loans of at least $5,500 a year. You can find out more about the FAFSA, including deadlines for completing it, at studentaid.ed.gov/sa

Public Safety

Crime rates continue declining

Good news, Paramount! Statistics for the third quarter of 2020 reveal that the overall number of violent crimes in the city has dropped a hefty 22% compared to last year because of significant decreases in homicides, assaults and robberies.

Overall property crimes—burglary, theft, auto theft and arson—inched up by 1%.

There were increases in auto theft (a regional problem), arson and rape. The statistical increase in rape is primarily the result of an ongoing investigation involving a single case in which multiple victims reported sexual assaults that occurred years ago. Such statistics must be included in the year that a crime was reported—in this case, 2020—not when it actually happened.

At the end of the year, the Public Safety staff will analyze the impact, if any, that COVID-19 may have had on decreases.

New community relations deputy—Paramount has a new Sheriff’s deputy who is performing community outreach. Deputy Ferreira travels throughout the city to engage with residents, handing out out masks and stickers or just stopping for a chat, listening and talking with folks in an environment where a deputy is not responding to a call for service.

Deputy Ferreira is familiar with Paramount and its residents, so if you encounter him around town, say hello!

Illegal street racing arrests—In recent months, Paramount deputies arrested four motorists for illegal street racing in town. The city’s special deputy district attorney filed felony vandalism charges against all four due to damage caused by their “donuts” and “burnouts.”

In the past, such charges have typically been reduced through courtissued diversion programs, essentially giving drivers a less-punitive sentence. But in keeping with Paramount’s announced crackdown on such crimes (see page 3 of the September 2020 Pulse Beat) and through efforts of the deputy DA, these four street racers will maintain felony vandalism charges along with restitution that will be paid back to the city.

Such tough penalties against illegal street racers send a strong message and serve as a deterrence for future reckless actions that jeopardize motorists and pedestrians and disturb the peace of the community.

The importance of your organization chart

s small businesses owner, you are tasked with endless responsibilities on a daily basis. Some of these include working in the business as you interact with your employees, customers and vendors, and other responsibilities include working on the business to determine how best to grow and adapt to the needs of the marketplace.

This means you are busy. All the time. And it means that if you have employees or work with independent contractors, they need to be made aware of how you are spending your time. They need to know how you are attempting to find balance in your day to help the business run fluidly and successfully.

But it isn’t just your workday that needs to be understood by your team; rather, the responsibilities of everyone at the company need to be known by all. This understanding of “who does what?” leads to effective internal communication within the organization and greatly reduces toxicity in the workplace.

To facilitate the understanding of “who does what?” a great solution is to draw an organization chart. It doesn’t need to be fancy with threedimensional sketches in PowerPoint. It can be drawn by hand on a piece of paper and then shared with the team. But the point is to take the time to write down what everyone does at your company and make sure this information is known to all.

Creating your organization chart

The first step is to write down all of the different areas that constitute the building blocks of your business. Let’s suppose you own a restaurant with “Front of House” (FOH) and “Back of House” (BOH) positions. FOH refers to the part of the restaurant where there is interaction with customers, and BOH includes all of the behind-the-scenes activities not normally seen by customers.

To build an organization chart around this type of scenario, you need to list all of the FOH and BOH positions. FOH might include the categories of General Manager, FOH Manager, Captain, Bartender, Server, Host/Hostess, Food Runner, Bar-back, and Busser. BOH might include a Kitchen Manager, Executive Chef, Sous Chef, Line Cook, Expeditor, and Dishwasher. There would also be administrative, sales, and marketing positions, and possibly more that need to be listed.

Then, next to each position, you need to write a very brief description of the main components of the job. For example, next to General Manager you might write “oversees entire FOH and BOH staff.” Or next to Server you might write “takes customer orders, interacts with kitchen staff, collects payments.” Or on the administrative side, one of the positions might be “Accounting Clerk” whose responsibility is to “handle Accounts Payable and Accounts Receivable and interact with vendors.”

With the list of positions and their respective descriptions in hand, the next step is to include the name or names of the person(s) filling those positions and who that person (or those persons) report to. Let’s say Stephanie Gonzalez is the General Manager. In this example, you would list her position as follows:

General Manager – Stephanie Gonzalez

Oversees all Front of House and Back Of House Staff. Reports to Ellen Stevens, owner. Or for the Marketing Manager position, you might list it as follows:

Marketing Manager – Art Trigunis

Responsible for overseeing all marketing activities to attract new and current customers to the restaurant. Reports to Ellen Stevens, owner. Follow this course of action for every position at the company. You want to be clear about the title of the position, the name of the person(s) filling that position, a brief description of the main responsibilities involved, and who that position reports to. The point of the exercise is to make this information transparent and easily understood by all. Why does an organization need transparency?

If everyone in your organization fully understands your vision and is clear about who does what and who reports to whom, you will hire more effectively and be more successful at retaining employees. Why? Because the transparency of this information will allow the members of your team to know where they stand. It will allow them to see how their particular role(s) are an integral part of the business.

Drawing your organization chart

Once you have a list of job titles, names and brief job descriptions, draw a square or rectangle around each of those individuals listed. Then, based on whether or not there is a reporting hierarchy, start by including the owner of the company at the top of the page, and follow this by listing individuals based on their level of management responsibilities. With the restaurant example, you would put yourself at the top of the page, and then listed below would be three separate columns.

One column would be titled “Front of House”; the other column would be titled “Back of House”; and the third column would be title “Administration.” Then, under FOH you’d list the GM position first, and beneath her rectangle or square you’d list the FOH Manager; and beneath that position you’d list the Headwaiter/Captain. And the same would apply for the BOH column. At the top you’d list the Kitchen Manager, and below her square/rectangle, the Executive Chef, and below him, the Sous Chef, etc.

It’s so simple, yet too few organizations use this tool

A large number of small businesses do not take the time to draw organization charts. They think the information is too obvious and does not need to be explained with illustrations. I implore you not to fall into that trap. Instead, I invite you to try it as an exercise and then share the information with your team. This is a much-needed road map that makes it clear who’s on the team and how you can all interact to communicate with one another, support one another, learn from one another, and grow.

Your organization chart will help you build trust

Your organization chart will be updated all the time. As people come and go, and as you update the products and services of your business, your organization chart will always be a living document. Use it to your advantage. Use it to embrace transparency and as a result build trust amongst your whole team. This will lead to growth and continued business success.

Your initial organization chart doesn’t need to be fancy. You can rough it out on a whiteboard or a sheet of paper. The point is to get it into a legible form than you can share with your team.
