Job & Community Fair on March 12 at Paramount Park

Our annual Job & Community Fair will be held on Saturday, March 12, from 9 a.m. until 12.45 p.m. at Paramount Park Community Center, 14400 Paramount Blvd., Paramount, CA 90723. Please see the ad on page 4 of this Pulse Beat for more details.

Admission and parking are free for the event, which is being sponsored by Total Western and hosted by the City of Paramount and the Paramount Chamber of Commerce. Warfield Financial Services is our supporting sponsor.

The pandemic has had a significant impact on our regional economy. This Job & Community Fair will offer valuable opportunities for both companies and job seekers to recover economically.

So far, more than 45 companies have signed up to participate in the event, and their representatives will be engaging directly with a large contingent of ready-for-hire job seekers to fill a wide variety of full-time and part-time positions.

Companies will be able to hold private, on-the-spot interviews with

potential job candidates in reserved meeting rooms—and possibly even hire new employees that day.

A number of federal, state and county agencies and organizations also will be on hand to provide event participants valuable information about community services and resources.

Free workshops for job-seekers will include sessions on creating a winning résumé, understanding employer expectations and honing interview skills and techniques.

Free services will include résumé preparation and critiques, as well as coaching on how to “dress for success” for an interview to make the best impression.

Please note that all current pandemic-related guidelines from Los Angeles County Public Health will be followed.

Arrests and citations for street racing

In late 2020, the Paramount City Council approved tough new penalties to combat a regional increase in dangerous street racing and intersection takeovers. Soon thereafter, the Sheriff’s Department formed a Task Force to focus on the problem in town.

Due to Paramount’s close access to many freeways, which provide quick access and escape routes, the City has been plagued by these criminals who care nothing about our neighborhoods or putting people in mortal danger. Law enforcement statistics show that the vast majority of those indulging in this criminal activity come from cities other than Paramount.

The suppression efforts have been able to cite or deter a number of street racers and spectators. Here are the actions taken during 2021:

• 465 service calls received by the Sheriff’s Station in Paramount reporting street racing activity.

• 106 arrests made pursuant to street racing.

• 272 Notice to Appear citations for street racing.

• 73 spectator citations for street takeovers.

• 92 vehicles towed.

• 86 vehicles impounded for 30 days or more.

With public safety as the top priority, the City will continue to go after these lawbreakers as long as they visit our town.

Mayor’s Award to Dr. Eugene Allen

For February, I was pleased to present the Mayor’s Award of Excellence to Dr. Eugene Allen of Dawn to Dusk Urgent Care Clinic. (Please see the photo of him receiving his award on page 7).

The clinic opened in 2003. Since then, a number of emergency rooms in the region have closed, so Dusk to Dawn has been a great resource for residents by filling the need for emergency care.

Beyond that, Dr. Allen has had a special commitment to the community, contributing to Paramount’s overall well-being.

He gives away thousands of turkeys during the holidays and free hamburgers around July 4th in addition to other food drives throughout the year.

He provides school backpacks and holiday toys for our children. Dusk to Dawn took part in the “Healthy Paramount” initiative by offering free blood pressure checks and has held countless immunization drives, health fairs and career days.

Dr. Allen is a fine example of a businessperson who provides an important public resource and connects with our residents in so many other ways. For these reasons and more, I was glad to give him the Mayor’s Award of Excellence.

Freeway clean-up thanks

I would like to thank our Assemblymember Anthony Rendon and Caltrans for partnering with the City of Paramount last month to conduct a clean-up of the freeway off-ramps on the 105 between Garfield Avenue and Paramount Boulevard.

These areas are State property, but we drive by them every day. This was an opportunity to help our friends at Caltrans clear away built-up debris and beautify major Paramount entry points.

Big thanks, also, to the volunteers who joined in to get dirty while keeping our City clean. They came primarily from local churches and the JROTC at Paramount High School.

These efforts speak highly of their commitment to our community, which is very much appreciated. They help make our City a wonderful place to live, work, and play.

Adult Recreation Program

The City’s new 1660 Adult Recreation Program has kicked off with Paramount High Intensity Training (PHIT). It takes place Saturdays from 9 a.m. to 10 a.m. at Salud Park in March, Spane Park in April, and All American Park in May.

You must be a Paramount resident 16 or older. It’s free with no pre-registration needed. Just show up and work out. But there is a maximum capacity of 40 on a first-come, first-served basis. Bring a mat and a bottle of water.

Seven good homework habits

Homework not only helps children learn about school subjects, it is also one of the first ways kids develop responsibility. Learning how to read and follow directions independently, how to manage and budget time for long-term assignments, and how to complete work neatly and to the best of their abilities are skills children need for life.

Homework can be trying for children, but with a little help from mom and dad, it can be a positive learning experience. Here are some ways you can help:

1. Designate a regular place to do homework. This location needs to be well lit and quiet, without distractions of the television, other children playing or people talking on the telephone.

2. Choose a time every day to work on daily assignments. Some children do best if they tackle their homework shortly after returning home from school in the afternoon. Other kids may do best if they devote the after-school hours to unwinding and playing and then do their homework in the evening. However, some children respond poorly to a dictated study time, such as 4 p.m. every afternoon, and may be better off if they're given more general guidelines, such as: “No video games until your homework is done.”

3. Let your child play a role in the setting his or her homework rules. Make sure that you and your child agree on the set time and place, which can eliminate some of the homework-related dissension between parents and children.

4. Observe your child's homework habits. Is she or he stuck on a certain task or easily distracted? Does he or she understand the directions or make the assignment harder than it really is? Is studying interrupted by television, phone calls or chatting with other family members? If so, you may need to rethink your homework rules or discuss these difficulties with the teacher.

5. Don't do your child's homework for her or him. It's perfectly okay to help your child get focused and organize an approach to the assignment, but insist that the student actually does the work. Occasionally, you may need to clarify the directions of the assignment; in those cases, let your child take a stab at it before offering to help.

6. Give positive feedback. Look over your child's homework on occasion and offer praise about all the things he or she is doing right. If you do find errors, don't criticize. Instead, review the work together and try to pinpoint areas of difficulty.

7. Keep in touch with your child's teacher. If your child is having ongoing homework problems, such as difficulty understanding what the assignments are or how to complete them—or breezes through them as though they were no challenge at all—let the teacher know. The teacher may adjust assignments so that they are more in sync with the student’s personal capabilities.

Banner and feather flag regulations for businesses in City of Paramount

Banners and feather flags provide creative ways for Paramount businesses and organizations to market themselves. If not maintained, however, they can wear out and become eyesores or even a code enforcement issue.

Paramount and its businesses focus on creating an attractive cityscape—something a tattered, untended banner or flag can compromise.

A business or organization must submit a no-fee application to the City in order to use banners and feather flags and then renew the application every year. It’s a simple, one-page form. Here is a review of the City of Paramount regulations:

BANNERS

• Banners are allowed to be posted on a continuous basis.

• Maximum banner width is four feet.

• Each business is permitted one banner, except for those in corner suites (which can have two banners, one on each building side) or in single-unit buildings (four banners, one per building side).

• All banners must be professionally manufactured and maintained in good condition. They will be inspected regularly by the City. They need to be installed flat against the wall or facade and anchored at all four corners—they can’t hang in midair, be suspended only by the top edge or be strung between buildings or trees.

• Banners cannot replace permanent signage.

• If an owner refuses to replace or remove a deteriorated banner, $500 must be paid to renew any future banner permits.

FEATHER FLAGS

• A feather flag is a temporary sign installed along street frontages.

• Feather flags are allowed a maximum of 50 days in a calendar year, must be professionally manufactured and maintained in good condition, cannot replace permanent signage and will be inspected regularly by the City.

• Each business is allowed one feather flag, except for corner suites and single-pad buildings, which are allowed a second feather flag on a separate side of the building or suite from the first flag. The two flags must be at least five feet apart.

• Feather flags for separate businesses or on separate properties must be at least 10 feet apart.

• If an owner refuses to replace or remove a deteriorated banner, $500 must be paid to renew any future banner permits.

Use Paramount Works app for public safety concerns

WORKS

Paramount Works is a mobile phone app that you can use to report issues like graffiti, potholes, shopping carts, street light outages, debris on the road, dumping and illegal fireworks. You can also send tips through the app about public safety issues you might encounter.

Download Paramount Works for free from the App Store or Google Play. It’s an excellent alternative way in which residents can contact the Public Safety Department and set a good example of helpful community public safety involvement.

City Council

National Black History Month celebrated

The Paramount City Council proclaimed February as Black History Month at its February 1 meeting. The observance is the annual celebration of the achievements and contributions made by African Americans and their profound impact on society. February was chosen to coincide with the birthdays of Frederick Douglass and Abraham Lincoln. This year’s theme was “Black Health and Wellness,” which honors Black scholars and medical practitioners in Western medicine along with other types of healing and healers throughout the African Diaspora. Members of the Paramount High School Black Student Union accepted the City’s proclamation.

Mayor’s Award of Excellence

Dr. Eugene Allen of the Dawn to Dusk Urgent Care clinic was given the Mayor’s Award of Excellence at the February 1 City Council meeting. To learn more, please read “From the Mayor’s Desk” on page 3 of this issue.

Winter special event volunteers

In 2021, the City was able to bring back its in-person holiday events after the previous year’s COVID-19-related changes. All of the volunteers who helped make them a success were recognized at the February 1 City Council meeting. They were: for the Tree Lighting, Paramount High School Cheer and Song and the Corsairs Club and Adaptive Recreation students Anthony Yanez, Matthew Cobian, and Christian Fuentes; during the Santa Train, Paramount High Cheer and members of MUSA (who again filled thousands of bags with candy canes and apples); at Breakfast with Santa, Paramount High students from the ASB, AVID Club, Culinary Baking and Pastry Club, the baseball team, the Book Club, the Chess Club, the Health Career Academy Club, Interact Club, Leo Club, Mesa Club, Unity Club, the volleyball team, and JROTC, in addition to members of the Paramount Youth Commission, MUSA, Public Works Commissioner Alvin Parks, and Alexander Lopez from Enterprise Fleet Services.

National Children’s Dental Health Month

The City Council proclaimed February as National Children's Dental Health Month at its February 1 meeting. This brings together professionals, health care providers, and educators to publicize the benefits of good oral health to children, their caregivers, teachers, and others. Also recognized was the Children’s Dental Health Clinic, a non-profit that provides quality dental care and oral health education for Paramount residents up to the age of 21 who may have trouble getting access to such care. National Human Trafficking Prevention Month

The City Council recognized that January had been National Human Trafficking Prevention Month at its February 1 meeting. The proclamation was given to Kelly Tatman, the City’s Deputy District Attorney, to help raise awareness. According to the Los Angeles County District Attorney’s office, LA is one of the nation’s top destinations for human trafficking, and it is crucial that everything possible be done to end this horrific crime, hold traffickers accountable, and support victims and survivors. Holiday Home Decorating Contest winners

The City held its second Holiday Home Decorating Contest in December 2021, and the winners were recognized at the February 1 City Council meeting.

Retiree Adriana Lopez commended

The City Council said goodbye to longtime City employee Adriana Lopez at its February 1 meeting upon her retirement. Over the years, Lopez worked as a recreation leader, GRIP anti-gang counselor, with Neighborhood Watch, in Human Resources, and as the Public Safety Department Director. About Fair Housing Foundation (FHF)

Founded in 1964, Fair Housing Foundation is a private, non-profit, non-partisan educational agency dedicated to promoting the enforcement of fair housing laws and encouraging an atmosphere of open housing through education, enforcement activities, counseling services, and outreach programs. FHF is contracted by the City of Paramount and receives funds through Community Development Block Grants. We educate the Paramount residents and the general public about fair housing rights and responsibilities through workshops, trainings and community events. SkillsetGroup announces charitable alliance with Paramount Education Partnership

Paramount Education Partnership (PEP) will be a major beneficiary of SkillsetGroup’s growing charitable initiatives, the company has announced.

PEP is a collaboration among the City of Paramount, the Paramount Unified School District and the Paramount Chamber of Commerce. As part of its mission to promote advanced education for City residents, PEP offers yearly scholarships to local students through its non-profit foundation.

SkillsetGroup staffing and consulting company’s Chief Marketing Officer Jose Baca is a PEP board member and the driving force behind this charitable alliance. Proceeds from the first major fundraising event this summer by SkillsetGroup’s non-profit, SkillsetGives, will largely go to making sure more Paramount students can attend trade schools, community colleges and four-year universities, regardless of their family or personal resources.

“Our business at SkillsetGroup is devoted to finding and developing professional talent,” Baca said. “As someone who grew up in Paramount, I know the educational and career challenges facing our kids. That’s why I knew that PEP should be a major beneficiary of our charitable initiatives through SkillsetGives; our imperative to nurture top talent fits perfectly with PEP’s mission.”

PEP scholarships of $1,000 are awarded to students attending a community college and $3,000 to students attending an accredited fouryear state university within the U.S, including vocational/trade/technical schools. Scholarships are $4,000 if attending a University of California campus or a private four-year university. Those in the most financial need get priority, and scholarship funds may only be used to pay tuition, fees, books, and supplies.

“Statistics show that a college graduate with a bachelor’s degree can earn more than twice as much as someone without a high school diploma,” said PEP Foundation Board President Matt Knabe. “The partners that make up PEP value the importance of a strong education, truly believe in our students and want them to succeed. The PEP scholarships are one way of helping these individuals attain their goals.”

SkillsetGives will soon be announcing the details of its inaugural golf tournament fundraiser set for August 12, 2022. Proceeds will help seed

the budget of SkillsetGives, as well as generating funds for PEP, for a golf-centered veterans’ support organization called 42MM and for a Paramount-based non-profit startup that serves orphaned children and needy families in Baja Norte.

Nearly all SkillsetGives funds will be either distributed to worthy causes or will be invested in fundraising events to grow our capacity for giving in the future.

MParamount Road Runners enjoy an outing to Ralph C. Dills Park

embers of the Paramount Road Runners Walking Club enjoyed a field trip and morning of beneficial exercise at beautiful Ralph C. Dills Park on February 16.

The senior walkers explored the 1.2-mile nature trail, pausing at exercise stations throughout the park, and then took advantage of the walking track at the park’s south end that led to the Los Angeles River bicycle path.

The purpose of the free club is to encourage Paramount seniors to become and stay active. The club meets every Tuesday at 9 a.m. at the Paramount Park Senior Center, 14400 Paramount Blvd. Certified Road Runners of America coaches teach good walking and running techniques in a noncompetitive, non-judgmental environment that stresses fun, support, togetherness and senior health.

Email marketing tips for small businesses

mail marketing is still a favorite marketing strategy to reach new and potential customers and to stay connected with existing customers. From delivering special bargains to providing value through instructional material and recommendations, there are a plethora of ways you can use email to attract and keep clients.

How you create and manage your email, however, can determine whether clients engage with your business or if they immediately delete or add it to the spam folder. Email solicitations from other businesses are increasing in frequency for your customers too. There will be a lot of competition for their attention, so bring value to their inboxes, not noise.

Let’s talk about how to do that. Below are nine suggestions for getting the most out of your email marketing efforts:

1. Don’t spam customers!

The first thing to know when using email marketing is that you have to comply with the CAN-SPAM Act. The CAN-SPAM Act, which establishes the standards for commercial email, specifies requirements for commercial messages, provides recipients with the ability to request that you stop emailing them, and imposes severe penalties for violators.

There are several things you must do to be compliant. To begin, double-check that you’re only sending emails to those who have opted into your email list. Your website should have an opt-in form so visitors can join up for your email list. You should also make it simple for people to unsubscribe from your email list if they choose to do so. With that, ensure each email you send has a simple way for subscribers to opt out.

By following these guidelines, you will not only remain compliant but will also maintain the satisfaction of your customers.

2. Make email design consistent with your brand.

Your emails should always represent your brand and be instantly identifiable. This includes maintaining your logo at the top of the page and adhering to your brand’s design rules for fonts, color palette, pictures, styles and everything in between. Similar components from your website design should be used to make your emails even more user-friendly and consistent with your brand.

3. Choose your subject wisely.

Create a brief and concise subject line for your email. In many cases, the subject line of an email has a significant impact on whether the receiver reads it or not. Use keywords relating to the subject of the email in order for it to be searchable afterward.

Emphasize the benefits you can provide to let them know right away what’s in it for them. Finally, don’t forget to actually add the subject to your email. One of the most common blunders people make is failing to include an email subject line. Messages with no subject lines are likely to be ignored, and that means wasted time and effort for you

4. Make it personal.

It’s getting increasingly difficult to catch someone’s attention via email. People don’t have time to open every email that lands in their inbox. If you target your email recipients instead of merely sending out messages en masse, you will reap bigger benefits.

The more effort you put in, the more you receive out. If a business is sending out a series of mediocre newsletters to their entire email list, they won’t achieve the results they’re looking for.

Effectiveness of an email strategy, however, increases significantly when a company invests the necessary time in research, targeted content creation, and sending emails that are relevant to recipients.

5. Keep it short and simple.

Write your email with clear, concise language. Short paragraphs and bullet points make it easier for the reader to skim an email and understand the primary takeaway without being distracted by unnecessary ramblings. The average length of a marketing email is 50 to 125 words. While this is a good starting point, consider the email’s intended audience and your brand’s voice when determining the optimal length.

6. Bring it to life!

A collection of buzz words isn’t enough for email marketing; it needs to be actionable. Incorporate graphics, photographs and perhaps embed a video into your email. Your customers want to visually see what you’re talking about. However, make sure that the images are optimized for small screens, as people may prefer to view emails from their mobile devices.

7. Include a call to action.

For the reader to understand exactly what you want them to do, your email should be as straightforward as possible. Provide a CTA that will lead them to click on a link to learn more about your products and services. You can also ask them to schedule a call with your business to speak with someone in person. Ultimately, the purpose of your email is to compel the recipient to take some sort of action. When they do, you’ll notice a greater conversion rate if you make it convenient for them to do so.

8. Keep experimenting.

People who opt in to get updates from you indicate that they are interested in you, your products or services and are open to doing business with you in the future. That is why having an email list is so beneficial. Identify the types of emails that your customers are most interested in receiving. Test and take note of how different variables in your email change the open and click-through rates. Try changing the subject line, call to action, or even the tone and voice of your email to see what happens. Keep experimenting until you discover what works best for your customer. Eventually, it’ll pay off, and you’ll have a lot more customers opening emails.

9. Generate a list of your most engaged customers.

You have a tremendous opportunity to enhance sales and brand loyalty if you can identify repeat customers or subscribers who are already interacting with your email marketing campaigns. Take the time to build relationships with these subscribers who have demonstrated a greater degree of interest in your company. One way to do this is to develop an email list that is dedicated just to these individuals. You will be able to give them unique offers and discounts to persuade them to make more purchases from your business.

In response to the COVID-19 pandemic, the Board of Directors of the Paramount Chamber of Commerce has decided to suspend hard-copy printing and distribution of the Paramount Pulse Beat until further notice.

However, the full text of each new Pulse Beat will be available online each month on the Paramount Chamber of Commerce website at paramountchamber.com

Paramount Chamber of Commerce members and guests turned out for a fun Networking Night event on February 23 at the Smoke & Fire Social Eatery at 8009 Alondra Blvd. in Paramount, CA.

Smoke & Fire is a family-style restaurant that specializes in regionalized comfort food in the form of sandwiches and specialty fries, focusing on three culinary styles: smoked beef, Nashville hot chicken and unique smashed burgers.
