Latest public art commemorates women’s right to vote

The Paramount City Council unveiled the latest public art piece in the city’s Outdoor Art Museum on March 15. The sculpture commemorates the 19th Amendment to the U.S. Constitution that gave women the right to vote, ratified in 1920. The installation also celebrates the election of the allfemale Paramount City Council in 2020, only the fourth time this had happened in the history of California. “19th Amendment Ratification Banner” by Jane DeDecker of the National Sculptors’ Guild is located at the Civic Center near the Veteran’s Memorial Plaza off Jackson Street. Councilmembers were joined by numerous women community members at the event that took place in the middle of National Women’s History Month.

‘State of the City 2022’ highlights ongoing recovery from pandemic

The fact that our annual State of the City luncheon was once again a well-attended public event underscored a repeated theme among our speakers and guests: the courage and resilience that the Paramount community has demonstrated as we recover from the worst days of the pandemic. You’ll recall that in 2021, State of the City had to be held virtually. This year’s event, on the other hand, was sold out with 165 reservations.

Held March 17 at Progress Park Plaza, the event was once again hosted by the Paramount Chamber of Commerce. Our presenting sponsor was World Energy Paramount. Since it was Saint Patrick’s Day, plenty of green garments were in evidence (see the photo at the top right), and the color seemed symbolic of the pervasive mood of renewal and hope.

Our speakers were Paramount Chamber of Commerce President Alicia Valadez (Northgate Gonzalez Markets), Paramount Unified School District Superintendent Ruben Frutos, City of Paramount Mayor Brenda Olmos and City of Paramount City Manager John Moreno. Mayor’s Desk

Thank you, Paramount!

This month, the Paramount City Council will hold its annual reorganization meeting and my term as mayor will end. I will continue to proudly serve as a councilmember.

Sharing the latest news with you in this column over the past year as mayor of my hometown has been a pure joy. Having the opportunity to lead the city during this time has been one of the great honors of my life, and I appreciate the trust our residents have placed in me.

Most of all, I want to thank the amazing people in this community who always pull together, are positive, and make Paramount thrive.

Productive Sacramento visit

Last month, my city council colleagues and I attended the annual California Contract Cities Legislative Tour in Sacramento to meet with our state legislators and discuss pending bills and pressing issues that affect us in Paramount.

We represented you well and, among other topics, asked for funding to complete the last phase of our bike trail along the MTA right-of-way and to build a new park on SoCal Edison right-ofway in the southern area of town.

I was grateful to speak at a press conference on the steps of the Capitol about Paramount’s aggressive approach to fighting street racing. The tools we employ have drawn interest from many other cities.

Latest Mayor’s Award

At our March 1 City Council meeting, I presented the latest Mayor’s Award of Excellence to the Paramount Station of the Los Angeles County Sheriff’s Department and the Los Angeles County Fire Department’s Station 31, collectively. March was Safe Communities Month, and a perfect time to highlight the heroes who protect our City. Here are some examples of what they do:

Sheriff’s Deputies Andrew Valenzuela, Alyssa Hernandez, and Kristina Dizon responded to a call regarding a seven-year-old child who was not breathing and had no pulse. Deputy Hernandez began CPR until L.A. County Fire got to the scene and took over. The three deputies, along with assisting units, escorted the ambulance to the hospital where the youngster was resuscitated.

L.A. County Fire Department Station 31 has an impressive record of getting to a fire quickly to contain damage. Over the past year, Station 31 units responded to numerous calls, including an engulfed mobile home, a single-story duplex (where they rescued a small dog), a raging home attic fire, and an inferno at a light industrial complex. All were kept from spreading to adjoining homes or buildings.

Station 31 personnel also routinely treat and safely transport patients. This was the case with a multi-vehicle accident on Rosecrans near the 710 Freeway, where many were in critical condition. At an accident on Rosecrans, where a car collided with a tree, Station 31 responders used of the “Jaws of Life” to free a person trapped inside the crushed vehicle.

These actions are just another day at the office, just part of their job. We’re lucky to have these dedicated individuals in our town. I was proud to give them a group Mayor’s Award of Excellence.

Paramount’s downtown landscape architects receive highest ASLA honor

A few years ago the City of Paramount collaborated with the architectural design firm Studio One Eleven to produce a fresh, contemporary identity for Paramount Blvd. in the downtown district.

The “Boulevard of Gardens” reduced traffic lanes while enlarging sidewalks with trees and drought-tolerant landscaping. Mid-block pedestrian crossings, a parklet, custom bus stop trellises, street furniture, and other elements encouraged people to spend time within the attractive surroundings. Stylish signage and pole banners unified downtown thematically to Alondra and the Clearwater Crossing development.

This Downtown Paramount renaissance has now been recognized with an Honor Award given to Studio One Eleven by the Southern California chapter of the American Society of Landscape Architects (ASLA). It is the organization’s highest tribute.

“The Paramount Blvd. design elevates the importance of pedestrians and the local community’s needs,” the ASLA Jury said. “The design is an excellent example for other cities in California to follow as a prototype of an urban corridor redevelopment where vehicular traffic and pedestrians coexist in harmony with nature.”

We congratulate Studio One Eleven on this fine acknowledgement of its superb efforts. We knew going in that this would be a thoughtful, creative, beautiful design.

We have been very pleased with the results, and we appreciate that the ASLA was similarly impressed.

Food waste recycling coming

The California-mandated recycling of food waste will be starting soon to reduce greenhouse gas emissions caused by organic waste build up. Cities are required to provide collection services this year.

Residents will be responsible for separating their food scraps and other organic waste into the green waste container for curbside pick-up.

Paramount will be rolling out a test program in targeted neighborhoods. To learn more, visit CalRecycle.ca.gov

Submissions open for art contest

Calling all artists! The Latinas Arts Foundation’s annual contest is now accepting submissions and is open to Paramount residents of any age, including Paramount Unified School District students.

This year’s contest theme, “Where the Wild Things Live,” focuses on the essential relationship between humans and nature.

Deadline extended for scholarship applications

Applications for the 2022 PEP college scholarships are available at Paramount High School, Paramount City Hall (16400 Colorado Ave.), and the Community Services office (15300 Downey Ave.). Copies can also be downloaded on the City’s website at paramountcity.com/community/pep.

Completed applications should be turned in by 5 p.m. on Monday, April 18, in the following ways:

PEP scholarships of $1,000 are awarded to students attending a community college and $3,000 to students attending an accredited four-year state university within the U.S, including vocational/trade/ technical schools. Scholarships are $4,000 if attending a University of California campus or a private four-year university in the U.S.

These scholarship funds may only be used to pay tuition, fees, books, and supplies for the 2022-23 school year.

Donations make it all possible

Thanks to the generosity of local businesses, 451 scholarships worth nearly $1.4 million have been awarded to local students through the program since 2004.

For some of these students, it has made the difference in whether or not they could continue their education. For all recipients, it has been important assistance.

Donating to the fund offers ways to promote a business to the community.

Donations or all sizes from individual community members are also very much appreciated.

Free steering wheel locks are now available for selected vehicle models in Paramount

Check the list below to see if your vehicle qualifies for a free anti-theft device from the City of Paramount.

Many Paramount residents are eligible to receive an anti-theft device for free. The City of Paramount is offering free steering wheel locks to owners of the following cars:

There has been a regional increase in grand theft auto, and these particular cars have been targeted locally.

Eligible residents will receive one steering wheel lock per vehicle. Locks can be obtained at the Paramount Sheriff’s Station, 15001 Paramount Blvd., Monday through Sunday from 7:30 a.m. to 9 p.m. To qualify, you must provide a photo ID, proof of residency (such as a utility bill) and proof of vehicle ownership and registration.

These devices are available on a first-come, first-served basis while supplies last. The program is paid for by the City of Paramount’s general fund

Also consider the following additional precautions to safeguard your cars: When possible, park in a garage. When a vehicle is parked outside and left unattended, make sure all doors are locked. During hours of darkness, park in areas that are well lit.

While steering wheel locks and alarm systems are often effective in deterring vehicle thefts, check with your local mechanic for further ideas on simple and inexpensive ways of disabling and protecting your car.

Corsairs member leads Pledge of Allegiance

Ximena Velazquez from the Paramount High School Corsairs Club, the longestrunning service club at PHS, led the Pledge of Allegiance in honor of National Women’s History Month at the March 1 City Council meeting. The student members of the Corsairs contribute to the community in a variety of ways all year long and are fixtures as volunteers at the City’s Seniors Thanksgiving, holiday events, and much more. Mayor’s Award of Excellence

The City Council recognized March as National Women’s History Month at its March 1 meeting. The observance salutes the contributions that women of every race, class, and ethnic background have made to the United States. The City honored the Paramount Women’s Club for the positive impact it has had in the community since 1926. Members have contributed to the well-being of families and students through holiday help, scholarships, and much more. In addition, the club provides a fine opportunity for local women to get involved and give back.

March was proclaimed as Developmental Disabilities Awareness Month by the City Council at its March 1 meeting. The observation celebrates the contributions that individuals with such disabilities make to our communities and raises awareness about the inclusion of people in all areas of life. The City launched the adaptive recreation program for special-needs families last year with seven events, and more activities are scheduled this year. Accepting the proclamation was Lourdes Perez of the Latinas Arts Foundation who has worked extensively with the local developmentally disabled community, specifically by teaching folklorico dance classes. The Paramount City Council proclaimed March as American Red Cross Awareness Month at its March 1 meeting. The City has a strong partnership with the Greater Long Beach, Rio Hondo, South Bay Chapter. Mayor Brenda Olmos noted that one of the most important things the Red Cross does is hold blood drives and that, now, when blood donations are needed due to the pandemic, blood bank supplies are at their lowest levels in decades. She suggested that a good way to honor the Red Cross was to donate blood. Go to RedCrossBlood.org to learn more. It’s great to be holding public Paramount Chamber of Commerce ribbon cuttings again! On March 3, we gathered to celebrate a new Chamber member: Kora’s Decoración de Eventos, located at 7530 Alondra Blvd.

Owner Glafira Roles and her husband Abelardo welcomed a large gathering of well-wishers, including Luis Sandoval from ¡Despierta América! (a Spanish language morning television show airing on Univision) and actress and dancer Nitzia Chama, who has appeared in numerous motion pictures and television productions.

Chamber hosts successful annual Job & Community Fair

Paramount Chamber of Commerce hosted its annual Job & Community Fair on March 12 at the Paramount Park Community Center.

Total-Western sponsored the event.

Forty tables of businesses, vendors and services were available, and more than 200 job seekers took advantage of the opportunities presented, including on-the-spot job interviews.

Special services included free interview coaching and resume building.

The event was co-chaired by Congresswoman Lucille Roybal-Allard, Assembly Speaker Anthony Rendon, State Senator Lena Gonzalez, Los Angeles County Supervisor Janice Hahn, Los Angeles County Sheriff Alex Villanueva, SELACO Workforce Development Board, and the City of Paramount.

Art Foundation sponsors annual Paramount Art Contest for city residents and Paramount Unified School District

Latinas Art Foundation has announced the theme of its annual Paramount Art Contest: “Where The Wild Things Live,” which encourages contestants to create artworks “focusing on the essential relationship among humans, nature and imagination.”

Cash prizes will be awarded to winners in various categories. The deadline for entries is May 23, 2022. See the ad at the left, and visit latinasartfoundation.org for contest guidelines and additional information.

The annual contest is specifically for students of Paramount Unified School District and other Paramount residents who are interested in celebrating their artistic talents. The contest is intended to encourage and promote culture, creativity and individuality.

Art contests can be a great way to develop confidence, provide a stepping stone into an artistic career and allow for artistic self-expression. Community members will get a chance to showcase their work in their own supportive community and in front of an esteemed jury, thus gaining recognition for their talents. Art encourages new ways of thinking, promotes individual thought and celebrates diversity.

Deadline for business property statements fast approaching

here’s a deadline fast approaching that oftentimes is overlooked but is significant nevertheless—Business Property Statements. And the deadline is here.

Each year Business Property Statements, which provide a basis for determining property tax assessments for business equipment and related fixtures, are mailed by my office to most commercial, industrial and professional firms.

Businesses with personal property with an aggregate cost of $100,000 or more must file a Business Property Statement each year by April 1. This is required by state law. However, you have until May 7 to file. After that a 10% penalty will be applied. Business inventory is exempt from taxation.

Generally, businesses with total personal property that cost less than $100,000 are not required to file a Business Property Statement annually. Instead, a value may be established based on an initial Business Property Statement filing or by an on-site appraisal. That value may be adjusted by subsequent annual onsite appraisals. Please note that if my office mails you a form, you are required by law to return the form regardless of the amount of personal property.

Business Personal Property is typically all property owned or leased by a business except Real Property and Inventory items. Business Personal Property includes, but is not limited to:

• Machinery

• Computers

• Office Equipment (e.g. FAX machines, photocopiers)

• Telephones

• Furniture (e.g. desks, chairs, bookcases)

• Supplies

It’s important to remember that Business Personal Property is valued annually as of January 1. If you were in business or owned personal property on that day and have the required amount of property, you are required to file, even if the Assessor does not mail one to you. Business Property Statements are private documents and are held confidential by my office.

Having said that, I understand this has been a very difficult year for many businesses and I am inviting you to provide me with information about your business equipment for the possibility of some relief. The COVID-19 pandemic restrictions have had a negative impact on the value of many business assets, such as gyms, hotels and movie theaters, while others not so much. Businesses that were operating on Jan. 1 but then regrettably had to shutter are going to be considered. Make no mistake about this, I intend to be proactive about these reductions. As an example, our office proactively reduced Business Personal Property for about 47,000 businesses countywide last year.

Property taxes are based on the assessed value of your property. I also think it’s important to note that the very reason for our property taxes is to support vital public services provided to all of us, including law enforcement, fire protection, education, parks and recreation, as well as roads.

Property tax bills show land and improvement values. Improvements include all assessable buildings and structures on the land. In general, properties that are owned and used by educational, charitable, religious or government organizations may be exempt from certain property taxes. You may also qualify for certain exemptions.

The bureaucratic name for the Business Personal Property form is the 571-L, and as I mentioned, it must be filed no later than May 7 to avoid a penalty. However, May 7 falls on a weekend this year so the deadline is actually May 9. To file the form online or just to learn more about this go to https:// assessor.lacounty.gov/businessowners/business-propstatement-filing.

Los Angeles County Assessor Jeff Prang has been in office since 2014. Upon taking office, Prang implemented sweeping reforms to ensure that the strictest ethical guidelines rooted in fairness, accuracy and integrity would be adhered to in his office, which is the largest office of its kind in the nation with 1,400 employees and provides the foundation for a property tax system that generates $17 billion annually.
