Applying for SBA Economic Injury Disaster Loans PULSE BEAT

By this time, it is highly likely that you will have heard of the Economic Injury Disaster Loan (EIDL). But in case you haven’t, the EIDL is a loan provided through the Small Business Administration (SBA) and is funded by the U.S. Treasury. It allows a small business to apply for up to $2 million in loans if that businesses has been directly impacted by the COVID-19 pandemic.

To apply, go online to this official website: disasterloan.sba.gov/ela/Account/Login.

As of this writing, the SBA site is experiencing very high volume, so be prepared to be patient. If you have trouble logging on using Google Chrome, try using Internet Explorer, Firefox, Safari or another browser.

Please make sure that you mark “Economic Injury” in the box provided on the application. To prepare for filling out the application, it will be enormously helpful if you have available a list of your current assets and liabilities. Assets would include:

• Cash on hand and in bank savings accounts

• IRA or other retirement account information

• Accounts and notes receivable

• Life insurance (cash surrender value only)

• Stocks and bonds

• Real estate

• Automobiles

• Other personal property (detailed list)

• Other assets (detailed list)

• Sources of income (salary, real estate investment, other investments, etc.)

• Other income Liabilities would include:

• Accounts payable

• Notes payable to banks and others

• Auto payments

• Loans against life insurance

• Mortgages

• Unpaid taxes

• Other liabilities

During the application process, please make sure you keep any SBA loan numbers (or whatever type of number the SBA assigns to you) in a safe place, and do not lose your password! The SBA won’t be able to find your password if you lose it, and you’ll have to begin the process all over again.

My thanks to our community

This month, the Paramount City Council will hold its annual reorganization meeting, which ends my term as Mayor. In addition to that, I have officially retired from the Council.

I’ve lived in Paramount since 1949, opened my business here in 1972, and raised my children in town. Over the years, I’ve been involved with the Elks Club and the Rotary Club and was on the Board of Directors for the Paramount Chamber of Commerce.

With the City, I’ve served on the Parks and Recreation Commission, the Planning Commission, and, of course, was elected to the City Council in 2007.

Needless to say, I love Paramount.

The best part of this history has been the opportunity to work with some amazing people. These folks have come from all corners of our community. Like any city, Paramount has faced big challenges over the years. In my experience, our folks have always come together to overcome these challenges.

A shared vision has worked to our advantage.

It’s been a true honor to be part of the Paramount team and see such great accomplishments achieved over time.

I also want to make special mention of my colleague, Vice Mayor Daryl Hofmeyer, who has served on the City Council and, previously, on the Planning Commission. He, too, has retired. I thank him for his great contributions and devotion to our town. Tom Hansen

Coronavirus/COVID-19 information

Everyone knows how the coronavirus/COVID-19 has impacted the nation and the world—but it is still important to keep sharing essential facts from the Los Angeles County Department of Public Health:

• 80% of those who contract COVID-19 experience only mild symptoms and get better on their own with proper self-treatment and isolation.

• The most at-risk populations are those with underlying health conditions (i.e., heart disease, COPD, etc.) and the elderly (those over 65 years old).

• Wash your hands frequently for at least 20 seconds and sanitize touched surfaces.

• Refrain from touching your face, especially your eyes, nose, and mouth.

• Cough or sneeze into your sleeve.

• Practice social distancing when in groups, keeping a space of at least six feet between individuals.

• Stay home if you experience any mild symptoms like a fever or coughing.

• Always consult your doctor for medical advice.

Here are answers to questions that have arisen during this crisis:

The Paramount Water Department has closely monitored events and public health recommendations surrounding the outbreak and spread of COVID-19. We want to reassure our customers that your tap water is available, plentiful, and safe. There is currently no evidence to support that COVID-19 is transmitted through drinking water.

The City does not administer coronavirus tests. According to the Los Angeles County Department of Public Health: “Only health care providers can test for COVID-19.”

When it comes to specific coronavirus cases within a city, because of compliance with the Health Insurance Portability and Accountability Act (HIPAA), the City does not have access to resident information about coronavirus.

The City has no scheduled date for resumption of activities. We will continue to monitor public health guidelines and recommendations and assess City services and programs, and we will update residents as dates change.

The City coordinates closely with schools, but the decision to close campuses comes from the Paramount Unified School District (PUSD).

The City (like most other municipalities) does not have a health department. For local health information, that falls to the Los Angeles County Department of Public Health. (publichealth.lacounty.gov.)

IN MEMORIAM

Elvira Amaro

August 17, 1925 - February 25, 2020

Elvira Amaro, former mayor of the City of Paramount and a very active member of the local community for many years, passed away peacefully at the home of her daughter, Rosie, in Northern California while surrounded by her many grandchildren. She was 94.

She was preceded in death by her husband, Alfred Amaro, and her sons Rudy, Tony and Freddy.

During World War II, she helped build airplanes at Vultee Aircraft in Downey and became known as one of the original “Rosie the Riverters.”

Mrs. Amaro served on the Paramount City Council from 1990 through 1994, and she was mayor in 1992.

Active in numerous local civic and service organizations, she was a longtime instructional assistant with the Paramount Unified School District and a member of the Paramount Women’s Club.

One of her passions was the Sister Cities program. Frank Barraza, president of Paramount-Tepic Sister Cities, recalled that when she was mayor, she welcomed several delegations from Tepic, Mexico, to City Hall and personally showed them around Paramount. She also visited Tepic and Nayarit and hosted guests from Tepic as part of the student exchange program. “She was an extraordinary woman and an inspiration to so many,” Mr. Barraza said.

A devoted Catholic, she was a founding member of Our Lady of the Rosary Church, where her funeral service was held on March 9. She was also a member of the Catholic Daughters in Bellflower and the Knights of Columbus in Paramount, and she was a past-president of Las Guadalupanas at Our Lady of the Rosary Church.

Burial was at All Souls Cemetery in Long Beach.

UCOVID - 19 SCAMS

nscrupulous persons out there are trying to take advantage of public fears and uncertainties related to the ongoing coronavirus/COVID-19 pandemic that has severely impacted our lives and businesses. Read the information below from the Los Angeles County Sheriff’s Department to avoid becoming a victim of misinformation and scams.

• Do not click on “phishing” emails, links or attachments that you don’t recognize. Hackers may be able to access your personal information if you click, open or log onto a fake page. You may receive emails from fraudulent accounts impersonating official websites or doctors. For example, an email might come from a fraudulent address like @CDC-GOV.ORG instead the official email address of @CDC.GOV. Make sure you hover over the link to verify the URL (Uniform Resource Locator) and domain name.

• Ignore fraudulent online offers claiming to sell COVID-19 cures or treatments. At this time, according to the Centers for Disease Control (CDC), there is no vaccine for this coronavirus nor are there approved drugs to treat it (although some drugs are being tested).

• Beware of scammers selling knockoff products, such as those claiming they are selling “N95” respirator face masks versus regular surgical masks, or hand “sanitizers” that either contain no alcohol or less than 65% alcohol, making them ineffective against the novel coronavirus. Please purchase such products only from trustworthy businesses.

• Be aware of fraudulent fundraising campaigns or donation requests for cash, gift cards and credit cards. There are scammers seeking contributions via emails or going door to door. At this time, no government agencies or officially sanctioned organizations are sending persons door to door or soliciting donations through bitcoin or PayPal.

• Watch out for price gouging, which is illegal in California during a declared emergency. California Attorney General Xavier Becerra has issued a price gouging alert, in which he said: “I encourage anyone who has been the victim of price gouging, or who has information regarding potential price gouging, to immediately file a complaint through my office’s website (oag.ca.gov), call 800-952-5225, or contact their local police department or sheriff’s office.”

If you believe you have been scammed, contact your bank and/or credit card company immediately and report it to your local law enforcement.

Paramount residents can file specific types of crimes or incident reports from home with the Sheriff’s Online Report Tracking System (SORTS) on the LASD.org website. Once your report is reviewed and accepted, a free copy of the approved report will be emailed to you for your records. You can report the following incidents:

• Lost or stolen cell phones valued $950 or less.

• Lost or stolen property valued $950 or less.

• Vandalism, excluding graffiti, where damage is valued under $400.

• Theft from an unlocked vehicle valued $950 or less.

• Theft from an open or unsecured area valued $950 or less

You may also file a Supplemental Loss Form, which must already have a previously assigned LASD report number. All cases filed within this system will be reviewed. Department policy will dictate the level of investigation needed for the incident you report to us using SORTS.

A deputy sheriff may need to follow up with you by email, telephone or in person if the incident requires further investigation.

HELP APPLYING FOR UNEMPLOYMENT INSURANCE

There are a number of resources that can help you understand and navigate the process of applying for Unemployment Insurance (UI) bene ts.

Find instructional videos providing an overview of UI Online, how to create an online account, and the steps for ling a new claim in both English and Spanish at https://www.edd.ca.gov/Unemployment/UI_Online.htm.

Find written material to understand the process at the State Employment Development Department’s website, https://edd.ca.gov/about_edd/coronavirus-2019.htm.

For help completing the application, call your local America’s Job Center of California to schedule a phone appointment with an EDD representative. Locally, that is the Southeast Los Angeles County Workforce Development Board at (562)484-5020. (Be

prepared to provide the EDD representative with your contact information.)

Keep in mind that, according the EDD, it takes at least three weeks to process a claim for unemployment bene ts and issue payment to most eligible workers.
