Message from the Mayor Dear Ratepayer, As the new year brings with it a renewed energy and optimism, it is important to reflect on everything our community has achieved over the last 12 months and prepare for what 2022 might bring.

As we kick off the new year, I am inspired by our recent Local Hero of the Year Award winners and Freeman of the City recipients. It is heartening to see people doing such amazing things for our community and I know, whatever this year brings, we will remain a vibrant, resilient and connected community.

With COVID-19 here to stay, it’s still as important as ever to keep up physical distancing, practise good hygiene, stay at home if unwell and comply with COVID-Safe principles and the latest health advice to protect ourselves and the community.

A big highlight for me these past few months has been seeing some of our parks and playgrounds transformed into beautiful nature play spaces for our community to enjoy. With funding now secured for future upgrades at Stirk Park, as well as for upgrades at Pickering Brook Sports Club, and consultation underway for the new design for Gladys Newton Park, I look forward to seeing more of our parks transformed into high quality and accessible recreational and social spaces this year.

With regard to improved access I, like many of you, have been watching the progress of the High Wycombe Train Station, with the first test train voyage now not far away. The station is a game changer for our region, providing a key transport connection and greater travel options for residents.

I’m delighted to share an update regarding the Walliston Transfer Station upgrade, with works well underway to provide new road access, improved safety, more user friendly drop off points, and a new community re-use shop at the station.

Bushfire Aware Summer is finally here and that means the start of the fire ban season, which runs until 31 March 2022.

Residents are urged to take five minutes to think about bushfire preparedness and have a plan in place in the event of a bushfire.

Annual General Meeting of Electors The City of Kalamunda Annual General Meeting of Electors to receive the 2020/2021 Annual Report will take place at the City’s Administration Centre on Tuesday 1 February 2022 from 6:30pm to 7:30pm.

The Annual General Meeting of Electors is an opportunity for all residents and ratepayers to hear about the activities

and performance of Council operations during the past year. It is also an opportunity to ask questions or voice your opinion.

A range of information about Council services will be available as well as the opportunity to speak with councillors and senior officers after the meeting.

Walliston Transfer Station Closed When Total Fire Ban Declared With the spate of prolonged hot weather and strong easterly winds across summer, it’s timely to remind residents the Walliston Transfer Station is closed when a Total Fire Ban is declared.

Total Fire Bans are set by the Department of Fire and Emergency Services and are issued on days when weather conditions would make fires difficult to control or when there are a number of fires burning across the State, stretching resources.

Activities not permitted during a Total Fire Ban include any hot works such as grinding, welding, cutting or heating in the open air.

Also, on days when a Total Fire Ban is declared, the City’s Chief Bush Fire Control Officer can impose a Harvest and Vehicle Movement Ban. To stay up to date with Total Fire Ban alerts and warnings visit emergency.wa.gov.au.

To check if the City has declared a Harvest and Vehicle Movement Ban: • visit kalamunda.wa.gov.au • listen to ABC radio broadcasts or • check the variable messaging boards located around the City.

ARE YOU BUSHFIRE READY?

The City has compiled an amazing amount of information listed on the website to help residents and property owners prepare their homes and family including information regarding practising bushfire safety, understanding fire danger ratings, understanding firebreaks and when they’re needed, property preparedness.

Anyone needing information and advice can call the City on 9257 9999 and speak with a Fire Officer.

Reporting Graffiti Under the Council’s Graffiti Removal and Prevention Policy, the City endeavour’s to remove graffiti from Council property and private residential properties that abut Council land, such as fences and walls on parks, reserves and pedestrian access ways.

To lodge a request for graffiti removal, complete the online request form on the City’s website or phone 9257 9999.

Woodlupine Brook Update The City is commencing a fantastic new project upgrading Woodlupine Brook in Forrestfield between Strelitzia and the Woolworths Drive bridge.

Construction is due to commence March-April 2022. The project will restore 300 metres of the Woodlupine

Brook Ecological corridor into a functioning ecosystem including a biodiverse, babbling living stream.

The project will also deliver improved storm water management, revegetation and endemic planting programmes, new pedestrian and cyclist access, public realm

Getting back to nature at Lincoln Reserve Lincoln Reserve was abuzz with energy and laughter in August as families came together after school to celebrate the official opening of the new naturethemed playground at Lincoln Reserve.

The Reserve provides the perfect space for families of all ages to come and enjoy a picnic and interact with the ninja/ exercise course, double 50m flying fox, log play, seating, pathways, and plantings.

Mayor Margaret Thomas said, “People loved the opportunity to meet new people, meet up with old friends, and engage with City staff who were there to listen and learn from locals and visitors alike.”

The park improvements and layout have taken into consideration previous community feedback, visual impacts, safety and accessibility requirements and the park’s natural setting.

Guided by a qualified instructor, children will develop their motor and social skills through fun and challenging exercises using specialised Kindy Gym equipment.

Hartfield Park Recreation Centre offers a range of programs and services to suit the whole community, including group fitness sessions, a gym, personal training, active seniors activities, children’s activities, sports activities, and a crèche.

The Junior Volleyball Program consistently sees over 25 participants every Thursday and due to this success, an additional Junior Volleyball Program has been introduced on a Monday.

Volleyball booking numbers have been steadily rising and are only on the way up!

Funding secured for Stirk Park upgrade The City has secured a $1.715 million grant from Lotterywest towards the construction and associated costs for development of the playground and skate park at the Stirk Park Precinct.

The upgrades are part of the Stirk Park Master Plan endorsed by Council in 2018 and will see the northern area of the park transformed into a modern and accessible area for families of all ages to enjoy.

Mayor Margaret Thomas said that securing the funding is an important step in the continued revitalisation of the park area.

“We know through consultation that the skate park and playground redevelopment for Stirk Park are important to our community, and I’m thrilled to announce that we have secured this crucial funding for the project.”

“We thank Lotterywest for supporting the City in developing this important space for our growing community.

It is a project the community have continuously told us is a priority, and the funding announcement brings the project a major step forward towards reality.”

The announcement comes after Council endorsed concept designs for Stage One priorities of the Stirk Park Master Plan in August 2020 following detailed community consultation, and an allocation of $316,000 was made in the 2021/22 Budget to undertake detailed design of the redevelopment.

The City will commence pre-works in January 2022 around the lake area to improve the park drainage system and set itself up for the playground and looks forward to completing detailed design of the playground, which is expected in April 2022.

Pavilion gets underway Works have begun to upgrade the Pat Moran Pavilion at Kostera Oval with improvements including unisex changerooms, a universally accessible toilet and storage areas for the clubs that use the facility.

This facility upgrade is part of the City’s stimulus package delivering changerooms for female sports participants.

Additional project funding was received through the State Government’s Community Sporting and Recreation Facilities Fund and local clubs.

Works to revitalise Central Mall underway Construction commenced on the Central Mall redevelopment project in January 2022.

Mayor Margaret Thomas said the project is one of the key components of the City’s Activity Centre Plan and will deliver a vibrant experience that supports both day and night-time activities.

“This redevelopment will provide a safe and pleasant pedestrian

environment with more landscaping, shade, rest stops, weather protection and footpaths for our community and visitors to enjoy” The project will deliver a leafy and well lit pedestrian focused shared space streetscape, creating new people gathering areas and providing the opportunity for local businesses to grow.

The works have been planned and will be carried out in a way that maintains access to businesses, with the Central Mall staying open for business throughout construction.

“We are looking forward to providing various opportunities for the community to come and watch the progress happening in the Central Mall.” Mayor Margaret Thomas said.

Meloway Drive Reserve

Maida Vale Reserve Lighting Project

Local families are having loads of outdoor fun thanks to the City’s latest playground upgrades at Meloway Drive Reserve, Maida Vale.

The City is pleased to announce that works have begun on the Maida Vale Reserve sports lighting project.

The new play space has rope ladders, two slides, stepping stones, a climbing wall, a shop front to boost imaginative play and a soft floor ground cover.

In addition, 15 tonnes of locally salvaged rocks and logs were used to create the playground boundary.

CEO Rhonda Hardy said the play space had been earmarked for enhancements in 2020 predominantly via the City’s cash-inlieu (CIL) fund for Public Open Spaces.

“We asked the community to share their vision for the Reserve and received overwhelmingly positive feedback for more natural materials and a nature-based look and feel,” Ms Hardy said.

The new sports lighting will provide improved lighting for both Kalamunda United Football Club (KUFC) and Kalamunda Rangers (teeball, softball, and baseball).

In addition to the City of Kalamunda funding, the project is being supported by the State Government through the Community Sporting and Recreation Facilities Fund and a contribution from the KUFC. The improvements will increase opportunities for the community to participate in physical activities, be more active and ultimately lead a healthier lifestyle.

Ray Owen upgrades underway As part of the 2021/22 financial budget, the City of Kalamunda have begun works to the car park at Ray Owen in accordance with the Master Plan.

Early site works commenced in early October 2021 in preparation for the construction in summer. The car park construction commenced on 4 January 2022 with expected

completion early March 2022.

Visitors to BMX, netball and basketball should enter via the normal access at Gladys Road.

Access to cricket will continue to be available through the Grove Road entrance, although temporary access arrangements may be required on occasion.

Visitors are asked to please observe any signage and directions whilst works are underway.

A site compound will be present on the site, to house a demountable office and heavy plant equipment.

The area marked in red in the image above is closed to the public during the car park renovation works.

Pipeline in the pipeline...

As part of our Non-Potable Water Action Plan The City is looking at building a pipeline from Forrestfield to Lesmurdie, with a feasability study which commenced in December 2021.

Sports club project gets funding Funding has been secured for several improvements in and around the Pickering Brook Sports Club.

The project includes a new synthetic bowling green, a new nature playground to be built next to the sports club to service its members, visiting teams and the wider community, and the addition of solar panels to the sports club building.

The City is contributing $80, 000 towards the project while the Pickering Brook Sports Club is contributing $75,000. $240,000 has also been secured through the Federal Government’s Building Better Regions funding.

The concept involves evaluating the potential of providing an alternative fit for purpose water source for the irrigation in the hill’s environment, where groundwater supplies are scarce.

The project involves the recovery of harvested stored stormwater and piping the water to Ray Owen Reserve, and to Increase efficiency of the current Managed Aquifer Recharge System.

Walliston Transfer Station upgrades Works are ongoing to provide new road access, improved safety, more user friendly drop off points, and a new community re-use shop at the Walliston Transfer Station.

The works mean there have been a few changes to how you can acess the station, with the gate and gatehouse being moved east towards Pomeroy Road. Vehicle movement throughout the site is strictly one way with a speed limit of 10km/h. The exit gate will stay in the same place.

As the Transfer Station can get pretty busy, we ask visitors to please be patient and follow all signage and directions.

Gladys Newton Park and playground upgrade Gladys Newton Park is being upgraded to create a vibrant multipurpose outdoor space.

The park is being upgraded as a jointly funded initiative of the City, State Government and Hall and Prior, the operator of Karingal Green. This will create a blended open space for young and old to share.

The concept upgrade is proposed to include a community green and playground upgrade, access pathways, seating, landscaping, BBQs, a nature playground, and garden.

Award winning paths The City of Kalamunda was honoured to be awarded a Local Government Professionals Connecting Community Award for community engagement at the Annual State Conference Awards, as well as the Stakeholder Engagement Award at the 2021 Planning Excellence Awards, for the High Wycombe Shared Paths – ‘Painting our Streets Alive’ project The community engagement project was recognised for its innovative approach designed to increase community vibrancy and its links to the City’s Strategic Community Plan.

The project embraces neighbourhood stories and local Whadjuk Noongar history and culture through brightly coloured street crossings, designed by talented local artist Aurora Abraham.

Mayor Margaret Thomas said, “Awards such as these acknowledge the City’s ongoing commitment in engaging with the community to provide quality infrastructure, improving road safety, and creating a sense of place.”

High Wycombe South planning progresses In late 2021 Council adopted the Transit Oriented Development Precinct Activity Centre Structure Plan (the TOD ACSP) for the purpose of submission to DevelopmentWA for assessment, consultation, and determination.

Following Council’s determination, the TOD ACSP has been submitted to DevelopmentWA.

So what happens now?

DevelopmentWA will invite public comment from the local community, with letters containing further information to be sent to all landowners within the project area.

At the end of the public advertising period, all submissions will be considered prior to the final determination of the TOD ACSP.

MacKenzie Park works commence Works have begun on the MacKenzie Park playground upgrade.

The park in High Wycombe will receive new playground equipment and refurbishment of the existing mini basketball court in early 2022.

The works are anticipated to be completed in mid-2022. In addition to City of Kalamunda funding, the project is being supported by the Federal Government through the Stronger Communities Programme.

Youth Week WA

Youth plan 20232038 The City of Kalamunda is currently developing the new Youth Plan that will guide the direction of the City’s youth priorities and engagement over the next five years! Extensive consultation was undertaken from October 2021 – January 2022.

The survey data will be analysed, and a draft plan will be open for public comment later in 2022 – and we’d love to hear your feedback.

In the April school holidays, Youth Services will be hosting an Eco-Festival filled with a variety of activities for young people to learn about conservation and sustainable living. A full calendar of events will be released on the City’s website in March 2022.

The Zig Zag Early Years Partnership The City assists this group of passionate community members, early childhood educators, service providers and health practitioners in supporting families by hosting early years (0-8) information sessions and events like Pop Up Plays.

YAK on the lookout for young leaders Youth Action Kalamunda (YAK) is the City’s youth advisory and leadership committee. YAK meet each term to identify issues or concerns in the community and help to create initiatives to address them, including project planning the annual Youth Week WA program and the School’s Out Pool Party.

The team also provide feedback to the City on consultations and participate in team development.

YAK are on the hunt for more community-oriented and young leaders to join the team – will that be you?

Keys to the City The honour of Freeman of the City of Kalamunda is the highest award Council can bestow, and is extended exclusively to those who have shown outstanding, on-going and extensive community involvement.

In December, Mrs. Nita Sadler (pictured) was proclaimed a Freeman of the City.

Nita has volunteered since the age of 12, starting out with the Red Cross. She joined Forrestfield Residents Association in 1979 and was elected to Kalamunda Council in 1992. Retiring in 2007, she also spent time as Deputy Shire President.

In October, the City of Kalamunda awarded two Freeman of the City Awards, Mrs Norma Walsh, and her husband Mr Max Walsh (dec.), who made a significant contribution to the City of Kalamunda over their lives.

Mrs Norma Walsh was born in Gooseberry Hill in 1928 and was a teacher for 37 years in the district and volunteered in many community organisations over her life, with more than 70 years of service to the community.

Mr Max Walsh left us in 2017 and is sadly missed. We recognise his significant involvement in many sporting and community groups.

Mrs Norma Walsh received the awards on behalf of Mr and Mrs Walsh.

Norma was also announced as WA Senior of the Year - Metropolitan at the 2021 WA Seniors Awards in November, presented by the Council on the Ageing (WA) in partnership with the State Government.

We could be heroes The City’s Local Hero of the Year Awards were announced during National Volunteer Day celebrations in December.

The Young Hero of the Year was awarded to Bryzlyn Sin in recognition of over 200 hours spent volunteering in the local and global community, including using her musical talents to entertain at churches and nursing homes, and to fundraise for the Cancer Society. She has also performed at a Child Aid Charity Concert and a Red Cross event.

Local thespian and Kalamunda resident Dee Howells took out Senior Hero of the Year in recognition for her volunteer work in local amateur theatre over the last five decades and for supporting seniors in the community.

Mental health advocate and Gooseberry Hill resident Darren Peterson was presented the City of Kalamunda Local Hero Award for 2021.

Mayor Margaret Thomas said, “Our Local Hero Awards are all about shining the spotlight on our community volunteers, thanking them, and giving them the recognition they deserve.”

“We hope that by sharing their stories we can inspire others to not only thank volunteers personally, but to also get directly involved in shaping the future of our strong, connected community.”

Well done to all our local heroes who were nominated throughout the year, you are amazing.

Local Hero Awards run monthly and the City accepts nominations throughout the year.

In 2022 a new Aboirignal Leadership Award category will be introduced.

SUMMER IS HERE Remember the rules for pools this summer It’s that time of year again when we dust of the bathers and keep cool however we can, but did you know that it’s not just those of us lucky enough to have a pool who need to be aware of the rules?

Any structure that contains water to a depth greater than 300mm and is used primarily for swimming, wading, bathing or similar activities is required to have a barrier installed which complies with the

Australian Standard, including blow up and paddling pools.

Don’t feed the birds As spring/summer hits so does breeding season for a lot of birds!

This time of year, there are a lot of juvenile birds that can seem ‘friendly’ or ‘tame’ and are often mistaken for pets.

Unfortunately, Kanyana have seen many baby birds that have been kept for longer periods of time and fed incorrectly which can cause a lot of issues such as nutritional deficiencies, bone disease and even fractures.

It is important to remember that our Wildlife cannot be kept for longer than 72 hours, as under Western Australian legislation it is illegal to keep wildlife without a license to do so.
