GROVE STREET NEIGHBORHOOD PLAN IMPLEMENTATION

COMMUNITY MEETING

The Grove Street neighborhood contains a mixture of uses including senior housing, single family dwellings, multifamily dwellings, affordable housing units, large and boutique hotels, a skate park, and businesses.

Design is beginning for complete streets improvements along Grove Street between Grant Street and Dry Creek Road. The project aims to improve walking, biking, and transit use along the corridor. The project as proposed will construct continuous curb, gutter, and sidewalks.

This project is funded in part by a One Bay Area Cycle 3 Grant program providing approximately $2.85 million for construction. Construction is anticipated to begin in Spring 2025.

YOU’VE GOT MAIL

This coming week Healdsburg utility customers will receive a notice of proposed water and wastewater rate increases This notice will provide information about the proposed rates and a planned public hearing on May 6 where residents can learn more and provide feedback.

Cost inflation, lower than expected water sales, new water treatment requirements, and the need to replace centuries old water pipelines are all driving these increases. We recognize that rate increases create a burden for many customers. We also acknowledge the frustration when commendable conservation efforts are cited as one of the causes The reality is that the costs to operate the water and sewer systems do not go down when usage goes down. The City has deferred investments in our aging infrastructure in recent years, but that is not sustainable in the long run. We also need to make investments to diversify our water supply and reduce the need for drastic cutbacks in future droughts.

The proposed rates also include the introduction of a new tier structure that varies based on the amount of usage. The result is that, while rate increases will be significant for high water users, they will be more modest for customers that are waterefficient.

CITY FACILITIES GET AN UPATE

The Community Services Department started work this week on three of ten deferred maintenance projects that will be completed this spring and summer. Deferred maintenance is preventative maintenance that is required to keep a facility in an acceptable and operable condition, and that is intended to maintain or extend its useful life. Local contractors are painting the gazebo in the Plaza and the southside of the grandstand in Recreation Park. Work has also started at the football concession stand/Snack Shack in Recreation Park, which will receive a new roof and exterior painting in addition to interior upgrades being completed in partnership with the Healdsburg Greyhound Boosters. These projects are funded through a Fiscal Year 2023-2024 deferred maintenance budget allocation and reflect several years of community engagement and outreach.
