About Us

The City of Hamilton is responsible for administering all aspects of the City. Services include garbage collection, street sweeping, sewerage maintenance, streetlights, traffic lights, street and sidewalk maintenance as well as maintaining Hamilton’s parks and the collection of City taxes. The City also sponsors and hosts numerous events in the City including the Taste of Bermuda Weekend, World Triathlon Series and Bermuda Carnival. There is an elected Board of one Mayor and eight Councillors. Municipal elections are held every three years and are under the jurisdiction of the Parliamentary Registrar. The administration team is led by the Chief

Executive Officer/City Secretary who is supported by the Chief Operating Officer/City Engineer, Chief Financial Officer, Director of Marketing & Communications and Director of Human Resources who make up the Executive Management Team. The main administration offices and Events & Marketing department of the City of Hamilton are housed in City Hall at 17 Church Street while the Works Depot is located on Laffan Street. There are more than 100 staff members employed by the City who ensure that Hamilton, one of the smallest cities in the world, remains spotless and efficiently run.

As Mayor of this great City, I am proud to present our Annual Report, reflecting on the accomplishments and strides we have made together in the past year.

Our dedication to representing the rights and interests of our citizens remains unwavering. Alongside my esteemed councilors, we are committed to upholding the values of integrity, transparency, and accountability. We recognize that we serve at the pleasure of the people, and it is our duty as elected officials to prioritize their needs and concerns.

I am pleased to announce that for the fourth consecutive year, our City has maintained a loan-free status. This achievement underscores our commitment to fiscal prudence and transparent governance. The Corporation remains steadfast in its obligation to be accountable to our ratepayers, ensuring that every decision made is in the best interest of our community. However, it is important to note that in 2024/25, we will be incurring debt to fund our microscreening project. This decision is strategic, as the project promises to significantly enhance our sewage system by removing the majority of solid particulate and pathogens from the outfall. Additionally, this project will be sustainable, maximizing environmental improvement with the additional

capital and operational costs remaining within our current capabilities. This will demonstrate our commitment to pragmatic solutions tied in with the well-being of our environment.

Safety continues to be a top priority for our administration. We have implemented various projects and initiatives aimed at enhancing public safety, including the engagement of Extra Duty Police Officers to safeguard our streets. Additionally, we have taken decisive action against illegal dumping and sponsored numerous community events to foster a sense of unity and belonging among our residents and inspire pride in our City.

Since I was first elected Mayor, the public has been invited to attend all Council meetings and Committee sessions, providing an avenue for citizens to voice their concerns and ideas. This inclusive approach ensures that the voices of our community are heard and considered in the decision-making process, and we continue to welcome people to attend and participate in this regard.

Looking ahead, we see immense opportunities for growth and development in our City. I am excited to witness the progress that lies ahead and am committed to fostering an environment conducive to civic prosperity. The Corporation’s legacy of success underscores our ability to effectively govern and serve the best interests of Bermuda.

Throughout 2024, we will continue to nurture the spirit of Hamilton – a City that epitomizes Bermuda at its best. Together, we will navigate the challenges and seize the opportunities that lie ahead, building a brighter future for generations to come.

The production of this inaugural annual report, begins a new practice for us which, in today’s dynamic landscape, is both timely and necessary.

In the heart of Hamilton, where tradition meets innovation, I reflect on the past year—a year marked by dedication, creativity, and commitment to our City. As the CEO, leading this exceptional team, I feel a deep sense of pride and responsibility in our collective goals.

Our story is one of pursuing excellence, with each initiative and service designed to enhance the lives of those who live, work, and visit Hamilton. We are the caretakers of green spaces, heritage, and a culture that blends progress with tradition.

Innovation is at the core of our efforts, guiding us through technological advancements and societal changes. This past year, we introduced license plate recognition technology in our car parks, improving convenience and setting a new standard for urban living.

Through programs like the City Busker Program and the VIVID public art initiative, we’ve turned Hamilton into a hub of civic pride and artistic expression. The Taste of Bermuda food festival and other events have placed Hamilton on the global stage, celebrating our unique culture.

Our commitment to sustainable development and fiscal responsibility has resulted in significant projects like the rejuvenation of Pier 6 and City Hall, the innovative sewage treatment microscreen project, and urban infrastructure enhancements.

As we honor our past and culture with projects like the renaming of the Samuel David Robinson Complex and the unveiling of the BERMUDA Marquee sign, we also prepare for a future full of possibilities. The Fort Hamilton Restoration Project exemplifies our dedication to preserving our history for future generations.

Looking ahead, we are poised for a new year filled with potential. Our commitment to making Hamilton vibrant, safe, and efficient is stronger than ever. We envision a City that not only meets the needs of its citizens but also enriches their lives.

CFO’s Report:

Throughout fiscal year 2023, the Corporation remained steadfast in our dedication to balancing budgets and maximizing revenue streams, as evidenced in the Corporation’s recently released 2023 Audited Financials.

Furthermore, I am proud to highlight that, for the fourth consecutive year, the Corporation can boast a loan-free status.

Our 2023 financial statements continue to receive an unqualified audit opinion from independent auditors, reaffirming the accuracy and integrity of our financial reporting practices and underscoring our commitment to transparent financial management principles.

From a revenue perspective, car parking fees significantly contributed to our revenue streams in 2023, reflecting a strategic approach adopted several years ago to maximize revenue streams through the investment in the car park barrier systems. Additionally, the decision to create a highend event space at Pier 6 presents another example of pragmatic strategies we have implemented which are beginning to bear fruit.

On the expense side, our Statement of Operations, located in our financial statements, indicate that our 2023 expenses are very close to budget. This is reflective of our team efforts to diligently to manage allocated funds. Actual expenses are exceeding last year primarily due to the increased cost of doing business in Bermuda.

Our continued ability to undertake significant capital projects and host world-class events without the need for additional borrowing is a testament to efficient financial projections and planning. Key projects in the past two years included the complete renovation of Pier 6 to create an exclusive waterfront event space, the fabrication and installation of the iconic BERMUDA Marquee sign, City Hall office refurbishment, the naming and enhancement of Dudley Eve Park, the refurbishment of the Earl Cameron Theatre dressing rooms, and significant paving works.

In line with our commitment to financial accountability, we took innovative measures to recover outstanding debts, resulting in over $600,000 in reclaimed funds since March 2023. This success can be attributed to our investment in a dedicated Debt Collection Administrator, underscoring our proactive approach to financial stewardship.

At the City, we prioritize balancing our financial responsibilities alongside our commitment to our community. This is evident in our practice of waiving rental fees for charitable civic events or those that enhance the community, thereby attracting individuals to our City and fostering vibrancy. We strive to give back whenever possible, whether through monetary donations or the provision of City manpower resources.

In conclusion, I would like to thank my finance team for their hard work during the year and extend my gratitude to our stakeholders and the rest of our dedicated team members for their unwavering support and commitment to our shared financial goals. As we look towards the future, we remain resolute in our pursuit of fiscal prudence, transparency, and sustainable growth.

City Council

The City’s Council is responsible for the administration of the City and holds their monthly Board meetings on the first Wednesday of every month. Each member sits on several (but not all) sub-committeesFinance; Staff, Legislation and Governance; Infrastructure; Residents - all which meet once a month and make recommendations to the Board for approval.

Democratically Elected Leadership

On May 12, 2023 the City Council was sworn into office following a municipal election. We extend our warm congratulations to Councillors Jenefer Brimmer, RoseAnne Edwards, and George Scott for their successful bids for reelection, demonstrating their continued dedication to our community. Additionally, we warmly welcome newcomer Shawn Brown to the City Council, whose fresh perspectives and ideas are sure to enrich our discussions and decision-making processes. These residential Councillors will be working alongside their business representative counterparts, forming

a diverse and representative body to address the needs and aspirations of our City. Furthermore, we acknowledge Mayor Gosling, whose uncontested reelection underscores the trust and confidence placed in his leadership by the residents and ratepayers of Hamilton. As we welcome our newly elected officials, we also express our gratitude to outgoing Councillor Henry Ming for his years of devoted service to the City. His contributions have left an indelible mark on our community, and we wish him all the best in his future endeavors. The City of Hamilton remains steadfast in its commitment to fostering a vibrant and inclusive democratic process, where the voices of all residents and ratepayers are heard and valued.

Executive Team

The City of Hamilton’s Executive Team is responsible for driving the City’s policies and projects in keeping with the City’s Strategic Plan. The Team acts as a conduit between the City Board and staff to ensure synergy within the organization. It is comprised of the following members:

The Chief Executive Officer & Secretary to the Corporation of Hamilton is responsible for implementing the goals, strategies and policies of the Corporation of Hamilton as directed by resolution of the members. It is the responsibility of the Chief Executive Officer & Secretary to ensure that the day-to-day operations of the City of Hamilton are efficient and service-oriented and to be the driving force behind the City’s Mission to provide positive experiences for City-users through the delivery of quality initiatives and services.

The City of Hamilton’s Chief Operating Officer/City Engineer is responsible for the diverse business operations of the City. The Chief Operating Officer/City Engineer works to create practical solutions to engineering challenges and oversees a team that is responsible for implementing those solutions within a specified budget and timeframe. They also oversee all capital projects and contracts undertaken by the City and are responsible for the management and maintenance of all City properties and services as well as future City planning.

The Chief Financial Officer is responsible for all aspects of the City’s financial accounting and reporting, treasury and risk management functions. The Chief Financial Officer works to prepare and manage short-term and long-term budgeting objectives, including cash flow forecast, financing options and any amendments to the budget throughout the year.

The Director of Marketing and Communications is responsible for strategically developing short- and long-term plans to meet the City’s marketing, communications and public relations objectives and to promote City initiatives and services. The Director of Marketing and Communications also oversees and manages all aspects of events produced by the City of Hamilton with the aim of positively impacting our community and fostering pride in our City.

Fiscal Responsibility

THE CORPORATION OF HAMILTON IS PROUD OF THE FACT THAT OUR 2023 FINANCIAL STATEMENTS HAVE ONCE AGAIN RECEIVED AN UNQUALIFIED AUDIT OPINION FROM INDEPENDENT AUDITORS, REFLECTING OUR ONGOING COMMITMENT TO FINANCIAL TRANSPARENCY AND INTEGRITY.

In the 2023 Audited Financial report we addressed significant developments concerning a recent legal ruling by the US District Court and its financial implications. On July 5, 2023, the court ruled in favor of Mexico Infrastructure Finance, LLC (MIF) and against the Corporation of Hamilton, entitling MIF to recover $22,472,725. The Corporation is actively appealing this decision and seeking legal advice on its enforceability in Bermuda, given the Privy Council’s favorable decision in January 2019. Nonetheless, under generally accepted accounting principles (GAAP), we have recognized this potential liability as a current year expense. Consequently, the Corporation reported a deficit of $21.9 million for 2023, compared to a surplus of $0.8 million in 2022. Despite this setback, the Corporation remains steadfast in its commitment to sustainable growth and infrastructure development.

Over the past 5 years, with the exception of 2020 during the Covid-19 pandemic, the Corporation’s revenues have steadily increased.

Approx one third of the city’s revenues come from property taxes.

The top three sources of revenue (Property Taxes, Goods Wharfage and Car Parking Fees) account for approx 80% of our revenue.

Over the past 5 years, with the exception of 2020 during the Covid-19 pandemic, the Corporation’s expenses have also steadily increased.

Administrative and General Expenses includes the costs of our support departments (Administration, Finance, HR and Marketing and Communications) as well as the costs of putting on the wonderful events you see in the city.

Although Administrative and General Expenses is a our largest expense, it only accounts for 36% of our expenses. The remaining 64% is spent on the core functions needed to maintain the city.

Bad debt expense shows a credit in 2023, as we were able to recover over $600K in outstanding debt this year so we have been able to significantly reduce our provision for bad debt.

A Safe and Clean City

Throughout 2023, the City of Hamilton remained committed to ensuring the safety and cleanliness of our vibrant community. Through various initiatives and partnerships, the City continued to address concerns raised by residents and businesses, striving for continual improvement in maintaining a safe, clean and welcoming environment for all.

High Visibility Policing:

The Extra Duty Officer Programme, initiated in 2020 to enhance policing visibility throughout Hamilton, continued its impactful presence in 2023. With an injection of $130,000 into the initiative since its inception, the program targeted offenses such as public drinking, aggressive panhandling, public urination, verbal threats, and assaults. This proactive approach, driven by direct community feedback, has significantly contributed to the overall security and well-being of our City.

In recognition of outstanding service, Mayor Charles Gosling and City CEO Dwayne Caines honored PC Carol Skerritt and PC Christopher Douglas for their exemplary dedication at the monthly meeting of the Corporation Board in January. Their collaborative efforts with local businesses and proactive engagement in addressing community concerns have been instrumental in fostering a safer environment for all residents and visitors.

Sanitation and Waste Management:

In 2023, the Sanitation Division of the City of Hamilton demonstrated exceptional diligence in waste collection and management, with approximately 5,475 tons of waste removed from our streets. Daily efforts included trash collection from commercial establishments and residential areas, recycling management, and coordination of bulky waste disposal.

Notable progress was observed in residential waste disposal habits, although challenges persist in certain areas with illegal dumping. To address this issue, the City formulated a comprehensive plan set for implementation in 2024.

Parking Enforcement and Traffic Management:

To ensure fair access to parking and vehicular spaces across Hamilton, the City maintains a team of five Parking Enforcement Officers in collaboration with existing Traffic Wardens. These officers underwent comprehensive training, enabling them to enforce parking regulations effectively and uphold traffic laws, ensuring the smooth flow of traffic and equitable utilization of parking bays within the City.

Street Lighting and Roadway Enhancements:

In 2023, 54 streetlights were installed across various locations, aligning with strategic objectives to create well-lit and secure environments. Furthermore, efforts to upgrade existing lighting fixtures with energy-efficient LED bulbs and aesthetically pleasing carriage lanterns underscored the City’s dedication to sustainability and cost-effective measures. In 2023, the City team has installed new lighting to the following areas: Elliott Street, Canal Road and Bull’s Head Lane. The City also repaired or replaced significant stretches of lighting in the following areas: Cedar Avenue, Victoria Street, Church Street East, Dundonald Street East, Dundonald Street West, King Street South, Angle Street, Par la Ville Street, Joell’s Alley North and Washington Lane. The City also replaced 80 lights in the Bull’s Head Car Park and installed additional lights in Queen Elizabeth Park. Additionally, in 2023, the City repaved 1km of road and repaired 67 trip hazards.

Tree Assessment and Safety Measures:

Following a significant incident involving a large branch falling from the historic India rubber tree at the Bermuda National Library, the City took proactive steps to assess the safety of that tree and surrounding area trees. Through engagement with local experts, including Brown and Co. Ltd., a comprehensive examination determined the need for the removal of the affected tree to ensure public safety.

Serving the Community

In 2023, the City of Hamilton continued its commitment to supporting the local community through various charitable initiatives and community-focused events.

Community Engagement:

In January, the City’s Resident Advisory Committee conducted a ‘walkabout’ in Northeast Hamilton to address the needs of the community and find solutions to both short-term and long-term challenges.

Additionally, the City conducted a public parking survey as part of its continuous effort to improve public services for the Bermuda community. Feedback gathered through such surveys is invaluable in shaping the City’s initiatives and services to better serve residents.

The monthly CityZen newsletter gained almost 400 new subscribers in 2023, taking the total number of recipients to almost 2,700.

From 2022 to 2023, the City increased our Facebook followers by 10.1%, our Instagram followers by 6.3% and our Twitter (X) followers by 6.6%.

Charitable Donations and Endorsements:

In February, on the steps of City Hall, the City presented donations to three local charities: The Salvation Army, HOME, and the Bermuda Diabetes Association. Mayor Charles Gosling led the presentations.

The Salvation Army and HOME received a donation of $10,000, while the Bermuda Diabetes Association received $2,000. Throughout the year, the City sponsored numerous community events, including the popular Court Street Market, by waiving various City fees including venue rental fees and labor costs.

Mayor Gosling, along with City officials, hosted various charitable events on the steps of City Hall throughout the year, promoting community engagement and support for important causes. This included Prostate Cancer Awareness Day, World Homeless Day, Fire Prevention Week, and a ‘Parenting Expo’ aimed at providing support and resources to parents and guardians. On March 25, the City once again supported Earth Hour by turning off the lights at City Hall to further awareness about the urgent need for energy conservation globally. The façade of City Hall was illuminated in various colors throughout the year, in recognition of numerous charitable causes. During the holiday season, the City supported the Salvation Army’s Christmas Kettle Campaign, encouraging residents to donate to those less fortunate.

Supporting City Restaurants:

The City facilitated the fabrication of numerous alfresco dining structures for local eateries in 2023, promoting economic vitality and enhancing the dining experience for residents and visitors alike.

Customer Service Enhancement:

The City announced improvements to the application process for disabled parking permits, streamlining procedures to enhance convenience for permit holders. This initiative reflects the City’s commitment to accessibility and inclusivity for all residents.

Creating Vibrant Places and Spaces

At the City of Hamilton, we believe in fostering a sense of community and pride through various initiatives that enhance the urban landscape and celebrate our cultural heritage. In 2023, our efforts to create vibrant spaces and places were evident through a multitude of events and marketing endeavors aimed at invigorating the Cityscape and stimulating local economic activity. Through collaboration with local businesses, artists, and community members, we continue to cultivate a City

that is not only economically prosperous but also culturally rich and inviting for all who call it home.

Pop-Up Food Concessions:

Throughout the year, the City facilitated 10 pop-up food concessions, providing a platform for small business owners and entrepreneurs to showcase their culinary creations. These concessions not only offered diverse food options for diners but also contributed to the vitality of our local economy by supporting budding enterprises.

Green Space Expansion:

Expanding green spaces is integral to enhancing the aesthetic appeal and livability of our City. In 2023, the City extended the award-winning Donleigh Park, a baby tree farm, and planted over 30 trees across various locations. These efforts not only beautify our surroundings but also promote environmental sustainability and biodiversity.

Iconic Landmark Unveiling:

A highlight of 2023 was the unveiling of the BERMUDA marquee sign, a striking addition to Hamilton’s skyline and a testament to our

commitment to public art initiatives. This iconic landmark, located next to the Bermuda Tourism Visitor Centre, serves as a mustsee attraction for visitors and locals alike, symbolizing the vibrancy and cultural richness of our City. Mr. Keeon Minors of local digital marketing agency Lead by Design is the originator of this inspirational piece, as the stand-out winner out of 60 entries in a public contest designed to inspire and challenge local artisans, on a grand scale, to submit their visions for the sign.

Waterfront Revitalization:

The City’s waterfront is a treasured asset, and we are dedicated to maximizing its potential as a hub of activity and beauty. Initiatives such as the redesign of Albuoy’s Point, refurbishment of Pier Six, and the opening of a restaurant in Barr’s Bay Park mark the beginning of a comprehensive plan to enhance and beautify this crucial area.

Community Engagement:

In 2023, the City further enriched civic expression and engagement through thoughtprovoking quotes displayed on King Street, installations honoring Remembrance Day, and collaborative mural workshops. These initiatives not only beautify our surroundings but also serve as catalysts for dialogue, reflection, and community engagement.

The City hosted its annual 2023 Christmas Window Decorating Contest, attracting participation from 27 City businesses. This festive competition featured two judging categories: Best Christmas Window 2023, selected by a panel of industry-relevant judges, and People’s Choice, determined through a City-hosted voting process open to the general public. Demco To Go emerged as the victor in both categories, captivating viewers with a display that offers a magical multisensory experience. The People’s Choice category saw enthusiastic participation, with over 1,500 members of the public casting their votes. This year’s contest showcased high-quality entries, contributing to a vibrant holiday atmosphere for our island’s residents.

Leader In National Events

In 2023, the City of Hamilton continued its tradition of hosting a diverse array of events, cementing its status as a leader in national events. From family-friendly movie nights to culinary extravaganzas and community celebrations, Hamilton offered something for everyone throughout the year. As we look ahead to the future, Hamilton remains committed to fostering creativity, inclusivity, and joy through its diverse event offerings bringing people together in the island’s capital.

Fresh Air Films: Drive-In Edition:

The Fresh Air Films Series kicked off on April 8th, transforming the City Hall Car Park into a cinematic paradise. Families gathered to enjoy free screenings of popular movies, including “Minions: The Rise of Gru” and “Marvel’s Dr. Strange in the Multiverse of Madness.” The event provided a safe and enjoyable entertainment option for residents of all ages.

Spring into the City:

In May, Hamilton welcomed the warmer months with its popular “Spring into the City” event at City Hall. Attendees enjoyed a week of free activities and giveaways, designed to promote wellness and community engagement. From motivational workshops to culinary delights, the event encouraged residents to embrace the spirit of renewal and rejuvenation.

Fresh Air Films: Summer Edition:

Fresh Air Films Summer Edition took place on June 24th, in the picturesque setting of Barr’s Bay Park. The evening featured two blockbuster movies for attendees to enjoy under the stars - “Puss in Boots: The Last Wish” and “Marvel’s Black Panther: Wakanda Forever”. Barr’s Bay Park creates the perfect amphitheater for our summer movies, with a bonus breathtaking view, for an enchanting cinematic experience that celebrates the magic of summer in Hamilton.

Summer Sunday City Funday:

Victoria Park came alive on July 16th with the annual Summer Sunday City Funday, the pinnacle of family-friendly entertainment in Hamilton. Attendees were treated to live performances, carnival games, delicious food vendors, and a variety of activities for children.

Taste of Bermuda Culinary Experience:

In October, food enthusiasts descended upon Hamilton for the highly anticipated Taste of Bermuda culinary experience. Despite inclement weather, the event delighted attendees with its diverse offerings, including the Set the Bar Cocktail Competition and Front Street Formal: Live Dining Experience. The success of Taste of Bermuda underscored the City’s ability to showcase its culinary heritage and support local businesses while providing unparalleled entertainment.

Fresh Air Films: Spooky Cinema:

As Halloween approached, the City embraced the spirit of the season with a spine-tingling outdoor movie experience at Fort Hamilton on October 28th. Against the backdrop of the historic fort, moviegoers enjoyed screenings of “Hocus Pocus 2” and “The Haunted Mansion,” accompanied by complimentary treats and themed activities. The event showcased Hamilton’s creativity in providing unique entertainment experiences in iconic settings.

Rockin’ Around the City Tree:

The holiday season kicked off with Rockin’ Around the City Tree at City Hall on November 24th. Families gathered for the lighting of the iconic Christmas tree, accompanied by festive entertainment and complimentary treats. The event served as a heartwarming celebration of community spirit and charitable giving, exemplifying Hamilton’s dedication to spreading joy during the holiday season.

Mayor’s Holiday Reception:

In December, the Mayor hosted his annual holiday reception at City Hall. The event provided an opportunity to express gratitude to those who contributed to the City’s success throughout the year.

Fresh Air Films: Winter Pajama Edition:

The last Fresh Air Films event of the year took place on December 15th in Queen Elizabeth Park. The first showing featured “The Christmas Chronicles: Part Two” and the second movie of the night was “The Night Before”. Attendees were encouraged to embrace the festive season and don their favorite holiday pajamas for the final event of the year.

Celebrating Our Heritage & Our People

The City of Hamilton remains committed to celebrating Bermuda’s unique heritage and culture and preserving the stories and legacies that have shaped our island’s history. In 2023, we worked to actively preserve our rich history by integrating it into various artistic endeavors and architectural conservation efforts. Through these initiatives, we not only safeguard our heritage but also enhance Bermuda’s cultural landscape for future generations.

Fort Hamilton Improvement Project:

One notable endeavor undertaken by the City was the completion of design work for the Fort Hamilton Improvement Project. This comprehensive project aims to enhance Fort Hamilton and its surrounding amenities, ensuring its preservation for future generations. Works include the installation of a new pergola shade structure, catering kitchen, upgraded infrastructure systems, improved security measures, and interpretive signage, among other enhancements. The City engaged an archaeologist to conduct preliminary archaeological work onsite and catalogue findings. The project not only revitalizes this historic site but also makes it more accessible and engaging for visitors, fostering a deeper appreciation for Bermuda’s military history.

Black History Month Commemoration:

In recognition of Black History Month, the City of Hamilton produced a series of educational videos highlighting significant sites in the City related to the legacy of black Bermudians. These videos shed light on pivotal events and individuals, such as the Enterprise saga and Dr. E.F. Gordon, underscoring their contributions to Bermuda’s rich tapestry of history and culture. Through initiatives like these, the City honors the resilience and achievements of its diverse community, ensuring their stories are preserved and celebrated.

Preservation of Historical Documents:

Partnership with the Bermuda Archives yielded another milestone in heritage preservation as the City supported the preservation of hundreds of old documents uncovered during renovations at City Hall. These documents, ranging from 19th-century newspapers to old tax records and photographs, provide valuable insights into Bermuda’s past. By safeguarding these artifacts, the City ensures that future generations have access to firsthand accounts of life and events from bygone eras, fostering a deeper understanding of Hamilton’s evolution over time.

‘Discover Hamilton’ Walking Tour:

The City’s acclaimed ‘Discover Hamilton’ walking tour, led by the esteemed Town Crier Ed Christopher, continues to be a popular attraction for both residents and visitors alike. Offering insights into the City’s cultural and historical landmarks, such as Nellie’s Walk and The Cathedral of the Most Holy Trinity, the tour provides a captivating journey through Hamilton’s past. With Ed’s wealth of knowledge and engaging storytelling, participants gain a deeper appreciation for the City’s heritage, making it an essential experience for those seeking to explore Bermuda’s capital. In 2023, the Town Crier conducted over 100 free walking tours.

Recognition of Town Crier Ed Christopher:

The City proudly celebrates the achievements of Town Crier Ed Christopher, who brought honor to Bermuda through his success in various overseas Town Crier competitions in 2023. Representing the City and Bermuda on the international stage, Ed’s accolades highlight not only his remarkable talents but also the spirit and character of Hamilton. His participation in these competitions strengthens cultural ties and promotes Bermuda’s identity on a global scale, underscoring the City’s commitment to fostering connections beyond its shores.

Dedication to Samuel David Robinson:

In April, the City of Hamilton paid tribute to Samuel David Robinson, a pioneering figure in Bermuda’s history, by dedicating the newly renovated Pier 6 building in his name. As the first black person elected to the Corporation of Hamilton and a prominent businessman and developer, Robinson’s legacy is a testament to the contributions of black Bermudians to the City’s growth and prosperity. Through this dedication, the City honors Robinson’s enduring impact and ensures that his story continues to inspire future generations.

Investing In Our Staff

The City of Hamilton prioritizes the growth and development of its staff, recognizing them as invaluable assets to the organization’s success. In 2023, the Human Resources Department continued its commitment to providing relevant and high-quality training opportunities to employees at all levels. As the City of Hamilton invests in the growth and development of its staff, it reaffirms its commitment to fostering a dynamic and supportive work environment, where every employee is valued, recognized, and empowered to reach their fullest potential.

Training and Development Initiatives:

Throughout the year, the City sponsored various specialized training programs to enhance the skills of its workforce. Notably, the Human Resources Department facilitated leadership training for the management team, ensuring effective leadership practices within the organization.

In November, City Gardener Kontai Burton completed an intensive nine-week course on ‘Tree Surgery for Craftsmen’ at Merrist Wood College in the United Kingdom, sponsored by the City. This comprehensive program equipped Kontai with advanced skills in tree maintenance and care, including chainsaw operation, tree climbing and rescue techniques, and safe use of wood-chippers. Upon his return, Kontai assumed the vital role of in-house Arborist, responsible for the health and maintenance of all City trees, furthering the City’s commitment to environmental stewardship.

Employee Recognition and Longevity:

The City celebrated the dedication and commitment of its long-serving employees in December, recognizing Manual Docanto and Rudolph Spence for their remarkable 35 years of service. Their combined dedication, along with that of 21 other employees, contributed an impressive total of 305 years of service to the City.

Celebrating Milestones and Contributions:

The City of Hamilton took pride in commemorating significant milestones, such as the 107th birthday of former employee Mr. Lefroy Brownlow St. Claire Place, who dedicated over three decades of service to the Corporation of Hamilton. Mr. Place’s

unwavering commitment and dedication serve as a testament to the City’s values of loyalty and service excellence.

New Additions and Employee Acknowledgments:

In 2023, the City welcomed seven new members to various departments, including Parks and Sanitation, bolstering its workforce with fresh talent. Additionally, the City highlighted exemplary performance through quarterly Employee of the Quarter awards, recognizing individuals like Rudolph Spence, Carlos Carreiro, Jabari Smith, and Michael ‘Mikey’ Parsons for their outstanding contributions and dedication to their respective roles. We also congratulate our Employee of the Year Grade 1 Gardener Jabari Smith.

In mid-2023, the City engaged a temporary HR consultant to support departmental management, policy development and staff training opportunities ensuring continuity during a transitional period in Human Resources leadership.

Promoting Staff Achievements and Engagement:

The Marketing and Communications team continued to foster a positive work culture by highlighting staff achievements through monthly Behind the City profiles and creating engaging content like the festive staff Christmas video, promoting camaraderie and morale among employees.

Planning for the Future:

In July the City of Hamilton Senior Managers, Council and Executive members gathered for an intensive strategic planning session hosted by PWC to ensure that the Corporation continues to evolve and improve as an organization and that future challenges and expectations are met. The group identified key goals of the Corporation for the future and strategies which can be implemented to work toward those goals.

Social Committee Report: Connecting Employees, Building Morale, Fostering Cohesiveness

The City of Hamilton’s Social Committee remains dedicated to enhancing the employee experience through a myriad of engaging events and initiatives. Led by Chairperson Lorna Hayward and comprising members Donielle Bean, Bill Brooks, Corlita Davis, Davita Gibbons-Hall, Troy Joseph, Marcus Ming, Sherman Trott, and Kim Williams, the committee has continued to uphold its mandate of organizing social and recreational activities for the enjoyment of all City employees.

In February, the Committee orchestrated a fun-filled Valentine’s Day challenge dubbed ‘Count the Kisses for Valentine’s Day’. Employees enthusiastically participated, trying their luck at guessing the number of chocolate kisses in a jar.

April saw the Social Committee hosting a delightful Good Friday Luncheon featuring traditional Codfish Cakes and Hot Cross Buns. The event provided a perfect opportunity for

employees to come together and celebrate the holiday season.

June marked the organization of an electrifying Sound Clash and Happy Hour event at the newly renovated Pier 6.

July saw the Social Committee hosting a preCup Match Luncheon, complete with Cup Match themed giveaways and prizes.

Collaborating with the City’s Marketing & Communications Department, the Social Committee spearheaded the setup of a City of Hamilton Cup Match viewing stall at the game. Members from the Engineering team lent their support by constructing the stall, which was manned throughout the event by Social Committee members who ensured that attendees were well-fed and had an enjoyable viewing experience.

As part of its annual tradition, the Social Committee selected the Bermuda Shrine Club as this year’s charity recipient for funds collected at the City’s annual Christmas Party raffle. The Bermuda Shrine Club tirelessly supports local children in need of medical treatment abroad, along with various Bermudian helping agencies and charities.

Infrastructure Upgrades

In pursuit of our Strategic Plan’s goal to ‘create beautiful places and spaces’, the City of Hamilton embarked on several significant infrastructure upgrades in 2023. These projects not only addressed critical maintenance needs but also aimed to enhance the functionality, efficiency, and aesthetic appeal of our City’s assets.

City Hall Renovation:

City Hall, a historic landmark over 60 years old, underwent extensive renovation in 2023. The project addressed vital infrastructure components such as the HVAC system, plumbing, and electrical systems, ensuring the longevity and reliability of this essential civic building. Concurrently, interior office spaces were reconfigured and upgraded to better accommodate the administrative needs of the City. Temporary relocation of staff to The Hodge Podge facilitated uninterrupted operations during the renovation period. Marketing and Communications office renovation design work was completed, with implementation scheduled for 2024.

Bulls Head New Entry and Public Park:

Sewage Treatment Microscreen Project:

The City commenced the sewage treatment microscreen project in 2023, representing a significant investment in upgrading wastewater infrastructure. This initiative is expected to prevent approximately 1,210 liters of solids per day from entering the ocean. The installation of two fine-mesh screening machines will remove approximately 40 percent of suspended solids from the City’s wastewater, contributing to a substantial reduction in macro and microplastics entering the ocean at the South Shore outfall. Furthermore, the introduction of a peracetic acid (PAA) disinfection process will significantly reduce bacteria levels in the effluent prior to discharge through the Seabright outfall.

Pier 6 Renovation:

The newly renovated Pier 6 opened its doors in 2023, offering a stunning venue for various events. The 6500 square foot space underwent a remarkable transformation, combining sleek, modern design with subtle industrial charm. Designed to accommodate conferences, dinner parties, charity functions, and private events, Pier 6 exemplifies the City’s commitment to blending style with functionality in our public spaces.

Sidewalk Improvements and Road Resurfacing:

Various improvements were made to the City’s sidewalks in 2023, enhancing pedestrian safety and accessibility. Paving works were also undertaken on Front Street, Washington Street, Court Street, and Brunswick Street, ensuring the smooth flow of vehicular traffic throughout the City. Additionally, resurfacing work commenced on the Entrance and Exit points of the Hamilton Central Bus Terminal, addressing wear and tear caused by daily heavy vehicle traffic.

Design work for the Bulls Head new entry and public park was finalized in 2023, paving the way for execution in 2024. This project aims to revitalize the Bulls Head area, providing residents and visitors with a welcoming and aesthetically pleasing environment. Additionally, Bull’s Head Car Park underwent refurbishment, including repainting and culvert replacement, enhancing both functionality and appearance.

License Plate Recognition Technology:

In a move towards smarter parking solutions, the City trialed license plate recognition technology in select City car parks in 2023. This innovative system aims to provide motorists with ticketless parking options through app-based products, eliminating the need for paper tickets. By streamlining the parking process, this initiative seeks to enhance operational efficiency and improve the overall parking experience for residents and visitors alike.

Future Initiatives:

Planning work was initiated for new traffic light programs, including design work for the Spurling Hill traffic light junction and the Church Street Queen Street junction, reflecting the City’s commitment to improving traffic flow and pedestrian safety. Additionally, a building assessment was conducted for the Washington Building in 2023, laying the groundwork for potential future upgrades and renovations.

Remembering Those We Lost

In 2023 we mourned the passing of Gregory Wainwright, a dear friend, colleague, and treasured staff member. Gregory’s contributions to the Ports Department of the City of Hamilton were invaluable, leaving an indelible mark on the fabric of our municipal landscape. We offer our sincerest condolences to Gregory’s family, recognizing that his absence leaves a void that cannot be filled. Gregory Wainwright will be dearly missed at the City of Hamilton; may he rest in eternal peace.
