CELEBRATING 40 YEARS OF MENDOCINO COOKIE COMPANY
Forty years ago, Don and Beverlee Younger fell in love with Mendocino during a vacation and decided to build their life on the North Coast. At the time, they lived in Fremont, but within two years, they made the move. Spotting the need for a local cookie shop, they opened the Mendocino Cookie Company in 1984 in the old Shell gas station near the Volunteer Fire Department.

Much has changed over the years they have since relocated to The Company Store in Fort Bragg but it remains a family business. Beverlee oversees production, their daughter Wendy manages the retail shop, their son Mike handles maintenance and repairs, and grandson Quinn works as a barista several days a week.
In the early days, cookies were baked a dozen at a time using a household mixer. Today, the operation has expanded significantly “We bake ten varieties of cookies daily, with a different special cookie featured each day, including favorites such as Backpacker cookies, traditional Scottish shortbread, and chocolate chip cookies,” says Wendy. Wendy’s favorites are the Backpacker cookies packed with oats, raisins, coconut, chocolate, butterscotch, and walnuts and chocolate shortbread with chocolate chips, while Beverlee prefers the Mocha Buzz, a blend of coffee and chocolate They also offer scones, muffins, and espresso drinks with a mix of regular and rotating special flavors.
Quality ingredients are at the heart of their excellence. Wendy shares, “All of our chips come directly from Guittard Chocolate Company in San Francisco—they ship 500 pounds at a time to our door.” Their coffee and espresso are sourced from Peerless Coffee and Tea, an award-winning, familyowned roastery in Oakland operating for over 95 years. Wendy adds, “After working together for nearly three decades, we feel like part of their family ”

Running a business in a rural area comes with its challenges, such as high freight costs and expensive repairs, but Wendy believes it's worth it “We love our community,” she says, noting that they have donated thousands of cookies to local non-profits.
The Mendocino Cookie Company has grown from a local favorite to a nationwide cookie mail-order business Their products are also available at local spots like Jenny’s Giant Burger and Purity Market, where you can find their cookies and cookie dough. They even produce egg-free cookie dough for Cowlick’s Ice Cream.
Looking to the future, they hope to strengthen their relationships with neighbors and visitors and eventually pass the business on to the next generation, continuing to bring sweetness to people’s lives. The Spicy Dark Chocolate Mocha, perfect for cozy winter days, is just one example of the delightful treats they offer

We celebrate the dedication and hard work of our city employees, who tirelessly contribute behind the scenes. Their commitment is crucial to the city's functioning, meriting our utmost appreciation and acknowledgment. This month, we look to the Public Works Department to select our June Employee Spotlight for their exceptional contributions.

This month's Employee Spotlight is on Alden Ramos, the Lead Operator for the Waste Water Treatment Plant for the City of Fort Bragg. He is an excellent example of a homegrown talent who has been working for the City since 2013. With extensive experience in water treatment and a commitment to environmental sustainability, Alden oversees the daily operations and maintenance of the plant, ensuring that the facility runs efficiently and complies with all regulatory standards.
His leadership and expertise play a crucial role in maintaining the city's water quality and protecting its natural resources.

Alden moved back to Fort Bragg after college. A friend told him about the certification process for water and wastewater operators, which piqued his interest. Subsequently, he obtained his Grade 1 license. The very next day, the City posted the Operator-in-Training position in the paper. Alden applied for the job and was selected.
He enjoys working for the city because there is almost always a problem or project going on, so it is rare that he gets bored. One day he could be helping out with grounds maintenance, and the next day he could be wiring new analytic equipment. There is never a dull moment.
Alden is happy to share that his family is expanding as they are expecting a daughter by the end of the year. In his free time, he enjoys working on small projects at home.

HUMANE SOCIETY UPDATES HUMANE SOCIETY UPDATES
The Mendocino Coast Humane Society is having a July Microchip Sale: $25 for peace of mind if your animal ever gets lost. Microchipped animals are three times more likely to find their way home if they are picked up as strays. The veterinary clinic also offers vaccines, and the front desk staff are happy to license your dog for $25 ($100 if your dog is unaltered) if you live within Fort Bragg City Limits.

The 4th of July is typically the busiest day of the year for most animal shelters. Fireworks and loud parties can scare and confuse pets. Be sure your animals are secured indoors and turn on some background music for them.
Double check your pet’s ID tags are current and legible.

NEW “STOP” ON SOUTH STREET NEW “STOP” ON SOUTH STREET
The City is installing a new all-way stop and associated pavement markings at the intersection of Franklin Street and South Street. Through traffic on South Street will now be required to stop.
The new stop signs are intended to enhance the safety of motorists, bicyclists, and pedestrians who use this intersection. While motorists become accustomed to the new stop signs, we urge everyone to be patient and remain attentive to traffic at this intersection.

POLICE DEPARTMENT POLICE DEPARTMENT
The Police Department hosted the second annual Special Olympics Law Enforcement Torch Run for Mendocino County. It is part of an international fundraising effort for Special Olympics. Globally, law enforcement is the main supporter of Special Olympics, raising tens of millions of dollars.

FBPD was joined by MCSO and local Special Olympics athletes. We concluded at the Haul Road parking lot, where hot dogs and refreshments were served to participants provided by the Fort Bragg Police Association (FBPA).

The City Manager submitted the Proposed Budget to the City Council on May 30, 2024 This was followed by a Budget workshop on June 5 and a City Council meeting on June 10th. The Operating Budget and Capital Improvement Plan (CIP) functions as policy documents, financial plans, communication tools, and operational guides, reflecting the City Council's and Fort Bragg community'spolicies,goals,programs,servicepriorities,andvalues,whileensuringfiscalprudence.
The budget process is cyclical. In early March, the City Council holds a Mid-Year Budget workshop to set priorities for the upcoming fiscal year City staff then creates plans aligned with these priorities, presenting them at a Budget Workshop for initial Council feedback. The approximate $50.3 million annual operating budget includes $12.1 million in General Fund expenditures to fund general government services. Revenue projections for the fiscal year 2024-25 account for macroeconomic factors indicating a soft economy, resulting in a relatively flat revenue forecast. EmergencyPreparedness
The proposed budget continues funding for the City's Emergency Planning Operations to enhance preparedness The City has partnered with the Fort Bragg Unified School District to use its facilities as the Emergency Operations Center under a two-year MOU. Additionally, discussions are ongoing with the County of Mendocino to acquire and repurpose Veterans Memorial Hall as a long-term Emergency Operations Center, requiring significant maintenance and upgrades. The C.V. Starr Center's phase three designs also include plans to serve as an evacuation center during emergencies, strengtheningcommunitysafetyandresilience.

Economic Development
The adopted budget establishes the Economic Development Department which will play a crucial role in enhancing Fort Bragg's local businesses, downtown area, and regional business ecosystem. By investing in economic development, we aim to grow our economy and improve services, amenities, and opportunities for the community. The municipal broadband utility will provide reliable and affordable high-speed internet, supporting digital literacy and attracting new businesses This infrastructure is essential for positioning the Mendocino coast for Blue Economy investment, as defined by NOAA, focusing on leveraging the sea for data and solutions to societal challenges.
This initiative aims to create a dynamic and prosperous community, ensuring Fort Bragg remains vibrant and thriving. Establishing the Economic Development Department supports the City Council’s vision for a business-friendly environment and sustainable economic growth.
Streamline Permitting Process & Building Inspector
To improve our permitting process, the City is exploring several options: hiring a part-time Building Inspector, negotiating a separate queue with the County of Mendocino, or using alternative consultant models for plan checks and inspections. These measures aim to shorten permitting times, expedite project timelines, and reduce costs for developers and residents.
Another priority is investing in and implementing streamlined Building and Planning software in collaboration with Public Works. Using grant funding, we plan to adopt advanced planning software, modernize operations, and introduce an online portal for permit applications. This technology will simplify the application process, provide real-time tracking, increase transparency, and reduce the administrative burden on City staff These enhancements aim to transform the Planning Department into a dynamic, "one-stop" entity for developers and permit applicants. This will promote sustainable development and ensure Fort Bragg remains a vibrant, business-friendly environment for all residents and businesses.
Visit Fort Bragg & Events
A key priority for the coming fiscal year is to collaborate with the Visit Fort Bragg Committee to co-sponsor more city events. The proposed budget allocates $45,000 for events, including the Magic Market, Winter Wonderland, an annual Mountain Bike Race, cultural festivities, and block parties These events aim to support local businesses and attract visitors to our community Additionally, $180,000 is allocated for professional services to enhance our marketing efforts. An RFP for a marketing firm was released in June 2024 and will close before August 1, enabling us to work with top experts to promote Fort Bragg effectively. These initiatives aim to welcome visitors, offer unforgettable experiences, and support our local economy.

The Ocean covers more than 70% of the surface of our planet and has long supported commerce through activities such as shipping and transportation, commercial and recreational fishing, and more. In recent years, a host of additional activities have surfaced involving aquaculture, marine biotech, marine clean-tech, renewable energy, and carbon sequestration. The National Oceanic and Atmospheric Administration (NOAA) states that this “New Blue Economy” is a “knowledgebased economy, looking to the sea not just for the extraction of material goods, but for data and information to address societal challenges and inspire their solutions ”
Noyo Ocean Collective (NOC) is a regional partnership investing resources to understand how the Blue Economy opportunities could reinvigorate the economy of our coastal region. NOC is committed to implementing a shared vision in which economic vitality and environmental sustainability are compatible, outcomes are equitable, and community priorities are centered. Founding members include the City of Fort Bragg, Noyo Harbor District, Noyo Center for Marine Science, Mendocino College, Sherwood Valley Band of Pomo Indians, and West Business Development Center. This collective effort is strengthened with support from affiliates, such as California Sea Grant, Kai-Poma, Conservation Works, The Nature Conservancy, Sonoma Mendocino Economic Development District, and more. Several agencies and organizations have invested funding to support our success, including California Sea Grant, California Coastal Commission, Coastal Conservancy, California Employment Department, U.S. Department of Commerce, and others.
