City of Fort Bragg Receives GFOA's Distinguished Budget Presentation Award!

The City of Fort Bragg, California, has received the Government Finance Officers Association’s Distinguished Budget Presentation Award, a prestigious honor recognizing excellence in governmental budgeting. To earn this award, Fort Bragg’s budget met national standards as a policy document, financial plan, operations guide, and communications tool. This achievement highlights the commitment of the City’s governing body and Finance Department to transparency and accountability. The City has also introduced an online budget platform, further enhancing accessibility for residents and stakeholders.

Fentanyl Task Force

The Fort Bragg Fentanyl Task Force held their second meeting on October 16th, 2024. Organized by the Police Department's Care Response Unit and comprised of a diverse group of stakeholders from throughout Mendocino County, the Task Force's primary mission is to collaborate and advocate on behalf of existing organizations on how to most effectively address the opioid crisis using the resources available to us at a local level. During this meeting, the Fentanyl Task Force identified three primary pathways to accomplishing its mission including expanding education to specific segments of the community, increasing access to treatment for substance use disorder, and exploring the ability to open a youth in-patient rehabilitation facility in Mendocino County. October's meeting allowed the Task Force to hear from multiple organizations in Mendocino County that provide services related to substance use disorders. The Fentanyl Task Force expects to provide a progress update to the public in January 2025.

RECAP OF RECENT CDD ACTIVITIES

During the Community Development Committee meeting on September 24, 2024, members discussed the advantages and disadvantages of potentially annexing areas east of the City. Staff presented the Committee with three options to address concerns raised by County residents regarding failing septic systems and water access: 1) Annexation, 2) Expanding the Existing Municipal Improvement District (MID), and 3) Allowing individual property owners to establish alternative septic systems. The Committee decided to move forward with exploring option 2, the potential expansion of the MID. This proposal will be presented to the Council in the coming months.

At the meeting, Vice Mayor Godeke gave an update on citywide tree planting efforts. Recently, Climate Action Corps fellows and community members planted a Red Alder tree and three red elderberry shrubs at the Mendocino Coast Healthcare Foundation.

In September, the Community Development Department received an application for a multifamily, market-rate housing project on South Main St. Planning and Public Works staff are working hard to review the project, hoping to bring it before the Planning Commission and City Council in December. This project could bring 68 new housing units to our community (2 Accessory Dwelling units, 10 Affordable units, and 56 Market Rate units).

On Oct 15, 2024, City Council amended the Master Salary Compensation Plan to add Two Classifications Including Pay Rates and Ranges for Grants Analyst and Office Assistant Positions.

On Oct 15, 2024, City Council amended the Pay Rates and Range for Police Captain Classification Reflecting Retroactive Ordinance 672 Salary Adjustment.

On Oct 15, 2024, City Council passed a Resolution of the Fort Bragg City Council Confirming Support of the Cohort-4 Proposition 47 Grant.

On Oct 15, 2024, City Council passed a Resolution to Spend America Rescue Plan Act (ARPA) Funds on the Lost Revenue Replacement Category.

On Oct 15, 2024, City Council conducted a Public Hearing, and Consider Adoption of City Council Resolution Approving an Application for Funding and the Execution of a Grant Agreement and Any Amendments Thereto from the 2024 Funding Year of the State CDBG Program.

On Oct 28, 2024, City Council adopted a Resolution Approving Request from the Mendocino Coast Humane Society to fund the facility's freezer and Authorizing the City Manager to Release Payment.
