The majority of the department's officers are part of the Patrol Division, assigned to work designated districts within the city. These officers operate on a shift basis to ensure continuous coverage, working 24 hours a day, seven days a week, and 365 days a year.

Within the Patrol Division,

there are specialized units that handle specific tasks. These include the Traffic Unit, K-9 Unit, Bicycle Unit, School Resource Officers, and the Arcadia Lake Patrol Unit. Officers in these units work varying hours to fulfill the specific needs of their assignments. The Traffic Unit focuses on traffic-related matters, the K-9 Unit utilizes specially trained dogs, the Bicycle Unit provides a mobile presence, School Resource Officers work with educational institutions, and the Arcadia Lake Patrol Unit oversees water-related concerns.

The division is led by one Major, three Captains, and eleven Lieutenants. At full strength, the division consists of 75 Patrol Officers and one Administrative Assistant. This division is the largest and most visible within the department, carrying out primary responsibilities such as patrolling the city limits, responding to service calls, and assisting citizens.

TRAFFIC UNIT

The Traffic Unit is a specialized team dedicated to ensuring road safety and enforcing traffic laws within the city. Comprising five highly trained officers, the unit focuses on accident prevention, and responding to traffic-related incidents. They utilize advanced equipment and techniques to monitor speed, conduct investigations, and improve overall roadway safety.

ACCIDENTS

Through education, enforcement, and collaboration with the community, the Traffic Unit works tirelessly to keep the streets safe for all residents and visitors.

SCHOOL RESOURCE OFFICERS (SROs)

Edmond’s three public high schools are each served by two SROs who provide security, mentorship, and law enforcement support. Additionally, each public middle school has a dedicated SRO, allowing for a strong presence and meaningful connections with students. These officers work closely with school administrators, offering safety education, conflict resolution, and a trusted resource for students.

In addition to these units,

there are two specialized teams and a Crime Analyst. The Crisis Negotiator Team, and the SWAT Team are highly trained groups deployed on a part-time basis to handle specific emergency calls.

The CRISIS NEGOTIATOR TEAM is skilled in communication and conflict resolution, while the SWAT TEAM is equipped to handle high-risk situations that may require specialized tactics. The CRIME ANALYST collects, analyzes, and interprets crime data to identify patterns, trends, and potential threats. They also assist in crime prevention, resource allocation, and investigative strategies.

In 2024, the Patrol Division added two DRONES to their public safety enhancing tools. This new technology assists officers in a variety of operations, including search and rescue, and tactical response situations. The drones provide real-time aerial support, improving situational awareness and response times while increasing officer and community safety. The Edmond Police Department remains committed to utilizing innovative tools to better serve and protect the residents of Edmond.

COPS & KIDS

The Criminal Investigation Division (CID) is a unit specializing in investigating felony and misdemeanor offenses, locating missing or endangered individuals, and supporting patrol officers with service calls. CID works closely with state and federal law enforcement and builds strong community partnerships to help prevent crime and keep the public safe.

The division is led by a Major and a Captain, supported by three Lieutenants, seventeen Detectives, as well as professional staff including three Technical Investigators, two Digital Forensic Examiners, and one Administrative Specialist. Through collaborative and innovative approaches, CID integrates advanced investigative techniques and technology to provide investigative services to the Edmond community.

SPECIALIZED TEAMS

The Dive Team specializes in underwater search and recovery operations for criminal investigations, hazard removal from Arcadia Lake, and public assist dives. With a team of eight certified divers, they are highly trained to perform critical underwater tasks that enhance public safety.

Accredited by the FBI’s Hazardous Devices School, the Bomb Squad consists of five expertly trained members and is led by Captain Christy Hopper. Captain Hopper holds the distinction of being the first woman in the state of Oklahoma to become certified as a bomb technician.

SIGNIFICANT INVESTIGATIONS

In 2024, CID investigated three murders including a “cold case” from 2016, all of which were successfully cleared by adult arrests.

Additionally, CID investigated two Edmond Police Officer involved shooting incidents.

CRIMES AGAINST PEOPLE

A crime that has as an element of the use, attempted use, or threatened use of physical force or other abuse of a person. Determining whether a crime falls within this category, the applicable Federal, State, or Tribal law under which the individual was convicted or pleaded guilty or nolo contendere shall be controlling.

Crimes Against Society, e.g., gambling, prostitution, and drug violations, represent society's prohibition against engaging in certain types of activity.

ANIMAL SERVICES

Animal Services responds to community calls involving wild and domestic animals, enforces animal welfare laws, manages the city’s shelter, and ensures animals receive compassionate care. They work to reunite lost pets with their families and find homes for adoptable animals.

The team includes a Supervisor, Administrative Specialist, three Animal Services Officers, an Animal Shelter Coordinator, two Animal Shelter Specialists, two full-time Kennel Technicians, and one parttime Kennel Technician — with dedicated volunteers providing essential support.

DETENTION UNIT

The Detention Unit is a short-term holding facility located within the Edmond Police Department. It is used to temporarily house individuals who have been arrested or are awaiting transfer to the Oklahoma County Detention Center. The center is staffed 24/7 by trained detention officers who ensure the safety, security, and well-being of those in custody.

WELLNESS UNIT

One of the newest additions to the Edmond Police Department is the Wellness Unit, dedicated to supporting the well-being of its employees — both sworn and civilian. The unit is staffed by full-time, on-site Licensed Professional Counselor Stephanie Williams, alongside her partner, Solo, the Wellness Dog.

RECORDS UNIT

The Records Unit operates in accordance with the Oklahoma Open Records Act, outlined in Title 51 of the Oklahoma Statutes. This law ensures the public's right to access government records. As such, most Edmond Police Department records are available for inspection, copying, or mechanical reproduction during regular business hours, unless otherwise exempt by law.

The Professional Responsibility Division is dedicated to maintaining the integrity, professionalism, and accountability of the department.

This division is responsible for investigating complaints of misconduct, ensuring compliance with departmental policies, and upholding the highest ethical standards. Through thorough internal reviews and proactive oversight, the division works to build and maintain public trust while supporting a culture of transparency and excellence within the Edmond Police Department.

TRAINING UNIT

The Training Unit is made up of a team of experienced officers responsible for developing and delivering training programs for the Edmond Police Department.

These officers play a critical role in maintaining high standards of professionalism, safety, and preparedness. In addition to running the Edmond Police Academy, they are responsible for providing year-round, in-service instruction, and specialized tactical courses to ensure that all officers are equipped with the knowledge, and skills necessary for effective law enforcement.
