EAGLE GOVERNMENT OVERVIEW The City of Eagle has a Mayor-Council form of government. A full-time Mayor administers the City’s day-to-day operations and assumes responsibility for the implementation of City Council policies and directives.

The Mayor sets the agenda for the Council and votes only when there is a tie vote. All City department heads report directly to the Mayor.

The City Council are your representatives for efficient and effective city management. The City Council has the ability to enact laws within the City of Eagle to ensure safety and preserve the unique community that in which they live. There are four City Council members who are elected by the citizens of Eagle to four-year terms of office. Two members are elected in each election cycle so that two new members are paired with two seated Council Members to address the City’s business. Vacancies are filled by the Mayor with the Council’s approval. Each council member has an equal voice and vote.

Idaho Code and Eagle City Code establish the duties and powers of the City Council.

EAGLE CITY COUNCIL MEETINGS The City Council meets the second and fourth Tuesdays of the month in the Council Chambers at 5:30 pm, unless otherwise specified. When a meeting falls on a holiday, the Council meeting will be postponed until the following business day. Special meetings are held as needed.

All City Council meetings are open to the public, with the exception of executive sessions allowed by Idaho statutes.

There are several commissions and boards currently serving the City of Eagle. They are comprised of appointed citizens who volunteer to assist in city government by advising, informing and assisting the Mayor and City Council. These citizen volunteers provide a valuable service to the city. More information about citizen boards and commissions can be found on the city’s website. Anyone interested in serving on a citizen board or commission must submit a letter of intent and fill out the Request for Consideration Application located at: www.cityofeagle.org/318/Boards-Commissions.

CITY BOARDS & COMMMISSIONS

ARTS COMMISSION

The Arts Commission’s serves in an advisory capacity and is established to advise the City Council on ways in which city government might best serve the public with regard to matters involving the arts.

DESIGN REVIEW BOARD

The Board, with input from the Zoning Administrator, regulates landscaping and beautification laws, reviews building design, and reviews site planning, signs, grading, and development.

DEVELOPMENT IMPACT FEE ADVISORY COMMITTEE

The Committee serves in an advisory capacity and has been established to assist the City in adopting land use assumptions, advise the Mayor and Council of the need to update or revise land use assumptions, capital improvement plans and development impact fees, to monitor and evaluate the implementation of the capital improvement plan and to review the capital improvement plan.

HISTORIC PRESERVATION COMMISSION

The commission consists of up to seven members. Members of the Historic Preservation Commission are appointed by the City Council to safeguard the City ‘s historic structures and features, to foster civic pride in the past, to promote the use of historic districts and landmarks for the education, pleasure and welfare of the people of the city, and to encourage preservation of historic integrity in land use and development planning.

INDUSTRIAL DEVELOPMENT CORPORATION

The purpose of the Corporation is to function as a public corporation pursuant to the provisions of the Act and the Ordinance, to issue tax exempt nonrecourse Revenue Bonds to finance Industrial Development Facilities within the corporate boundaries of the City.

LIBRARY BOARD

The Eagle Public Library Board of Trustees creates policy; sets and oversees an operating budget; hires, supervises, and works as a team with a director; and makes sure that their communities are well represented and informed about the library.

MAYOR’S YOUTH ADVISORY COUNCIL (MYAC)

The Mayor’s Youth Advisory Council is an advisory council for the Mayor and City Council. This council aims to empower youth to become active members in their community through education and public service, and acts as a voice of local teens within city government.

PARKS, PATHWAYS & RECREATION COMMISSION

The Parks, Pathways and Recreation Commission consists of seven members who are appointed for three-year terms.

PLANNING & ZONING COMMISSION

The Planning and Zoning Commission is an recommending board made up of individuals who have been appointed by the Mayor and confirmed by the City Council to review and act on matters related to planning and development.

The planning commission plays a central role in the planning process in three important ways. First, it acts as an advisory board to the main governing body on all planning and development issues. Second, the commission assures that the general plan is implemented by reviewing development applications on a case-by-case basis and third, the commission functions as the recommending body to City Council.

URBAN RENEWAL AGENCY:

The Eagle Urban Renewal Agency (EURA) is an independent public redevelopment agency created in 2006 by the City of Eagle to promote community and economic development. The Eagle Urban Renewal Agency operates under Idaho Code in accordance with Idaho Urban Renewal Law and the Local Economic Development Act. The Agency’s purpose is to undertake the rehabilitation, conservation, development or redevelopment of areas identified within the Eagle Urban Renewal Plan. The mission of the agency is to promote sustainable economic growth, vitality, and community enhancement through collaboration and community investment, and to encourage revitalization and rehabilitation throughout the urban renewal district. To accomplish its mission, the agency works in close partnership with the Mayor, City Council, and a variety of public entities as well as downtown and neighborhood groups.

SPRING VALLEY COMMUNITY INFRASTRUCTURE DISTRICT 1

The Spring Valley Community Infrastructure District Number 1 was formed by the City of Eagle in accordance with Idaho Code Title 50, Chapter 31. The district board has the powers to finance community infrastructure consistent with the general plan of the district and, in implementing the general plan.

DOG LICENSING New residents must register their dogs online with the City of Eagle. If you own multiple dogs, you will be required to complete a separate form for each dog. For your convenience, payments for multiple dog licenses may be combined into one transaction once directed to the payment page. A copy of your dog’s valid rabies certificate (issued by a licensed veterinarian) will be required. Please have an electronic copy of the certificate ready to upload to the application. NEW TO IDAHO - DRIVER’S LICENSE & REGISTRATION There are important items to take care of to become an official resident of Idaho. These include: • • •

Registering and Titling Your Vehicle in Idaho You must register and title your vehicle when you become a resident of Idaho. You become a resident of Idaho when your domicile (principle home) has been in Idaho for 90 continuous days. However, you may declare residency at any time earlier than that, and register and title your vehicles at that time. Out-of-state vehicles registering in Idaho must have a vehicle VIN inspection.

You may go to any county assessor’s motor vehicle office. Check the county assessor office listing in your local telephone directory for the Motor Vehicle office, or find a convenient office location using the online listings at: https:// itd.idaho.gov/dmvstatus (under License Plates & Titles).

Exchanging your Out-of-State Driver’s License If you have an out-of-state driver’s license, you’ll need to transfer it for an Idaho license within 90 days of moving to the state. If you have a commercial driver’s license (CDL), you will only have 30 days to transfer it over.

NOTE: You do not need an ID driver’s license if you’re only in Idaho temporarily to attend college/university or to fulfill your military obligations.

FIND INFORMATION ON HAVING A HOME OCCUPATION

In 2020 the City of Eagle revamped the city code on Home Occupation Permits (Title 8, Chapter 3, Section 5(L)).

Home occupation classifications are split into three (3) categories: Type A, B and C. Type A or B home occupations do not require a Home Occupation permit, however, all home occupations must get a business license approval prior to the operation of such home-based business. Type C home occupations must complete a home occupation application and obtain approvall from the Planning and Zoning Department, along with obtaining a business license.

FIND THE ZONING OF MY PROPERTY

We always recommend that you check with the City Planning & Zoning office at 208-939-0227, but if you are looking after office hours or you want to check for yourself: Step One: Check the Ada County Assessor’s Website. The Ada County Assessor maintains a land record system that is available online: http://www.adacountyassessor.org/propsys/. This system lets you search by address, parcel number, or subdivision.

Once you find the property, look for “Zone Code” to the left of the picture.

Once you have the zoning code you need to compare that to the Eagle City Code 8-2-1: Zoning Districts, which can be found online at the following link: https://codelibrary.amlegal.com/codes/eagleid/latest/eagle_id/0-0-0-9902. This section of Eagle City Code will also give you information about permitted uses within the zone and setbacks.

The Eagle Arts Commission serves in an advisory capacity and is established to advise the City Council on ways in which city government might best serve the public with regard to matters involving the arts. The commission supports both the Eagle City Hall and St. Luke’s Eagle Medical Plaza galleries. There is an annual Call for Artists who wish to submit their works. New artwork is displayed monthly. This is open to the community and you do not have to be a professional to participate!

LEARN ABOUT THE DESIGN REVIEW PROCESS IN EAGLE

Design review is required per Eagle City Code for all commercial, industrial, institutional, office, multi-family and single-family attached residential projects, signs, common areas, subdivision signage, proposed conversions, proposed changes in land use and/or building use, exterior remodeling or repainting with a color different than what is existing, exterior restoration, and enlargement or expansion of existing buildings, signs or sites within the City of Eagle City Limits.

Design review is also required for an individual single-family dwelling located within the Central Business District (CBD).

SUBMIT A CODE ENFORCEMENT COMPLAINTS

Citizens may submit code enforcement complaints by accessing the Citizen Engagement Portal at https://talktomycity. com/create Citizens can now submit code violations, upload photos by simply filling out a web-based form. The City’s website features a quick link to the form and there’s also a free app, iWorQ Service Request, for citizens to use on cell phones apple or android devices. Once submitted, the iWorQ form automatically creates a tracking number for the request and assigns it to the Code Enforcement Officer. Once it’s updates and actions are tracked in the program database, until the request reaches a resolution. Citizens can also follow the status of their requests by creating an individual iWorQ account, at the time of the creation of their request.

saturday market Established in 2002, the Eagle Saturday Market is a handmade market located in the heart of downtown Eagle, Idaho in Heritage Park. Managed by the City of Eagle Parks and Recreation, one will find an array of arts and crafts along with local produce, herbs and flowers, woodwork, specialty food items, and freshly prepared food. Every Saturday the park comes alive with the melodious sounds of local musicians and community members coming together to support local micro-producers.

CITY PROGRAMS

The City of Eagle offers a variety of programs from purchasing a memorial bench for someone special to rebates for planting trees on your residential property. NOTE: Programs may change from year to year based on funding and city priorities.

MEMORIAL BENCH PROGRAM The City of Eagle offers donors the opportunity to purchase a bench in honor of a loved one. The benches are custom fabricated and can be placed in different locations throughout the local parks in Eagle. For more information regarding the Memorial Bench Program, you can contact 208-939-6813 x 215 or email publicworks@cityofeagle.org.

LEAF BAG BUNDLE EXCHANGE PROGRAM Eagle residents may bring a canned food item to Eagle City Hall (starting late October / early November) and receive, in exchange, a free 5-pack of paper leaf bags. One pack of leaf bags per household, while supplies last. Leaves in bags can be set out at the curb of your residence by 7 a.m. on your service day for pickup. Leaves are taken to the Ada County Landfill where they are ground and used as a soil amendment.

GLASS RECYCLING PROGRAM The City of Eagle offers a glass recycling drop off bin located at the south end of the Eagle Library parking lot (100 N Stierman Way). Remove lids or corks, this is a glass only facility. Please place all glass in the bin, no leaving bottles or boxes on the pavement.

RESIDENTIAL TREE PLANTING PROGRAM This program allows Eagle residents to plant a tree on their property and submit for a rebate up to $100!

ART GALLERY PROGRAM The Eagle Arts Commission maintains two elegant display spaces located at Eagle Gallery Space City Hall and St. Luke’s in Eagle. The Eagle Arts Commission schedules individuals and group exhibits to showcase their work on a monthly bases. The gallery spaces are free and open to the public any time during regular business hours.

ARTS COMMISSION GRANT PROGRAM The Eagle Arts Commission offers annual grant funding to organizations, or individuals, seeking funding for projects or education that will enhance the artistic atmosphere and musical environment in the Eagle Community. Total funding available is $10,000. However, several funding options including full funding, partial or denial may be awarded.

EAGLE YOUTH SCHOLARSHIP PROGRAM Each year, the City of Eagle offers scholarships to high school seniors in Eagle to further their education in the field of art or a vocational education program (i.e. skilled trades such as welding, mechanical, electrical, etc.) at an accredited college or a career and technical education program.

Eagle Fire Department is an all hazard career fire department responding to and managing a variety of emergency incidents ranging from fire, hazardous materials, technical rescue, medical emergencies, vehicle collisions/ extrication’s and wildland incidents. In addition to emergency responses, the Department actively engages in community risk reduction through training and education with residents, business owners, schools and community groups. The Eagle Fire Protection District is governed by three Commissioners, elected to represent separate subdistricts. The Eagle Fire Commission works with the Fire Chief to provide fiscal oversight.

Trails & Pathways plays a major rold in the construction, maintenance and planning for the City’s trail assets and facilities, paved and unpaved greenbelt trails, multi-user singletrack trails, and bicycle optimized trails’ maintenance, user safety and operations. Staff is reponsible for the review and approval of land development proposals for elements related to integrated trails construction specifications, their design and contribution to the Trails Master Plan.

eagle museum of history and preservation “Helping you see further into the future through history” ABOUT THE MUSEUM

The Eagle Museum of History and Preservation is located within the City Hall Campus located at 660 E. Civic Lane. The museum opened its doors to the public in October 2001, and since then has been actively involved with collecting, preserving, and exhibiting those items, documents, and historic photographs that combine to tell the story of the development and growth of Eagle.

When the museum first opened, it was staffed entirely by volunteers, but today is overseen by a Museum Curator and is managed by the City of Eagle.

In addition to exhibits that focus on the growth and development of Eagle since the late 1880s, the museum houses a public access archive which contains local history pamphlet file materials, historic photographs, and numerous small specialized collections.

HISTORY OF EAGLE While many sought gold in the form of metal, one intrepid man had other ideas. Truman C. Catlin, an Illinois native, saw that the prospectors and townsfolk needed food. He invested in 160 acres of land along the Boise River in late 1863. The site was named Eagle Island after the large number of bald eagles on the river near the property. The following year, Catlin and his neighbor dug irrigation trenches to get water to the farmland. The result was enough water to irrigate 700 acres and kicked off a 40-year effort by valley residents to dig canals and ditches to irrigate most of the valley. Many of these are still around to this day.

In 1877, a man named Thomas Hugh Aikens bought land on the north and south sides of the Boise River. The property on the north side made him the owner of a large portion of Valley Road between Eagle and Boise (now State Street/Highway 44). Valley Road was, at the time, the main road between Boise and the towns to the west. Aikens then began a long campaign to build a bridge over the Boise River to connect his properties on the north and south sides of the river. The main opponent to the bridge was the town of Star, which didn’t see the need for a tiny town like Eagle to build a bridge over the river. The county commission decided to let the voters decide Aikens devised a genius strategy to get people to vote for the bridge. He rented a luxury carriage to transport people to the polls and offered voters a free picnic. The voters overwhelmingly voted in favor of the bridge. The Eagle Island Bridge construction led to the building of a new school, a grocery store, and an Odd Fellows Hall. In 1904, Aikens and retired teamster John Carpenter decided to plat and sell fifteen acres to the town for development. Shortly after, the township was officially named Eagle.

GROUP TOURS

The museum offers tours for groups and classrooms, as well as Boy and Girl Scouts. The museum can comfortably accommodate 10 to 15 people at a time. If your group is larger than 15, please call the museum so we can discuss arrangements. Any classrooms or Scouts, please be willing and able to provide the appropriate number of chaperones for the number of children attending. Please note that group reservations are needed at least two weeks in advance.

VISIT THE LIBRARY The library offers fiction and non-fiction books and movies for youth, teens and adults. Borrow items from our “Library of Things” like sewing machines, fishing poles, Cricut machines, holiday cake pans, and much more. Can’t find what you need on the shelves? The Eagle Public Library is part of the Lynx consortium, so you can request books and use your library card at libraries all over the Treasure Valley and Southern Idaho.

READING CLUBS The Eagle Public Library offers several reading clubs throughout the year. Become the Ultimate Bookworm with our year-long reading challenge. The Summer Reading Program keeps kids and teen engaged and learning all summer long. And the Second Thursday Book Club meets monthly to discuss the latest book selection.

CLASSES AND EVENTS The library offers a multitude of different classes and events throughout the day and evenings. For kids there are frequent story times, science classes, and craft activities. For teens and adults, there are weekly craft and cooking tutorials.

parks & recreation “Where discovery is part of the fun” The City of Eagle continually works to meet the recreational needs of the Eagle community by offering an exciting and diverse park system and a multitude of free and inexpensive recreational programs and activities for people of all ages and abilities. From the curious toddler to the vibrant senior, individuals of all ages may participate in a wide range of activities and take advantage of any of the city’s extraordinary parks and facilities.

The Parks and Recreations Department oversees the recreation programs with a mission to provide and create exceptional opportunities for play which improves the livability and quality of life for people while fostering respect for the natural and cultural environments of Eagle.

PARKS & RECREATION

A wide range of free and inexpensive recreational programs and activities are available from art classes and fitness programs, to tiny tot basketball, cooking classes and youth soccer leagues.

After school classes are available for kids ages 5-10.

The Parks and Recreation Department is also responsible for the planning and management of many community events including; Eagle Fun Days, Harvest Fest, Country Christmas, Saturday Market, Yappy Hour, Glow in the Park Fun Run, and the ever popular Daddy Daughter Dance.

Pathways and trails are among the most desirable amenities in Eagle, with miles of paved pathways, natural surface trails, bike lanes, and shared roadways. The City of Eagle is dedicated to providing an environmentally sensitive, perpetually dedicated public, non-motorized trail system, and a local and regional pathway system that provides safe mobility options and enhances citizens’ lives.

The Foothills trails system in northern Eagle and outside of the city comprises the majority of Eagle’s natural surface trails. This extensive system of trails weaves through lands owned by the City, other government agencies, and private owners.

The pathways and trails in Eagle serve a wide variety of users, from commuters and mountain bikers, to runners, hikers, dog walkers and horse lovers.

The City of Eagle provides the following FREE community events.

EAGLE FUN DAYS

Eagle Fun Days is a FREE annual community event that starts on a Friday night with family fun night. It continues on Saturday with a corn hole tournament, custom car show, fun run, live music, a wet ‘n’ wild parade, Rocky Mountain Oyster Feed, market vendors and food.

The event ends in the evening with a fireworks show.

Gazebo Concert Series

The Gazebo Concert Series is a FREE music concert at Heritage Park in downtown Eagle held on the last Thursday of the month, May through September. Bring a chair, a blanket, a picnic or enjoy food from the local businesses.

Eagle Country Christmas

Eagle Country Christmas is an annual FREE event sponsored by the City of Eagle. The event

includes heated tents full of fun activities for kids, local choirs and live bands, a holiday market, real reindeer, carriage rides, and of course, Santa and Mrs. Claus.

Eagle Harvest Market

The Harvest Market is a FREE annual event sponsored by the City of Eagle. The event is held at Heritage Park in downtown where you will enjoy live music, kids’ games, free pumpkin decorating, mini horses, fun competitions, vendors and more.

Yappy Hour

Yappy Hour is a pop-up dog park where you can let your dogs run while you enjoy an adult beverage.

Dogs and their humans will socialize in a temporary pop-up dog park, meet dog vendors, and enjoy an evening of new friendships! Yappy Hour runs from April through October.

Eagle Saturday Market

Saturday May through October in the heart of downtown Eagle at Heritage Park. At the market, one will find an array of arts and crafts along with local produce, herbs and flowers, woodwork, specialty food items and freshly prepared food. Every Saturday the park comes alive with the melodious sounds of local musicians and community members coming together to support local microproducers.

Blues and Bones Festival

Eagle Food & Wine Festival

The Blues and Bones Festival is an annual family friendly event in Eagle, Idaho at Eagle Island State Park featuring some of the country’s best traveling Blues Bands with an award-winning barbecue.

The Eagle Food and Wine Festival partners select Idaho wineries with premier local chefs to create the perfect tasting pair. A portion of event proceeds are donated each year to local organizations throughout the community.

Tater Dash Mud Run The Tater Dash Mud Run is a community event focused on promoting Idaho agriculture, youth connection with agriculture from boots on the ground experience.

The run is a 5 mile run in the mud. The Tater Dash Mud Run is sponsored by Twin Oaks Farms.

Eagle Foothills American Viticulture Area (AVA) The Eagle Foothills AVA is home to many grape growers and to Idaho’s largest family-owned winery, 3 Horse Ranch Vineyards. 3 Horse Ranch features a tasting room, and a custom crush facility.

Encompassing over 200 acres, the Ada/Eagle Sports Complex and Bike Park is one the largest in the country.

The Ada/Eagle Sports Complex includes an extensive series of trails that connect to the Ridge to Rivers trail system.

The park offers trail skill levels ranging from beginner to expert abilities.

Other features include freeride jump lines, a pump track, dirt jumps, dual slalom race course, mountain cross race course, a BMX track and more!

In addition to the world class mountain bike trails, the sports complex offers a skate park, basketball courts, an in-line hockey rink, a fire-wise garden, and the Treasure Valley’s only outdoor RC track.

The PetIQ Dog Park is located at the Ada/Eagle Sports Complex. The dog park has small and large dog enclosures, a gated dog leashing/unleashing area, and a dog waste disposal station.

You can access the park by vehicle on the west side of the property from Old Horseshoe Bend Rd. Bikers and hikers can enter the park from the east using the Ridge to Rivers trail system.

East Eagle Continue east along Hwy 44 to S. Edgewood Lane where you will find more restaurants, retail, furniture & home decor stores; personal care services, professional services and coffee shops on both the north and south sides of the highway.

A little further east down Hwy 44 and you will find the Eagle Promenade Shopping Center.

This shopping center is anchored by Home Depot and Petco, and offers places to eat, get a haircut and wash your car.

North East Eagle Head north up Hwy 55 to Hill Road to Hill Road Crossing, located on the SW corner of Hill Road and Hwy 55.

In this center you will find a mix of restaurants, beauty and skin care facilities, professional services and personal care services.

Continue west on Hill Road to the SW corner of Hill Road and S. Wooddale Avenue where you will find more options for professional, financial and construction services.

West Eagle Venture west on Hwy 44 to Stillwater Development located at the SW corner of Hwy 44 (W. State Street) and S. Urban Gate Avenue.

Stillwater is a mixed-use development containing both residential and commercial. Here you will find Dutch Bros. coffee and Next Level Furniture + Decor.

Venture a few blocks west on Hwy 44 (W. State Street) and you willl find several more commercial areas to explore.

Eagle Island Crossing, located North of Hwy 44 (W. State Street) on N. Fisher Park Way offers places to quench your thirst and try your hand at some barbecue, all while you pick up a gift card or treat yourself to a spa service.

Just south of Eagle Island Marketplace, you will find The Gardens at Camille Beckman and Chateau des Fleurs.

North West Eagle Lastly, head north on Hwy 16 from Hwy 44 to just north of W. Beacon Light Road and you will find The Flats 16 Restaurant and Dude Dewalt Cellars where you can do some wine tasting and pick up a bottle of Idaho wine.

Take a little adventure down a country road to 3 Horse Ranch Vineyards where you can do some more wine tasting, grab a bite to eat and take home an extra bottle of wine for a gift.
