Background

The Durham Police Department is committed to ensuring public safety through proactive law enforcement, community engagement, and the prevention of crime. With a focus on building trust and transparency, the department serves a diverse community, responding to emergencies, investigating crimes, and working alongside local agencies to enhance public welfare. Currently, to aid in investigation efforts, the Durham Police Department relies on multiple independent systems from various vendors for camera feeds, incident reporting software, car cameras, body cameras, and other tools.

Current Business Problem

The systems that the Durham Police Department use now are not able to integrate with each other or share information with other law enforcement agencies. The lack of integration between internal tools hinders decision-makers from viewing and accessing critical resources simultaneously, which impairs their ability to make fast decisions and delays response times. The inability to share information seamlessly with external agencies delays investigation efforts that span across multiple jurisdictions. There is also a technology gap for their ability to manage traffic videos.

Application Requirements for the Real Time Crime Center

The foundation of the Durham PD's Real Time Crime Center (RTCC) will be a Best of Breed system that integrates multiple PD systems into a centralized predictive analytics and operations management platform. All other PD systems will integrate into this platform to provide a single dashboard for monitoring and faster decision-making.

To enhance the DPD's investigation capabilities, two additional solutions should be implemented and integrated with this centralized platform:

This system should provide enhanced communication and incident management capabilities for DPD.

• License Plate Recognition Platform

This system should capture license plate data and provide real time alerts to assist with investigation efforts.

We are asking the IT Governance Steering Committee to approve and score the business case to procure and implement applications for the Real Time Crime Center to enhance the DPD's current operational systems and processes. The approved and ranked business case will be submitted to the Budget Management Services Department for funding and approval by the City Manager.
