Helpful Information
Refunds
Full refunds may be requested three business days prior to the start of a program/season. Refunds requested within three business days prior to the start of a program/season may offer the potential for proration or a full refund. Registrations paid in cash or check will be refunded in the form of an RecTrac credit or City check; City check may take up to 30 days. Registrations paid with credit will be refunded via a personal credit refund or an RecTrac credit. The service fees and scholarships will remain nonrefundable.
Satisfaction Policy: Patrons may request a refund at any time after the start of a program if they are unhappy with it. These must be submitted in writing or email and sent directly to the appropriate supervisor. The type of program will determine the amount of refund provided (this may be adjusted due to pre-advertised supplies purchased, etc.).
Accessibility
The Parks and Recreation Department believes that all individuals should be provided with accessible recreation opportunities. Upon request during registration, individuals with disabilities will be provided accommodations and/or one-on-one support to better assist in program participation. Volunteering
The Parks and Recreation Department is always seeking help in providing improved services to the community. If you have a desire to volunteer time to assist with a program or clean a park, or would like to donate a tree or provide materials or money to improve a certain facility, please contact the office at 563-589-4263.
Public Transportation
The Jule provides public transportation to bus stops near many parks and recreation facilities including Flora and Sutton Pools, Carnegie-Stout Public Library, the Multicultural Family Center, Comiskey Park, and many others.
Youth ages 6-18 ride for FREE if they are able to show a school ID card. If not, it’s only $1 per year to purchase a swipe card! Kids under 5 should be accompanied by an adult or guardian.

How to Register
Create a RecTrac Account
RecTrac is our online registration system. If you haven't created an account yet, setting it up in advance will save you time when you go to register for classes, programs, activities, swim lessons, etc. Get started now and create your account today!
Step 1: Go to www.cityofdubuque.org/letsgo and click “SIGN IN / REGISTER” on the top right corner.
Step 2: Click “Don’t have an account? Sign Up Now” under the RecTrac Login box.
Step 3: Complete the “Create New Household” form. The required fields are in red. If applicable, don’t forget to add your family members by clicking the blue “Add New Member” box. When finished, click the green “Save” button at the bottom of the form.
Step 4: Explore the RecTrac registration system! You can type in keywords, filter by age, type of program, months, recreation categories, locations, days of the week, season, and more! For questions, contact the Parks and Recreation office at 563-589-4263.

Youth Esports
DBQ Esports League (DEL) is a nonprofit gaming facility that provides a safe space for youth to connect in-person and online. DEL promotes social and emotional well-being, career exploration, and STEM engagement through esports. All programs are held at DEL, located at 3220 Dodge St, Suite 109.

Grandmaster Schmitt’s School of Martial Arts builds strong bodies and strong values. Karate is beneficial both physically and mentally as it is geared towards skill and comprehension levels. Limited to 10 participants.
This running class is geared toward training for the annual Turkey Trot Run on Thanksgiving morning. Anyone 9 years of age and older interested in running is welcome. It is a great opportunity for families to train and run in the Turkey Trot together! We will meet at the Wahlert High School parking lot located above the track and run part of the race route each week, adding more distance each Sunday. Please wear proper attire and bring your own bottle of water.
4th & 5th Grade After School Basketball
The Parks & Recreation Department provides an After School Basketball program to 4th and 5th grade students at all Dubuque Community School District elementary schools. The program emphasizes fundamental skills, team concepts, sportsmanship, participation, improved health/fitness and fun!
This intramural program meets for 90 minutes following school dismissal. Practices are held two times per week for four weeks from Sept. 8 - Oct. 2. Each participant will attend up to (8) eight practices, subject to school/coach conflicts and/or weather. The program is instructed by members of the Loras College and University of Dubuque basketball teams. Registration deadline is Thursday, Sept. 4.

Capoeira Afro-Brazilian Dance & Martial Arts
Capoeira (pronounced cap-oh-air-uh) finds its roots deep in the culture of slavery in Brazil. Capoeira was a way for them to blend their past culture with their newfound culture in Brazil. The movements reflect the dances of northern Africa, and the martial arts were a way for the slaves to stay limber and practice self-defense. Upcycled Halloween Lanterns

November is National Family Literacy Month, and we’re celebrating the power of stories to bring families together!
Stop by the library to pick up a blank paper quilt square and a free book, then design a quilt square inspired by a book your family loves. It could be a bedtime favorite, a laughout-loud picture book, or a story that holds a special memory. Each square will become part of a beautiful, collaborative Story Quilt that shows how reading connects us all.

Skeleton Fashion Show

September - Stick Together

The Whisper Room
The Whisper Room is a sound isolation booth complete with recording equipment, computer software and accessories. It is an ideal space for recording vocals, doing a podcast, practicing an instrument and more. The Whisper Room is open to the public and free to use.
Sublimation Printing
Sublimation printing is a special kind of printing that when heated up can transfer the ink into specially coated materials called “blanks”. You can create full color designs to apply to items like mugs, tumblers, puzzles, key chains, hats, coasters, and more. The Maker Space stocks a wide variety of these items to purchase.

Vinyl Printing & Cutting
Vinyl printing and cutting can be done in the Maker Space with our Roland BN2-20 printer. This printer can CMYKW print onto a variety of materials to create items like stickers, window clings, heat transfers, canvas prints, signage, and more. The BN2 also cuts the material so you can weed without scissors to get professional edges on your items.
CO2 Laser Cutting & Engraving
Laser cutting and engraving can be done in the Maker Space on our OMTech 60 Watt laser cutter with a workable area of 28” by 20”. You can engrave and cut designs into wood and acrylic, engrave on metals with powder coatings, or engrave on glass and leather. We also have two rotary jigs available to suit most types of glasses and tumblers.
3D Printing
3D printing projects can be done on one of our seven 3D printers available for public prints. Items can be printed in all sorts of solid and blended colors. Our printers use the .stl file format for 3D models.

Brainfuse: HelpNow
Expert tutors are available online daily from 2-11 p.m. to assist students in grades K-12 with Math, Science, Social Studies, English, SAT/ACT Prep, and more. Students can communicate with live tutors using an interactive whiteboard to chat, write, draw, and solve problems. You can also record tutor sessions to replay with classmates and teachers.
1,000 Books Before Kindergarten
This free reading program encourages families and caregivers to read 1,000 books with their young children before they enter kindergarten. Outdoor Fun
Park Season Schedule
City parks are open year-round. Park amenities such as restrooms, pavilions, and drinking fountains close each season on the fourth Sunday of October and will re-open on the first Saturday of May. The road gates at Eagle Point Park and Miller Riverview Park & Campground are also closed during this time. Note, while vehicles are restricted, the two parks remain open and accessible to walkers and bikers during the off-season!
Places in Dubuque To Visit This Fall
Eagle Point Park
Eagle Point Park is one of the most outstanding parks in the Midwest. This park is 164 acres overlooking the Mississippi River and Lock and Dam No. 11. It also offers a stunning view of Iowa, Illinois, and Wisconsin.
Eagle Point Park is located at 2601 Shiras Avenue. Admission is $1 per car, $5 per bus. Bicycles and pedestrians are free. The park is open 7 a.m. to 10 p.m., Sunday through Thursday, and 7 a.m. to 11 p.m., Friday and Saturday. Eagle Point park will be open to vehicles through Sunday, Oct. 23.
Mines of Spain
Composed of untamed, wooded land, this 1,432-acre park offers hiking, hunting, paddling, picnicking, and cross-country skiing. There are six individual nature walks within the park, including those at the E.B. Lyons Interpretive Center and at the Horseshoe Bluff Site.
Mines of Spain is open yearround, with park hours of 4 a.m. to 10:30 p.m. The interpretive center is open year-round weekdays 7 a.m. - 3:30 p.m. and weekends 10 a.m. - 2 p.m. Please call to verify the center is open to 563-556-0620.
Four Mounds
Four Mounds and the City of Dubuque partner to help protect over 220 acres of largely undeveloped land along Upper Mississippi River.
Explore a .75-mile moderate trail over bluffland, high along the Mississippi River and through our woods and ravines. through forests and prairie. Hunting is not allowed on the grounds. Visitors are welcome to hike through open areas and woodland. Four Mounds is open to the public year-round.
Recreational Trails
The City maintains a comprehensive 53-mile bike/hike trail system which includes 28 miles of on-street routes and 25 miles of paved trails for walking, hiking, and biking. The off-road network includes trails at the John G. Bergfeld Recreation Area, Eagle Point Park, Port of Dubuque, Chaplain Schmitt Memorial Island, and Peosta Channel. The on-street network includes sections of the Mississippi River Trail through the Downtown and Historic Millwork Districts, and the Washington and North End Neighborhoods.

Bee Branch Creek Greenway
The Bee Branch Creek Greenway is part of our community’s infrastructure to control flooding, but it also serves as a beautiful linear park. The onemile greenway stretches from the heart of Dubuque’s North End to the Mississippi River at Chaplain Schmitt Island. It is home to a multi-use trail, scenic overlooks, an outdoor amphitheater, benches, lighting, rest areas, a garden, and a bioswale board walk.Lights along the the multi-use trail are on from dusk to dawn.
Veterans Memorial Plaza
Veterans Memorial Plaza opened in 2009 and included a curved wall dedicated to the branches of service and the wars they served. Flags flew high in the background bracketing an American flag with a POW/MIA banner below it. In the center, a 6-ton granite globe, 5-feet in diameter sat among pavers and benches, each sold to raise money for the project initially.
Funded entirely by the Dubuque Racing Association, a $3.2 million improvement project was completed in 2021. The project sought to honor all veterans by unifying and enhancing all existing nearby memorials. The improvements also included a new memorial for Chaplain Schmitt composed of a decorative swirling concrete path that transforms into an elevated boardwalk extending from the Veterans Memorial Plaza over the pond. A circular landing that contains a sculpture titled "Skyward" is located at the end of the boardwalk. An opening in the sculpture allows visitors to read a poem etched on the inside. At night, subtle colorful lighting honors veterans and adds prominence to the memorial.
