City Manager Update Welcome to the first issue of the Ferry Street News! We are excited to bring this to the Dayton community! My name is Rochelle Roaden and I am the City Manager. I started in Dayton 6 years ago as the City Recorder/Finance Director. In 2018, a er ac ng as the interim city manager, I was ap‐ pointed by the Dayton City Council. I serve at the pleasure of the City Council and per the Dayton City Charter, I am responsible to the Mayor and Council for the proper administra‐ on of city business. I assist the Mayor and Council in the development and administra on of city policies. I also prepare and administer the annual city budget, manage city employees, manage capital projects, administer city u li‐ es, and other du es as directed by Council. I serve on the Board of Directors for YCOM as the small city representa ve for Yamhill County and on the Board of Directors for the Yamhill County Affordable Housing Corpora on. Currently, the City is working on several pro‐ jects. In December of 2020, the City was awarded a $750,000 grant from the Oregon Department of Transporta on’s Safe Routes to School program. This will fund the construc on of a sidewalk along the north side of Ferry Street between 9th Street and Flower Lane. This will allow students walking/biking to the middle school, high school, and even elemen‐ tary school a safer commute. We are in the beginning stages of this project and will com‐ plete it as soon as possible. While I would like to say it could be completed before school starts in the Fall, it is s ll too early in the plan‐ ning process to predict a comple on date.
The Dayton Footbridge, which was closed to pe‐ destrian traffic in 2018, will be under construc‐ on in the next 12 ‐18 months. Currently, the design and permi ng are underway to replace the midspan of the bridge with a steel truss. This u lity bridge sup‐ ports the water mainline coming into Dayton from our springs and sup‐ ports the sewer mainline taking wastewater from the city out to the sewer ponds. Both the water and sewer mainline will be upgraded with this project. The budget is approximately $4.5 million. If you are interested in other projects the City is involved in, you can read more on our website under the “City Projects” link on our home page. The City has recently revamped the webpage implemen ng a “mega menu” format to allow for easier movement around the site. The City also implemented a new smart phone app last year and if you are interested, links are available on our website. The app provides cur‐ rent news, public safety alerts, access to the Dayton Municipal Code, online u lity pay‐ ments, local officials and city staff contact infor‐ ma on, and other important informa on. I would like to thank the residents of Dayton for your support and pa ence during the pandem‐ ic. City Hall was closed to foot traffic due to Oregon Health Authority (OHA) risk sector guid‐ ance. We recently reopened City Hall and are enjoying seeing everyone again. We are plan‐ ning to reopen the Library this summer. We are s ll not able to rent out the Community Center due to OHA guidance, but we are hopeful that as vaccina on rates increase and risk sector guidance is removed, you will be able to rent it again for your birthday, anniversary, quinceanera, or other events.
