Lifeguards Keep Clearwater Beach Visitors Safe
As workplaces go, it doesn’t get much better than this.
Blue skies, pristine sugar sand and the sparkling waters of the Gulf of Mexico all combine to make for a great “office” setting for Clearwater Fire & Rescue’s beach lifeguards. But when you add in water rescues, missing children, issues with marine wildlife, medical calls and a myriad other problems, you get the sense that there is no such thing as a typical day at the beach for these first responders.
There are seven lifeguard towers that dot the 1.4 miles of world-famous Clearwater Beach, which attracts tourists from across the globe. Atop those towers from 10 a.m. to 5 p.m. is a highly qualified and trained staff of men and women whose job is to keep beachgoers safe.
“We work where lots of people vacation,” said Gabi Espino-Delgado, shown on the cover of this magazine. She has been a part-time beach lifeguard for three years, with an overall lifeguarding career of eight years. “I can take it for granted at times, but when I do, people remind me that I have one of the best jobs in the world.”
Al Jordan is a full-time beach lifeguard and emergency medical technician. He’s been doing the job since 2022.
“We have to maintain a high level of situational awareness to watch thousands of beach patrons at a time for hours at a time,” Jordan said. “It’s intense.”
The training for beach lifeguards – there are nine fulltime positions, all of whom are certified EMTs, and about 20 part-time positions – is also intense.
Every day before they climb onto a tower, they engage in training. Sometimes, it’s running; other times, it’s swimming, or maybe a combination of the two. At other times, they practice mock rescues. They must be ready for whatever emergency arises.
“There’s a lot more to our jobs than just sitting on a tower and watching the water,” said Patrick Brafford, beach lifeguard manager. “Just when you think you’ve seen everything, something else comes along.”
There was the dolphin that got caught in a crab trap and had to be freed by lifeguards, the runaway pontoon boat with no captain in the swim area, the waterspout that crashed ashore and sent cabanas and chairs flying.
“There’s never a dull moment,” Brafford said. “You must be ready both physically and mentally, no matter the weather or surf conditions. Lifeguards will be tested at some point in their careers; how they respond and perform can be the difference between that person dying or surviving.”
Part-time lifeguard Matt Blowers joined the team because he has always loved the water and the beach. “And I like the idea of helping people, too.”
During Florida’s sultry, steamy summers, heat-related illnesses are common among beachgoers.
“In my experience, salt water will dehydrate you and the sun will dehydrate you,” Espino-Delgado said. “Most medical issues we encounter are heat-related emergencies.”
The waters of the Gulf of Mexico can also be a challenge, especially when tropical systems are dancing off our shores or in the winter, when cold fronts slash through the area. Rip currents can lead to deadly consequences.
“Always swim near a lifeguard and always know your limitations,” said Jordan. “Water conditions are everchanging.”
That’s why, all beach lifeguards say, that swimmers should check to see what color flags are flying for the day – before they even step in the water. The color of the flag tells you what conditions are present.
Those flags fly atop the lifeguard towers along the beach. Five of the seven towers are new and are much easier to move in advance of hurricanes. They’re decorated with designs from the city’s Public Communications staff, adorned with beach wildlife such as sea turtles, pelicans, fish, rays and dolphins. They also are more weather-resistant and offer better sight lines for the lifeguards.

“The new towers provide lifeguards with a higher vantage point to better spot and identify emergencies on the water and on the beach,” said Konrad Ciolko, beach lifeguard supervisor.
The two other towers are set for replacement over the next two years.

Clearwater Celebrates Neighborhoods
For 25 years, the city of Clearwater has celebrated its neighborhoods with an annual celebration called Neighborhoods Day. Each year, residents meet city elected officials and leaders on their own turf and share their thoughts and concerns.
This year, 32 Clearwater neighborhoods participated in this special day of community building. Attendees enjoyed games and diverse spreads of food. Neighbors connected with one another, and friendships were formed. This encapsulates the essence of Neighborhoods Day.
After visiting all block parties held in Clearwater on Neighborhoods Day, staff voted on Neighborhoods Day awards, which were given to homeowner association groups on March 30, 2024. Congratulations go to:

City Fleet Is Among Best in the Nation
In the city of Clearwater, there exists a team of unsung heroes whose dedication ensures the smooth functioning of city services. While they aren’t often in the spotlight, Clearwater's Fleet Division works hard behind the scenes, maintaining and repairing the city's vehicles and equipment.
Their efforts have been noticed once again, recently earning the city’s seventh consecutive recognition as one of the "100 Best Fleets in North America." Sponsored by Governing Magazine, this honor places Clearwater proudly in the 42nd spot out of 38,000 public fleets nationwide.
Clearwater's Fleet Division is responsible for maintaining and repairing a diverse fleet of more than 1,800 vehicles and equipment. Their efforts support departments across the board, including Clearwater Police, Fire & Rescue, Solid Waste/Recycling, Public Utilities, and more. With a team of 34 full-time employees, Clearwater's fleet management remains crucial to the city's services.
Under the leadership of Fleet Manager Perry Conzen, the team prioritizes excellence in all operations. A fleet employee of 20 years, Conzen leads a talented team of hardworking and spirited automotive professionals.
“I’m really proud of what the Fleet Division has accomplished, and proud of the men and women who show up to work hard every day,” he said. “Often, the citizens of Clearwater don’t know how large our fleet really is and the enormity of what we take care of. It is truly impressive once you see what we do here.”
As Clearwater's Fleet Division celebrates its success in the 100 Best Fleets in North America competition, the city is proud of its hardworking team and its contributions to the community. The city’s continued success in the competition shows its dedication to excellence and innovation in public service, setting a standard for fleet operations across the country.

Union Honor Four Fallen Officers
They gave their lives to serve their community.
Clearwater Police Patrolmen Harry L. Conyers Jr., Peter M. Price, John F. Passer and Ronald J. Mahony are more than names etched on memorials and plaques at the Clearwater Police Department. They are part of the legacy and history of the agency, having died in the line of duty to protect others.
In May, city leaders, along with personnel from the police department and Fraternal Order of Police Lodge 10, gathered at Station Square Park in downtown Clearwater to remember their sacrifice, alongside family members of the fallen.
There was an honor guard made up of Clearwater Police and Clearwater Fire & Rescue personnel, a three-volley salute by the rifle team, along with the solemn music of “Taps” and a bagpiper. There were roses for the families.
Police Chief Eric Gandy and Assistant City Manager Daniel Slaughter were among the speakers who talked of the importance of never forgetting the service and sacrifice of the four and their families.
‘The Giving Wall’ Honors Our Loved Ones
Crest Lake Park is now home to a beautiful tribute to the community’s generosity: The Giving Wall Honoring Our Bright & Beautiful Citizens. The Giving Wall is located at Crest Lake Park, 201 S. Glenwood Ave., offering residents the opportunity to contribute to the enhancement of the parks and programming of recreation facilities.
“Residents consistently ask if they can donate a bench, name an amenity after someone or buy a paver in honor of a passed loved one,” said Parks & Recreation Director Art Kader. “This program is the answer to their requests. By offering a donation to a single fund, we can ensure that amenities and programs are being distributed equitably among community parks and recreation centers.”
Donations can be directed toward park benches, trees, picnic tables, playground equipment, recreation program, recreation center, athletic field equipment or simply given in honor or memory of an individual. In recognition of these generous contributions, donors will receive a personalized plaque on the wall.
The donation levels are:

• Silver: $500
• Gold: $750
• Onyx: $1,000

Save Big With Home-Energy Tax Credits
Here in Clearwater, creating a more sustainable city is a value we strive to uphold. Adapting sustainable initiatives at the local government level is essential for promoting environmental stewardship, fostering economic growth, enhancing resilience to climate change and improving overall public health.
Not only do we as a city aim to enhance our sustainability efforts, but we strongly encourage our residents to do so as well. Given recent federal legislation advancements, there are newfound federal tax-credit incentives that may benefit you via home improvements, clean-energy projects and vehicle purchases. The city is currently in the process of exploring such incentives, and we encourage you to do the same.
The Inflation Reduction Act of 2022 is one of the largest investments in the American economy, energy security and climate that Congress has made to this date. One of the key subsections of the act is the ability for individuals and entities to receive clean-energy tax credits from 2022 to 2032. The two credits most applicable to residents are the Home Energy Credits and Clean Vehicle Credits.
For home energy credits, there are residential cleanenergy credits and energy-efficient home improvement credits. Residential clean-energy credits include the addition of solar, geothermal and wind installations,
as well as solar water heaters, fuel cells and battery storage. Residents can receive credits up to 30 percent of a project’s value, with no annual maximum or lifetime limit.
Energy-efficient home improvement credits include the installation of exterior doors, windows, skylights and insulation materials, air conditioners, water heaters, furnaces, heat pumps, biomass stoves, boilers and the cost to conduct a home energy audit. Residents can receive credits up to 30 percent of a project’s value with a $1,200 annual maximum and no lifetime limit. Once you determine whether your project is eligible, file IRS form 5695 along with your annual income tax return to apply for the credit. More information about the filing process can be found under the link at the bottom of this page.
For clean-vehicle credits, residents who buy a qualified new or used electric vehicle (EV), plug-in EV or fuel cell electric vehicle, may qualify for a tax credit from $3,751 to $7,500. Vehicle qualification depends on the sale price, battery capacity, weight, manufacturer, assembly in North America and critical mineral and battery component requirements. The vehicle must be for personal use in the United States and not for resale. There are maximum income limits, and you must complete a required IRS tax form 8936.

Recycle Right All Season Long
The holidays are nearing, and Clearwater is doing everything it can to recycle right. Here are ways you can help us by properly disposing of your holiday items this season.
Simplify to 5
When tossing items into your recycling bin, just simplify to 5. It’s our recycling program:
1. Plastic bottles and containers
2. Empty metal and aerosol cans
3. Glass bottles and jars
4. Mixed paper, which is anything that can be torn
5. Flattened cardboard
Everything that you place in your bin should be clean and dry, or it will contaminate our batches of good, clean recyclables. Visit MyClearwater.com/Recycling to see what is and is not accepted in our program.
No Plastic Bags
Plastic bags, food wrap or clings of any kind are not accepted in Clearwater’s program. You can return plastic bags back to the grocery store for recycling or throw them away.
Wrapping Paper
When choosing wrapping paper to purchase and use, avoid glitter and foil so that it can be recycled after it is used. Gather your wrapping paper after opening gifts and recycle any without plastic, glitter or foil elements. Keep bags, bows, and ribbons to use again. The large cardboard roll inside wrapping paper can be recycled.
Cardboard
If you get lots of packages ahead of the holidays, break them down and place them in your blue recycle bin. If they are too large to fit, you can rip or cut them to fit or drop them off at 1701 N. Hercules Ave. Cardboard that is placed out with your trash barrel is not recycled.
Disposable Food Containers, Plates and Cutlery
When hosting holiday parties, if you are using plastic food containers this holiday season, be sure to rinse and dry them before tossing them into your recycling bin. If they have food residue on them, throw them away.
Compostable cutlery options are available in stores. If you purchase disposable plates and cutlery, throw them in the garbage and not your recycling bin. Paper and plastic plates, napkins and paper towels also belong in the trash.
No Styrofoam and Packing Peanuts
When presents are unwrapped and opened, throw away the Styrofoam, or return it to the grocery store for recycling. Styrofoam, packing peanuts and foam aren’t accepted in Clearwater’s recycling program.
Holiday Trees
Clearwater Solid Waste will collect holiday trees at the curb starting the week after Christmas. Remember to remove all lights and decorations before placing your tree at the curb.
Fireworks
Let's be safe this New Year’s and make sure spent fireworks are extinguished before putting them in your trash can. Soak them in a bucket of water overnight, and then place in a plastic bag to keep them from drying out. Hot fireworks can melt your black solid waste barrel, cause dangerous fires, and hurt our crews.

The Clearwater Parks & Recreation Department offers a variety of programs to challenge you to stay healthy and fit. Choose from your favorite pastimes like dance, pickleball, tennis, kickball, karate, volleyball and more.
We offer a variety of fitness classes and programs from which to choose. Dance to pulse-pounding, beatpumping fitness programs while burning calories with Jazzercise® and Zumba, or slow things down and focus on your mind and body with yoga, Pilates or outdoor Kai Chi Do.
If you’re looking for a more individualized experience rather than a class, we also have personal trainers at each recreation center to help you achieve your personal fitness goal.

Clearwater Camps
Clearwater camps are the place to be for children to learn, grow and make memories. Campers enjoy a wide variety of fun activities, including games, crafts, sports and enrichment activities. Small groups with safety and cleanliness are a top priority.
Children and teens can build new friendships and create life-long memories under the supervision of caring adults.
Camps are offered at the Countryside Recreation Center, the Long Center and the Morningside Recreation Center. Call your recreation center of choice to register.
Throughout the school year, we also offer day camps and weeklong camps for spring, summer, and winter breaks.

After-School Programs
Funded in part by the Juvenile Welfare Board of Pinellas County, the city offers free after-school programs, where students can complete their homework, play games, do crafts, go on field trips, learn sports and be entertained for the entire day.
The Ross Norton Recreation Center caters to elementary school students, and the North Greenwood Recreation Center is geared to middle and high school students.
Students must live in Pinellas County to qualify, and free pickup is offered at select schools. Students enrolled in the scholarship program must attend a minimum of one hour per day and may not be absent more than five days per month.
School’s Out Day Camps, Thanksgiving Break and Winter Break camps are free to students who participate in the after-school program.

Children & Family Resources
Whether you want to swim laps or cool down in the pool, Clearwater has several aquatic centers from which to choose. There are also a variety of swim lessons, fitness classes, lifeguarding and competitive swim team opportunities available. For older adults, enjoy the Long Center’s heated therapy pool or SilverSplash®, a program at our aquatic center pools taught in shallow water to improve cardiovascular endurance.
Learn lifesaving skills to help keep people safe in, on and around the water by registering for an American Red Cross Lifeguard Training at an aquatics facility near you. The city of Clearwater also has a multitude of lifeguard job opportunities open to those who have the American Red Cross Lifeguard Training.
Spending time in the water is a great way to beat the heat, but without swimming skills, the water can be deadly for children. Accidental drowning is the No. 1 cause of preventable deaths for children in Florida. The city of Clearwater wants to help change that by offering affordable swim lessons from parent/child classes up to adult-level swim lessons.
Thanks to a generous donation from the Long Center Foundation, beginner group lessons including parent/child, and level one and two classes are just $10 for six lessons for all children. The goal is that no child will ever drown in Pinellas County because he or she couldn’t afford swim lessons. Be sure to sign up quickly as reservations fill up fast.

Recreation Cards
Recreation cards are available to residents and non-residents. Fees for most city-sponsored programs and activities are reduced for those who purchase any of the following cards and can be purchased at any recreation center. Programs that reach capacity will have registration procedures that give Clearwater residents priority.

Clearwater residents can obtain a resident recreation card by completing an application and showing two proofs of residency (utility bill, voter registration card, tax receipt or rent slip). Non-resident recreation cards are for people living outside Clearwater city limits and who do not pay Clearwater property taxes.

Scholarships and Financial Assistance
Parks & Recreation's goal is to offer a broad range of programming to residents that is accessible to all, regardless of economic status. Fee assistance is available to Clearwater residents for staff-led programs. Ask the facility manager for more information.

Corporate PLUS Card: Clearwater businesses can purchase corporate passes for their employees at a reduced rate. For information and rates, call 562-4905.
Long Center Youth Card: $44.14 - The Long Center Youth Card is available for ages 18 and younger. Cardholders only have access to the pool, gym and fitness center at the Long Center and get “with-card” pricing on all programs and classes at the Long Center.
Non-Resident Disabled Veteran Discount: A discount is available based on the percentage of disability; documentation from Veterans Affairs must be provided. No family benefit is provided.
Non-Resident Youth Co-Sponsor Card: $120 - This card is available to non-residents who participate in some of our select co-sponsored sport leagues. For team listings, visit myclearwater.com.
Refund Policy
All refund requests are subject to administrative approval. Allow four to six weeks for refunds to be processed.
Recreation Programs or Activities Refunds
Requests for refunds must be received in writing 10 business days before the start of the program. A $15 processing fee will be charged, or you can receive a 100% credit toward another program. No refunds will be issued after the program begins, except for documented* medical reasons.
*A medical form signed by a doctor stating the individual is unable to participate for the remainder of the program will entitle the individual to a prorated refund from date of notification or credit toward another program. Please notify staff as soon as possible of any medical reason for withdrawal.
Recreation Cards/Refunds
Recreation cards will not be refunded after 10 business days from date of issue. Requests for refunds must be submitted in writing with the card attached. A $15 processing fee will be deducted from all refunds.
Open Swim Refunds
If the city must close a pool unexpectedly, participants who have been at the facility for less than an hour may be given a rain check for another visit.

Students Demonstrate the Diversity Through Art
Each summer, the Clearwater Parks & Recreation Department’s summer campers explore diversity as part of their camp experience. The campers are invited to join the annual diversity poster contest, organized by the city’s Diversity Leadership Council. The latest contest marked 22 years of this important program, and more than 240 students joined this year's effort.

Clearwater Fire Division Chief Doubles As Softball Coach
n Clearwater Fire & Rescue Department circles, he’s known as Division Chief John Klinefelter. But in the world of girls softball, he’s known – and beloved – as “Coach John.”
Fighting fires and saving lives are his passions. Coaching young softball players and helping them become better people are his purpose.
“I do it as a way to give back and mentor the youth,” Klinefelter said of his coaching.
Klinefelter is in his 23rd year as a Clearwater firefighter; he currently serves as the division chief for health and safety. He’s been around local softball circles for 15 years.
For the last 11 of those years, he’s been an integral part of the Clearwater High School girls softball team. He’s been the head coach the last six years, and his team went all the way to the regional championship this past spring – a level of success the team had never seen before.
Klinefelter has coached all ages in softball, where girls start as young as 5 years old. He’s coached Little League and travel ball and currently runs a travel softball organization with girls ages 8 to 18 spread across 14 teams.
In other words, he spends a lot of time on the softball field. But it’s well worth it.
“For some of these kids, it’s why they are going to college,” Klinefelter said. “It’s the motivation they needed to stay in school. It’s bigger than softball. It helps them to achieve their dreams.”
Angalee Parra spent four years playing on the Clearwater High team before graduating this past spring.
“He’s very much like a dad to me. He is always there for you,” she said. “He puts life lessons on the field to teach us things that we can use off the field.”
Parra started playing softball when she was 6 and has had many coaches throughout the years.

“He’s everything you would want in a coach,” she said. “He has definitely made a lasting impact on me, and I know I can count on him always.”
Klinefelter played baseball as a boy, and softball has become a family affair for him. His two daughters grew up playing the sport – sometimes with him as coach and other times with him cheering on the sidelines.
His youngest daughter, Abbee, plays at Tennessee Tech and will be a sophomore next year. His oldest daughter, Ashlee, played four years at Barry University.
“A lot of coaches just care about winning and making themselves look good,” Abbee Klinefelter said. “He cares about the kids and cares about developing them as people as well.”
And she promises she’s not just saying that because he is her father.
“You feel more welcome and cared about as a person,” Abbee Klinefelter said.
Being the coach’s daughter does not mean she gets perks, or that he takes it easy on her.
“I was always the one who was getting pushed the hardest,” she said. “He wanted me to be the best version of myself.”
That, “Coach John” said, is what it’s all about.
“Kids are learning life skills through the game of softball,” he said. “Seeing girls go out into the world with life skills and coping mechanisms makes it all worth it.”

Students Visit Clearwater’s Sister City of Nagano, Japan
Four Clearwater high school students were selected to represent Clearwater through our annual sister city student exchange trip. The students, who are all Clearwater residents, spent 10 days this summer in Nagano, Japan, and had the experience of a lifetime.
"The trip to Japan was a very memorable journey,” said Robert, one of the program’s students. “The opportunity encouraged me to be more independent, to try new foods, and to experience the Japanese culture.”
Students stayed with host families in Nagano while attending Ichiritsu High School. They learned what regular family life is like in Japan and made lifelong friends.
“The most impactful part of this trip was living with my host family,” said Robert. “I did not expect to be so emotional when I left Nagano, but I realized my host family and I had built a strong bond very quickly."
"In Japan, I found a second family, great friends and a second ‘home,’” she said. “Mei and the Momota family made me feel like family from the moment we met. We connected and bonded, whether English, Japanese, or no language was spoken.”
Students participated in the school's end-of-year festival, which included history lessons, cultural exchange, and a field day experience. Festivities included relay races, tugs-of-war, three-legged races, a chorus competition, and a bazaar.
“Making new friends at the Ichiritsu High School will stay with me,” said Indira, who enjoyed learning the history of and sharing in the practices at the shrines and temples.
Students got to experience the simple ways of Japanese life, too, such as learning how to make Tamagoyaki, an egg and omelet dish, and playing fun, new games with classmates at school.
“This trip has led me to build a new plan for my post-high school goals,” said Indira. “I definitely want to work in Japan, improve my Japanese language skills and visit again very soon."
So did another student, Indira, who describes her time abroad as a Clearwater exchange student “lifechanging.”
