Mayor’s Message Greetings, Chestermere residents! I am excited to welcome you to our first issue of the Chestermere Community Guide for 2022, and my first issue as your new Mayor.

Over the last four months since we were elected, your City Council has been hard at work to connect with our residents and make some immediate changes that you brought to our attention.

In the spirit of improving transparency to the public, we hope to continue to connect with you virtually and in person to build strong relationships with our citizens, so we can all work together to make positive changes for Chestermere.

A valuable part of building relationships includes providing our residents with high quality information about upcoming community events, programs and services. We hope that you will enjoy this winter issue of the Community Guide as it aims to help inform our residents about everything that is happening in our beautiful City, while also providing valuable tools and resources.

On page 12 and 13 you can learn more about the excellent services and programs that are being provided this season by the Chestermere Public Library and the Chestermere Regional Community Association.

On page 10, you will find a feature story about the service being provided by the City’s Environmental Services Team.

On page 7, read more about three grant funding streams that are available each year for residents, community organizations and social service agencies.

Lastly, I encourage you to check out page 8 which includes some of the recent Council decisions that have been made in just four short months. In an effort to improve access to information, Council agendas and a summary of Council decisions will now be shared on City social media channels before and after each meeting, and all Council member votes are now recorded to indicate if a vote was unanimous. After official meeting minutes are approved, Council resolutions will also be shared on the City website.

We have so much work to do, but our team is passionate, eager, and looking forward to continuing our new partnership with our community.

Community Social Programs Gifts of Kindness & Giving Tuesday We want to thank the community for raising $1,750 on Giving Tuesday. These funds will help meet basic needs in Chestermere and SE Rocky View through the Gifts of Kindness program.

The 2021 Giving Tuesday campaign also raised awareness of needs impacting our neighbours and how each of us can contribute to supporting one another. Visit the City of Chestermere Facebook page to see posts related to this campaign.

Family Time Fun Have your own family soup, chili or pizza party! In partnership with Rocky View Family & Community Support Services, we are offering Langdon, Indus, Conrich and area families with resources that encourage fun and build stronger connections within households.

Families who live together, in one household, can register to receive a free kit that includes cookware, dishes, utensils, recipe book, community information, family activities, and a $25 gift card to purchase food.

Gifts of Kindness provides short term financial support to help meet basic needs. The fund is accessible year round and donations are accepted anytime.

Older Adults Teleconference Program

The City of Chestermere offers a webpage with mental health resources from a variety of sources to increase awareness of mental health needs and local supports available.

Older Adults and Seniors Outreach: How can I help?

Community Support Services will be providing a variety of “Winter Neighbour & Neighbourhood Connecting” opportunities for South East Rocky View County residents by creating safe ways to socialize and connect with one another.

A virtual program offered via audio (telephone) or video (WebEx). Join us and stay connected and engaged with your community on topics of interest relevant to older adults and seniors.

A connected and engaged community is important. When people come together, it creates a sense of community and promotes social well being.

Share concerns, experiences and stories. This is a great place to meet new people from the comfort of your own home with no costs to the participant.

Every year the Human Services Advisory Board (HSAB) invests in our community to create a positive impact on the well-being and resiliency of Chestermere residents. By partnering with community organizations, we are able to address a wide range of issues related to social isolation, mental health, financial stability, basic needs, and healthy relationships.

Parent & Caregiver Support Services

Are you a parent or caregiver with a child between the ages of 0 and 13? Did you know that you can access free parenting workshops, one-on-one parenting support, developmental check-ups for children under 6, and more through Parent & Caregiver Support Services (PCSS)?

Funded by Children’s Services, PCSS is part of the new provincial Family Resource Network (FRN), offering universal, quality programming and support to Chestermere parents/caregivers.

Do you have a specific parenting question or concern that you’d like to discuss? Call us at (403) 207-7050 to chat with one of our knowledgeable and friendly Caregiver Support Facilitators.

Three annual grant funding streams available to support and engage the community The City offers grant opportunities throughout the year for social service agencies, community support organizations and local resident initiatives. Each year the City offers grant opportunities through the Human Services Advisory Board, Chestermere Community Grants and Vitality Grants.

“These grants support community organizations, service agencies and residents so they can develop social programs, facilitate local activities, enhance amenities, strengthen connections in neighbourhoods and promote the social well-being of the residents of Chestermere,” says Danielle Fermin, Manager, Community Support Services with the City. Funding applications for these three grant streams open at different times each year, and each grant stream serves a specific need within the community.

Human Services Advisory Board (HSAB) Grants

Chestermere Community Grant Funding Program

Vitality Grants

Applications for 2023 funding are open January 31 – March 31, 2022.

Applications for 2022 funding are open April – May 31, 2022.

Funds Available: $173,394

Funds Available: Starting at $30,000

Applications for 2022 funding are open June 1 - 30, 2022 (a second call for proposals may be issued in late summer/fall if there is funding remaining).

Funding Source: Family and Community Support Services (FCSS) and United Way/Chestermere Partnership.

Funding Source: Funding is subject to annual budget approval by Chestermere City Council.

Who can Apply: Social Service Agencies and Community-Serving Organizations who are developing programs for the Chestermere Community that specifically help meet the needs identified in the Social Investment Framework.

Who can Apply: Local Community Groups and Community-Serving Organizations and Chestermere residents.

How to apply: To receive a copy of the 2023 Funding Proposal forms please e-mail grants@chestermere.ca.

This grant application has been developed with prevention, early intervention and community development as the foundational program delivery strategies.

“HSAB funds have been allocated to many different organizations in the past and supported important programs like home visitations, volunteer mentorship, food security programs, financial literacy classes, teen leadership, mental health services and more,” says Fermin.

The 2023 funding allocation specifies that the HSAB should allocate no more than 35 per cent of available funding for each eligible grant stream per agency. This will help ensure that all community organizations have access to portions of the funding.

Projects are chosen by the Human Services Advisory Board and funded for a one-year period, from January to December.

Local organizations who are interested in creating new and innovative community programs or initiatives are invited to submit funding proposals.

“Applications should enhance local amenities in sports and recreation, arts, culture, history and the social well-being of the residents of Chestermere,” adds Fermin.

Project proposals should provide benefit to Chestermere residents and facilitate local activities that engage a broad section of the community.

In order to be eligible to receive funding projects must: • Primarily serve Chestermere residents.

• Be open to the public and/or allow reasonable public access.

• Demonstrate the need for financial assistance and demonstrate active fundraising efforts.

• Not be eligible for funding through other City based grant funding sources.

• Not be a duplicate of an existing project/program/service/event.

• Applications are evaluated by the Community Grant Funding Adjudication Committee and then recommendations will be presented to Council.

Funds Available: $5,000 in total, $500 per project Funding Source: Family and Community Support Services.

Who can Apply: Chestermere residents and community groups.

How to apply: Visit chestermere.ca/vitalitygrants to download and fill out your proposed project budget and submit your project online using our proposal form.

Funding is available to residents and community groups who wish to lead neighbourhood projects, community building projects, festivals or cultural/ community events that are inclusive and engage Chestermere residents in active participation.

The goal of the Vitality Grants program is to encourage community building and inclusion and strengthen connections in neighbourhoods.

“We offer a grant of up to $500 to support your idea to help connect and engage residents in their neighbourhood and communities,” adds Fermin.

Final grants are reviewed and approved by the Human Services Advisory Board who are made up of appointed volunteer residents and City Councillors.

Chestermere's ENVIRONMENT SERVICES DID YOU KNOW? There is a dedicated team from the City of Chestermere who takes care of the 6.2 million kilograms of waste collected in the city, annually.

The City of Chestermere’s Environmental Services Team, composed of 8 staff, run the Eco Centre facility and a fleet of 6 trucks that collect Chestermere’s household waste every week.

Leading this team is Cam Wong, the City’s Manager of Environmental Services.

Cam grew up in central Alberta and attended both Red Deer College and the University of Alberta in Edmonton.

Beginning his career in manufacturing gave him a well-rounded understanding of many different business processes. He then moved to Calgary to continue working in a variety of industries such as airline operations, manufacturing, logistics, oil and gas, and then into waste management.

And he’s always eager to ‘talk trash’.

Coordinating Curbside Collections For most residents, a typical experience the night before garbage pickup is to collect waste from various areas around the house, plop it in the correct bin and roll it out to the curb.

For the City’s team, seeing the bins out is just the beginning.

“The Environmental Services team collects garbage, recycling and organic waste from approximately 6200 homes per week,” Cam says.

Throughout the COVID-19 pandemic, the Environmental Services team was very proud to note there was never a service failure or missed day of collections for residents.

“I am very lucky to come to work everyday and work with the team I have,” says Cam. “They care very deeply about their work.”

Cam shared that during the first waves of the pandemic there were average household participation increases of 10 – 12% each pick up day. The volume of materials collected also increased upwards of 20%!

“More people were home in the early days of spring 2020 and that continued through 2021,” Cam recalled. “They were completing home renovations, 10

cleaning more frequently, and spending more time doing things such as cooking – all of which produce different types of waste.”

Though the team has faced challenging times with increased demand for service through the pandemic, seeing people of all ages wave to the operators as they drive around the community shows why Chestermere is a great place to live.

Welcoming New Residents That sense of community is drawing more residents to Chestermere and new communities such as Chelsea, Dawson’s Landing, Waterford, Kinniburgh South, and South Shores are all well into development. New development in Chestermere may even result in an increase of more than 50,000 residents by the year 2040.

Cam says that the Environmental Services Team collaborates with the City’s Community Growth and Infrastructure Team and other City departments to prepare for growth several years in advance of new residents moving in.

“There are lead times not only for procurement of trucks, parts and waste carts; the impact of current supply chain issues affects our operations like all other industries. Our planning incorporates lead times of several years into the future,” Cam highlights.

This ensures that the Team will have the infrastructure and equipment to accommodate new residents as they join our community.

Compared to other municipal services, curbside collection is one of the first services a new resident requires from the City immediately after they move in.

“Our team works as quickly and efficiently as possible to deliver bins when a new resident contacts us for service,” says Cam. If you’re new to Chestermere and haven’t already, the team encourages you to download the Chestermere Recycles app. On the app you can see your pick-up day, receive important curbside collection information, and get reminders for when to put your bins out! The app became increasing popular during the pandemic to help with communications to the public.

Chestermere ‘Women in Leadership’ feature magazine now available September 13, 2021

A dynamic online series exploring women’s roles and engagement in municipal politics and leadership titled ‘The Chestermere Toward Parity for Women in Politics Project’ concluded earlier this year.

The initiative led by the City of Chestermere, in partnership with the Chestermere Rotary Club and Rocky View Immigrant Services, released an online feature magazine, ‘Women in Leadership.’

Chestermere Blvd. speed limit returning to 80 km/h November 4, 2021

During a Special Meeting on October 26, City Council asked Administration to return the speed limit on Chestermere Blvd. to 80 km/h.

During the 10-month long series, Towards Parity for Women in Politics, women engaged in and exchanged ideas, stories, challenges, and successes in the pursuit of confidently claiming a seat at the table. They received tips and mustknow information on topics imparted by skilled professionals such as provincial and municipal women in politics, psychologists, style experts and life coaches.

Council also made an additional request to Administration to reprogram the traffic lights at Rainbow Road and Chestermere Blvd. to include a turning only sequence for eastbound and westbound traffic.

Their discussions centered around what women perceive to be barriers to participating and engaging in municipal politics, such as work/life balance, childcare needs, sexism, ageism, racism, confidence, body image, and more.

Statement from the Mayor - Changes coming to City Hall

The sessions saw over four hundred engagements with project participants. Although initially intended for Chestermere residents, the online series garnered attendees from across the nation and beyond (even as far as Asia).

As we launch our 120-day plan with a new direction for Chestermere, there will be many additions and changes for our community. As part of this change of direction, we will be moving forward with a change to our chief administrative officer (CAO). We thank our current CAO, Bernie Morton, for his service to our community. Mr.

Morton began his time with the city three years ago on August 1st 2018, when he was chosen as the Chief Administrative Officer for Chestermere.

During that time, his accomplishments for our municipality include, amongst other things, completing an organizational redesign, improving engagements with the development community and the onerous task of managing the Covid-19 pandemic emergency response. We wish Mr. Morton well in his future endeavours. Council will be moving forward with an interim CAO to assist the new council.

Administration will finalize traffic light reprogramming and sequencing with the new lights that will be installed at Rainbow Road and West Lakeview Drive.

Future plans for additional traffic lights at the intersections of Chestermere Blvd. and Merganser Drive and Range Road 284 will be discussed at future Council meetings in conjunction with future developments and Council’s intention to proceed with twinning Chestermere Blvd.

Register your security camera location with Chestermere RCMP November 18, 2021

The Chestermere CAPTURE (Community Assisted Policing Through Use of Recorded Evidence) program is a voluntary camera registry that records the locations of security cameras in Chestermere.

By providing Chestermere RCMP with the location of your home or business security camera, you could be helping to shorten the required time for investigations and providing key information to help hold people responsible for committing crimes.

• If you register, RCMP do not have access to your cameras. The registry provides RCMP with a list of cameras only and they will ask users for permission to view footage if there has been a crime in the area.

• Joining the registry does not mean you are obligated to give access or share your footage.

By registering, you are only providing the location of your camera.

• This registry information and camera locations are not shared publicly – this information is only accessible by the Chestermere RCMP, and you can withdraw your information at any time.

City Council hosts Fourth Annual Dirt to Door Development Industry Event November 25, 2021

City Council hosted the fourth annual Dirt to Door Development Industry Event on November 25.

During the event, Mayor Jeff Colvin introduced the 2021-2025 Council to representatives from the development industry.

In his introductory remarks to more than 40 attendees from the development community, Mayor Colvin expressed this Council’s desire of working together to grow Chestermere into a city for present and future generations.

The event centered around the continued pursuit of vibrancy in the local market. Open discussions between the City and the local development and building industry generated the beginning of many strategies and initiatives. In closing, the Mayor welcomed attendees to continue to share their feedback with Council and City staff to create a Chestermere that is amazing, both now and in the future.

Advance Turn Signal Adjustments Completed on Chestermere Blvd. and Rainbow Road November 4, 2021

What this means is left turns from east and westbound Chestermere Blvd. on to north or southbound Rainbow Road may only be made when the advance turn signal is activated.

Drivers in the north and southbound lanes of Rainbow Road will still be able to turn left on a straight-through green light to east or westbound Chestermere Blvd.

Requests to access the transit subsidy program will be evaluated based on income as well as individual needs and circumstances. Community members are asked to reach out via the website form or by phone before coming to City Hall to arrange purchase of subsidized tickets or passes.

In order to offer passes and tickets at a discounted rate, applicants will need to provide proof of income documentation.

Mayor Colvin also shared Council’s goals of cutting red tape, providing greater transparency to the public and increasing Chestermere’s commercial tax base.

The event was held in partnership with BILD Calgary Region and concluded with an open discussion around other improvements that the City can make to make it easier to invest or build in Chestermere.

Following a Council decision made at the October 26 Regular Meeting of Council, and a desire to improve safety at that intersection, the turning signals at Chestermere Blvd. and Rainbow Road have been adjusted to have dedicated advance left turn signals.

As Chestermere passengers are not able to utilize the City of Calgary’s subsidized transit rates, the City of Chestermere can now offer a subsidy program for any residents facing social and affordability barriers. This allows Chestermere to align subsidized fares with Calgary’s offering and remove barriers to transit ridership, including the new Chestermere Transit Link launched this summer.

City Council passes Interim 2022 Budget January 5, 2022

City of Chestermere Council approved an interim Operating Budget for the first quarter of 2022, using last year’s first-quarter budget numbers. The interim budget was passed to give Council and Administration time to gather additional information to build a budget based on Council’s new strategic vision for the year ahead. The strategic vision is expected to be released in early 2022.

“We are taking a moment to pause and make sure the proposed budget aligns with Council’s prudent fiscal vision,” says Mayor Jeff Colvin. “Additionally, with a $5 million budget surplus realized from 2021, we can potentially offset costs in the new year.”

This forecasted budget surplus could mean the City of Chestermere may invest more funding in community and social programs, staff training, financing of retroactive cost increases to RCMP contracts (if required), and a possible property tax reduction for residents in the future.

International Holocaust Day is January 27 and commemorates the tragedy of the Holocaust that occurred during the Second World War. Lunar New Year (the year of the Tiger) takes place on February 1. Also known as Spring Festival, it is celebrated by many around the globe. The week-long festival provides a time for families to gather and relax, usher out the old year and bring forth the luck and prosperity of the new one.

February is Black History Month. During the entire month of February, Canadians celebrate the many achievements and contributions of Black Canadians who, throughout history, have done so much to make Canada the culturally diverse, compassionate, and prosperous nation it is today.

March 1 is Zero Discrimination Day, a day to acknowledge the right of everyone to live a full and productive life—and live it with dignity. It is also a day to end the inequalities surrounding income, sex, age, health status, occupation, disability, sexual orientation, drug use, gender identity, race, class, ethnicity, and religion that continue to persist around the world. Let's work together to promote inclusion, compassion, peace, and, above all, a movement for change.

International Women's Day on March 8. It is a global day of recognition celebrating the social, economic, cultural, and political achievements of women and girls and raising awareness of the work left to be done.

International Francophone Day is celebrated on March 20 and provides an opportunity for French speakers worldwide to celebrate the French language in its diversity.

March 21 is the International Day for the Elimination of Racial Discrimination. The day aims to remind people of racial discrimination's negative consequences. It also encourages people to remember their obligation and determination to combat racial discrimination.

World Down Syndrome Day on March 21 raises public awareness and shines a light on the voice of people with Down syndrome and those who live and work with them.

Transgender Day of Visibility on March 31. Each year on March 31, the world observes Transgender Day of Visibility (TDOV) to raise awareness about transgender people. It is a day to celebrate the lives and contributions of trans people while also drawing attention to the poverty, discrimination, and violence the community faces.

Born in Francistown, Botswana, and raised in Fredericton, New Brunswick, she completed her undergraduate degree with a double major in Criminology and Sociology at Saint Thomas University. She immediately pursued and completed a Bachelor's of Education and a Masters of Education. Upon graduation, Cleopatra began a career in newcomer and settlement services. As the Community Diversity Manager, she developed diversity, inclusion, and cultural competency programs in partnership with local and regional school boards, municipalities, non-profit organizations, universities, and the private sector, to reduce systemic barriers and create harmonious communities.

Since then, she has worked across the country as an educator, designing and developing engaging curricula for Indigenous school boards in northern Ontario and Quebec. In addition, she has been a Program Director at Empowering Minds and Beakerhead Creative Society in Calgary, Alberta. Recently, she was the Operations Manager at the Calgary Stampede Foundation and a Consultant for Indigenous school boards in northern Canada.
