MAYOR’S MESSAGE

Welcome to the June edition of Kaleidoscope for 2021, as we settle into a year that is still in constant evolution, but at a more rapid pace than this time last year when COVID-19 had changed our understanding of normal.

We have focus in this edition on our efforts to establish waste services that have increased efficiencies, reduced costs and provide opportunities for us to stimulate a circular economy by processing our own recyclables and encouraging SA businesses to be part of that cycle. This is now more important than ever, after the state’s largest recycling plant was destroyed by fire in April this year, and our state experienced difficulties in processing and treating recycling.

Congratulations to our 2021 Sports Awards recipients, recognised for their dedication and commitment at our inaugural award ceremony in May this year. Volunteers are the lifeblood of community sport, and the clubs across our City are able to provide targeted programs for our community. Congratulations

to all of the award winners and thank you for your contribution to our City.

I would like to once again celebrate and acknowledge the unique City we choose to live, work and spend time in. We come from over 105 different cultures, and we have all chosen to call this area our home. This diversity is what unites us. Our focus for 2021 is consistent, as we recognise our unique and special community, where people from every corner of the world are around every corner. The City of Charles Sturt means the world.

Finally, thank you for your contributions into our Annual Business Plan and Budget process. Each year, we consider how we can ensure a financially responsible position. After COVID-19 and the impacts the pandemic had on our community, we considered carefully how we can provide services and support to our community over the next 12 months, and how we shape our Long Term Financial Plan. I am extremely proud of the work we have done on the budget not only this year, but in previous years, which has enabled us to deliver a record low average rate increase of less than 1% for our community.

NEW CONTRACT WITH CLEANAWAY

$4.1 MILLION TOWARDS MRF

In May, our new kerbside waste and recycling collection contract with Cleanaway began.

Changing contractor has given us an opportunity to improve operational efficiency with an optimised collection route - reducing truck hours, lowering cost to ratepayers and reducing our carbon footprint while maintaining the same services and customer

→ Collection must be a maximum of 2 cubic metres (2m x 1m x 1m). Excess or unacceptable material will not be collected.

The City of Charles Sturt, together with the City of Port Adelaide Enfield, has received Federal and State funding of $4.1 million for our joint MRF (Materials Recovery Facility) at Kilburn.

The CAWRA (Central Adelaide Waste and Recycling Authority) subsidiary, jointly owned and operated by both councils, will receive the funding in contribution towards the construction of the $24.4 million recycling site.

With construction now well underway at the Mill Court, Kilburn location, it won’t be long before plant and equipment is installed and the new facility complete.

The facility is expected to open later this year when it will begin receiving all recyclables from the yellow bins of both councils.

It will then be sorted by material type, before going to local and interstate recyclers who will make it into recycled products.

2021 SPORTS AWARDS

Volunteers are the lifeblood of community sport, and sporting success wouldn’t be possible without their ongoing contributions – the passionate coaches, officials, administrators, parents and supporters who share their knowledge and skills, and give their time generously to advance grassroots sport every week.

“I congratulate and commend those who have been nominated and excelled in the 2021 City of Charles Sturt Sports Awards, and thank you for your unique achievements and contributions to sport and recreation in the City, all of which have a lasting positive impact on the health and wellbeing of our community”, said Mayor Angela Evans.

There were four categories plus the Mayor’s Award, with an overall 2021 Sports Volunteer of the Year. Congratulations to our winners.

Local sporting clubs came together this May as we celebrated the dedication and commitment of our volunteers with the inaugural City of Charles Sturt Sports Awards. Award recipients from Fitzroy Community Club - Giannina Taeger, Dom Papalia and Nick Raymond.

David has been integral to retaining members and attracting new players to Henley South Tennis Club, providing competition pathways and driving a record number of teams this year (19 junior and 18 senior). He has guided substantial growth in female competition and increasing junior teams.

A passionate administrator for Fitzroy Community Club. When Giannina’s not busy being treasurer, registrar, merchandise director, and trainer, she’s putting up goalposts, carrying cricket gear, washing uniforms, cooking dinners, serving beers, grinding coffee, applying for grants and finding sponsors.

Community Club

An increasing commitment to junior and women’s sport with the addition of two netball teams, girls football teams, and some AFLW draftees. Building on the club’s Junior Cricket World Cup event which attracts 500+ people of multicultural backgrounds, the club introduced Junior Blasters Cricket in 2020.

ACTIVE INCLUSION - CHAMPION AWARD

Woodville District Baseball Club

The club inspires people with physical and intellectual disabilities to participate in mainstream competition with coach and life member Shane Lodge playing 400 senior games, and fellow life member and player Tim Russell. The club also supports participation for children with autism and welcomes people from LGBQTI and culturally diverse backgrounds.

MAYOR’S LIFELONG CONTRIBUTION TO SPORT IN CHARLES STURT

Allan Staunton

Devoted to the Findon Skid Kids for more than 30 years, as the President since 2003, an active referee, track maintenance manager, and an Australian Cycle Speedway Council representative for decades. Allan is passionate about cycle speedway and the local sporting community.

In her speech, Giannina shared beautifully just what it takes to be a volunteer, “It takes a lot of heart to do what we do. To actually care for the people in the community is a really special thing.”

FUNDING BOOSTS TO OUR PROJECTS

MILITARY ROAD AND MAIN STREET UPGRADE AND PUBLIC PLAZA

We’ve received funding of $2.6 million to go towards the Military Road and Main Street Upgrade and Public Plaza. The project will revitalise the streetscapes of Military Road and Main Street and will also transform the western end of Main Street in Henley Beach into a public plaza.

The grant funding has been received as part of the State Government’s 2021/22 Open Spaces and Places for People Grants program which requires councils to match the Government’s contribution and use the money for projects that improve public realms and support climate change initiatives.

The plaza will complement the existing Henley Square precinct, providing another beautiful space, with seating and greenery, to benefit our residents, visitors and our local businesses.

The total project cost will be $14.2 million with $9 million allocated through Council, $2.6 million of funding through SA Power Networks and this funding grant of almost $2.6 million.

HINDMARSH PRECINCT STREETSCAPE UPGRADE

We’ve received $1.75 million towards the Hindmarsh Precinct Streetscape Upgrade Project as part of the State Government’s Shovel Ready Projects.

This funding enables us to align our asset renewal works with the State Government’s $45 million investment in Hindmarsh Stadium for the FIFA Women’s World Cup in 2023.

As a primary sport and entertainment precinct, this work will ensure the Hindmarsh precinct provides infrastructure that supports business, sport and entertainment activity for the community well into the future.

The project will include:

→ Road reconstruction and streetscape upgrade of Holden Street (from Manton Street to Adam Street)

→ Streetscape improvements for Milner Street and Mary Street

→ Construction of a raised intersection at the intersection of Orsmond Street and Crawford Lane

→ Construction of an upgraded footpath in the Port Road median from Chief Street to East Street

→ Streetscape upgrades of West Street and East Street

→ Public artwork at key locations

This project will create 16 local jobs during construction and delivery to improve amenity of the area, tree canopy coverage, landscaping, infrastructure and road safety. It will also improve connections to the precinct for all transport users, particularly for those

using sustainable transport modes such public transport (train, tram and bus users), walking and cycling.

The project will also support existing bricks and mortar businesses by providing opportunities to expand their offerings and thrive through more flexible use of public road assets and improve the arrival experience to the precinct for visitors.

The project will kick off in March 2022 and is expected to be complete in November 2022.

FEDERAL FUNDING GRANTS

We have also received federal funding grants for a number of our capital projects, which involve a total of $5,210,000 in works to be complete over the coming year.

Woodville West Torrens Sporting Club, Woodville South

$700k in grant support (additional $85,200 State Government funding received through CRSFP)

Installation of new lighting to allow night games at the club.

Redevelopment of Henley RSL, Henley Beach

$710,000 in grant support

Works include demolition, rendering of external walls, new extension including new entry doors, roof repairs, ceiling replacement, internal painting, new DDA compliant ramps and landscaping.

Neighbourhood Plan May Street Streetscape, Albert Park

$781,486 in grant support (total cost $1.7 million)

Streetscape upgrade including footpaths, lighting, landscaping and water sensitive design elements over and above the existing renewal budget.

Aquatic Reserve Paddle SA Clubroom Upgrade, West Lakes

$1.8 million in grant support (total cost $2.1 million)

The upgrade includes demolition of the existing two-story building, construction of a single-story clubroom including storage, meeting spaces and clubroom area.

STATE FUNDING GRANTS

Additional State Government funding has been received through the Community Recreation and Sport Facilities Program (CRSFP) which will help fund ground upgrades such as lighting, clubrooms facilities, toilets and female change

rooms for our local sporting clubs.

Henley South Tennis Club Upgrade

$188,900 funding received (total project cost $449,500)

Upgrade and resurface of 10 tennis courts and the installation of new lighting and fencing.

Fawk Reserve Clubroom, Woodville North Sports Club

$295,650 in funding received (total cost $591,390)

Construction of a new unisex change room facility, an umpire’s room, first aid room and upgrade to existing changeroom to create two unisex facilities with amenities.

Woodville Rechabites Cricket Club Matheson Reserve, Findon

$266,800 funding received (total project cost $533,653)

Construction of two unisex changeroom facilities, an accessible toilet, umpire’s changeroom and upgrade clubrooms.

GET OUT AND PLAY

Every year we review and select a number of playgrounds to be renewed as part of our Asset Renewal Plan. Once the playgrounds are determined and a budget allocated, our Urban design team review the space and consult with the local community. The consultation, which often occurs at the playground, is important to understand not only how our community use the space but some of the elements they would like to see too. The location is also taken into consideration, retaining as many natural elements as possible, with additional plantings to add greenery. From there concept plans are drawn up, which again are shared with the community with the final concept plans created before construction begins.

Works on playgrounds this financial year included:

Almond Reserve Playground, Woodville South

You’ll find a new look cubby type play structure with a slide, rope climb and a combat climbing wall with rocks and logs for seating and climbing as well as a basket swing and new planting.

Pennington Oval, Pennington

If you have active kids this is the play space for you, featuring ninja steps, swings, a new play structure and mini bike track around rocks, logs, trees and mounds.

Sparrow Reserve, Woodville North

You’ll love climbing over the mound

and through the maze of a play structure, the see-saw, swings, custom Australian-themed rockers and the carousel at this playground.

Rowley Reserve Playground and sporting facilities

Additional equipment and renewed sporting facilities now completed.

Look out for a new play structure and state of the art tennis courts, and basketball ring.

Birkdale Reserve Playground

Look out for a play structure with a slide, rocks and logs for seating and climbing as well as swings, carousel, planting, new irrigation and the first Charles Sturt putt putt.

WEST LAKES FACILITY UPDATE

Walk or drive down Turner Drive, West Lakes and you will notice the build of the West Lakes community facility is progressing well.

To be located at 1 Charles Street, which will be just off Turner Drive, and part of Commercial & General’s WEST development, the facility will feature a combined library and community centre, replacing the current facilities located in Westfield West Lakes. So, what can you expect to find in our new $8.2 million building? We’ve spent the past month hosting Community Conversations, a series of pop up events where we have been asking

local residents what they want to experience. While our vision is to create a space which is a centre of excellence for literacy, learning, innovation and discovery, this facility is ultimately about our community. Thank you to everyone who has contributed to the conversation. We have loved reading and hearing your ideas.

Shortly the outside of the building will be completed, and we get to start working on the fit out. We look forward to supplying regular updates through our social media channels and website.

ART OF RECONCILIATION

Look out for the Art of Reconciliation project, on display at our Civic Centre from 8 June. The project, a collaboration between the Cities of Charles Sturt and Port Adelaide Enfield, shares the stories of Aboriginal people and their experience of being a member of the Australian society as well as reconciliation in the 21st century. charlessturt.sa.gov.au/latestnews

→ There is no fee for cat registration, but you do need to let us know if your cat is still with you or your cat’s ownership circumstances have changed.

→ All registrations are due by 31 August 2021.

Our Digital Library has also become a hit, especially during peak COVID times when contactless services became crucial. We’ve added multiple eBook and audiobook databases, as well as newspapers, magazines, movies, music and some great learning and research databases that you can access at your own leisure.

We are always on the path to discover new and exciting things, it’s how we are able to constantly change and improve our way of life. But it’s not always easy to access the resources needed to constantly keep learning. It costs precious money, time and resources that the average person simply doesn’t have.

So really, what better way to start your journey of discovery than through your local library?

Libraries are one of the few resources that remain free to our community. With no expectation to buy, all we want is to provide as much access to resources and collections as we can. This can be anything from our physical book collections that you can browse in person, or our growing digital library, which is available anytime online with the simple touch of your fingertips.

We’ve even tailored some of our collections to make discovering easier, like our Core Collections, which group together some of our most popular non-fiction topics such as Cooking, Computing, Gardening and Healthy Mind. Just look out for the colourful spine stickers.

If you want something other than books, we have that covered too. Our audiobook, DVD, CD and video games (think Playstation, Xbox, Nintendo Switch) are all popular collections that you can access. You can binge on your favourite shows in no time at all.

Travelling overseas might not be possible, but if English is your second language, we have a great range of content available in our Community Languages collection, such as Vietnamese, Italian, Russian, Greek and Tamil. The most recent addition of magazines

Keeping socially connected in your local community is an important factor to maintaining positive health and wellbeing. This is particularly important as we age, and our roles and relationships change. Creating new opportunities to socialise with others, learn new skills and remain active all contribute to our quality of life. By increasing our positive mental wellbeing, we are reducing mental health risks and social isolation to improve our quality of life.

Did you know that our ‘Ageing Well’ team run regular social support groups across the Western suburbs for residents aged 65 and over and eligible for Commonwealth Home

Support Program (CHSP) funding? We currently have programs at the Henley and Grange Community Centre, Seaton North Neighbourhood Centre and Arch Paterson Community Centre, Ridleyton.

These programs vary but all include the opportunity to engage with local residents and build meaningful connections. Programs have individual focus points for various dimensions of wellbeing and include social support and engagement, exercises, functional fitness, tai-chi, carer respite, various games and experiences, guest speakers and entertainment.

NEWS AND WHAT’S ON

FOYER FRIDAYS

Foyer Fridays is drawing a crowd from all over with attendees of all ages coming to enjoy the local music scene.

We have had community members from as little as 7 weeks old in attendance, right through to 90 years old.

With some locals taking to foot to find their way to the venue, many are coming across the City and beyond to get a glimpse of the event that’s capturing a crowd.

There has been a great response to this event series, which had to rapidly adapt to online during COVID. The series has continually grown in demand since returning to in-person events in late 2020. Our April show was booked out within 48 hours of being announced.

With almost 100 in attendance in the foyer, capacity will look to increase to over 200 later in the year when Foyer Fridays makes a return to the main hall. Due to popular demand, an extra event has been added on 9 July. Book now to see Cal Williams Jr and Emily Davis perform.

THE LONGEST TABLE – A FUNDRAISER OF THE HOSPITAL RESEARCH FOUNDATION (THRF) GROUP

The Longest Table is an annual cancer fundraiser of The Hospital Research Foundation (THRF) Group. Everyone in the City of Charles Sturt and beyond is invited to join us as we fight for a future free from cancer.

You can join the fight by hosting a meal and fundraising with your friends and family. Whether it’s a relaxed pizza night at home, an elaborate dinner party or a shared-plate office lunch, there’s no end to the list of ways you can get together to raise funds for vital cancer research.

Does your local community group or not-for-profit organisation have something to share with the City of Charles Sturt community?
