Hello Anacortes,

Welcome to the A-Town is Our Town magazine! It is my great honor to continue serving this wonderful community as your mayor. For those who do not know me, I was elected in November 2021 and took office the 1st of this year. Prior to my current position I served on City Council for 8 years, owned a small book/toy store in town, and was a career military officer – flying for the US Navy for 22 years. I am also a commercial/instrument rated pilot, a husband of 32 years, and the proud father to two Anacortes-raised children who are now gainfully employed, productive citizens.

It means maintaining our smalltown charm while making smart choices for the future. It means a focus on things like diverse and affordable housing for families and balanced growth. It means thoughtful, forward-thinking

But what does “quality of life” mean to our growing and changing small town?

• Smart growth with a clear vision that supports a variety of housing options, enhances access to waterfront, supports downtown businesses, and protects our natural resources

As we look forward, I remain focused on the following priorities:

• Fiscal accountability that prioritizes must haves vs. nice to haves, taxing only what we need, and a commitment to transparency

• Enhancing public safety by strengthening the capability of police and fire departments and improving leadership and regional cooperation

The Anacortes Fire Department is an “All Hazards” organization. In addition to structural fire suppression, we provide wildland fire suppression, Advanced Life Support and Basic Life Support transport services, high/ low angle rescue and confined space rescue. We will be implementing a boat rescue program in 2022. In 2021 we responded to 4,209 calls for service. We operate out of three stations with a career staff of three chiefs, three captains, six lieutenants, sixteen firefighters, one community paramedic, one administrative assistant, and a part-time volunteer program.

A major part of developing that relationship involves community outreach. This comes in many forms, from speaking with citizens while out and about, talks at the Anacortes Senior Activity Center, our school resource officer’s presence at Anacortes Middle School and Anacortes High School, appearances at Anacortes City Council meetings and more. Our officers are part of the community they serve, and while not all of them live within the city’s borders, all of them aspire to immerse themselves in the community.

Even as we grow, that small-town feel is essential to our identity, and we work to maintain it each and every day. What exactly does it mean to be a small town? The APD sees “small” as a synonym for “tight-knit.” Members of a community look out for each other, and that’s what we’re here to do as this town’s police department.

Stewardship is a key component of running any department in the city, and the Anacortes Police Department is no different. As the city grows, so too must our capabilities, and Anacortes leaders have seen fit to add a position to the APD’s ranks as they prepared the city’s 2022 budget near the end of last year.

Growth is inevitable, and the changing world makes it that way. That said, it remains crucial at the APD that we maintain that smalltown feel as our officers leave the station on their shifts. Shake their hands and ask for a badge sticker, flag them down and tell them what’s

How will 911 calls increase in the overall response zone? How does the cost of a permanent new building compare to the risks associated with maintaining leased property? Should we collaborate with Skagit County Fire District #13 on the project? Does the City of Anacortes have other needs for the property beyond fire and EMS services? How big should the station be and what should it look like? This is just a small sample of the types of answers we will seek to make this project something that will serve our community well and be something we can all be proud of.

We all have different opinions on if and how growth should occur but regardless of our individual thoughts, growth is likely inevitable. Here at the Anacortes Fire Department we believe our role in growth management is to anticipate the coming changes and plan for how we will deploy our resources to meet the community’s needs whether that is tomorrow, next year or 20 years in the future.

This year we contracted with TCA Architects to conduct a site feasibility study and provide us with preliminary plans and cost estimates. We are expecting to have much of their work completed in the late summer of 2022. Once we have the results and estimates, our next step will be to put together a group of stakeholders to help decide if, how and when we will move forward with this project.

Maybe the Anacortes Family Center’s new 21-unit multi-family project on 26th Street across from Island Health with a new 2,400-square-foot early learning center caught your eye, or the completed mixed-use building at 28th & Commercial with eight new apartment units. These new housing options contribute to our community’s quality of life by providing alternatives to single family homes on larger lots, which have become unaffordable to many or simply don’t fit the needs of some

Comprehensive Plan Guides Smart Growth

Anacortes has a strong sense of place; character and charm stemming from our unique island history, beautiful natural surroundings, and all the individuals, families, and organizations that make up our community. As we continue to cultivate our small town and strive to provide for all our neighbor’s needs, growth and change occurs. Some transformations happen slowly over time and seem subtle but the most evident transformations, the ones that immediately catch our eye, are usually the structural changes made to our spaces, of which we have seen many over the last couple of years.

As you find yourselves enjoying these services in town while biking, walking, or driving our neighborhoods and you notice changes and transformations to our spaces keep in mind the vision statement of our town’s Comprehensive Plan, “Anacortes is a unique, creative, vibrant, and caring maritime community that supports cultural and economic diversity and vitality, balances sustainable growth with respect for our history, and protects our natural environment and public lands for future generations,” and know that because of the hard work this community did in updating our Comprehensive Plan, our city’s development regulations and standards are in place to ensure our town’s character and sense of place continues on as we have envisioned it for future generations who will call Anacortes home.

But not all transformations to our town are large structural changes. There are transformations that might be less evident but have big impact on our health, comfort, and happiness. As an example, when new development occurs, it is required to provide stormwater management facilities meeting current Washington Department of Ecology standards. Ever-increasing standards mean that redevelopment often results in a net improvement to water quality since older sites typically lack facilities to clean stormwater prior to it leaving the site. New development is also required to construct pedestrian facilities and road improvements, including street trees and landscaping, filling in gaps and enhancing walking

It’s likely the vacant property that was once home to San Juan Lanes at 29th & Commercial, and the activity on the MJB property along the Fidalgo Bay waterfront east of Q Avenue are sites in town that have recently sparked some wonder. Though the City does not yet know of any intensions for the bowling alley property we do have a conceptual site plan of what could be developed on the MJB waterfront properties. This conceptual plan shows how the site could provide for a mix of commercial, hospitality, cultural, recreational, and residential uses, and will provide for public access and view corridors to the waterfront all the while establishing a pedestrianfriendly feel. The changes coming to

The Comprehensive Plan and our Municipal Codes provide the parameters and standards for the kinds of development and redevelopment we want to encourage in town. Having a clear vision that describes our community’s desired future is a tool landowners and developers use when planning their next project within our city limits.

• Please park your vehicle in your driveway. Vehicles parked on the street make it difficult for plow operators.

• If at all possible stay at home; fewer cars on the streets during and after a storm make it easier to clear the streets.

• Check on your neighbors.

What Can You Do During Storms?Winter

• Anti-icier is used prior to a snow event at specific locations such as hills and shaded areas.

• Slow down. Allow plenty of room between you and the next vehicle and be prepared for ice you cannot see.

• Slow down when approaching intersections and shady spots.

• Drive with your headlights on.

The streets on our snow map are mechanically swept after each storm. The City of Anacortes performs street sweeping as soon as possible after the end of a storm event to try to minimize the amount of sand entering the drainage system. Remember, use caution when sand is on the roadway.

• When the storm hits, don’t drive if you don’t have to. Fewer cars on the street during and after a storm makes it easier to clear streets and safer.

• If possible reschedule doctor appointments.

• Know the snow map. The City of Anacortes is committed to clearing snow from identified routes throughout the town. The snow map can help you know what areas take priority. Crews will continue plowing areas outlined on the map until the pavement is bare and wet.

• If you must drive, make sure your car is ready. Carry chains and be prepared to put them on. Make sure windows are clear and the snow is brushed from the entire car.

• Property owners, both in residential or business areas, are responsible for shoveling sidewalks and steps.

• Residential areas will not be plowed or sanded until areas outlined on the map are bare and wet from center line to curb or fog line.

• Make sure you have a snow shovel and deicer.

What to expect when it snows:

• Don’t get over confident with fourwheel drive. Give yourself room.

The City of Anacortes uses sand for areas where additional traction is necessary: hills, curves and stopping zones. With the addition of salt in our sand mixture we will be applying less sand than previously. This practice eases in the clean-up and disposal of left over sand and reduces impact on our drainage systems.

• Drivers have some special responsibilities. If driving is unavoidable, drivers are responsible for outfitting their vehicles for winter weather, including chains or traction tires.

• Snow is plowed from the center of the roadway to the curb or fog line. The city is not responsible for shoveling out driveways.

In August, the Water Treatment Plant, Wastewater Treatment Plant and Water Distribution teams met for Fall Protection and Fire Extinguisher Safety Trainings.

Mr. Henry Hash joined the City of Anacortes as the new Public Works Director in July 2022.

The team also took this time to meet with our new Public Works Director, Henry Hash, to have meaningful discussions about upcoming work plans and the 2023 Maintenance and Operations Budget.

Thank you to Honeywell’s Fall Protection Specialist and Regional Sales Manager Cincinnati Smith and Alejandro Barerra and the Anacortes Fire Department for providing these critical safety trainings.

Mr. Hash will be responsible for directing the operations of each division of public works in support of our city goals. It is our great pleasure to welcome Henry to our organization and community.

Project Updates & Events

The day concluded with a tour of the Water Treatment Plant led by WTP Operator Camellia McCool. Thank you, Camellia for sharing your time and plant expertise with the team.

Mr. Hash has over thirty years of experience in municipal and county public works and utilities director roles. Mr. Hash has a BS in Civil Engineering and two master’s degrees in public administration and management. He has also held PE licenses in several states. Most recently, Mr. Hash held successful interim roles in Arizona and was the Public Works Director for the City of Tukwila.

Representative Rick Larsen joined Mayor Miller, Public Works Director Henry Hash, and project manager Steve Lange and Tim Hohmann to celebrate the opening of the new roundabout at 32nd Street and M Avenue.

Did you know that 37th Street was once the main route out of Anacortes? In August, the Public Works department completing cape seal work on 37th Street – east of Commercial Avenue to the dead-end.

Cape seal is available for a much lower cost than rehabilitating or rebuilding the road. It has the added benefits of skid resistance, protects against moisture intrusion, and reduces dust. A cape seal is a chip seal covered with fog seal. The chip seal begins with an application of asphalt emulsion, then a layer of crushed rock to an existing asphalt pavement surface. A fog seal is an application of specially formulated asphalt emulsion.

An illicit discharge is anything going into the storm drain that isn’t rainwater! There are a few exceptions, such as groundwater, footing drains or water from crawl space pumps. Illicit discharges are things like muddy or soapy water, oil, sewage, and paint products.

Household hazardous waste is accepted free of charge up to 25 gallons per month per household.

Other household hazardous wastes can be taken to Skagit County’s Household Hazardous Waste Facility at 14104 Ovenell Road This facility accepts antifreeze, motor oil, fertilizers, pesticides, various cleaning products, etc.

AN OCEAN OF THANKS

Thanks to the Friends of the Library (FOL), you can borrow many of the STEAM kits, take your kids to storytime, check out the latest best seller, or enjoy a lecture. Funds raised by the FOL, a 501(c)(3), cover most of the costs of library programs for children, teens, and adults. In addition, the FOL purchases a third of the library’s books and all its periodicals. This funding comes primarily through sales at The FriendShop—the bookstore in the library lobby that sells gently used books. The shop is open Mondays, from 10 am to 3 pm, and Friday mornings, 10 to noon. We’d like to extend our open hours to six days a week, but we need more volunteers to help staff the FriendShop. Summer Reading 2022 was one for the books! More than 550 readers of all ages joined us to explore Oceans of Possibilities. Families learned about the Salish Sea and enjoyed performances by Elliott Hunter, Ray Soriano, and John Van Duesen. They also learned new things at weekly STEAM programs, made LEGO creations, and sang and danced at Storytimes. Teens learned and created with the Salish Sea School, Anacortes Museum, and more. The highlight of the summer was welcoming kids of all ages to every in-person program we hosted. Summer is the perfect time to fall in love with reading and learning. We were thrilled to be able to share both with our community. The first mural was mounted May 3, 1984. The project generated a life of its own and currently there are over 160 murals on display.

“Our hope is that people will use the website to add depth to their experience of downtown,” says Adam Farnsworth, Education and Media Curator at the Anacortes Museum. Recordings of Mitchell telling about the murals is part of the tour, adding to the context and background.

The Anacortes Museum Collection includes family photo albums, glass negatives, early tintypes, color slides and more…the proverbial shoebox of archived images. Museum staff and volunteers safely store, research and catalog the many images and artifacts in the collection, which took root in work led by the late Wallie Funk. The Wallie Funk Collection is one of many past donated collections that are being scanned and posted online, with many “new” photographs made accessible for public viewing every year.

The exhibit was designed by Corin Noronha and Will McCracken, both Anacortes High School alumni and photographers themselves. They worked throughout the pandemic creating the interpretive panels, promotional videos, photographer trading cards and

the virtual exhibit connecting all of the interactive elements.

The new exhibit serves as an advertisement for the more than 75,000 historic images in the Anacortes Museum’s online database, opened to public access ten years ago and growing by the thousands every year. “If you haven’t visited anacortes.pastperfectonline.com before or recently, there’s so much to discover. People are finding photos they’ve never seen before of family members, and pictures of historic events they’ve only heard about,” states Bret Lunsford, director of the Anacortes Museum.

Last spring, in partnership with the Non-Profit Improvement Project, the City hired Grindline to design the new skate park. Grindline is an absolute leader in the skate park industry, and the local skaters were thrilled to see their capable team show up at the Council Chambers for some community-based skate park planning. A conceptual design has since been shared to the delight of local skaters.

This co-ed wiffle ball league is being offered to people 16 and older and gives participants the chance to play a childhood game in a fun competitive atmosphere. The league will provide players with wiffle balls, bats, bases and everything to get a game going along with a field to play on. The league will be played as a drop in format giving participants the chance to play along with new players each week. Our double-play combination of physical activity and cognitive thinking provides a comprehensive, inquiry-based educational experience and a solution for crucial science, technology, engineering and math (STEM) literacy for students.

In this after-school class, students will learn how to make a master recipe from scratch, followed by a different flavor variation! They will bake Scones, Donuts, and Shortbread. As they follow a new recipe each class using the proper equipment, measuring techniques and cooking methods, they will also practice safety and keeping their work area clean and organized. At the end of each class, students get to take home and enjoy their creations!

Have you ever wanted to learn to ballroom dance? Come join us for a group lesson and be ready to have an evening of fun and dancing. You will learn the American and club styles of partner dancing (like waltz, foxtrot, rumba, swing, salsa, cha cha) in a relaxed and enjoyable setting. Even if you’ve never danced before or think you have two left feet, we will have you enjoying yourself and dancing in no time. No partner required. We look forward to seeing you on the floor, laughing and having fun with us, while learning how to ballroom dance. You’ll be learning steps and dances that you can take with you the rest of your life and that is a beautiful thing.

Skyhawks STEM & Play: Basketball and Soccer

Skyhawks is excited to offer STEM Sports® curriculum! These STEM & Play programs use sports as the real-life application to engage elementary and middle school-aged participants.

Games are played on Saturdays starting November 12th until December 17th at the Anacortes Middle School Gymnasium. To maximize fun and skill development, rules will be modified for 1st - 4th-grade divisions. Volunteer Coaches are what make this league possible. If you are interested in coaching, please select that box when you register your child. (With numerous resources we will train you to coach.)

Important pre-race instructions will be given at Mt. Erie Elementary School at 9:45 am.

Awards and refreshments will be given out at the school after the race (approx. 11:30 a.m.) Runners must either jog or have transportation back to the school. Trophies will be awarded to the first man and woman to cross the finish line from the road and trail runs. Prizes will be awarded to the first place finishers in each of the following men’s and women’s age divisions: 14 & under, 15-18, 19-29, 30-39, 40-49, 5059, and 60 & older. Haunted Forest

Starting at 6:30 pm the sun goes down and the fear is cranked up. This walk is recommended for adults and older children. This is a Night Trail Walk so it is required for safety to bring a flashlight or headlamp. Costumes are encouraged!

Get a “kick” out of this program! This is a great opportunity to get out on the field with your toddler. We will go through basic soccer drills, basketball drills and burn off some energy and most importantly have loads of fun. Parent/ Guardian participation is REQUIRED and needed to assist the child through the different activities and drills.

Are you up for the challenge? The annual event tests the endurance and stamina of anyone willing to take the challenge. Mt. Erie has one of the best viewpoints for miles. Runners will jog up to the summit, with an elevation gain of 1,213 ft. The last 1.5 miles gains 884 ft. Participants have the option of running the paved road route,

Wind your way through the Haunted Forest at Washington Park! Your journey will be filled with suspense, dark corners, and creatures lurking through the trees.

Come enjoy the creative spirit of the holidays at the Wonderland Walk at Washington Park. Part of the campground will be decorated with holiday cheer by local groups, organizations, and clubs. There will be live music scheduled for each night, campfires and hot chocolate. This event is held rain or shine, and we even recommend you bring a flashlight or head lamp to help guide you thru the event. Messy Me is a perfect class for you and your child to get Messy! Just in time for our holiday family dining season. This class is a fun way for children to learn how to navigate their way around a casual, formal or restaurant table setting. Join Santa Claus and several of his friends for this festive event. Kids will have the opportunity to visit with him while they get a photo to commemorate the event. The all-ages Badminton league gives new and experienced players an opportunity to develop skills and compete against other players. The league provides players with rackets, birdies, nets, and gym space to practice and play. Daily activities and tournaments will adjust to meet the needs of the players. Join us and dash for plastic eggs filled with candy! The egg hunt is divided into three areas, one for ages 3 and under,

For kids ages 4-6 who are interested in learning how to play the game of basketball. FUNdamental age-appropriate games and drills will be played to maximize enjoyment by all participants. This activity is designed to give children the opportunity to be introduced to the sport in a fun, safe, and non-competitive atmosphere. A “mini” basketball and lower hoops are used for ultimate success. Participants will get to keep their “mini” ball for their participation. Space is limited, be sure to sign-up early!!!

Accepted work will be installed November 28, 2022 and be delivered no later than November 22 at noon or it will not be included in the exhibition. No exceptions.
