Treasurer’s Report 2017/18: o 2017 was a successful year financially with the Conference success, the Branch will need to determine how to spend the funds over the next couple of years. o

For 2019, expecting membership revenue to remain the same, revenues and expenses in general are following anticipated trends

Expenses are consistent, an opportunity to support a bursary for conference attendant, ongoing EHFC donation, BCIT funding opportunities

o

Expectation that the branch will spend a small amount more than we will be bringing in but the overall bank account has room for the expense.

BC Branch BOC Rep Report 2018: - See attached report for details with amendment to report: The April 2018 seating had a scenario removed from the exam because there was a <50% pass rate, scenario was based on Drinking Water. o Highlight: o Assistant Exam Coordinator, Angela Whalen, will be assisting Kuljeet Chattha o Current process to assess problematic questions (i.e. <50% pass rate) are reviewed by BOC and general topic area issues may be reviewed with schools.

Health authorities are not being followed-up with regarding training gaps that may be leading to issues with these question areas o Exam composition is being closely reviewed and also the training/practicum component is under review.

2018 CoPE Rep. Report: o See attached report for details o Highlights: o policies and procedures being created for enforcement/appeal process for maintained certification along with new mandatory membership. o Participation trends are increasing o Database was modified to generate “fail reports” and for making the program more user friendly. o Standard updated Power Point module has been produced for all provinces, presentation to BC planning is underway o Auditing process is being amended to be beyond the 5% random audit. Going forward those that do not meet their hours will fail and a process will be commenced for followup. An increase in work for CoPE representatives is expected.

By-Laws to meet the intent of the New Societies Act. Member did have a suggested amendment to the Constitution regarding the 3rd clause because it is not a

Honorariums - BC Page Editor & Webmaster Discussion: ● The precedent established in 2016 was to pay $500.00 to both the appointed operational positions with branch, ●

those being the BC Page Editor and Webmaster.

Indication that the BC Branch web page has room for improvement for level of professionalism in comparison to other Branch websites. o The expectation is that the Web Master is expected to maintain the website but that a web designer may have to be contracted for an overhaul of the website. Even ongoing maintenance of website may require a contractor.

Canadian Institute of Public Health Inspectors – BC Branch President’s Report 2019 Executive Council The Executive Council has seen the recruitment of a number of new members who bring a commitment to the vision and purpose of the Branch, and provide new ideas and perspectives on our work. The Executive Council now has representation from each of the Health Authorities in the province, except Fraser Health, which gives a strong, multi-regional context to our approaches. 2018 saw Past-President Gordon Moseley step away from his role as President before the end of his term, and Secretary Stacey Sowa vacate her role to become the BC representative on the Council of Professional Experience (CoPE).

This has led to vacancies in our President-Elect and Secretary positions that we look forward to filling in the near future. We hope to more thoroughly engage with CPHI(C) holders in Yukon to demonstrate our commitment to supporting their work, and representing their voice.

Education The Executive has identified a core mandate for the Branch to support members in education and skills development, and in achieving the requisite continuing professional competency hours. With mandatory membership for post-2017 certificate holders, this will be more important than ever to ensure members have every opportunity to maintain compliance. We also recognize that budgets for education and travel from employers have been reduced, restricted, or otherwise impractical to supporting the needs of members, and see the Branch as a way to offset that in some way. Per our commitment last year to develop a webinar-based education series, the Branch is moving forward with overcoming the technological restrictions posed by employer information technology systems and developing a framework that meets both the delivery and outcome needs of members. If and when employers are able to support in-person education opportunities, the Branch will explore how to best participate or host those events.

Finances The Branch is in a strong financial position, benefitting from carry-over revenues from the 2017 Annual Education Conference and reflecting strong fiscal management. The move to a five-year expiration date on FOODSAFE certifications has led to an increase in revenues from out-of-province registrations, which make up the most consistent revenue stream for the Branch after membership dues. Significant expenditures are expected in the coming months to support the education platform, with the desire to offset these through sponsorship and/or cost recovery mechanisms.

Membership 2019 saw a continuation of the declining trend of regular memberships, though the number of regular members still exceeds what was seen in 2016, the year before the increase attributed to the AEC being held in BC. The Branch relies on employer-paid memberships to support a significant number of our regular members, and there is a risk of that support not continuing in the face of financial pressures on employers. The Branch aims to identify opportunities to establish value for potential members in selfpaying membership dues in the absence of employer support, with mandatory membership not expected to significantly contribute to the membership roster for some years to come. The Branch also hopes to engage employers in demonstrating the value of membership for their staff, and to advocate for continued financial support for membership.

Canadian Institute of Public Health Inspectors, BC Branch Treasurers Report to Members December 2019

This report relates to two fiscal periods: January 1, 2018 to December 31, 2018 and January 1, 2019 to June 30, 2019; and proposes a draft 2020 budget for consideration.

The 2018 calendar year saw an increase in membership. The Executive committee experimented with holding the AGM at the eve of the BOC Exam and provided catering, to see if this would increase participation. The usual Christmas gatherings were held, but no educational events. Promotional swag was purchased in 2018. See Appendix 1. The breakdown of revenue for 2018 by source is shown in the chart below:

The top income streams in 2018 were Membership Dues (67%), FOODSAFE Contract (15%) and Social Events (15%).

Together these represent 97% of total revenue.

The breakdown of expenditure is shown in the chart below. The largest expense for 2018 was general Administration which includes bank fees, insurance, storage unit rental, BC Society registration, postage, printing, teleconferencing, meeting room/catering and credit card processing fees, all together accounted for 39% of total expenditure. Travel accounted for 27% of expenditure. Promotion, including Environmental Public Health Week, awards, student prizes, purchasing Branch T-shirts and membership drive prizes accounts for 18% of expenditure. The Christmas luncheons/Social Events accounted for 11% of expenditure. Donations to EHFC and National AEC accounted for 2% of expenditure. Expenditure on the FOODSAFE Contract accounted for 3% of expenditure.

The formal financial statements for 2018 are shown in Appendix 2. The Branch is in a strong financial position.

Because the of the requirements of the Society Act and Regulation I have prepared supplementary statements for the period January 1, 2019 to June 30, 2019, ensuring the end of the period reported is no more than 6 months before the AGM. See Appendix 3.

Finally in Appendix 4 there is a proposed 2020 Budget for consideration. The membership and Executive Committee should spend some time considering the objects of the society and what we want to achieve in the next couple of years.

Board of Certification (BOC) – BC Branch Annual Report 2019 Instructional Objectives (IO’s) Revision Revising the IO’s has been a huge undertaking by the National BOC. The final version has been released this year to all Canadian educational institutes, for the ongoing development and improvement of their Environmental Health programs to aligning with the versatile work that Environmental Public Health Professionals (EPHPs) perform daily in various Canadian communities. BCIT along with other institutes have made significant efforts to incorporate the new IO’s in the 2019 curriculum.

International Candidates Project National BOC has received multiple inquiries from individuals around the world who wish to become certified in Canada over the past years. To respond to the demand, a project has been struck to develop an assessment examination for this purpose.

Assessment Review The current certification process, which consists of the written and oral components, has been used for many years. National BOC has conducted multiple analyses to assess if it remains a comprehensive and robust assessment system to evaluate candidates’ abilities as entry-level Environmental Health Officers. In addition, we continue reviewing various assessment tools to determine how we can utilize them to improve the exam administration in a more economical, effective and frequent fashion.

Council of Professional Experience 2019 Report to Membership - June 17, 2019 Contributed by Jenny Brown, Chairperson Background: The Council of Professional Experience (CoPE) administers the Continuing Professional Competencies (CPC) program within CIPHI. CoPE’s role is to provide leadership and vision as well as the architecture for the CPC program. CoPE communicates key aspects of the CPC program, reviews and approves professional development opportunities and supports members in their inquiries regarding professional development requirements. In addition, CoPE is tasked with fostering accountability in Environmental Public Health Professionals across the country through auditing of members’ professional development entries.

Activities: This has been a pivotal year for CoPE as it has finalized and trialed its new auditing process. A comprehensive debrief of this year’s audits will be performed during CoPE’s fall meeting to help ensure a streamlined, defensible and fair auditing process for 2019 audits. We appreciate all members’ patience and understanding as we navigate through this new process.

CoPE has invested significant time in creating a proposal for comprehensive PD model revisions. We are excited to share this proposal with our members and will be organizing focus group sessions with members in the fall to review the proposal and solicit feedback. We also welcome members to connect directly with their CoPE representative about these revisions.

CoPE’s regulations are being revised this year to better support CoPE’s current activities and resource needs. These updated regulations will be released soon.

Appreciation: I would personally like to thank the amazing group of volunteers that make up CoPE for going over and above this last year. Your numerous hours of dedication, positive attitude and team spirit made this challenging year a success. A special thanks to our Audit Lead Beth Driscoll, who spent countless hours managing the new audit process, mentoring auditors and keeping us moving forward during this year’s audits. A special thanks as well to Peter Ross for managing the CoPE email account; email traffic was

greater than expected and his diligence ensured timely communication with members. I would also like to acknowledge Matt Glover, past Newfoundland Representative, for his contributions to CoPE while in office, CoPE misses your friendly presence.

Audits: As part of CoPE’s core responsibilities, we completed random audits of 10% of members who submitted a minimum of 80 PDHs for 2018, which resulted in 130 audits of the institute’s 1318 regular members.

2018 saw a significant increase in compliant audit results up from 76% in 2017 to 93% in 2018 but this increase is partially due to a change in the auditing process as per NEC Policy #23. In addition, 72% of members submitted PDHs in 2018 which is on par with 2017 submissions.

There were several significant changes that occurred during this year’s audits: 1. 368 members who didn’t submit PDHs and 113 members who submitted less than 80 PDHs were sent personalized emails informing them of the changes to CIPHI policies and that enforcement of mandatory membership will commence in 2020. A significant number of members (>40) responded to this email which provided additional opportunity to engage with and educate our members.

2. Any audited member who didn’t submit sufficient information to complete their audit was contacted via email and asked to provide this information within 10 business days. This was an exceptional opportunity for auditors to educate members on the information required to complete audits that will continue moving forward.

3. All audits that received a failing grade were reviewed by the Audit Lead or CoPE Chair to improve the integrity and consistency of the auditing process. Where necessary, a third review was done to ensure the audit was impartial and accurate.

4. A technical review as per the audit procedure will be conducted on each auditors’ work over the summer to further improve auditor skills and consistency.

Members continue to gain the majority of their professional development hours (excluding Professional Practice) from Formal, Informal and Participation categories. Members continue to utilize the inclusion of Reflective Practice which saw members achieving nearly double the amount of PDHs this year in this category for activities such as self-assessment, learning plan creation and reflection on action.

The overall audit results indicate continued awareness and commitment of CIPHI members to the CPC program and provided a valuable benchmark as we enter the mandatory membership model and progressive compliance framework for 2019 audits.
