In a move to save money, Colerain Township officials are not renewing their contract with Waycross Community Medica to broadcast and stream its meetings and events. Instead, officials plan to record the meetings in-house, and make those recordings available on the township’s website at www.coleraintwp.org. Frank Birkenhauer, Colerain Township assistant administrator, said the township can buy equipment and make meetings available online for an initial investment of about $15,000 rather than the $65,000 annually curerntly paid by Colerain Township for its Waycross contract. To that end, Colerain Township trustees approved a resolution at the board’s Aug. 9 meeting defining rules for video and audio taping public meetings and rules for public address. The township will install video and audio equipment in the trustee chambers to be used to record meetings of the Colerain Township Board of Trustees, Colerain Township Zoning Commission, and Colerain Township Board of Zoning Appeals. The newly adopted policy dictates that the video/audio taping of meetings shall run from “Call to Order” to “Adjournment” without editing and the video/audio links will be posted to the township website within 48 hours of each meeting for public review. Trustee Greg Insco said he had no problem with the rules for audio and videotaping and the online posting but wanted to separate the rules for public address, saying they were “out of line.” Trustee Michael Inderhees said the rules were not a change from the policies currently in effect, and the board voted 2-1 to pass the motion which included the video policy and control of public address. Inderhees and trustee Jeff Ritter voted yes, Insco voted no. Ritter asked administrators to test the in-house equipment and procedures to be sure the system is ready when the switch-over occurs, which is expected by Oct. 31, when the current contract expires. GREEN TWP. – Many area children will have returned to school by late August, so they’re likely going to want to spend some time during the final weekends of summer having a little fun. Green Township will have plenty of activities and games for those children and their families at its eighth annual Kids Fun Day. This year’s event is set for 11 a.m. to 2 p.m. Saturday, Aug. 27, at Veterans Park, 6239 Harrison Ave. “It’s always a fun event,” Jennifer Barlow, the township’s special project coordinator, said. “I think it’s great to see the young families come out and enjoy the day.” The free community event was started in 2009 as part of the township’s bicentennial celebrations and its popularity prompted the township to make it a yearly occasion. “We definitely draw a good crowd,” Barlow said. Each year anywhere from 400 to 600 children, plus their parents or guardians, attend the event, which she said offers a wide variety of games and several educational activities. Along with displays of vehicles and demonstrations from the township’s police and fire departments, she said this year’s event also features RiverWorks Discovery, a national outreach program that will teach children

The resolution passed Aug. 9 also lays out how the public participation at meetings will be managed. “Public participation at board meetings is limited to the public comment portion of the board meeting as indicated in the agenda, except for public hearings for which the public may participate. All other times during a board meeting, the audience will not be recognized by the board unless specifically requested to speak by the president of the board or the presiding officer. » “Persons wishing to address the board must be physically present and, prior to the beginning of the meeting, complete a public comment form by registering their name, address and topic. Each person addressing the board is limited to five minutes to state their issues, comments, questions, concerns, etc. » “Responses will not be provided during the public comment portion of the agenda. Responses to stated issues, comments, questions, and concerns, by the board, administration or fiscal officer may be addressed under their respective reports within the agenda. » “Persons addressing the board are expected to observe a level of civility and decorum appropriate for public meeting. The use of obscene or profane language, personal attacks, slander, libel, defamation, physical violence or the threat thereof which the president of the board or presiding officer determines is intended as a disruption of the meeting shall constitute disturbing a lawful meeting. » “The board president or presiding officer may order the removal of any person disturbing a lawful meeting or failing to comply with any lawful direction or order by the board president or presiding officer for the duration of the public comment period or such lesser period as the presiding officer may determine. The presiding officer may order the removal of persons who continue to disturb a lawful meeting from the board meeting for the duration of the meeting or such lesser period as the board president or presiding officer may determine.”
