Boone County has again begun the legislative process of withdrawing from the Telecommunications Board of Northern Kentucky, allowing the county to manage its own cable television franchise. The Boone County Fiscal Court had a first reading of an ordinance

Feb. 2 that would end its TBNK membership effective June 30, 2011. That’s a year later than when the county had initially planned to leave. But the county lost a lawsuit in Boone Circuit Court against TBNK that effectively pushed back the withdrawal date. The Fiscal Court first voted unanimously to withdraw from TBNK in November 2008. County Administrator Jeff Earlywine said

there were a series of meetings with TBNK and there was a differing opinion that related to the county’s terms of separation. The county filed suit in Boone Circuit Court in July 2009 to withdraw its membership and receive a proportional share of TBNK’s assets. Judge J.R. Schrand ruled in favor of TBNK last December. “Nothing has changed in terms of the policy decision of the (Fiscal) Court,” Earlywine said.

TBNK consists of unincorporated Kenton County, unincorporated Boone County and 15 Kenton County cities. TBNK runs a cable television franchise with Insight Communications Co. and Cincinnati Bell Inc. TBNK offers local programming, too. TBNK Director Tim Broering said the suit was centered on

Subdivision burglarized By Paul McKibben pmckibben@nky.com

The Hempsteade subdivision in Union is concerned about a series of burglaries. Six to eight break-ins have happened in the development in the last year, the Boone County Sheriff’s Department said. “Well, I think it’s a concern but I think the sheriff’s department has it under control. ... I know the deputies have been in contact by e-mail with a number of our residents,” said City Commissioner Bob Kelly, who lives in the subdivision. Kelly said it’s always a concern when there are break-ins and he thinks “it’s concerning that we have to keep an eye on it and keep in touch with the sheriff’s department but I think the sheriff’s department is on top of it.” Hempsteade is located off of Mount Zion Road. Kelly said in the past homes have gone for $180,000 to $400,000. To help prevent burglaries, Boone County Sheriff’s Department spokesman Tom Scheben has a few tips. They include: • Be a good neighbor. If one perhaps hears or sees something suspicious, call the sheriff’s department. • Leave lights, radios or televisions on • Use good dead bolt locks • Make sure windows are closed and locked • Get a dog • Use alarms Scheben said thieves who are breaking into a house want anything that they can sell quickly. “Normally for what we see in Boone County, it’s to support a drug habit,” he said. The burglaries happened on Hempsteade Drive, Cedarwood Drive and Ash Creek Drive.

Republican James Bozman of Florence has withdrawn his candidacy for Boone County commissioner District 3. Bozman instead will support former Republican state Rep. Charlie Walton of Florence. Walton is challenging two-term Republican Terri Moore of Florence in the May 18 primary election. “With his strong leadership and experience serving the citizens of Boone County, I believe he is exceptionally equipped to serve. After much consideration, I am stepping aside and lending my support to Charlie Walton,” Bozman said in a statement. “I hope those who have supported me will do the same. He is a fellow conservative who has a proven record and I am confident that he will serve the citizens of Boone County in the manner they deserve.” Bozman said in an interview that he and Walton are conservative candidates and the primary goal is to unseat Moore. Bozman said Walton has a better chance

than he does and if they’re both in it, they will split the conservative vote and she’ll probably retain the seat. Bozman said he did have some difficulty fundraising and had raised less than $2,000. Moore said she doesn’t look at the race any differently than when it had three candidates. She said her campaign is going to be run the same way. She said she feels she’s very much a conservative. “I’ve been an active part of the budget process for the last seven years. We’ve reduced our spending,” she said. Moore said the county is maintaining services and even increased some of them since she’s been in office. She said the county has been able to do that with fewer employ-

ees and money. “And I don’t see that trend changing,” she said. Walton said his primary goal is not to unseat Moore. He said Walton he’s running because he feels like he has leadership skills to offer the county and the district, among other reasons. “I have a policy that I do not say negative (things) about anybody,” he said. “I just tell people who I am and what my ability is so I haven’t looked into her records. I just feel like I’m very capable of doing that position and I will work in a very positive manner to accomplish a goal.” Bozman, who frequently attends Boone County Fiscal Court meetings, said he still plans to attend those. He is a Boone County Republican Party precinct captain. The winner of the Moore-Walton primary race will face Florence Democrat Dave Welte Sr. in the Nov. 2 general election. Welte is an employee in the county’s property maintenance department.
