Family of the 32-year-old Milford man killed after his car fell from a bridge into the Ohio River said Monday their “hearts are broken at the loss of our brother and son.” Officials this weekend identified David Bouma as the occupant of the Pontiac Grand Prix that toppled off the Inter-

state 275 Combs-Hehl bridge March 15 during a crash involving a dozen vehicles. The car and Bouma’s body were removed Saturday from the river. Water conditions had stalled recovery efforts. In a statement released through Campbell County Police Chief Craig Sorrell, the family said “the last week and a half has been extremely difficult.”

“We now have confirmation and can begin to process this tragedy and loss,” the family said in the statement. “David lived in Milford for over six years, and over that time made many friends in the area and created his home here. The heartache is unimaginable and devastating, and we appreciate the media respectSee CRASH, Page 2A

COLD SPRING – Councilwoman Lisa Cavanaugh is apologizing to residents for her March 20 arrest while announcing plans to continue in her elected position. Cavanaugh said in a statement she will remain on Cold Spring City Council and that her personal life has no bearing on her council duties. Police arrested Cavanaugh and her husband, John, on misdemeanor fourth-degree assault domestic violence charges at their Cold Spring home. Lisa Cavanaugh was additionally charged with marijuana possession and possession of drug paraphernalia, both misdemeanors. Cavanaugh said she pleaded guilty to domestic violence and marijuana possession charges. Cavanaugh declined to comment further beyond her written statement. The Community Recorder broke the story of Cavanaugh’s arrest March 21. Cavanaugh is in her third term on council after being elected in 2012. Cavanaugh’s current council term ends Dec. 31. “The incident that occurred was a very unfortunate family matter between myself; my husband; and our son that quickly escalated and got out of control. Every family has issues and things happen, but since I’m on council, my personal life is subject to public knowledge.” “The charges themselves and through the media it can sound like there’s more to it than what there actually is, but I take responsibility for myself and my actions. “However my personal life does not effect my position on council; my concern for the city; or my service to my community and what I was elected

to do. Those that know me personally and those who have followed me on social media for the last 4 years, know that I feel it is a privilege to be on city council and it is not something I take for granted. “My concern isn’t so much about myself, but about more unnecessary negative attention brought to the city, and there is no one more disappointed and embarrassed than I am in myself, and I want to humbly extend my sincerest apologies to the residents of Cold Spring. “I appreciate the support and kind words from family; friends; and residents and all I can do is deal with it and move on. “I’ve never been arrested in my life, but when you’re laying on a cold hard floor, one tends to do a lot of thinking and soul searching, and sometimes it’s the things that bring out the worst in us, that help us to focus on what’s important in life and to make the necessary changes to better ourselves. There’s a lesson in everything, if you are aware and look closely enough. “I will handle my personal family matters privately. “So, in the spirit of fair and balanced reporting, now that you got the negative side of my personal life, there is a positive side to my public life. “I am the city’s historical cuSee CAVANAUGH, Page 2A
